2 Outline Smart Cloud Strategy 1 The Smart Cloud Strategy that was arranged in May 2010 by the Smart Cloud Study Group, presided by the State Secretary, is the Cloud Strategy for MIC as a whole. The Smart Cloud Strategy aims to maximize use of cloud services (services that use cloud computing technology) to promote the wide spread use of ICT and thus amass and share a wealth of information and knowledge beyond the boundaries of companies and industries across the entire social system, and thus achieve a knowledge and information society, create new economic growth, and bolster Japan s international competitiveness. The following three separate strategies are being implemented for the spread of cloud services: 1) Strategy for utilization and application (promoting the use and application of cloud services) 2) Technical strategy (promoting strategic R&D of next generation cloud technologies and such) 3) Global strategy (promoting international consensus and global cooperation) Smart Cloud Strategy Utilization Strategy Promotion of full utilization of ICT Environmental arrangements for diffusion of cloud services Assistance in creation of new cloud services Global expansion of cloud services Technology Strategy Promotion of research and development of next generation cloud technology Promotion of standardization International Strategy Compose a consensus to formulate international rules using international vehicles such as APEC, OECD, and ITU Hold dialogue on policies under the cooperation of industries, universities, and the government

6 Major Measures Strategy 5 Main Efforts in the Utilization Strategy <Establish a guideline for protecting the use of cloud services and securing compliance> From the viewpoint of promoting the use of cloud services in companies and such, organized potential risks along the order of the procurement of services to protect company trade secrets and to secure compliance, A Guideline to Protect Cloud Service Users and to Secure Compliance, which illustrates crucial issues that must be confirmed before concluding an agreement, was formulated in July this year. <development assistance project of cloud services for small venture companies> To create new business in cloud services, ICT resources, such as JGN-X of National Institute of Information and Communications Technology (NICT), and a government statistics database in Statistics Center, will be provided for small venture companies, which tend to lack human and economic resources. Then, business development support for cloud services by using those ICT resources will expand in November this year. We held a press release on September 07, and began recruiting. Efforts in Technology Strategy <Standardization of technical prerequisites for cooperation between clouds> The required R&D was inaugurated, including generic technologies for highly reliable controlled cloud services and environmentally-friendly network-structured signaling technologies, aimed at providing highly reliable and high quality power-saving cloud services through advanced cooperation of several clouds, including mid-and-small clouds. Based on these R&D results, while cooperating with the Global Inter-Cloud Technology Forum (GICTF), the required items for service level agreements (SLA), functions linked between several cloud services, and interface requirements were examined. The conclusion of this examination was presented to FG-Cloud Computing, a cloud focus group in the International Telecommunication Union-Telecommunication (ITU-T) Standardization Sector and was officially included as a candidate for standardization issues in the ITU-T. Efforts in International Strategy <Conduct dialogues on cloud policies> During the 8th APEC Ministerial Meeting on Telecommunication and Information Industry held in October 2010, the Okinawa Declaration was adopted. The Declaration conveys the necessity to have measures to establish a safe and secure environment in using and applying cloud computing within the APEC region. The Japan-Korea Cloud Computing Policy Dialogue was inaugurated in September 2010 and the U.S.-Japan Policy Cooperation Dialogue regarding the Internet economy was inaugurated in November and 2nd meeting was conducted in June Japan-EU ICT dialouge was also inaugurated in June In addition to sharing the best practices in cloud services in both countries and exchanging opinions to solve issues, it was agreed to hold periodic meetings and cooperate with each other.

