1 Office of Graduate Education Graduate Council Meeting Wednesday, October 3, 212 3:3 p.m. W&J Gilchrist Education and Psychology Complex, Room 35 Minutes The Graduate Council met for its quarterly meeting on Wednesday, October 3, 212 in Room 35 of the W&J Gilchrist Education and Psychology Complex. The meeting was called to order by Dr. Paula S. Viltz, Chair, at 3:3 p. m. Guest Present: Dr. Kingsley Nwala, Professor/Chairperson, Accounting Minutes of the April 25, 212 Meeting: A motion to approve the written minutes of the last meeting of the Graduate Council on April 25, 212 was made by Dr. W. Eric Thomas. This motion was seconded by Dr. Jeanne Marquitz. The minutes were approved by a majority vote. New Members: Mrs.Wanda Hathaway, current graduate student in the Master of Education in Elementary Education Degree Program, Dr. Ngozi Oriaku, Professor and Departmental Chairperson in the School of Business and Economics, Ms. Nikita Piercy, current graduate student in the Master of Science in Mathematics Degree Program and Graduate Student Council President, and Dr. Zenobia Smallwood, Graduate Program Coordinator for the Master of Education in Elementary Education Degree Program, are the new members of the Graduate Council. Graduate One Stop Survey Results: The overall result of the survey that was given to students at our One-Stop Graduate Student Orientation Session on Saturday, August 18, 212 was positive. The students are very satisfied with the graduate programs at ECSU. Eleven (11) faculty members attended the One Stop Session in support of our graduate students. There were no problematic issues to address. Students suggested that their picture IDs be taken on-site. However, because other departments on campus use this service, the students will have to go to Lester Hall, Room 11 to have their picture ID taken.
2 Graduate Student Enrollment Fall 212: The Graduate student enrollment for Fall 212 was one hundred twenty-one (121) students. There are fifty (5) students enrolled in the Master of School Administration Degree Program; thirty-one (31) students in the Master of Science in Mathematics Degree Program; twenty-four (24) students in the Master of Science in Biology Degree Program and sixteen (16) students in the Master of Education in Elementary Education Degree Program. The number of students in the Elementary Education Degree Program is expected to increase when the program becomes primarily on-line. Although most of our graduate students are enrolled part-time, some students may need dormitory space. If dormitory space is needed, students will have to make the request one year in advance. The OGE is collecting data in reference to the county of residence for all enrolled graduate students. The ECSU Office of Institutional Effectiveness, Research, and Assessment will ensure that this information is included in the ECSU Fact Book for our campus community. 5 Graduates by Year Spring Fall December 212 Graduate Student Graduates: There will be nine (9) students completing the Masters Degree Programs at ECSU in December 212. Three (3) students in the Master of Science in Mathematics Degree Program; two (2) students in the Master of Science in Biology Degree Program, and four (4) students in the Master of School Administration Degree Program. A reception honoring these graduate students will be held at the Kermit E. White Graduate Center, Room 117, Thursday, December 13, 212 at 5: p.m. New Graduate Faculty Application Submission Dates : Persons submitting Graduate Faculty Applications should adhere to the submission dates. These dates can be found on the ECSU website under the following link. Graduate Education Strategic Plan Assessment: The Graduate Education Strategic Plan can be found on the ECSU website under the following link. There are nine goals consisting of fifty-seven (57) strategic activities. The OGE has completed thirty-six (36) or 63.1% of the required fifty-seven (57) activities. Dr. Paula S. Viltz and the Graduate Council Standing Committees will discuss strategies to complete the remaining twenty-one (21) activities. Graduate Catalog Revision : Revisions to the Graduate Catalog are now complete. Hard copies of the catalog and CDs will be available in November 212. MPA Degree Program Update: The Master of Public Administration Degree Program (MPA) is on hold in that ECSU must have a Baccalaureate Degree 2Program in Public Administration in place before requesting the MPA Program.
