1 National Overdose Prevention Conference Bios Steve Alsum, Executive Director The Grand Rapids Red Project, Grand Rapids, MI Steve has been involved in harm reduction efforts in varying capacities, including as a participant, a volunteer, program manager, board member, and director, since After attending NASEC in Tacoma in 2008, Steve brought information on national efforts to address overdose with naloxone back to Grand Rapids, and helped to start The Grand Rapids Red Project's overdose prevention program. Since that time our overdose prevention program has grown to partner with almost every major substance use disorder treatment agency in the county, helping to make this life saving tool as easily accessible as possible. Leilani Attilio, Medical and Advocacy Coordinator NC Harm Reduction Coalition, Aberdeen, NC Leilani Attilio is the Harm Reduction Medical and Advocacy Coordinator for NCHRC. She served as an Army Nurse Corp Officer for five years and completed two deployments to Iraq and Afghanistan as a critical care nurse. After fulfilling her Army obligation, Ms. Attilio worked in a number of civilian health care settings including a critical care, pediatric home care and long term health facilities before transitioning into public health nursing. She completed a Master of Public Health with a focus in Hispanic and border health at the University of Texas at El Paso. She came to NCHRC as an intern and then became an employee educating drug rehabilitation and methadone clients on drug overdose prevention and advocating for the comprehensive overdose bill, "911 Good Samaritan/Access to Naloxone" bill, at the NC Legislature, which passed overwhelmingly earlier in Leo Beletsky, Assistant Professor of Law and Health Sciences Northeastern University School of Law & Bouvé College of Health Sciences, Boston, MA Leo holds a joint appointment with the School of Law and Bouvé College of Health Sciences at Northeastern University. His interest is in the use of law to advance public health, with particular focus on curbing substance abuse and overdose, preventing the spread of HIV and other infectious diseases, and improving patient care. By highlighting discrepancies between formal law and its real-world implementation, he also examines the relationship between police practices, public health outcomes, and human rights of vulnerable groups. Alice Bell, Overdose Prevention Project Coordinator Prevention Point Pittsburg, Pittsburg, PA Alice Bell has been the Coordinator for Prevention Point Pittsburgh s Overdose Prevention Project since In collaboration with dedicated colleagues, she implemented Overdose Prevention training in the Allegheny County Jail and established naloxone prescription at PPP s syringe exchange. She co-facilitates the Opioid Safety with Naloxone Network (OSNN) and is a collaborator on PrescribetoPrevent.org.

2 Dan Bigg, Executive Director Chicago Recovery Alliance, Chicago, IL Dan is one of the founders and current Director of the Chicago Recovery Alliance (CRA). CRA develops options for reducing drug-related harm and respectfully assists people in choosing and practicing all options for positive change as the person defines them for his/herself. One such option, developed by CRA in 1996, is to assist any person in learning about overdose and integrating naloxone as a pure antidote to opioid overdose. To date, CRA has received over 5,600 reports of overdose reversal, among the more than 34,000 persons trained in this area. Melina Campopiano, Medical Officer, Center for Substance Abuse Treatment Substance Abuse & Mental Health Services Administration, Rockville, MD Originally from Iowa Dr. Campopiano is a graduate of the University of Pittsburgh School of Medicine. She is board certified in Family Medicine and Addiction Medicine. She provided primary care and buprenorphine services in her solo practice in Pittsburgh and was medical director of Western Psychiatric Institute and Clinic s Opioid Addiction Treatment Program prior to coming to SAMHSA. She is presently a medical officer in the Division of Pharmacologic Therapies. Tessie Castillo, Advocacy and Communications Coordinator NC Harm Reduction Coalition, Cary, NC Tessie has worked for NCHRC since 2010 and currently serves as Advocacy and Communication Coordinator. She produces media and communication pieces for the agency, including articles on harm reduction topics, newsletters, press releases and a regular column on the Huffington Post. As a registered lobbyist in North Carolina, Tessie was part of NCHRC s advocacy efforts to pass SB20, 911 Good Samaritan/Naloxone Access law and HB850 Possession of Needles/Tell Law Officer law in In addition to overseeing the implementation of both laws, Tessie trains CIT law enforcement officers throughout the state on needle-stick prevention and drug overdose response and supervises NCHRC s volunteer program. Robert Childs, Executive Director NC Harm Reduction Coalition, Asheville, NC Robert Childs, MPH is North Carolina Harm Reduction Coalition s (NCHRC) Executive Director. NCHRC is NC s only comprehensive harm reduction program and runs the South s largest community based naloxone program. Robert specializes in red state advocacy, harm reduction, drug policy reform, law enforcement occupational safety & law enforcement drug overdose response. Robert Childs' proudest advocacy achievements are leading the campaigns that led to the passage of SB20, the US s first Republican comprehensive overdose prevention bill and HB850, the first Republican partial syringe and drug paraphernalia decriminalization bills. Robert also was one of the lead advocates that worked to pass Georgia s HB965 in 2014, a Republican mirror bill to SB20. Allan Clear, Executive Director Harm Reduction Coalition, NYC, NY Allan Clear, Executive Director of Harm Reduction Coalition since late 1995, has been a passionate advocate for social inclusion, self-representation, and social services for drug users, marginalized populations, and people living with HIV since Under his leadership, Harm Reduction Coalition has become the preeminent US-based organization promoting harm reduction as a mode of working with drug users and noted for its capacity building, national conferences, resource development, and policy work. Mr. Clear was the original Executive Director of Lower East Side Harm Reduction Center, one of the five original New York City syringe exchange programs authorized in He is a member of the North American Syringe Exchange Network and the New York Commission on AIDS.

