3 Welcome Dear Colleagues, I would like to extend to you a warm welcome to IATA's 4th Cargo and Mail Security Forum. The transportation of cargo and mail by air continues to be a cornerstone of world economic trade and development, and the latest figures show air cargo consignments have increased to the value of $6.5 trillion annually; approximately 35% of world trade in terms of value, and vital for the transportation of time critical goods such as lifesaving medicines. Aviation has a long history of being an attractive target for terrorist organisations. Indeed, the first recorded aircraft hijacking occurred in However, from the late 1960's up until the present day, the use of an aircraft as a method of terror has continued to be a focus for individuals and organisations seeking to gain international exposure for their cause. As a result, regulators have consistently taken steps to enhance the protection of the aviation sector; increasing passenger screening requirements, introducing check baggage screening, and mandating hardened cockpit doors just to name three. In response, terrorist organisations have sought other ways to commit acts of unlawful interference, and as was demonstrated by the Yemen cargo incident in October 2010, cargo is increasing being seen as a vulnerability that can be exploited. In response, regulators are turning their attention to the security of cargo and mail; creating baseline cargo standards, implementing ACC3, and other regulatory changes. In this context, it is vital that you are familiar with the latest developments so you are able to play a pro-active and positive role in shaping collectively the air cargo security environment to ensure security requirements are appropriately balanced against the requirements of facilitation and economic viability. The objective of this forum is to help you understand the latest legal requirements and appreciate their impact. The forum will focus on customs and security topics with special attention given to trade facilitation developments, increasing airline participation in AEO, the use of capacity development initiatives to strengthen supply chains, and the latest changes to global cargo security regulation. It will be an excellent opportunity for stakeholders to discuss and debate with industry experts, ask questions to regulators, and learn more about critical items facing the industry such as: e-csd's impact on air cargo security chain of custody, facilitation of trade and harmonization; EU Union Customs Code Implementing and Delegated Acts what are the security implications?; The life cycle of screening equipment (technical specifications/laboratory testing/on-site acceptance and routine testing); and Pre-Arrival and Pre-Departure Advance Electronic Information solutions The removal of mail exemptions from security requirements and the consequential link between the postal service and airlines. The feedback IATA received from last year's event highlighted just how beneficial the forum was for anyone involved in ensuring the security of cargo or mail. This includes executives, operational managers, process and technical engineers, compliance officers, policy makers and experts from airlines, freight forwarders, ground handlers, IT companies, shippers and regulators. TACT AutoCheck is real-time central database of air cargo rules and regulations including country customs restrictions advance electronic information, documentary and security requirements. Carriers, forwarders, ground handlers and shippers can check compliance requirements for individual shipments against the TACT AutoCheck database. The presentation will introduce key features of the solution; demonstrate how it works, and provide an update on the status of the project. In this panel, the use of EDD in cargo screening is discussed, including how the dogs are trained and tested, and how they are deployed. In addition, the panel will discuss the challenges of developing common standards for the use of EDD in screening. It is also vital to develop solutions that do not impede the movement of cargo, help reduce costs and expedite shipments to their final destination. This panel will look at the e-csd impact in the harmonization of the entire supply chain and how it helps reduce transit times and improve business relationship with customers and regulators. 