6 The Administration s new process for program approval has created a backlog of programs to be reviewed. The requests to plan or establish new programs have been prioritized and each requesting institution can only choose three programs to be reviewed for approval at any one time. The three programs submitted by ECSU that are presently under review by UNC General Administration are listed below. This information can be found at the following website: Elizabeth City State University Ranking Level Program 1 Public Administration BA Submission Date App. A App. C 2 Theatre Arts BA 7/27/12 3 Aviation Management MBA 7/16/12 MBA Degree Program Update: The MBA program at ECSU is awaiting approval from UNC General Administration. The MBA is currently at the Appendix A stage - Request for Authorization to Plan a New Degree Program. Request to Establish is the next step. When approved, we are expecting twenty (2) students to initially enroll in the program. On-Line M.Ed. Degree Program Update: The online M.Ed. Degree Program is still awaiting approval from UNC General Administration. OGE Staff Reports, Recruiter: Mr. George Cox, Recruiter for the Office of Graduate Education updated the Graduate Council on recruitment efforts to increase graduate student enrollment. Mr. Cox attended a recruitment fair at Shaw University in Raleigh, NC on October 1, 212 and is scheduled to attend recruitment fairs at NCCU in Durham, NC on October 8, 212 and Chowan University in Murfreesboro NC on November 18, 212. The Departments of Biology and Mathematics at ECSU will host recruitment sessions in Math and Biology during the fall and spring Semesters. HBCU Masters Degree Program: Dr. Miles Fisher, Project Coordinator for the HBCU Masters Degree Program Grant, reported that we are in the fourth year of the HBCU Grant. The program officer from the Department of Education wrote the following statement upon receipt of the annual report. I am pleased to report that the report has been accepted as submitted. Elizabeth City State University should be proud of what it has accomplished with the Department of Education s Masters Degree Programs at Historically Black Colleges and Universities grant. You have used the grant to make important progress in increasing enrollment in your postbaccalaureate biology and mathematics programs, and in increasing the curricular options for your students. Your success in recruiting women to enroll in STEM fields that have traditionally been dominated by men is particularly noteworthy. Thirty-two (32) Master of Science in Mathematics Degree students and eighteen (18) Master of Science in Biology Degree students are currently receiving funding from the HBCU Grant for Fall 212. Eleven students have graduated from their respective programs thus far; nine (9) students in Mathematics and two (2) students in Biology.
7 The HBCU Grant has provided Graduate Scholarships to sixty-eight (68) students to date. Community Liaison: Mrs. Amy Jo Spencer, Community Liaison Coordinator for Graduate Education assisted the OGE in mailing letters to our Graduate Alumni inviting them to the ECSU Homecoming on October 2, 212. The Alumni were also asked to contribute to the Feed the Need school drive to benefit the Food Bank of the Albemarle in Elizabeth City, NC. Standing Committee Reports - Graduate Faculty Review Committee (Action Item): The Graduate Faculty Review Committee met on October 3, 212 to review two applications. The Committee approved two (2) Faculty Members, Dr. Barbara L. Johnson and Dr. Ephraim T. Gwebu for Full Graduate Faculty Status. A motion to certify these Faculty members for membership to the Graduate Faculty was made by Dr. W. Eric Thomas and seconded by Dr. Charles Cherry. The motion was approved by a majority vote. The total number of Graduate Faculty members to date is thirty-one- (31). This number will increase as new Graduate Programs are added. Graduate Faculty must apply for re-appointment every five years, three years, or one year based upon their initial certification. The Director of Graduate Education will notify faculty members when they need to apply for re-appointment to the Graduate Faculty. Executive Committee: No report Graduate Grievance and Appeals Committee: No report Marketing and Publications Committee: No report Enrollment Management, Retention and Graduation Committee: No report Degree Program Updates - Master of School Administration : Four (4) students in the Master of School Administration Degree Program are scheduled to graduate in December 212. Seventeen (17) students