3 Phillip Coffin, Director of Substance Use Research SF Department of Public Health, San Francisco, CA Phillip Coffin, M.D., M.I.A., is the Director of Substance Use Research in the HIV Prevention Section at the San Francisco Department of Public Health. He is a board certified internal medicine and infectious diseases clinician; specific foci of Dr. Coffin s training include HIV management, buprenorphine maintenance, addiction management, toxicology, and viral hepatitis care.in addition to the intersection between substance use and HIV, Dr. Coffin s interests include screening and linkage to care for persons with hepatitis C; opioid overdose and the distribution of naloxone; and mathematical modeling; and clinical care for HIV, viral hepatitis, and general infectious diseases. Nabarun Dasagupta, Epidemiologist University of North Carolina- Chapel Hill, Raleigh, NC Nabarun Dasgupta is an epidemiologist who studies the medical and nonmedical use of opioids including heroin. He believes that the data should follow the needs of folks on the ground doing interventions. Whitney Englander, Government Relations Manager Harm Reduction Coalition, Los Angeles, CA/Washington DC Whitney joined the Harm Reduction Coalition as their Government Relations Manager in She works with Congress, Federal Agencies, and the Administration to advance a domestic policy agenda that includes overdose prevention, viral hepatitis, defense of syringe exchange services and access to addiction treatment and recovery services. Additionally, Whitney works with stakeholders across the nation to support state-level efforts to promote harm reduction priorities. Previously, Whitney served Congressman Kurt Shrader (D-OR) in a communications capacity, and joined Faces & Voices of Recovery as Outreach and Program Coordinator where she mobilized national advocates around health, budget, and criminal justice policy. Laurie Fugitt, Coalition Member/Nurse Georgia Overdose Prevention, Marietta, GA Laurie Fugitt, RN BSN, is co-founder of Georgia Overdose Prevention in Atlanta, GA. By training, she is a postpartum (mother/baby) nurse at Kennestone Regional Medical Center in Marietta, GA. She collaborated with NCHRC and parents of children lost to drug overdoses to create one of the nation s most comprehensive 911 Medical Amnesty and Expanded Naloxone Access laws. She is married with two grown daughters and also holds a degree in Journalism from the University of Georgia. Diannee Carden Glenn, Board Member/Family Advocate NCHRC/GRASP, Greenville, NC Diannee Carden Glenn became an advocate for harm reduction following the overdose death of her son Michael who was a well respected pioneer in the harm reduction movement. Diannee has a background in law enforcement and the medical field including substance abuse treatment. She is a board member of North Carolina Harm Reduction Coalition and serves as Secretary for the Executive Board of Pitt County Coalition on Substance Abuse and is a member of GRASP. Erin Haas, Overdose Prevention Community Coordinator Department of Health and Mental Hygiene, Behavioral Health Administration, Baltimore, MD Erin Haas serves as the Overdose Prevention Community Coordinator with the Maryland Department of Health and Mental Hygiene. She received a Bachelor in Sociology and a Master in Public Health from the University of Pittsburgh. Erin has previously served on the Board of Directors of Prevention Point Pittsburgh, and worked on a social media campaign with the Harm Reduction Coalition and the Eurasian Harm Reduction Network called I'm the Evidence, Naloxone Works. She is very excited to now be working with the State of Maryland on a variety of overdose prevention initiatives.

