1 Ph. D. Major in Occupational Safety and Health Rev 10/18/2005 PROGRAM DESCRIPTION A. Program Objectives: The principal objective of the Occupational Safety and Health Ph.D. major is to educate and train, to the highest level of competency in teaching and research, men and women as occupational safety and health professionals for industry, government and academia. Graduates should expect to be able to make significant technical and teaching contributions to the occupational safety and health profession. The program gives students a broad academic experience in occupational safety and health coupled with a focused dissertation experience. The course of study will provide competencies for students to perform independent research in the application of scientific principles to anticipate, recognize, evaluate, control and manage occupational and environmental hazards to working populations of men and women. B. Areas of Specialization: The profession of occupational safety and health is very broad but is generally recognized to consist of three disciplines broadly defined as ergonomics, industrial hygiene and safety. The Occupational Safety and Health Ph.D. major would allow students to focus their study in any one of these areas or to study more broadly in more than one area. WVU and the College of Engineering and Mineral Resources are uniquely located next to three Divisions of the National Institute for Occupational Safety and Health, the Morgantown office of EG&G which has the occupational and environmental safety and health responsibilities for the National Energy Technology Laboratory in Morgantown and Pittsburgh and the Institute for Occupational and Environmental Health at the WVU School of medicine. As a result, they provide many research opportunities in the areas of: 1. Safety research 2. Ergonomics 3. Exposure assessment including air sampling 4. Respirator research 5. Toxicology 6. Industrial hygiene including ventilation 7. Engineering control technology 8. Construction 9. Transportation C. Program Features: 1. Admissions and Performance Standards: Applicants will be considered for admission to the Ph.D. Program in Occupational Safety and Health as a regular student if they meet either Criteria A or B as follows. A. Completion of a Masters Degree, with thesis or problem report option, in Industrial Hygiene or Safety from an MS program that is ABET/RAC accredited in Industrial Hygiene or Safety respectively. A graduate GPA of at least 3.5 is generally required based on a minimum of 36 semester hours and a grading point scale of A=4, B=3, etc. 1

Completion of a Masters Degree, with thesis or problem report, with a graduate GPA of generally at least 3.5 based on a minimum of 36 semester hours and a grading point scale of A=4, B=3, etc. in any of the following disciplines: 1. Animal Sciences, Biology, Physiology, Zoology or other Agriculture or Life Science; or 2. Chemistry, Engineering, Genetics, Geology, Mathematics, Physics, Soil Science or other Science; or 3. Occupational hygiene, Environmental health, Safety or other Occupational safety and Health science; and 4. The baccalaureate and/or graduate course work must include the following if the area of study is: a. Industrial hygiene or Ergonomics: A minimum of 120 semester hours or the equivalent that shall include 63 or more semester hour credits in undergraduate or graduate-level courses in science, mathematics, engineering, and technology, with at least 15 of those at the upper (junior, senior or graduate level). A minimum of 21-semester hour credits, or equivalent, must also be included in communications, humanities, and social sciences. b. Safety management: A minimum of 120 semester hours or the equivalent that shall include a minimum of 40 semester hour credits, or equivalent, in undergraduate or graduate-level, safety related, courses in engineering, technology, communications, humanities, and social sciences. A minimum of 23-semester hour credits in undergraduate or graduate-level courses in science, mathematics, engineering, and technology must also be included with at least 15 of those at the upper (junior, senior or graduate level). 2. Other conditions of admission: A. GRE scores must be submitted with the application in all cases. No minimum score is specified. B. Successful completion, before sitting for the qualifying examination, of any prerequisite course work or any other remedial course work identified and recommended by the program admission committee. C. Foreign students should demonstrate proficiency in communicating in English (213 in TOEFL). D. At least three recommendation letters, one of which must be from the applicant's previous thesis advisor or an academic equivalent. E. At least two semesters of calculus F. Submission of the Thesis or problem report Figure 1 outlines the matriculation matrix for applicants to the Ph.D. Program in Occupational Safety and Health. D. Program Requirements: The Occupational Safety and Health doctorate is designed to provide the appropriate skills to students who have already completed a M.S. degree from an ABET/RAC accredited program in industrial hygiene or safety. Each student must satisfy the University and CEMR Engineering - related Ph.D. Program requirements. In addition, the students must satisfy the following IMSE program requirements: 2