are scheduled to graduate in May 213. Five additional students were accepted in the Northeast North Carolina School Leadership Program (NNCSLP) for fall 212. There are fifty-four (54) students in the program. Eleven students have graduated since the program s inception in spring 21. Master of Science in Biology: Department of Biology and Marine Environmental Science Graduate Program Highlights August September, 212 Courses Curriculum Committee met to discuss ideas on long-range scheduling and developing more diversity and better curricula predictability Bioinformatics will be submitted as a formal course creation Updates to Catalog were submitted to reflect update to curricula, name changes and to tighten language and requirements Program Development
8 Biology Student Handbook is under development Student Professional Development Students will be attending a Grant Writing Course at St. Augustine s University, Raleigh, NC Oct 9 11, 212 Three of our graduate students (Vongvilay McLees, Sareece Armwood, and Deirdre Vaughan) attended the North Carolina Alliance to Create Opportunity Through Education (NC OPT-ED) Graduate Student Cross Talk on September 28 th at UNC-Chapel Hill. This program is funded by the National Science Foundation (NSF). The purpose of the graduate student cross talks are to provide opportunities for Underrepresented Minority (URM) graduate students from across the NC OPT-ED Alliance to come together for informal conversations in the form of discussion groups, networking, programmatic activities and socialization. Faculty Professional Development Dr. Jeffrey Rousch will be attending NC State Alternative Energy course, Edenton, NC Oct. 4 Oct 8, 212 Dr. Hirendranath Banerjee Attended a workshop in Greenville conducted by the NC Biotechnology Institute Dr. Jinchun Yuan is submitting his graduate faculty application Dr. Adetayo Adedeji is submitting his graduate faculty application Research - Publications McLees, Vongvilay; Lancaster, Jeremiah; Fightmaster, Christopher; Kahan, William; Levin, Keith; Weber, Frank; Frontera-Suau, Roberto & Eyualem Abebe. (In review). Cultivable Bacterial Diversity of an Acidic Temperate Lake, Lake Phelps, NC. Journal of North Carolina Academy of Sciences. Jeremiah Lancaster, Budour Mohammad & Eyualem Abebe. (In review). The Entomopathogenic Symbiosis of Caenorhabditis Briggsae KT1 and Serratia Marcescens SCBI: an Analysis of Fitness. BMC-Research Notes. Statistics 12 course sections Fall admitted students (7 MSBE / 18 Biological Science) 2 Graduating December 212 Action Item The Biology Graduate Faculty expressed a unanimous desire during our August 212 meeting to limit matriculation starts to the Fall Semester. The Department does not have the proper resources to manage multiple cohorts of courses in two tracks simultaneously given the intense bench-top research requirements of the Biological Science track. Master of Education in Elementary Education: Sixteen (16) students in the Master of Education in Elementary Education Degree Program are enrolled in classes for the fall 212 semester. There are no students scheduled to graduate in this program for fall 212.
9 Dr. Zenobia Smallwood, Coordinator for the Master of Education in Elementary Education Degree Program, will submit updates on the program at our next Graduate Council meeting in December, 212. Master of Science in Mathematics: Three (3) students in the Master of Science in Mathematics Degree Program are scheduled to graduate in December 212. Ten (1) students are scheduled to graduate in May 213. Drs. Farrah Jackson and Kenneth Jones, along with twenty-eight (28) graduate and undergraduate students will attend the North Carolina Council of Teachers of Mathematics (NCCTM) State Conference on October 24-26, 212. Dr. Farrah Jackson and Karen Byrd (undergraduate student) will be presenting. Graduate Student Council - Homecoming Events: Ms. Nikita Piercy, current graduate student and Graduate Student Council President will be representing the OGE in the ECSU Homecoming Parade on October 2, 212. Ms. Piercy is also spearheading a Feed the Need School Drive in Gates and Pasquotank counties to collect food for the Food Bank of the Albemarle in Elizabeth City, NC. Open Agenda: The Graduate Council was invited to attend the American and International Education Week activities. The luncheon will be held on November 13, 212 at 12: p.m. The dinner will be held on November 16, 212 at 6: p.m. The luncheon and dinner will be served in the K. E. White Graduate Center. Adjournment: The meeting adjourned at 4:3 p.m.