10 Speakers directory Bill ACHESON Specialist Advisor Process Harmonization, IPC Currently Bill is consulting to the International Post Corporation in Brussels on a part time basis bringing the airline perspective to the carrier integration aspect of the IPC e-commerce Interconnect Programme. This opportunity arose after retiring from the International Air Transport Association (IATA) in 2013 during his 30th year of service. Bill's Cargo EDI and procedural expertise made him part of IATA delegations on many fronts over the years including Customs, Security and Mail. He has been a familiar face internationally at the World Customs Organization (WCO), the European Commission (EC), the International Civil Aviation Organization (ICAO) and the Universal Postal Union (UPU). Besides his contribution to IATA Cargo EDI as 'the Cargo-IMP guy', Bill was instrumental in the development of the Consignment Security Declaration. Outside of professional work, Bill enjoys many outdoor sports including biking, skiing and golf. He is also a singer-songwriter and guitarist. Heike BARCZYK Deputy Director Compliance and Facilitation, World Customs Organization Ms. Heike Barczyk currently serves as the Deputy Director Procedures and Facilitation at the Secretariat of the World Customs Organization (WCO) in Brussels. She switched to this new position in October 2014 after having served as Deputy Director Capacity Building at the WCO for 4 ½ years. Before joining the WCO Secretariat in April 2010, she held several managerial positions in the German Customs Administrations, including Head of the International and Anti-Drugs Department of the Customs Criminological Office in Cologne, Head of the WCO Regional Intelligence Liaison (RILO) for Western Europe, and eventually Deputy Director International Customs Affairs in the Ministry of Finance. Ms. Barczyk studied Public Administrations, more specifically External Relations, at a German federal academy of the Federal Ministry of Foreign Affairs and holds a related degree. She then studied law at the University of Cologne. Before joining Customs, she worked for a few years as a Lawyer on international trade and labour law. Douglas BRITTIN Secretary General, The International Air Cargo Association (TIACA) Doug Brittin was appointed to the position of Secretary General at TIACA in August Prior to TIACA he served in the U.S. Department of Homeland Security's Transportation Security Administration (TSA) Air Cargo Office. Upon joining TSA in June 2007 as Air Cargo Manager, he was responsible for the development of the Certified Cargo Screening Program in the U.S, as well as forwarder security programs and screening technology development. He was promoted to the TSA's Senior Executive Service (T-SES) as Division Director, Air Cargo at TSA headquarters in Arlington, VA in May 2010, where he was additionally responsible for global air cargo security policy, vulnerability assessments, all-cargo operator programs and industry engagement, managing a budget of $122 million and a staff of security experts, program managers and contractors. He has held executive level sales, marketing and operations positions within the transportation and logistics industry at companies such as BAX Global, Panalpina, Emery and Menlo Worldwide. Doug has over 30 years' experience in the industry, including the rail and trucking sectors. Doug is a graduate of the University of Denver. 10

11 Speakers directory Tom BUTTERLY Deputy Director, UNECE Tom BUTTERLY is Deputy Director of the United Nations Economic Commission for Europe (UNECE) Trade and Economic Cooperation Division. He is also Chief of the Global Trade Solutions Section, responsible for Trade Facilitation, the UN Centre for Trade Facilitation and Electronic Business (UN/CEFACT) and related matters. He was formerly senior trade facilitation expert at UNCTAD, secretary to UNECE Working Party 6 on Regulatory Cooperation and Standardization Policies and team leader for Trade Facilitation in UNECE. Prior to joining the United Nations, Mr Butterly worked as Managing Director of International Management Consultants (IMC), Ireland and Zimbabwe; Senior Consultant to ZimTrade, Zimbabwe and the Mauritius Export Development and Investment Authority (MEDIA); Manager of International Trade Research at the Nova Scotia (Canada) Department of Industry, Trade and Technology; Senior Economist at the Nova Scotia Department of Advanced Education and Job Training; Senior Account Representative at Digital Equipment Corporation, Canada, and Production and Quality Control Manager of Telectron Ltd Ireland. Mr Butterly holds a BA and MA in economics from Dalhousie University Canada, a Diploma in Telecommunications Technology for Dublin Ireland, and has undertaken extensive postgraduate training in international marketing and development. He is married with 4 children. He can be reached at Daniel CORTEZ Security Program Manager, UPU Daniel Cortez is in a secondment position as the Postal Security Program Manager at the Universal Postal Union (UPU). He implements the Postal Security Group's work plans and is the UPU's chief security officer. He serves as the primary liaison with international organizations for collaboration on safety and security matters affecting the world's Posts. Mr Cortez is a U. S. Postal Inspector with the U.S. Postal Service (USPS) Postal Inspection Service, which he joined in 1991 after working with the U. S. Department of Justice. The Postal Inspection Service serves as the federal law enforcement