3 1. Curriculum a. Normally, a minimum of 30 hours of course work (excluding research, directed studies, etc.) will be required after the Masters degree. b. A minimum of 21 coursework hours must be completed in the IMSE Department. c. At least one 9-hour area of concentration of approved course work must be taken out of the IMSE Department. The area of concentration course work must be related to OSH but it cannot include required coursework (Table 1). Students focusing in Ergonomics or Industrial Hygiene are encouraged to have two areas of concentrations in order to remain competitive with graduates of other institutions. Examples of areas of concentration course work are illustrated in the draft plans of study in Tables 3 and 4. d. The dissertation committee will specify Ph.D. coursework requirements past those required for the Qualifying Examination. 2. Grade Point Average Requirements: a. A minimum of 3.50 in IMSE, IH, and SAFM courses and 3.30 overall. b. GPA is calculated only for the courses taken at WVU. c. Any student who drops below the above requirements will be put on probation. d. Any student who stays on academic probation for two successive semesters will be dismissed from the program. e. No student can graduate unless the GPA requirements are satisfied as specified above. 3. Research: a. A minimum of 24 hours of research is required after the masters graduate degree (a maximum of 12 hours per semester). b. A minimum of 3 hours of research every semester after course completion if a student is in residence and using WVU facilities. 4. Successful completion of the qualifying examination. 5. Successful completion of the candidacy examination. 6. An approved dissertation. E. Advisory and Examining Committee (AEC): During the first semester of the Ph.D. program, the student must select a major research advisor from either the IH or SAFM program graduate faculty. The major research advisor, in consultation with the student, will form an Advisory and Examining Committee. The AEC will consist of at least 5 members each holding graduate faculty status. In addition to the chairman, at least 2 other members must be chosen from the IMSE graduate faculty. At least one member from the AEC must be of graduate faculty status holding an appointment outside the IMSE department. If more than five members are deemed necessary the composition of the AEC must always retain a majority of IMSE graduate faculty. No more than one may be a non-member of the graduate faculty. The AEC must be formed by the end of second semester of attendance. F. Plan of Study: The major advisor, in consultation with the student, will prepare a plan of study. The student, all members of AEC, the Graduate Coordinator, the Department Chair, and the Dean must approve the plan of study. The plan of study must consist of at least the required courses that are listed in Table 1. The plan of study must be developed to accommodate and facilitate each student such that they are well prepared for their research. The selection of courses by the AEC will be based upon the criteria that they will be beneficial to 3
4 the dissertation research or career planning. Full time students must enroll in, and attend program relevant seminars in all semesters. The plan of study must be approved by the end of the third semester of the student's attendance or by the completion of the twelfth course credit hour applicable to the doctoral degree requirements whichever is later. The plan must also include a preliminary research proposal. The student and AEC will select elective courses from those discipline areas that are relevant to the topic of the dissertation effort. Potential elective courses are listed in Table 2. G. Residency: Each student must satisfy the residency requirements as specified in University policy for Ph.D. students and the CEMR Ph.D. Program Guidelines. Typically, this requires two semesters of full time enrollment (9 or more hours) in one calendar year. H. Transfer students: Transfer students who have taken graduate level courses from institutions other than WVU will be evaluated and credited for equivalent course work. No more than nine semester hours of graduate course work for the Ph.D. program from other institutions can be credited toward required course work in the student's plan of study. I. Ph.D. Candidacy: The following requirements must be fulfilled before a student qualifies to be a Ph.D. candidate: 1. Completion of all the coursework. 