1 Integrated Challan cum Return (ICR) - Scope of Work for ICR Platform 1. Proposed System Modules: a) User Portal b) ICR Management Platform c) Integration with Bankers Core Banking platform d) Messaging platform e) Integration with Department s SMS platform (existing) f) Management Reporting Portal and dashboards g) Portal for the Call Center help desk with Trouble ticketing software 2. Expected System Load: a. No of User accounts: 4,00,000+ b. No of Users logging into the system per month: 4,00,000+ c. Average ICR file size: 20 KB to 3 MB d. File type text/ binary e. No of records in each of the ICR file varies from 25 to several thousand f. No of fields in each record: 40 g. Peak load: All users are expected to log in to the system in last 1-2 days to upload ICR file. Load calculations are to be done accordingly. h. Expected SMS generated from the system: 4 Crore+ per month i. Expected s broadcasted from the system: 4 Lakh+ per month with attachment 3. System Delivery Timeline: The target date of launch of the system is 1st April The software development, deployment in the target infrastructure, integration (with SMS platform & Bank servers) and testing need to be completed in all respect before 15th March Trial run test full functionality shall be done for at least 15 days before the system is launched. 4. System Architecture: The shown high availability architecture shall be used to host the application. The hardware requirement is mentioned in the next section. However, hardware, hosting and bandwidth shall not be a part of the solution and shall be provided by Department. The proposed system is a public interface high transaction system desired to have very high availability. To achieve the same clustered database servers and multiple application servers are proposed as shown in the architecture. It shall be a highly secure system since it shall be a public site and shall be integrated to banking and internal systems of the department. The complete work flow of the system is given below. The system shall be able to handle peak transaction loads to the 1

2 tune of 50 users/ sec during peak hours of the day. Peak sustained bandwidth requirement of the system shall be appx 100 mbps. The regular bandwidth requirements shall be 45 MBps. 5. System Hardware details: Tentative system hardware requirement to cater to the full load after complete rollout of the system for 4,00,000+ users will be as below and expected to be provided by Department. Two of these servers shall be main application servers. Two servers shall be a database servers running in cluster mode and having a shared direct attached/ network attached storage. The 5th server shall be used for message delivery platform. The 6th server shall be a standby server (standby for application server). Both the main servers shall be online behind a load balancer and the load on them shall be balanced with the help of same. The load balance shall have additional ports for connecting more servers in case of increase in load. The standby server may not be connected to the load balancer initially. The servers are proposed to serve http traffic only. The https traffic shall be offloaded to the load balancer. Both the application servers shall write to a common database servers storage. Load Balancer: The load balancer shall be a hardware load balancer which shall provide application layer load balancing (sticky sessions) and shall have capability to offload the SSL traffic. It shall start with balancing the load on two servers and shall have provision for balancing up to four servers. 6. System Components a. Users Portal i. Upload ICR ii. ICR Management Platform takes actions on this. Allows to edit A/c 21 & 22 values. Reject previous ICRs iii. Print Challan iv. Track ICR status (Payment confirmation) v. View ICR History b. ICR Management Platform i. Validate ICR file (during/ after upload) ii. Generate Challan (printable format) on basis of ICR file contents. iii. Keep the ICR file for later transmission to field offices iv. Allocate TRRN v. Generate Challan text file (for transfer to Bank) vi. Digitally sign the Challan text file and Transfer this file to Bank vii. Bank confirms the payment by generating a CRN file (Challan Reference Number) 3

4 against each challan text file whose payment has been obtained by Bank (online or offline) viii. ICR platform fetches these files from Bank. ix. ICR files whose payment is confirmed by Bank are pushed to field offices x. Maintain sync with Bank for installation/ updation of User Details master xi. If already uploaded ICR file is rejected by Users, push messages to Bank to Block Challan. xii. Same message is pushed if non-payment for 15 days. xiii. Keep sync for payment failure messages from Bank (like cheque dishonoured etc) c. Integration with Core Banking i. Obtaining payment info against Challan ii. User Master Update iii. Push payment info to field office applications (done via Bank) d. Integration with platform (Setup & Manage Messaging platform. ) i. On default - Nonpayment SMS after 7th day to Users & Department FO ii. User Cheque dishonored at Bank iii. Challan Reference Number to Users iv. Rejection of ICR file due to time lapse/ self reject v. MST updated to Department FO when Users master is updated. vi. To members upon credit of contribution. e. Integration with existing SMS platform - The platform is connected with multiple SMSCs of Telcos to enable 2-way SMS communication with the members. The ICR system will need to generate customized text messages for the members and users to the tune of 4 Cr+ per month to intimate them about credit of monthly contribution, receipt of challan etc. ICR system will push these messages to the SMS platform for broadcasting to the users. The ICR system will keep a complete log of the messages submitted to the SMS platform, attempt log, delivery details etc. f. Activities at end of Field Offices i. Fetching ICR files from Bank (pushed by department) ii. Fetching Challan MIS files from Bank iii. Fetch E-bank statement text files iv. Pushing Establishment master updates v. Pushing erroneous ICR/ Challan MIS/ Bank statement for regeneration g. Security Features i. Firewalls at the hosting periphery (Department responsibility) ii. All passwords to be kept encrypted on the disk. iii. ICR files to be stored in encrypted form. iv. Challan text files are also to be encrypted and digitally signed v. Transfer channel between Bank/ Department to be secure 4

