1 and Articulation Agreement Regarding Degree Programs for Urban Teacher Preparation This agreement has been entered into by and for the benefit of students and prospective students at the two institutions. The purpose of the agreement is to insure programs of high academic quality, to encourage student achievement, and to facilitate the transfer of course credits and a smooth transition from the A.S. in Education at to one of the following related degree programs at Metropolitan State. B.S. English Teaching (for grades 5-12 licensure) B.S. Life Sciences Teaching (for grades 5-12 licensure) B.S. Mathematics Teaching (for grades 5-12 licensure) B.S. Social Studies Teaching (for grades 5-12 licensure) B.S. Urban Early Childhood Education (for birth-grade 3 licensure) B.S. Urban Elementary Education (for prek-grade 6 licensure) Furthermore, both institutions acknowledge that this agreement is intended to address the mission of the Urban Teacher Program (UTP) at. The mission of the UTP is twofold: 1) To increase the number of well-prepared teachers of color in Minneapolis, St. Paul and inner-ring suburbs so that the urban teaching workforce reflects the ethnically diverse population of students and their communities; and 2) To empower urban teachers with the content knowledge, pedagogical skills, urban field experiences, and professional dispositions needed to improve the educational achievement of historically and currently underserved urban learners and to advocate for their right to receive a high quality education. Joint Admission Students may be jointly admitted to both institutions. With joint admissions, students: 1. from will be required to complete an Application for Undergraduate Admissions along with all official transcripts to but agrees to waive the admission application fee for students who have completed the A.S in Education from. 2. from both institutions can concurrently enroll in courses at both institutions; 3. can apply appropriate lower division credits, including those awarded through Competence Based Education, with a grade of C- or better (or the equivalent), toward Metropolitan State University degree requirements; 4. will have access to program advisors at both institutions; 5. will have any other rights and privileges of students at both institutions and will be sent mailings from both institutions; and 6. are guaranteed admission in 's Urban Teacher Program, upon transfer from if they have earned the A.S. in Education and meet Metropolitan State admissions criteria listed in Appendix B; 1
2 Program Articulation 1. Since all students with an Associate of Science degree in Education from are expected to complete 40 General Education credits including all ten goal areas of the Minnesota Transfer Curriculum as part of their degree, students earning this degree do not have to complete any additional General Education requirements at Metropolitan State University to earn the bachelor s degree. However, 8 credits of upper-division Liberal Studies courses are required to earn the bachelor s degree. 2. Without documentation of completing the A.S. degree in Education from, courses will be evaluated on a course-by-course basis including the determination of General Education completion on a goal-by-goal basis consistent with the Mn Transfer Curriculum. 3. agrees to accept the content-area equivalent courses outlined in Appendix A and the pre-professional education course equivalencies in Appendix B toward the corresponding B.S. degrees. 4. For graduation, students will need to complete a total of (depending on program) semester credits including at least 40 upper division semester credits. A minimum of 30 semester credits must be completed while at. 5. Both institutions agree to inform each other if changes are being made to program requirements at either institution that would affect the details of this agreement. Other Articulated Agreements 1. Faculty and staff at both institutions will cooperate in providing information and advising to students. Both institutions will inform potential students about this articulation agreement through program literature to be jointly developed. 2. Before completing any courses in Appendices A and B, students at Century should be advised about the total requirements for each of the teaching programs at Metropolitan State University including any limits on the total number of credits that can be taken at Century College and applied to the program and the appropriate sequence of classes. 3. Unless otherwise arranged, any tuition, fees, and state appropriation will be paid to the institution from which the student takes a course. 4. Both institutions will work together to develop registration and financial aid procedures to facilitate concurrent enrollment of students. Duration of Agreement This agreement becomes effective upon the date it is signed and remains in effect until terminated by either party. It may be terminated or amended for succeeding academic years by either institution on or before June 30 of each year. 2

