Analyzing and Understanding the Current Situation of Medical Waste Management in Qatar State By: Dr. Musa Fadl 9/21/2014 1
Agenda; Regulations of Medical Waste Management Background Hazardous Healthcare Waste Generators Current Applied HCWM System Challenges Facing HCWM System Future Plan 9/21/2014 2
Regulation of Medical Waste Management Background Before 2006 the management, supervision and monitoring processes of HCW depend on national, regional and international guidelines. National: Guide of Health Care Waste Management, issued by Council of Ministers Secretariat General Department of Legislation Regional: working paper on safe disposal for hospital waste issued by executive office of the council of health ministry s for GCC countries International: WHO specification and requirement for HCW management. In 2006, the ministry of environment (MOE) issued a resolution No. (8) for issuing Instructions Of Healthcare Waste Management.* HCW : Waste produced by the various healthcare facilities, laboratories, pharmaceutical and vaccine companies, veterinary centers, research institutes and from home healthcare. 9/21/2014 3
CONT... The Resolution Classified HCW As Follows; Infectious Histopathological Sharps Chemical Pharmaceutical Radioactive Cytotoxic Pressurized con. 9/21/2014 4
Hazardous HCW Generators Governmental: HMC (HGH, Women H., Rumble H., Alamal H., AlKhor H., Blood bank) PHCCs ( 24 PHCC) Veterinary research centre Police and army medical clinics Educational institutions SCH Non governmental: 614 healthcare establishments; Hospitals, Medical solo clinics, general medical polyclinics, specialized medical polyclinics, dental solo clinics, dental polyclinics, medical laboratories, pharmacies and drugs companies 9/21/2014 5
Amount of HHCW Generated by Governmental HCE S HCW generation ton/year 9/21/2014 6

Current Applied HCWM SYSTEM HCWM means all the operations activities from the generation time up to disposed of HCW. Applied elements for safe HCWM; 1. Comprehensive applied technical system 2. Selection of options 3. Management control program 9/21/2014 8
1. Comprehensive Applied Technical System I. Waste minimization. II. Segregation; HCW categories are sorted into colour-coding & well-labelled containers with biohazard symbol as follows: Category of waste Colour coding and Biohazard symbol Non-Hazardous Infectious, sharps, histopathological Chemical Radioactive Cytotoxic 9/21/2014 9
CONT 9/21/
CONT III. Collection And On-site Transportation; Collection Frequency: Reach ¾ volume of the container. if not, collected at the end of the shift and transported to a storage area within healthcare facility. Method Of Transportation: The collected waste transported from collection points to storage area by conveyance (e.g. wheelbarrow, container on wheels, cart complied with required specification. Routes Of Transportation: The on-site transportation follows specific routes through the healthcare facility to reduce passage of loaded carts through wards and other clean areas. 9/21/
CONT 9/21/
CONT IV. On-site Storage 9/21/
CONT V. Off-site Transportation; There are three companies licensed to transport HCW from the stores of the generators to treatment sites 9/21/
CONT VI. Treatment Technologies; There are three bodies for treatment of HCW: Hamad Medical Corporation (HMC); Transportation & Treatment Of HCW From Governmental HCE S.* Two Private Companies; Transportation & Treatment Of HCW From Non-Governmental HCE S, in addition to pharmaceutical & cytotoxic waste. 9/21/

Raising Awareness: for all staff about risks related hazardous medical waste Training: health care personnel, waste handlers regarding safe HCWM practices 9/21/
Challenges Facing Current HCWM SYSTEM Infectious Liquid Waste. (no clear by law/guidelines or standards develop to cover this area, but currently the SCH together with all concerned stakeholders are working on developing guidelines /standards. 2- Fixer & developer solution from conventional x-rays machines; (There are some dental clinics still using this technique, where the waste is collected & stored). 3- Unsealed Radio-isotopes waste: Secretion waste from the patients undergoing radiotherapy or radio diagnose by unsealed radionuclide (e.g. 99 Tc, 131 I) (no clear by law/guidelines or standards develop to cover this area, but currently the SCH together with all concerned stakeholders are working on developing guidelines/standards. 4. 9/21/
continue 4- Amalgam Waste: (Alloy of mercury, silver, tin, copper, zinc,.., used for teeth filling):. 9/21/
CONT Domestic Medical Waste. (Infectious, sharps, pharmaceutical, heavy metal ): (Currently there is no plan or system for the management of domestic medical waste, but there is a project under the leadership of SCH to mange this source of medical waste. ) 9/21/
FUTURE PLAN Building capacity. Health Risk Assessment.(at environmental & public health level) Management Of Domestic Medical Waste. National project for the management of health care waste. 9/21/
