2 Washington Metropolitan Area Transit Authority Board Action/Information Summary Action Information MEAD Number: Resolution: Yes No TITLE: Rail Mileage-Based Asset Management Project PURPOSE: Provide the Customer Service and Operations (CSO) Committee with an overview of the Rail Mileage-Based Asset Management Project. DESCRIPTION: The Rail Mileage-Based Asset Management Project demonstrates Metro`s commitment to delivering quality service and using every resource wisely by reducing unnecessary and unscheduled maintenance and improving the overall reliability of the fleet. A mileage-based system: Aligns maintenance on individual vehicles with acutal wear; Triggers maintenance schedules based on mileage; Improves the accuracy of mileage calculation; Improves forecasting for parts inventory and maintenance staffing requirements; Permits efficient management of component requirements across the large variety of railcar configurations; Reduces unnecessary maintenance; and Improves the overall reliability of the fleet. FUNDING IMPACT: On the Board approved Plan of Contracts; CIP140. RECOMMENDATION: None. Page 24 of 52

4 Purpose Update the CSO Committee on the status of the Rail Mileage-Based Asset Management Project Rail Mileage-Based Asset Management Project is a part of the Board approved FY2011 Plan of Contracts Page 26 of 52
5 Railcar Mileage Today Presently, mileage is computed via software algorithms that estimate miles traveled based on manual data input This artificially computed mileage is subject to human input error and has an error rate of approximately 10% or 7.2M miles annually Current scheduled maintenance activities are based solely upon time intervals that may result in railcars receiving maintenance regardless of accumulated mileage and whether they are in or out of service Page 27 of 52
6 Benefits Actual Mileage Based The new maintenance approach focuses on actual mileage that will improve cost controls, overall reliability and minimizes unnecessary railcar moves and maintenance activities Wireless technology will allow actual railcar mileage data to be collected real time using secure Wide Area Network (WLAN) network Common WLAN technology platform will enable full capability of the 7000 series wireless design to transmit and utilize maintenance data system stem wide Provides expandable capability for wireless diagnostics on existing fleets and identifies faults and issues before they impact service Standard approach of maintenance based upon actual miles is being done at Metropolitan Atlanta Rapid Transit Authority, Massachusetts Bay Transportation Authority, Denver Regional Transportation, Los Angeles County Metropolitan Authority and Portland (Oregon) Light Rail Page 28 of 52
7 Benefits Asset Management Asset configuration software expands the capability of Maximo to utilize railcar mileage data to develop maintenance on a mileage based schedule Mobile inventory software expands the capability of Maximo for improved management of parts and material Barcode requirements specified on new car contracts and new long term part procurement approach Page 29 of 52
