1 A Guide for Residents Sutton Garden Suburb Conservation Area

2 Introduction This leaflet is designed to provide residents with information and advice about living in the Sutton Garden Suburb Conservation Area, and the benefits, restrictions and responsibilities involved. The aim is to ensure that all properties are well maintained and that any alterations to properties are sensitively designed so that the heritage and value of the conservation area is protected. What is a Conservation Area? A conservation area is defined as an area of special architectural or historic interest, the character or appearance of which it is desirable to preserve or enhance. There are 4 conservation areas in the London Borough of Sutton. Sutton Garden Suburb Conservation Area Thomas Wall, famous for his sausages and ice cream, developed the Sutton Garden Suburb between 9 and 94. This suburb contributed to the Garden City movement that was originally conceived by Ebenezer Howard and was similar to the development of the Hampstead Garden Suburb in North London. World War I limited the size of the development to one tenth of the area detailed in the original Master Plan. The boundaries of the Sutton Garden Suburb Conservation Area, which was designated in 989, are shown on the map on the back page. The character of the area is set out in a Character Appraisal, which can be viewed at

3 Conservation Areas What are the benefits of living in a Conservation Area? Conservation area status provides protection for the architectural and historic interest of the area, can help attract resources for enhancement, and gives you the benefit of being able to conserve your local heritage. Property values are often higher in conservation areas because of the additional consideration, resources and attention given to the area. The council has prepared a Character Appraisal and a Management Plan for Sutton Garden Suburb, including an enhancement plan. Some improvements have already been implemented, for example the council has erected new signs recognising the conservation area and as funding becomes available the council will replace the concrete light columns with heritage style lamps. What are your responsibilities? Living in a conservation area comes with responsibilities. In some cases (summarised on the next page) you may need to apply for planning permission to extend or demolish part of your property. You may also need planning permission for minor developments that might not normally be required outside a conservation area. Hawthorne Close

4 Issues for ALL residents in the Conservation Area General Guidelines Works that may individually be considered to be a minor alteration may appear harmless in isolation, but together they can detract from the character of an area and the appearance of a property. Property values are often higher where original features are retained and refurbishment is often a cheaper option than replacement. In order to enhance and preserve the predominant character of the area, the council advises that you consult the general design guidance in Sutton s Urban Design Supplementary Planning Document (SPD) and Residential Extensions SPD when considering making alterations or additions to your property. Specific design guidance for Article 4() properties is set out on page 6 of this leaflet. When do I need planning permission? Not all changes to your property require planning permission, however certain types of minor changes will. A general guide to what you can and can t do to your property can be found on the Governments Planning Portal These rights are further restricted in conservation areas to ensure that development does not have an adverse impact on the character and appearance of the area. Therefore you will need to apply for planning permission for the following: Minor developments Exterior cladding using stone, artificial stone, pebbledash, render, timber, plastic or tiles Side extension Rear extension more than one storey All roof alterations or additions Erecting any building, enclosure, container or pool to the side of the house Oak Close 3

5 Installing, altering or replacing satellite antennae on a chimney, wall or roof slope which faces onto, and is visible from, a highway (including footpaths) Installing, altering or replacing a chimney, flue or soil vent pipe on a roof or wall which fronts a highway, and is on the main or side elevation of the house If you live in an area covered by an Article 4() Direction (as shown on the back page) there are additional controls over development on properties, which are listed on page 5. Demolition You must apply for consent to demolish any building in a conservation area. Generally the council prefers to retain buildings which make a positive contribution to the character and appearance of the conservation area. These have been identified as unlisted buildings of merit (all Article 4() properties plus 0 Aultone Way). To find out if planning permission is needed for any external work to your property, you are advised to contact Planning on or Trees Trees make a positive contribution to the character of the conservation area and should be retained and protected. Anyone wishing to prune or fell any tree in a conservation area must inform the council in advance. The council then has six weeks in which to decide whether or not to serve a Tree Preservation Order (TPO) on that tree based on the contribution the tree makes to the conservation area, its species and its health. If a tree becomes protected by a TPO, a formal application will be required to fell or prune it. Failing to comply with legislation can result in prosecution. There are already over 50 trees with TPOs in the Garden Suburb. It is always advisable to contact the Council s Tree Officer on before starting any tree work. 4

