3 1.0 Introduction The National Telecom Regulatory Authority of Egypt (NTRA) has the power and authority to monitor and measure the Quality of Service (QoS) provided by the three mobile operators in Egypt (Mobinil, Vodafone and Etisalat). The QoS monitoring department is responsible for laying down the standards of QoS to be provided by mobile operators, ensuring the QoS and conducting periodical drive test surveys to protect interest of the consumers of wireless networks in Egypt. Mobile operators deliver weekly reports to NTRA including performance, traffic and roll-out indicators. The operators weekly reports present the results of the Quality of Service indicators based on statistical measurements, averaged over a week. Moreover, NTRA conducts field survey campaigns covering all governorates across the country at least twice per quarter to measure QoS for mobile operators in terms of the major KPI's according to the national standards (ETSI, ITU-T) which introduced in the issued license for mobile operators. In order to measure those major KPI's, NTRA used latest automated measuring tools which include drive test survey probes to perform outdoor measurements surveys to benchmark the three mobile operators up to streets level and fixed probes that are distributed on twenty different exchanges to monitor the network availability 24 hours per day 7 days per week all over the year (247 alarming probes). According to ETSI in EG V1.1.1,Its recommended that QoS should be collected and calculated on quarterly bases starting from 1st Jan, 1st April, 1st Jul and 1st Oct, Therefore NTRA publishes reports on its website on quarterly bases after holding monthly joint meetings with operators to discuss monthly network issues. This annual report presents all measurements and statistics monitored by NTRA QoS monitoring team during 2014.the structure of this report can be introduced as follows: Section clarifies the QoS methodology used by NTRA to monitor QoS for mobile operators in Egypt. Section presents a summary of all drive test missions statistics performed by NTRA during 2014.This is indicated by number of samples for both voice and data services during all drive test missions for Cairo, Alex, Delta, Sinai, red Sea and Upper Egypt along with all measured cities during those drive test surveys. Section 4.0 introduces the annual network performance progress for each operator on quarterly bases over the year for both voice services and data services. 2
4 QoS Methodology Methodology for monitoring the quality of service for the three mobile operators was introduced.this methodology includes the major KPI's measured, the technical tools used in the drive test and finally the different test calls duration performed. 2.1 QoS Key Performance Indicators Three major QoS indicators were measured during drive test although the available NTRA QoS monitoring tools can measure other KPI's.These three KPI's give clear image on the performance of the three mobile operators Voice Service KPI's : Call Block Rate : Definition: The percentage of unsuccessful call setup attempts to the total number of call attempts in a specified time period. Threshold: Threshold value = 2 % Dropped call Rate : Definition: The percentage of calls being dropped or interrupted without the subscriber s permission after successful call establishment to the total number of successfully established attempts. Threshold: Threshold value = 2 % Speech Voice Quality : Definition: Is a measure for end-to-end (mouth to ear) speech quality of a voice service call. It is expressed on an MOS (Mean Opinion Score) scale which describes quality categories: best, high, medium, low and poor represented by numbers from 5 to 1 respectively. Threshold: Threshold value = 10 % 3
5 2.1.2 Data Service KPI's: Unsuccessful data transmissions ratio : Definition: The Unsuccessful data transmission ratio is defined as the ratio of unsuccessful data transmissions to the total number of data transmission attempts in a specified time period. A data transmission is successful if a test file is transmitted completely and with no errors. Threshold: Threshold value = 10 % Setup Time for Initial Connection: Definition: The duration from the moment of a valid service order being received by a direct service provider to the moment a working service is made available for use. Threshold: Threshold value = 10 sec Data transmission speed achieved (Data Throughput): Definition: The data transmission speed is defined as the data transmission rate that is achieved separately for downloading and uploading specified test files between a remote web site and a user s computer. 4
6 2.2 Measuring System This subsection introduces the latest tools used by NTRA to measure the QoS for the three mobile operators in Egypt. The system architecture consists of control and analysis part, backend system and finally four main types of measuring probes, diversity probes, fixed probes, unattended movable probes and handheld probes as shown in the figure below Diversity Probes (Drive Test Surveys Stations) This type of probe is used to monitor the QoS for the three mobile operators in Egypt (Mobini, Vodafone and Etisalat). NTRA has 6 field stations used to cover the following five main regions, (Cairo, Alex & Northern Coast, Delta, Red Sea & Sinai and Upper Egypt) once per month. 5
7 2.3 Drive Test Scenarios: Voice Scenarios: It s a MTM scenario using SIM Cards.The A-Part is a mobile terminal moving through the measured region and the B-Part is a fixed terminal placed in NTRA premise to terminate the call. Call duration is two mins on the average with at least 300 samples for each region per quarter Data Scenarios: Data test is measured using data SIM cards. The A-Part is a data modem moving thought the measured region while the B-Part is a fixed server placed in each operator premise to terminate the data session. 6