7 Questionnaire concerning use state of Cloud Service 6 In Japan, 25.2% of large businesses are using or intend to use cloud networks, as are 13.4% of small and medium-sized businesses. Both figures have risen since last year, suggesting that acceptance of cloud services is gradually increasing. Meanwhile, if we compare the number of businesses at the usage phase in Japan with those in the United States, only 60% as many large businesses in Japan are at the usage phase, and only 40% of small and medium-sized businesses. The use result of the cloud services in Japanese companies is 22.5%,while that of the U.S. companies is 64.0%. The gap of the utilization of the cloud services between Japan and America was four times last year, but the gap has reduced to three times this year. In terms of actual usage, however, the United States has reached the use phase, whereas Japan is still in the preparing for use phase. The penetration of cloud networks among small and medium-sized businesses** is much the same between Japan and the United States. However, a relatively high 34.9% of businesses in the United States are using or intend to use cloud networks, whereas in Japan many businesses are hesitant to embrace the technology. 10 <Establishment of Japan Cloud Consortium> Establishment of Japan Cloud Consortium 9 In view of promoting the creation of standard cloud service models, etc. in sectors across a broad range of areas from the user is point of view, and in response to the recommendation that a consortium be established consisting of the government, local governments, and private business operators, etc., the Japan Cloud Consortium was established in December 2010 to disseminate and develop cloud services in an industry-academia-government collaboration of the various enterprises, organizations, and business types found in Japan. The Consortium was established with the aim of implementing cross-sectional information sharing, identifying new issues, and recommending solutions to them, etc. via various measures being used in the dissemination/development of cloud services by cloud service related enterprises and organizations, etc. The Ministry of Internal Affairs and Communications and the Ministry of Economy, Trade and Industry participates as an observer and provides support in these activities. The WGs initially established were as follows but more are added as appropriate in consideration of the necessity for discussions to be held. 11 Japan Cloud Consortium 10 The private organization of a Japan Cloud Consortium will be established to promote the dissemination/development of cloud services in Japan in an industry-academia-government collaboration of various industries, organizations, and businesses. The purpose of this Consortium is to carry out the activities of making suggestions, etc. on the cross-sectional sharing of information on and identifying/resolving any new issues with various measures for use in the dissemination/ development of cloud services by the relevant enterprises/organizations, etc. The Ministry of Internal Affairs and Communications and the Minister of Economy, Trade and Industry will also support the activities of the Consortium as observers. Improved QOL of the population and promotion of lifestyle-related disease prevention through storing not only health and medical care data but also various life log data involving lifetime care in clouds and analysing them for output in a new form. Creation of new markets for service providers. Clarification of various conditions (technological, security-related, etc.) required in creating prototype health/medical clouds that meet those conditions. Discussions will be held on developing a model of a Tourism Cloud that enables tourism-related businesses, including small business, to provide services at a low cost and effectively by utilizing ICT technology. Construction of the new business model for fisheries so they can improve brand competitiveness and profitability by utilizing ICT technology such as cloud computing. Then, discuss and identify the model that can distribute and provide sea food safely to consumers.

Provided in Minamisoma City and elsewhere. Further expansion to other areas where it is requested by local governments.

19 3Unification of blood business IBM Japan has made its LotusLive environment available free of charge for the early implementation of an efficient data-sharing program connected with the Japanese Red Cross Society's "Blood Programme." By immediately beginning collaboration between relevant parties in the affected areas as well as within and outside the Japanese Red Cross Society, the large volume of issues which arose immediately after the disaster can be efficiently resolved, information sharing and issue history management with relevant parties can be carried out, and a stable supply to blood product medical institutions can be maintained.

20 4Animal aid services(miyagi prefecture) Animal rescue support services and secure information sharing platform services were offered to the Miyazaki Prefecture Veterinary Medical Association as part of the support measures implemented after the Great East Japan Earthquake. Introduced in May. 21 5Medical Training by utilizing cloud computing When volunteer physicians are dispatched from other regions, they are first provided with e- Learning to give them an understanding of healthcare in the affected areas. 27 11Visualization of needs Text mining technology was used in analyzing text posted on social media (Twitter). Needs - "When," "Where," and "What" - for each city, town and village made visible. 28 12Feed back message system A new circle of support is being widened by enabling disaster survivors to share with support members, organizations and those around them"what sort of person" offered them "what sort of support" as a way of facilitating such support. When providing relief supplies, cardboard boxes and mail addresses are provided by event. Feedback messages from on-site are collected per event unit, and system infrastructure for the creation of a homepage is provided free of charge.

29 13Disaster relief information Sahana (Yamagata, Iwate prefecture) Together with the NPO "Hyogon Tech," a cloud environment was provided free of charge within which the "Sahana" disaster relief information sharing system (which has a proven track record with large earthquakes overseas) was launched early on (still in operation as of August 2011). This system has helped raise the visibility of all information connected with disaster relief in evacuation centers in Yamagata and Iwate prefectures and is a support in information sharing, management and communications.

30 14Shelter assessment (Miyagi prefecture) In collaboration with information management NPO organization "A" providing support to disaster victims at evacuation centers, a system for supporting evacuation center assessment, minority support and needs matching is operated via a cloud. 31 15Web meeting Meeting Plaza "MeetingPlaza" Web conferencing ASP service offered free of charge as part of rebuilding support efforts (for three months after new introduction) Used as a means of communications (remote conferencing, information sharing, etc.) at numerous head offices and branch offices, including in the affected areas.

32 16Safety Confirmation by utilizing web meeting A Web conferencing support application aimed at chambers of commerce and industry, federations of chambers of commerce and industry, commerce and industry associations, business federations and their member businesses was installed in a cloud environment and up and running one week after the disaster.
