2 FACTS Title I is a federally funded program that provides supplementary staff, instruction, and support services for students who need extra help in reading, mathematics, science, and writing. Title I funds must be used in addition to District and State funds. All of the services students would receive in the absence of Title I must be in place before Title I funds are used. The Title I schools are schoolwide projects that have 50% or more of their students receiving free or reduced price meals as of the November 2, 2012 date certain. Every student in the school is eligible to benefit from services that are generated through the Title I program. Public Law contains provisions for Title I services to select non-public schools and students residing in institutions for neglected or delinquent youth. Public Law also stipulates that parents must be involved in the Title I program. for TITLE I PARENTS FUNDING TO SCHOOLS The amount of Title I funds a school receives is based upon the number of students who were on free or reduced priced meals as of November 2, Schools use the Title I funds to hire staff and/or purchase goods and services needed to support goals in the School Improvement Plan. Schools make with input from parents decisions about how best to use Title I funds to improve student achievement. TITLE I PARENT INVOLVEMENT The Title I program for parents is designed to 1) inform parents about Title I regulations, 2) involve parents in local Title I decisions, 3) provide literacy training, 4) offer parents training in schools and the community on ways to work with their children at home to raise student achievement, and 5) encourage active participation in their children s schools and education. Public Law requires: All Title I schools to develop jointly, with parents of participating children, a parent involvement plan and a school-parent compact (written agreement) that states what parents, students and the school will do together to raise student achievement. Each Title I school is to spend their Title I parent involvement allocation on parental involvement activities. Conduct, with the involvement of parents, an annual evaluation of the content and effectiveness of the parental involvement plan and activities in improving the academic quality of the schools served. 3 H O M E L E S S Educational Services The District provides services to at least 2,000 homeless students each school year, with over 200 schools impacted. The recent economic downturn has caused even more students to become homeless. The Homeless Education Program identifies homeless students and removes barriers to their education. The program maintains the school as the student s stable environment. It addresses school enrollment, transportation, reassignments and provides students with supplemental academic and counseling case management services, as well as connections to their school social worker. All homeless students are eligible for free meals. They are also given exceptions to normal enrollment, boundary, immunization and transportation procedures. All homeless children are given a 30-day grace period for all enrollment documentation, including school physicals and immunizations. Depending on your living situation, you may be eligible for services through this program. Call for details. Learn more about the Homeless Education Program at : MIGRANT EDUCATION The Title I Migrant Education Program provides educational and supportive services for migratory children. A migrant child is defined as a child age 3-21 who has moved across a school district line with/or to join a migrant parent or guardian or on their own within the preceding 36 months in order to obtain temporary or seasonal employment in qualifying agricultural or fishing work. An identification and recruitment process ensures that eligible migrant children are provided with appropriate educational services that address their special needs in a coordinated and efficient manner. If you think you or someone you know may be eligible for these services, please call the Title I, Migrant and Special Programs Department at ADDITIONAL FACTS Public Law requires that school districts (Local Education Agency LEA) that receive Title I federal funds develop a LEA Parental Involvement Plan. As well, all Title I schools are required to develop a School-Level Parental Involvement Plan whereby parents assist in the development, monitoring, and revision of all plans. The LEA Parental Involvement Plan is made available for your review on the Title I website ( titleone/) and at the individual school s website. The Parental Involvement Plan is distributed at the district s and school s parent meetings. You may request a copy of the School-Level Parental Involvement Plan by contacting your child s school. The LEA Parental Involvement Plan may be obtained by contacting the Title I, Migrant and Special Programs Department at (754) In addition, parents should receive a copy of their child s School- Parent Compact. This document is generally distributed during the first week of school. If you have not received a copy of the School-Parent Compact, you may notify and request a copy from your child s school.