2. Successful completion of the Qualifying Exam. The Qualifying Exam is a written exam to evaluate the student s fundamental knowledge of occupational safety and health. a. Students will be eligible to sit for the qualifying examination in the first semester following completion of: 1. Prerequisite/co-requisite course work or other remedial course work identified by the program admissions committee and 2. Statistics 511, 512, and 513 or their equivalent and 3. Any other course work deemed appropriate by the department such as math, science, engineering, safety science, industrial hygiene, technology, etc. b. Students, in conjunction with their advisor, shall review the suitability of their course work to prepare them for the Qualifying Examination. If necessary, additional course work shall be taken that is appropriate to provide academic breadth and depth for addressing the core competencies identified in Item c immediately following this item. A student who does not have the equivalent course must either pass an examination that covers the course contents, or take the course. c. The Qualifying Examination will consist of questions covering the following 12 competencies. 1. Statistics and Research Design 2. Management and Evaluating of Occupational Safety and Health Programs 3. Compliance Aspects of Occupational and Environmental Safety and Health 4. Ergonomics 5. Industrial Hygiene and Ventilation 4
5 6. Incident Investigation and Loss Control 7. Fire Safety and Disaster Preparedness 8. Toxicology 9. Human Behavior and Training 10. Epidemiology 11. Environmental Management 12. Physical Agents d. Questions will cover specific graduate level background knowledge in OSH. They will also be written and formatted to assess knowledge of computer software applications and programming (e.g. word processing, spreadsheet, databases, etc.). Question will be based on concepts rather than specific content of a given course. e. A faculty member may prepare questions for a maximum of three competencies. The faculty member responsible for writing the question(s) will grade it. f. To pass the exam, the student is required to score a passing grade in 9 out of the 12 competencies. g. The test will generally be open book. The writer of each question will specify time limitations. h. The examination will be administered once, as necessary, in each fall and spring semester over the period of one week. The possible recommendations after this exam are: i. Pass ii. Conditional Pass with remedial coursework iii. Fail The Qualifying Examination Committee will review a student that fails the examination. i. Any student who fails this test two times will be dismissed from the program. 3. Successful completion of Candidacy Exam. a. Before a student schedules a candidacy examination, all course work required by their committee in the Plan of Study usually must be complete. Tables 3 and 4 illustrate draft plans of study for students focusing in Industrial Hygiene or Safety b. This examination may consist of two parts. The student s committee will administer the first part. It will consist of oral test questions given by the committee members. The detailed format of this part will be left to the committee members. c. The second part of the candidacy examination will be the formal defense of the research proposal. d. If more than one of the committee members fails the student, the student will be failed. e. Any student who fails this test two times will be dismissed from the program. J. Final Examination: Upon successful completion of the candidacy requirements, the student will become a "candidate" for the Ph.D. degree in Occupational Safety and Health. Thereafter, the student will officially be engaged in dissertation research. At the completion of the dissertation research, the candidate must prepare a dissertation and defend it orally before the AEC. The candidate must arrange through their research advisor to have a formal defense of the dissertation that is then to be publicly announced. The Graduate Coordinator will announce the time and location of the 5
6 exam. For the student to pass, no more than one member of the AEC can disapprove of the dissertation defense. The dissertation must be prepared in accordance with the guidelines set forth by the University as described in the Graduate Catalog and CEMR Engineering Ph.D. Program Guidelines. K. Faculty: The IMSE Department has thirteen faculty members who are engaged in teaching, research and service. Of the thirteen faculty, seven teach partially or exclusively in the three principal areas of occupational safety and health industrial hygiene, ergonomics and safety management. All are full members of the graduate faculty. The faculty has diversified backgrounds in industrial hygiene, ergonomics and safety as well as varied and extensive industrial experience. The IMSE faculty involved with teaching occupational safety and health also has distinguished publication and professional records. The faculty teaching and doing research in occupational safety and health also holds professional certifications appropriate for their professions. Including the Certified Industrial Hygienist (C.I.H.), the Certified Safety Professional (C.S.P.), the Certified Professional Ergonomists (C.P.E.), and the Certified Safety Manager (C.S.M.). One is a registered engineer - P.E.