agency for the USPS. His career has focused on protecting the USPS by implementing and executing programmes relating to security, emergency preparedness, risk assessments and criminal investigations. Derek DUISER Manager Cargo Security, Delta Air Lines Derek is the Manager of Cargo Security for Delta Air Lines. He has been with Delta Air Lines for almost 13 years, with most of that time in the Cargo Security role. He is married with 2 children (10 year old daughter and a 7 year old son) and they reside near Atlanta, GA. Derek is a member of the TIACA Cargo Safety and Security Sub-committee, and the GACAG and IATA Cargo Security Task Forces. He has Bachelor of Science degree in Aviation Technology and Operations from Western Michigan University. 11

12 Speakers directory Francesco FAIULO Policy Officer, European Commission DG MOVE Mr. Francesco Faiulo is a Policy Officer in the Aviation Security Unit of the European Commission's Directorate-General Mobility and Transport, tasked mainly with the development of policy in the field of air cargo and mail security. Before joining the European Commission in early 2013, he had worked for the Italian Civil Aviation Administration Authority (ENAC) since From 2010 to 2013 Mr. Faiulo covered the position as a member of the ICAO Aviation Security Panel for Italy, also participating in several of its working groups. From 2011 to 2013 he served as the Chairman of the European Civil Aviation Conference (ECAC) Guidance Material Task Force. Mr Faiulo is also a certified European Commission Aviation Security Inspector and within the Audit and Capacity Building Programme of ECAC, he is Certified Aviation Security Auditor and Trainer. Reinhard FISCHER Vice President, Deutsche Post DHL Reinhard Fischer is in charge of Vice President, Corporate Customs & Global Customs Office at Deutsche Post DHL, one of the world's leading logistics companies. As a former German customs officer and with a high experience in the automotive industry, his global responsibilities are customs policies and strategies in mail, logistics and express. Reinhard is chairing different international and national groups dealing with trade simplifications and customs matters, e.g. in PostEurop and the German Chamber of Commerce. He is a member of the WCO Private Sector Consultative Group and the EU Trade Contact Group. William HARGETT GM, Global Marketing and Channel Management, Morpho Detection Inc. Will Hargett is GM, Global Marketing and Channel Management at Morpho Detection, Inc., a leader in explosive and narcotics detection for aviation safety, checked baggage screening, military and critical infrastructure protection. Will is responsible for leading Morpho Detection's global marketing efforts in new and existing markets. He has worked extensively with Morpho Detection's customers to develop new product offerings that cover the CBRNE spectrum. Will brings a wealth of experience in sales, marketing and product management. Prior to joining Morpho Detection, Will held a variety of commercial roles at General Electric and Kodak. Will holds a Bachelor of Science degree and an MBA from Cornell University. Will and his wife have three children and reside in Chelmsford, MA. 12

13 Speakers directory Matthew JAMES Chair ECAC Technical Task Force, Common Evaluation Process, ECAC Matthew JAMES role in the UK Department for Transport is to deliver the research program for aviation security, with particular responsibility for passenger and cabin baggage screening. This involves commissioning research, evaluating and technically reviewing the results, and providing strategic direction to future research requirements. In this role he also provides technical advice and direction to the policy teams and the aviation Industry, including airports, airlines and equipment manufacturers. International Representation l Chair of the ECAC Technical Task Force (TTF) l UK Member of the ICAO Working Group on Technology (WGTech) l UK Member of the ICAO International Explosives Technical Commission (IETC) Barb JOHNSTON Regulatory Affairs and e-business, Air Canada Cargo Barb Johnston, Senior Associate Regulatory Affairs and e-business, is based at Air Canada's head office in Montreal, Quebec. She has gained a wide range of operational and commercial experience over her 26 years in the cargo industry working for Canadian Airlines and then Air Canada in a variety of positions such as Manager of Cargo Network Control, Manager of Cargo Procedures, and General Manager Postal Affairs. Besides supporting her team to meet global cargo security and customs mandates, she is leading her team with the launch of the e AWB initiative across Air Canada's network. Barb participates on the IATA Customs Advisory Group and Cargo Security Task Force, the Transport Canada Cargo Security Advisory Committee and the Canada Customs Cargo Control and Sufferance Warehouse Modernization Subcommittee. Axel KLEIN Senior