5 vi. Later on MPLS channel to be used, thus a totally separate channel. h. Hosting, Bandwidth, Availability & Performance i. Bandwidth - ~100 mbps peak bandwidth may be required during near the last dates (Department Responsibility) ii. 99.9% availability of connectivity (Department responsibility) iii. Availability & Performance - App design for 99.9% availability and very low response time (responsibility of application vendor). i. L1 Call center/ Help desk - L1 help desk to be maintained by Department. Vendor to provide interface to call center persons to help resolve the end user queries. j. L2 Help desk and Training - L2 help desk to be provided by the vendor, to support the L1 help desk and occasional direct queries from public/ department. Vendor shall arrange training of L1 help desk and department personnel to handle the public complaints. The training shall be organized at Department office. k. Trouble Ticketing/ ITS Vendor shall provide a Issue Tracking Solution (ITS) solution for logging, tracking, escalation and closure of Issues by the Call Center/L-1 agents. The TT solution shall have provision of providing unique ticket ID to each logged ticket. The complainant shall be able to track the status of ticket after logging in to the TT system. The system shall automatically notify the user on closure of tickets/ change of status of tickets etc. There shall be a comprehensive knowledge base in the system containing resolution to common problems etc, details of problems etc. The ITS shall allow to prioritize the tickets. It shall have unlimited user ID support for administrators. The TT solution shall have integrated and SMS facility to send and SMS on all defined events using the and SMS gateways defined elsewhere l. Integration Connectors - The system shall be integrated to the existing Vendor SMS platform on standard protocols like xml/ web service/ http for Department to send SMS on all desired events and to update the user portal inside the platform on each event. Three integration touch points are envisaged as of now Departmental SMS Platform, gateway and Core Banking. m. System Management - Complete platform management of the above processes including server log management, server space management, application performance and run time management, database administration & management, server management, black list management, DNS management, SPF management, Reverse DNS management, web server tuning, database tuning etc. shall be managed by the Vendor. n. Monitoring The platform including various modules and integrations and is a complex software application and thus requires continuous monitoring and management. The 5

6 application is to have a uptime of 99.9%. In order to ensure that all the system is able to achieve desired uptime and performs with optimum efficiency, it needs the following operations on a continuous basis: a. Uptime Monitoring including monitoring of server health, process health, connectivity health etc. b. Performance monitoring in terms of application response time, database response time, session management etc. c. System replication monitoring. d. Log management including Log rotation and backup of logs wherever required. e. Backup of the applications and data-base. f. System applications and database tuning and optimization based on observations done during running of the system. o. OS & DB - The Operating System of servers and databases used shall be of enterprise class. 7. Detailed Process Work Flow: 1. Registered Users can only login and upload ICR on Department Server home page. i. Users can reject already uploaded ICR text file which are pending for payments. ii. Users can print Challan by punching TRRN. iii. Users can print acknowledgement slip by punching TRRN. iv. Users can track the status of the ICR by punching TRRN. v. Users can track the history of ICRs. 2. ICR i. System will validate the ICR. Details of the data to be collected through the ICR file and validation details are shown in Annexure-I. The system should be fast enough to validate the ICR files instantly and show the results on interface to the user. ii. System will generate the challan on the basis of ICR. iii. Users can change the amount of accounts (if required) in the challan shown on the screen. iv. In case of any change in the challan by the user, change flag will be updated. 3. Actions after submission of ICR. a. Digitally signed Challan txt file will be generated. (digital signature will be obtained by Vendor) b. ICR text file will be encrypted. 6