4 Ronald Martin, Law Enforcement Safety Advocate NC Harm Reduction Coalition, Raleigh, NC Ronald Martin works part-time as one of NCHRC s Law Enforcement Safety Advocates. He is a former Detective Sergeant and is a dedicated, committed Law Enforcement Professional with over 20 years of experience in the New York City Police Department (NYPD). At the NYPD, he trained officers to a highly proficient level of community patrol, enforcement and public security. He supervised narcotics teams conducting street level buy and sell operations and warrant executions. Furthermore, he managed mid to high-level narcotic cases involving pen wires leading to extensive criminal prosecution. Ronald also consulted directly with the Chief of Police and the Mayor of New York City on issues of internal misconduct. He has also conducted and investigated various criminal offenses while working as a team member in conjunction with the Secret Service, DEA, ATF, and FBI. At NCHRC, he advocates for needlestick and overdose prevention measures for officers in North Carolina and for more dialogue between drug users, sex workers and law enforcement to create a safer communities. Bill Matthews, Physician Assistant, Harm Reduction Coalition, NYC, NY William Matthews is a Physician Assistant and has worked with Harm Reduction Coalition s Overdose Prevention Program since His activities include dispensing naloxone at syringe exchange programs and assisting organizations register with the New York State Opioid Overdose Prevention Program. In addition to his work with overdose, he has worked in Primary Care and Internal Medicine in settings as diverse as hospitals and mobile medical vans, and continues to work in a homeless shelter clinic one morning a wee. Prior to becoming a Physician Assistant, Mr. Matthews was a classical guitarist, with performances ranging from the Metropolitan Opera to solo concerts as a cultural ambassador for the State Department in over 75 countries. He also holds a Master s Degree in Biology. Tamara Olt, Medical Director JOLT Foundation, Dunlap, IL I am an obstetrician/gynecologist in private practice in Peoria, Illinois. I lost my son Joshua April 29th, 2012 to an accidental heroin overdose at the age of 16.My husband Blake and I started JOLT Foundation for Drug awareness and Harm Reduction within months after losing our son. I have actively pushed for changes in our community to reduce overdose deaths. I am the medical director for our naloxone distribution program. Chad Sanders, Nurse/Overdose Prevention Advocate NC Harm Reduction Coalition/Duke, Durham, NC Chad works with NC Harm Reduction Coalition. He organized family members impacted by overdose for the coalition to help pass the United States first Republican led 911 Good Sam/naloxone access bill. Chad also helps NC Harm Reduction Coalition dispense naloxone and educates the people of NC about the new comprehensive overdose prevention laws. Roxanne Saucier, Consultant Open Society Foundations, Raleigh, NC Roxanne Saucier is a consultant with Open Society Foundations' International Harm Reduction Development Program. She has worked with OSF for seven years on issues of drug users' health and rights, and has promoted access to naloxone in countries throughout the former Soviet Union and Asia. Roxanne helped launch OSF's naloxone advocacy website, naloxoneinfo.org.