Manager Customs and Authorities, Lufthansa Cargo AG Axel has almost 30 years of experience in the air cargo business. After working in various departments in Lufthansa Cargo, he is since 2004 responsible for the worldwide customs processes and compliance. Axel is the actual chairman of the IATA's Customs Advisory group and the Customs working Group of the Association of European Airlines. In those roles he is representing the airlines in meetings worldwide with national and international customs and border agencies, trying to secure the airlines needs and interests in respect of the upcoming changes in current and future legislation. Marie-Caroline LAURENT Assistant Director for Security & Travel Facilitation, Europe, IATA Marie-Caroline has joined IATA in 2011 as Assistant Director for Security & Travel Facilitation, Europe. Based in Madrid, she is responsible for the development and implementation of IATA security and facilitation strategy in Europe. Prior to joining IATA, Marie-Caroline held various positions related to aviation and transport policy in the European Union. She worked in the European Parliament as an adviser to a French MEP on aviation issues and was manager for security and cargo at the Association of European Airlines (AEA) until Between 2005 and 2007 she worked at the American Chamber of Commerce to the European Union as Senior Policy Adviser on customs policy and intellectual property. Graduated in public administration and European policies, Marie-Caroline holds two master degrees from the Institute for Political Sciences in Paris and from the Catholic University of Leuven in Belgium.. She also studied in Austria and in Hungary. 13

14 Speakers directory Marina MARZANI President, ANAMA Marina's freight history began in 1988, when she was responsible of managing Key Accounts for Kuehne + Nagel. In February 1998, Marina moved to Esse Emme Srl in Milan, a small freight forwarding company founded in Later Esse Emme Srl joined the Global Freight Group, a network of independent freight forwarders and customs brokers. Marina became the main GFG contact for Esse Emme, and thanks to her fluency in many languages (Italian, English, Spanish, Portuguese and German), she could build relationships with the other members in more than 65 countries including the US. Franck MATHOUT Product Manager Postal Solutions, Air France Cargo KLM Cargo Franck Mathout graduated from Ecole Nationale de Commerce, Paris, with a Master in International Trade. He joined Air France Cargo in 1998 and he was first appointed Sales Representative for Special Products. His assignment covered live animals, perishables, valuables and art shipments. Franck was then selected in 2005 by Operations as Duty Freight Supervisor in Orly Airport where he held an important number of management assignments within the station for 3 years and acquired extensive expertise in all operational domains. In 2008 Franck was nominated International Sales Manager Airmail, in charge of negotiating tenders with GPOs and, above all, to develop win/win partnerships with Air France KLM Cargo customers. Appointed Product Manager at Postal Solutions in 2014, Franck now specifically supervises Industry developments (UPU, IPC ), EMS (KPG) quality measurement, and EDI implementation for worldwide sales and operations. Asha MENON Senior Technical Officer, WCO Malaysian by nationality, Asha graduated in Law from the University of London and earned a Masters in International Strategy & Diplomacy from the National University of Malaysia. She joined the Royal Malaysian Customs (RMC) Service in the year 1990, where she has been working mainly internationally. From 2002 to 2009, Asha has been working for the Malaysian Embassy located in Brussels, representing the RCM in many international forums. In 2009 she joined the WCO. Andy MILLER Global Customs Compliance Manager, British Airways Andy Miller took on the role of Global Customs Compliance Manager at British Airways World Cargo (BAWC) in He is responsible for a specialist section within Network Safety and Compliance at International Airlines Group Cargo Limited (IAGCL). Prior to his current role Andy was responsible for Customs Compliance within BAWC at its UK hubs. In 1984 Andy started his career in the airline industry with British Caledonian engineering. Five years later he moved to British Airways Cargo where he undertook a number of operational and management roles. Following the ever-increasing changes in global customs requirements, Andy's role has evolved and he is currently responsible for Customs Compliance throughout the BA Cargo network within IAGCL. Andy currently holds a number of positions within trade organisations and is the current Vice Chairman of the Association of European Airlines Customs Working Group, Chairman of the Customs Committee of the Airline Operators Committee Cargo at Heathrow, a member the executive committee and customs committee of