7 c. Temporary Return Reference Number (TRRN) will be allotted and log entry will be created in the log table. d. Button to print the challan and acknowledgement slip will be available. 4. Data Transfer activity between Department Server and Bank FTP Server will be performed in every 5 minutes. This activity will be performed on real time basis after completion of site integration process between Department Server (Vendor) and Bank Net Banking and other banks. a. Push the digitally signed challan text files into Bank Department SFTP Server with an entry in the log table. b.fetch invalid challan text file from Bank Department SFTP Server with an entry in the log table and push the same with revised digital signature into Bank Department SFTP Server with an entry in the log table. c. Additional Activities - Send SMS to the Users regarding TRRN and Challan amount. 5. Data Transfer activity between Department Server and Bank Department SFTP Server will be performed at the end of the day. i. Fetch Challan Reference Number (CRN) from Bank Department SFTP Server (Department_CRN folder), move challan text file into archive folder and update the CRN in the log table. ii. Push ICR text files having CRN into Bank SFTP Server (ICR_Text_Files folder), move the same into archive folder and update in the log table. iii. Additional Activities a) In case of rejection made by the user / auto rejection of ICR by the system due to non payment up to 15 days, push rejection message to block the challan text file into Department Bank SFTP Server (Challan_Text_Files_Rejected folder) and update in the log table. b) Fetch rejection confirmation message from Bank Department SFTP Server (Challan_text_Files_Rejected_confirm folder) and update in the log table. Move the ICR text file into archive area (ICR_Text_Files_Rejected folder) and update in the log table. c) Fetch payment failure challan message from Bank Department SFTP Server (Challan_Text_Files_PF folder) and update in the log table. Move ICR text files for the same into archive area (ICR_Text_Files_Rejected folder) and update in the log table. (Charges against rejected cases to be updated.) d) Fetch Users master updates from Bank Department FTP Server (EST_Master_Files folder) and apply the same. (First time complete master and after that only updates whenever received from Bank will be transferred.) e) Send SMS to the Users regarding CRN. f) Send SMS to the Users regarding ICR rejection. 7

8 g) Send SMS to the Users regarding Cheque Dishonoured. h) Send SMS to the Users regarding non payment against ICR after 7th days onwards till payment or auto rejection. i) Send SMS to the defaulter Users regarding non submission of ICR. j) ed default report to the respective Department Field Offices regarding non submission of ICR after 20th of every month. k) ed non submission of payment list to the respective Department Field Offices. l) ed cheque dishonoured list to the respective Department Field Offices. m) Send SMS regarding User Master updation to the respective Department Field Offices. n) Bank End: Data Transfer activity between Bank Department SFTP Server and Bank Department App Server will be performed in every 5 minutes. This activity will be performed on real time basis after completion of site integration process between Department Server (Vendor) and Bank Net Banking and other banks through National Payment Gateway (RBI) in phase-ii.) i. Fetch the challan txt files form Bank Department SFTP Server (Challan_Text_Files folder). ii. Digital signature will be validated. Failed files will be pushed to a separate folder (Challan_Text_Files_Invalid). 6. Payment Options a. Users having Bank corporate account with CINB facility. i. After pre designated time (real time basis after site integration of Department and Bank) Users can visit Bank website and pay online. After punching the TRRN, challan date will be fetched from Bank Department App Server. (Pre designated time would be 30 minute initially which can be reduced as per the requirements) ii. Additional facility for challans up to the period of March, 2012 only. iii. Users can enter the challan details online and proceed for payment. (minor modification in existing solution) b. For Users not having Bank corporate account with CINB facility only i. After pre designated time (real time basis after site integration of Department and Bank) Users can visit the designated Bank branch for making payment along with printed copy of challan and Cheque/DD/Banker Cheque. After punching TRRN at Bank BRANCH, challan data will be fetched from Bank Department App Server. ii. Additional facility for challans up to the period of March, 2012 only. iii. Users can visit Bank designated branch, Branch officials will enter the challan details and remit the same along with cheque / DD. (minor modification in existing solution) 8