5 Anne Siegler Director of Initiatives and Evaluation, Bureau of Alcohol and Drug Use New York City Department of Health & Mental Hygiene, Long Island City, NY Anne has worked on harm reduction initiatives and evaluation for the NYC Department of Health and Mental Hygiene for 6 years. Her current work includes a longitudinal multi-site evaluation of overdose prevention and naloxone, as well as developing and implementing novel harm reduction initiatives through partnerships with other city agencies. Initiatives have included developing and implementing a naloxone training for NYPD patrol officers and homeless shelter staff, dispensing naloxone for visitors of inmates at Rikers Island, and developing harm reduction options for cash assistance recipients. Anne has a master s in public health from Columbia University and is currently completing doctoral work in epidemiology at the CUNY Graduate Center. Maya Doe Simpkins, Training and technical assistance manager Midwest Harm Reduction Institute at Heartland Health Outreach, Chicago, IL Maya Doe-Simkins has worked with both grassroots and local and state governmental organizations to establish overdose prevention programs, authored several manuals, and published scientific research. At the Midwest Harm Reduction Institute, she directs needs assessments of organizational training and change needs for public health and substance use disorder treatment organizations in Illinois and leads the development of training materials. Maya collaboratively directs PrescribeToPrevent.org as well as an internet-based national naloxone program locator. Sharon Stancliff, Medical Director Harm Reduction Coalition, NYC, NY Sharon Stancliff is an internationally known expert on opioid overdose prevention and buprenorphine use. Providing education and capacity building nationally and internationally, Dr. Stancliff has been working with people who use drugs since 1990 including provision of primary care, drug treatment, HIV care and syringe access. Dr. Stancliff currently provides services on drug related problems in Zanzibar, the Ukraine and in New York State for the AIDS Institute, New York State Department of Health. Dr. Stancliff graduated from the School of Medicine at University of California at Davis, did her Family Practice residency at the University of Arizona and completed the AIDS Institute-sponsored Nicolas Rango HIV Clinical Scholars Program at Beth Israel Medical Center in New York City. She is board certified in Family Medicine, a Fellow of the American Academy of Family Practice, and certified by the American Board of Addiction Medicine and has published numerous articles related to harm reduction and drug treatment. Robert Suarez, Organizer Vocal NY, NYC, NY Robert Suarez is an organizer with Voices Of Community Activists & Leaders (VOCAL-NY), which is a statewide grassroots membership organization building power among low-income people affected by HIV/AIDS, the drug war and mass incarceration, along with the organizations that serve us, to create healthy and just communities. Rafael A. Torruella, Executive Director Intercambios Puerto Rico, Fajardo, Puerto Rico Rafael A. Torruella, Ph.D. Dr. Torruella earned his doctorate in social-personality psychology at The Graduate Center of the City University of New York in His dissertation was titled Allá en Nueva York Todo es Mejor?: A Qualitative Study on the Relocation of Drug Users from Puerto Rico to the United States. Dr. Torruella was a NIDA-funded Behavioral Science Training pre- and post-doctoral fellow from 2007 to 2011 at the National Development Research Institute (NDRI) in New York City. Dr. Torruella presented his research at several conferences, published articles, participated as an active member of the Graduate Center s (CUNY) Institutional Review Board, was a fellow at the Interdisciplinary Research Training Institute (IRTI) on Hispanic Drug Abuse, and is part of the board of directors of New York Harm Reduction Educators

6 (NYHRE). Currently he is Executive Director of Intercambios Puerto Rico, a community-based organization that offers harm reduction services in northeastern Puerto Rico and director of the drug policy reform campaign Descriminalizacion.org Louise Vincent, Overdose Prevention and Outreach Consultant NC Harm Reduction Coalition/ Urban Survivors Union, Greensboro, NC Louise Vincent, MPH, is a overdose prevention and outreach consultant for NC Harm Reduction and oversees getting naloxone to people at risk of overdose in Greensboro, High Point and Winston Salem. She is also the chapter president and the national vice president of The Urban Survivors Union, the first Drug User Union in the US south. She has reversed hundreds of overdoses in North Carolina, one of which aired on Sandja Gupta s CNN show. She intimately understands drug addiction and recovery. She is dedicated to moving drug user health from a criminal issue to a public health issue. Josh Vinehout, Associate Training Technician NY Division of Criminal Justice Services, Albany, New York Joshua Vinehout is the program manager for the law enforcement training unit at DCJS. He coordinates the development, delivery and credentialing of law enforcement training programs in New York State. He recently collaborated with other New York State agencies to develop a comprehensive statewide naloxone program to train law enforcement in the administration of naloxone to suspected overdose victims Eliza Wheeler, DOPE Project Manager Harm Reduction Coalition, Oakland, CA Eliza Wheeler oversees the DOPE project s efforts to prevent overdose deaths in the San Francisco/Bay Area. Prior to joining Harm Reduction Coalition, Eliza ran the Cambridge Needle Exchange for eight years and helped develop the overdose prevention program in Massachusetts. Working to prevent overdose deaths remains her main passion to this day. Ms. Wheeler has two Masters degrees from Suffolk University in Crime and Justice Studies with a concentration on drug policy and Public Administration. Val White, Deputy Director NYS Dept. of Health, Albany, NY Valerie White currently serves as Deputy Director for HIV, STD, HCV Prevention and Administration in the NYS Department of Health AIDS Institute. Ms. White has been with the AIDS Institute since For the first 20 years, she worked in the Office of Administration and Contract Management. For the last several years, she assumed responsibility for HIV, STD and HCV Prevention in addition to continuing to oversee Administration.