the Association of International Courier and Express Services (AICES) in the UK and a member of the IATA CUSAG. Linda RISTAGNO Manager Cargo Security, IATA Linda Ristagno is Manager Cargo Security. She joined IATA in September 2010 to lead the Advance Electronic Information (AEI) and electronic Consignment Security Declaration (e-csd) projects. After a post-degree master in Marketing and Business Administration in Rome (Italy), Linda joined Mediterranean Shipping Company (MSC) where she became shortly responsible of the development of cargo standards related to maritime (e.g. e-bill of lading) and was asked to lead the AMS program implementation in MSC Italy. In 2005 she moved to the MSC headquarters in Geneva as Line Manager & Assistant Director to the United States and Caribbean trade. For IATA she was also responsible of the delivery of the IATA Center of Excellence for Independent Validators (CEIV) building blocks. Linda is currently leading the e-csd/csd project and facilitates the global adoption amongst Regulators and air cargo stakeholders. Working in the Research Analysis and Development team he is responsible for overseeing scientific and technical research, relating to transport security. His main area of expertise is in the use and deployment methodologies of explosive detection dogs. He has developed the UK's FREDD and REST capabilities along with the use of dogs for passenger screening in a mass transit environment. Darren was a key member of an EU working group putting together standards for detection dogs working in aviation security. Prior to leading the canine programme at DfT, Darren was a senior scientist working in the canine detection team at the Defence Science & Technology Laboratory (Dstl). Darren holds a degree in chemistry with pharmaceutical and forensic sciences. Angela SHEPHARD Head of Customs Policy, UK Revenue & Customs Angela Shephard is the senior business manager in charge of customs policy at HM Revenue and Customs. She has responsibility for all safety and security aspects of international supply chain management, including AEO. She also delivers policy on risk management, import, export, transit, customs procedures with economic impact, simplified procedures and postal. In addition, her team leads for the UK on a number of projects including air cargo security, the measurement of results programme and the EC/China SSTL Pilot, which is testing the WCO SAFE Framework of Standards. She also has responsibility for managing the external scrutiny process for HMRC's customs activity and for working with the UK trade department to reduce the administration burden on importers and exporters, which result from customs controls. She took up post on 2nd April Godfried SMIT President of Europro, European Shippers Council Godfried Smit is currently International Policy Director of Dutch Shippers Council EVO and Policy Mananger TradeFacilitation at the European Shippers Council ESC. He is also holding the post of President of the international organization Europro. Godfried graduated in Dutch law in Rotterdam followed by an LL.M (international fiscal law) course at the University in Leyden. He has been working at Dutch customs as responsible for several European projects and has been working for EVO since Godfried is member of the Trade Contact Group and the Electronic Customs Group discussing the Union Customs Code and its automation support with the European Commission. Godfried has been teaching at many Universities in Rotterdam, Leyden and Delft as well as in many international seminars. His specialities are customs law, international law and security regulation. Marco L. SORGETTI Director General, FIATA Marco Sorgetti, born in Turin, Italy in 1952, was CLECAT's DG in Brussels for 9 years, well known to EU institutions and peer organisations. A freight forwarding entrepreneur for over 20 years, he switched to the sector's associations in 2000 and became the DG of FIATA in 2012 and lives now in Zurich. A former member of the Turin Chamber of Commerce, a teacher of logistics and trade facilitation, Marco published extensive literature, inter alia, in 2002 a forwarding and transport manual (ISBN ) which has been adopted by many Italian universities. His media and public presence in recent years is appropriately conspicuous. 18