6 Issues for Article 4() Properties Properties affected by the Article 4() are shown on the map on the back page. What if I own an Article 4 () property? Powers also exist (called Article 4 powers) for the Council to place additional controls over development. An Article 4() Direction (which came into effect in September 007) has been placed on a number of properties which means that planning permission will also be required for the following developments where they would front a public highway or open space: Any enlargement, improvement or other alteration to a house or its roof including replacing an external door or window Creating a hard surface on the ground for any purpose Removing, erecting or altering a chimney on a house or building Installing, altering or replacing satellite antennae on a house or other structure Erecting, maintaining, improving or altering a gate, fence, wall or other means of enclosure Demolishing or removing a gate, fence, wall or other means of enclosure, including hedges Erecting any building or enclosure, swimming pool or other type of pool, or maintaining, improving or altering part of any building or enclosure Painting the outside of any building or enclosure Constructing a porch Woodend 5

7 Design Guidance for Article 4() Properties Windows The original windows of Article 4() properties are painted timber with top-hung upper and side-hung lower casements, some with multiple panes and integral glazing bars, depending on the size of the window. Examples are shown on the next page. The Council s preferred approach is for the refurbishment of timber windows (and doors) before replacement. Where the replacement of windows is the only option, the council expects an authentic reconstruction that replicates the style and proportions of the window, preferably constructed from timber. The council understands that some owner/occupiers want upvc replacement windows for maintenance and insulation reasons, although appropriate insulation of timber windows can be achieved by other means. Proposals for upvc replacement windows will only be granted planning permission where: The original pattern and style of subdivisions between panes is replicated including the overall height, width and size of glazing bars and panes. Glazing bars must give the impression that they are integral*. Permission will not be granted for internal mock glazing bars. Proposals demonstrate that replacement windows have the same opening arrangements. Permission for tilt and turn windows, replacement of side-hung windows with top-hung windows and alterations to increase the opening area of any window will not be granted. * External glazing bars which are glued on to the window pane may not be the most appropriate type as the glazing bars can move out of place over time. A successful method of preventing this is for the glazing bars to be clipped into place (both internally and externally). 6

8 Doors Original doors have two main designs (as detailed in the pictures below). The designs are simple, with the lower section made of timber, and the upper third divided into small panes. Proposals for replacement doors should replicate these designs. There are joiners who can produce a sympathetic style of window/door to the original styles found in Sutton Garden Suburb. For good recommendations talk to your neighbours or Residents Association. In properties where original doors and windows have not been retained, applications for planning permission must show that the proposed replacements are of the original style for their property. Some examples of original door and window styles 7

9 Render and Pebbledashing The contrast between the red brick and roughcast render is a feature of the Garden Suburb. As such, planning permission will not be granted for rendering or pebbledashing brick walls. Roofs Materials used to repair and restore roofs should use roof and ridge tiles that match the original in size, colour and technique. Chimneys should be retained as they form an integral part of the design of any property, giving vertical emphasis and punctuating gables and ridgelines. Porches Original porches, apart from those formed by a recessed door, are largely absent from the Article 4() properties and as such, planning permission would not be granted for a porch extension or infill of recessed doors. Satellite dishes /antennae The front of a building has a large impact on the appearance of the whole street, so satellite dishes and burglar alarms should be kept to the side and rear. Boundary treatments The most common boundary treatment for the Article 4() properties is a front hedge, although some properties have low, red brick front boundary walls, picket or closeboard fences and /or shrubbery. Planning permission will not be granted for the removal of original fences, walls and hedges. Replanting hedges is encouraged to restore the character of the area. Horseshoe Green 8

10 Exterior Painting When applying for planning permission to paint the outside of your property the following guidelines will apply: Windows should be painted in the original colours of dark green frames with the casement painted cream. Acceptable alternatives are black frames with white casements or white frames and casements. Doors should be painted in dark greens and blues. Roughcast rendering panels should be painted white. Brickwork should not be painted, including brick boundary walls. Extensions Red brick is the most common traditional building material although in places there are panels of roughcast render. Extensions and alterations to existing buildings should reflect these materials. Woodend 9

11 Enforcement The council will take steps to deal with the effects of unauthorised development in order to protect the special character and appearance of the area. Due to limited resources, the council often relies on members of the public to bring breaches of control to the council s attention. Complaints can be made in writing to Enforcement, Development Services at 4 Denmark Road, Carshalton SM5 JG, or online at giving as much information as possible. The council will not investigate anonymous complaints.