9 iv. This option can be provided on Bank net banking home page after taking security clearance from concerned authorities. By using this facility, non Bank Users, can enter the challan details and print the challan online and remit the same at Bank designated branch along with Cheque / DD/Banker Cheque. 7. After payment credited to the Department Accounts (1, 2, 10, 21 and 22), Challan Reference Number (CRN) will be generated at Bank Department App Server. 8. Data Transfer activity between Bank Department App Server and Bank SFTP Server will be performed at the end of the day. (From Vendor Server) a. Push Challan Reference Number (CRN) into Bank Department SFTP Server (Department_CRN folder). b. Fetch ICR text files from Bank SFTP Server (ICR_Text_Files folder) c. Additional Activities i. Fetch rejection message from Department Bank SFTP Server (Challan_Text_Files_Rejected folder) and block the challan. ii. Push rejection confirmation message into Bank Department SFTP (Challan_text_Files_Rejected_confirm folder) after blocking the challan. iii. Push payment failure challan message into Bank Department SFTP Server (Challan_Text_Files_PF folder) in case of dishonoured of Cheque. iv. Push User Master updates to Bank Department FTP Server in a separate folder (EST_Master_Files). 9. Data Transfer activity between Bank Department App Server and Bank Department SFTP Server will be performed at the end of the day. (For Department Field Offices) i. Push ICR texts file into respective Department office folder. ii. Generate Challan MIS text file for the day and Push the same into respective Department office folder. iii. Generate E-Bank Statement text file for the day and push the same into respective Department office folder. b. Additional Activities i. Fetch User Master updates from respective Department office folder and apply the same. ii. Fetch erroneous ICR text files / E-Challan MIS text files / E-Bank statement text files along with error reports from respective Department office folder for regeneration. 10. Data Transfer activity between Bank Department SFTP Server and Department Field offices will be performed at the end of the day. 9

10 i. Fetch ICR text files from respective Department office folder. ii. Fetch E-Challan MIS text file from respective Department office folder. iii. Fetch E-Bank statement text file from respective Department office folder. iv. Push User Master updates into respective Department office folder. v. Push erroneous ICR text files / E-Challan MIS text files / E-Bank statement text files along with error reports into respective Department office folder for regeneration. 11. VDR challans would be continued as in the existing system. VDR Challans will be generated through Department Application and will be entered and remitted by the branch official at Bank Link Branch only. 12. Mechanism for Department offices to share the Annexure K files. i. Each Department office shall be able to upload multiple Annexure K files to the file sharing mechanism. Based upon the file name, system will select the target office to which the file needs to be shared. ii. Each office shall have secure facility to download the Annexure K files uploaded by other Department offices. They shall be able to delete these files after download. iii. The sharing mechanism is to be based on file naming mechanism of Department. 13. Mechanism for HQ to distribute the application WARs. i. Department Head Office shall be able to upload the WAR / other utilities / files / instructions for distribution amongst all / selected Department offices. Only Head Office shall be able to delete these files. ii. Each office shall have secure facility to download the files uploaded by Head Office. iii. The files shall not be directly linkable on web. 14. User Search Mechanism - User search facility will be required from User Master (updated during ICR Process Flow) as defined previously. 15. Management Reporting Portal and dashboards The management Portal for the ICR system will display various reports to HQ and field offices. This will have one dashboard and includes min 5 reports. The format of the reports will be provided by department. 10

11 ICR DATA FIELDS AND VALIDATIONS Annexure-I a. Total number of fields in the ICR file 40. b. Validations i. ID - Should be in the specified format of Region code, Office code, Serial number etc. The number field should be 0 padded to make it of the required length. ii. Check for no special characters in various fields. iii. Check for Category code in some fields (like F(for father) or S (for husband)) iv. Check various date fields for correctness of date in respect of format and validity. v. Checking codes for Gender. vi. Checking for special categories of workers. vii. Checking of share ratios based on categories and prevailing rates. viii. Checking of contribution rates based on various rules. ix. A sample validation check is demonstrated below: Numbers only, no special character, not in decimals, A. Cases where the rate is equal to the statutory rate 1. In case both A and B are contributing up to max ceiling, the minimum amount will be c1 = a1-b1. 2. In case the A is contributing above the max ceiling but B is contributing up to the ceiling, the minimum amt will be c2 = a1 b1. 3. If A is contributing above the max ceiling, the minimum amt will be c3 = a2 b1. 4. If B is contributing above the max ceiling and EPSHW flag is Y, the minimum contribution will be c3 = a2 b2. 5. In International work cases, the minimum amount will be c5 = a3 b3. 6. In case of age exceeding given limits, the minimum amount will be c6 = a1, 0r a2 or a3 as applicable. B. Cases where the rate is above the statutory rate, the minimum amounts will be on same lines, except that the a1, a2 and a3 amounts will be calculated (for the E-Share and not for EE share) on statutory rates and not on the contribution rate entered. 11