Ms. Stauffer is currently in charge of the EU authorised economic operators programme (AEO), mutual recognition and air cargo security in the Customs area. Ms. Stauffer has organised several EU air cargo pilot activities (EU PRECISE, EU Postal Pilot) and is leading the EU / China Smart and Secure Trade Lane Pilot Project (SSTL). Previously S. Stauffer was in charge of drug precursors which mostly involved EU rulemaking and international enforcement cooperation in Asia, Pacific and Europe. S. Stauffer is a graduate of the Université Louis Pasteur of Strasbourg / France with a Master in Economics. Howard STONE Director Europe region SCS and Aviation Security, UPS Howard Stone, Vice President Global Program Aviation Security heads up the development and implementation of Aviation Security Global Programs for UPS and is based in Europe and the US. Howard is also involved with a number of national, regional and global associations and working groups which represent cargo security interests notably; the Global Express Association, IATA Cargo Security Task Force, ICAO working group on Air Cargo Security, Stakeholders Advisory Group on Aviation Security to the European Commission, member of the American Chamber of Commerce Security and Defence group to the EU. Before his current assignment Howard was the Director for Aviation and Supply Chain Security for UPS in Europe, Middle East and Africa. Previous assignments with UPS have included senior roles in Operations and Industrial Engineering based in Canada, Belgium and the UK. Howard holds an MBA and BSc (Eng) and is a member of several professional institutions. Tahir SYED Manager, Cargo Electronic Messages, Cargo, IATA Tahir has fourteen years of experience in the Airline industry in Cargo and IT departments. Prior to joining IATA, He was working with Etihad Airways based in Abu Dhabi, where he managed the implementation of the cargo system focusing on the business processes and the IT service providers ensuring compliance to industry standards. Before joining Etihad, Tahir worked at Qatar Airways and Pakistan International Airlines after getting his Master degree in computer science. As Manager Cargo Standards Electronic Messages at IATA, Tahir is responsible developing and maintaining Cargo electronic messaging standards (Cargo-IMP and Cargo-XML). Tahir is leading the Cargo Data Interchange Task Force (CDITF) and the Cargo-XML Task Force (CXMLTF) in order to maintain, develop and support the Cargo-IMP and Cargo-XML. Tahir is also managing the IATA e-cargo Vendor Action Group to engage IATA strategic partners in the development of the latest standards and to keep them informed on the progress of our initiatives. Ives TAELMAN UCC Expert, DHL Ives Taelman is Senior Director of Customs & Regulatory Affairs at DHL Express, covering both EU and non EU countries, focusing on the analysis and development of the regulatory environment in the context of international trade and customs law. Ives spent 25 years working in the logistics industry, of which 20 years at management positions spanning sea, road and air transportation. He has been working for Conex, specialist in customs solutions across Europe, as International Development Manager since He has followed very closely the implementation of the European Import Control System in many of the EU Community's Member States as well as similar security declarations elsewhere, establishing with Conex's teams the connection with Japan AFR and Israel CRI, for example. He has been an active participant in UN/CEFACT in which he has held a number of key positions: project leader on several key ITPD (International Trade Procedure Domain) projects, Coordinator of the ITPD group for a year now ; he has been voted Vice-Chair of UN/CEFACT in charge of ITPD in April of In France, he was elected to the board of administrators on the French facilitation organization, ODASCE. Elizabeth TRITT Supervisory Supply Chain Security Specialist, C-TPAT Program International Branch Elizabeth Tritt is a Supervisory Supply Chain Specialist within the International Branch of the C-TPAT program. Elizabeth has 30 years of federal service and has held a variety of positions within U.S. Customs and Customs and Border Protection. In her current position within the International Branch of C-TPAT, Elizabeth works with other government's Authorized Economic Operators programs in support of their capacity building and working towards Mutual Recognition Arrangements. In addition, Elizabeth works with other government agencies on programs that either utilizes the C-TPAT program as a baseline for acceptance or with other agencies to reduce redundancy in similar mission requirements. Elizabeth has been stationed at the Calexico California Port of Entry and Miami International Airport before transferring to Washington D.C. In her life before Customs, Elizabeth served in the United States Air Force in the Philippines, Korea, New Mexico, Oklahoma and as a Law Enforcement Instructor. Valerie TROJANOWSKA Technical Officer- Air Cargo Security, Security and Facilitation Policy Section (SFP), ICAO Mrs Valerie Trojanowska joined the International Civil Aviation Organization (ICAO) as a Technical Officer specialising in air cargo security in August She has previously worked for the UK Department for Transport in a variety of international posts, including European aviation security from She was seconded to the European Commission (DG MOVE) for four years from 2008 and had particular responsibility for the air cargo chapter in European legislation.