9 APPENDIX B Course Equivalencies in Education and Program Admission Criteria Pre-Requisite Education Course Equivalents The following Education course at Metropolitan State is one of two EDU courses required for admission to the Urban Teacher Program. The following will be accepted as its equivalent at in partial fulfillment of program admission requirements. Students would also need to take EDU 200 Introduction to Urban Education and Reflective Teaching (3cr) at Metropolitan State. EDU 203 Multicultural Education EDUC 2025 Creating Culturally Responsive Classrooms Education Electives The following represents courses required for the A.S. in Education that are not equivalent to Metropolitan State required urban Education courses but would be accepted as elective credits towards a bachelor s degree at Metropolitan State. EDUC 1020 Portfolios for Educators I 1 credit EDUC 1021 Portfolios for Educators II 1 credit EDUC 1022 Portfolios for Educators III 1 credit EDUC 1025 Minnesota Education Standards 1 credit EDUC 1045 Orientation to Education 3 credits Education Portfolio The Urban Teacher Program at Metropolitan State recognizes the work of Century College students to reflect on their experiences and construct their portfolios as part of the requirements for the A.S. in Education. Students may submit this portfolio to address the criteria listed below for admission to the Urban Teacher Program. Urban Teacher Program Admission Requirements In order to become admitted to the Urban Teacher Program (UTP) at Metropolitan State University, students will need to meet the requirements for all undergraduate students seeking admission to the program. As stated earlier in this agreement, students are guaranteed admission in Metropolitan State University's Urban Teacher Program if they have earned the A.S. in Education and meet Metropolitan State admissions criteria listed below. students and advisors should contact the Urban Teacher Program for a complete listing of program admission requirements, processes, and deadlines. Requirements include but are not limited to the following: 9
10 Be admitted to the. University admissions deadlines are: June 15 th (for fall), November 15 th (for spring), March 15 th (for summer). Complete at least 8 credits of courses outside of the Education Department (e.g., Biology, Mathematics, Literature, History/Social Science, or Psychology) that are required for a specific teaching-track major with at least a C- or better. Complete at least one Ethnic Studies (ETHS) course at the university approved for UTP admission that focuses on issues of race and racism experienced by communities of color (this ETHS course can also meet university Liberal Studies requirements for graduation). Complete EDU 200 Introduction to Urban Education & Reflective Teaching (3cr) with at least a C- or better. Meet with an advisor at Metropolitan State to: (a) discuss course requirements for the major and bachelor s degree, (b) complete a major program declaration form, and (c) discuss program admission and completion requirements. Submit a portfolio that addresses the UTP Admission Criteria stated below. Urban Teacher Program Admission Criteria In order to become admitted to the Urban Teacher Program (UTP) at Metropolitan State University, all undergraduate students need to meet the following criteria: Commitment to teaching in an urban context Clearly articulated understanding of and respect for diverse urban learners and their communities, including their assets and needs Experience working with youth in an urban context (minimum 40 hours) Demonstrated professional conduct for positive interactions with students and educators in an urban environment Successful completion of coursework required for admission with an overall GPA of 2.5 or higher. Urban Field Experiences The Urban Teacher Program at was established by the state legislature to meet the needs of schools and learners in Minneapolis, St. Paul and diverse inner-ring suburbs. For program admission and completion, the UTP defines urban field experience by both geographic location AND student demographics, including public schools, community centers, libraries and not-for-profit agencies. Geographically, qualified experiences are defined as those which take place in Minneapolis, St. Paul or first-ring suburbs. In addition to a school s geographic location, it must also closely approximate the demographics of partnering urban school districts and comprise: 10
11 At least 30% students of color At least 40% students qualifying for free/reduced lunch At least 10% of students whose home language is not English or otherwise identified as English Language Learners (ELLs) Students completing the A.S. in Education at are required to complete hours of approved practicum, field experiences, and internships. The Urban Teacher Program at Metropolitan State will accept these hours as part of the UTP admission requirements if such experience takes place with diverse youth in a qualified urban setting as defined above and has occurred within five years of a student s application for admission to the UTP. It is the responsibility of applicants for admission to provide documentation of the demographics for a particular school or classroom to verify it meets the UTP s minimum expectations for diversity. Demographic information can be found at district or school websites, or school report cards available at the Minnesota Department of Education website. Questions about qualifying sites or field experience opportunities should be directed to the UTP Field Experience Coordinator at Metropolitan State. 11
