Summary: This item requests approval of eight new associate degree programs to be offered at five community colleges. 3 Item #IV-8 February 3, 2015 STATE OF ILLINOIS BOARD OF HIGHER EDUCATION NEW UNITS OF INSTRUCTION AT PUBLIC COMMUNITY COLLEGES By statute, the Illinois Board of Higher Education (IBHE) is responsible for approving new associate degree programs proposed by public community colleges. The Board s approval criteria, defined in administrative rules, address relevance to college mission, academic control, faculty and staff, support services, financial resources, student demand, employer demand, curriculum, and congruence with IBHE policies and priorities. Before a recommendation for approval of an associate degree program is submitted to the IBHE for approval, staffs of the IBHE and the Illinois Community College Board review the proposal. Once agreement is reached on a proposal having met the approval criteria, a recommendation for approval is presented to each board. Executive Summary Carl Sandburg College Associate in Applied Science in Locomotive Mechanical Carol Sandburg College requests approval to offer the Associate in Applied Science in Locomotive Mechanical. The program is 62.5 credit hours and will prepare individuals for entrylevel and advancement opportunities in the railroad industry as locomotive maintenance technicians. Currently, the College offers three related certificate programs in Locomotive Mechanical, Locomotive Electrical, and Rail Off/Highway Motive Power. The proposed degree will provide an educational ladder opportunity for graduates of any of these certificate programs. There are policies in place to ensure faculty members possess the training, credentials, and qualifications to provide instruction in the proposed program. The College has sufficient library, technology, staff, and financial resources in place to support the proposed program. Some additional equipment and tools are being donated by Burlington Northern Santa Fe Railroad and the National Railway Equipment Company. College of DuPage Associate in Applied Science in Anesthesia Technology College of DuPage requests approval to offer a 64 credit hour Associate in Applied Science in Anesthesia Technology. Graduates will be prepared for employment as clinical assistants to anesthesia providers. The program was developed according to guidelines for accreditation established by the American Society of Anesthesia Technologists and Technicians (ASATT) with support from the American Society of Anesthesiologists. Graduates of the program will be prepared for the required ASATT Certified Anesthesia Technician or Technologist credential. The College plans to seek the required accreditation once all required 9

4 state approvals have been granted. There are policies in place to ensure faculty members possess the training, credentials, and qualifications to provide instruction in the proposed program. The College has sufficient library, technology, staff, and financial resources in place to support the proposed program. Approval request summary, including staff conclusion, follows in Attachment B. Associate in Applied Science in Digital Broadcast Journalism College of DuPage also requests approval to offer a 64 credit hour Associate in Applied Science in Digital Broadcast Journalism. This program will prepare individuals for entry-level employment in broadcasting. Graduates will have knowledge and skills for working as broadcast news journalists, producers, and production technicians in television, radio, print, electronic, and web-based media. This program will also prepare individuals for continuing their education at the baccalaureate level. There are policies in place to ensure faculty members possess the training, credentials, and qualifications to provide instruction in the proposed program. Joliet Junior College Associate in Applied Science in Operations Engineering Joliet Junior College requests approval to offer a 66 credit hour Associate in Applied Science in Operations Engineering. This program will prepare individuals for entry-level employment and advancement opportunities in plant operations and supervision. The program was developed in partnership with Exelon, Lyondell-Bassel, Aux Sable, and Akso Nobel, several regional employers who have identified both short- and long-term needs for workers trained in this field at the two-year degree level. There are policies in place to ensure faculty members possess the training, credentials, and qualifications to provide instruction in the proposed program. The College has sufficient library, technology, staff, and financial resources in place to support the proposed program. Approval request summary, including staff conclusion, follows in Attachment C. Associate in Applied Science in Operations Technician Joliet Junior College also requests approval to offer a 63 credit hour Associate in Applied Science in Operations Technician. This program will prepare individuals for entry-level employment in skilled multi-trades and advancement opportunities at the senior technician level. The program was developed in partnership with Exelon, Lyondell-Bassel, Aux Sable and Akso Nobel, several regional employers who have identified both short- and long-term needs for workers trained in this field at the two-year degree level. There are policies in place to ensure faculty members possess the training, credentials, and qualifications to provide instruction in the proposed program. 5 Rend Lake College Associate in Applied Science in Barber Rend Lake College requests approval to offer a 65 credit hour Associate in Applied Science in Barber. The program will prepare individuals for entry-level employment and advancement opportunities as licensed barbers. The curriculum is approved by the Illinois Department of Financial and Professional Regulation for barbering and will prepare students for the licensure necessary in Illinois for employment. There are policies in place to ensure faculty members possess the training, credentials, and qualifications to provide instruction in the proposed program. The College has sufficient library, technology, staff, and financial resources in place to support the proposed program. Approval request summary, including staff conclusion, follows in Attachment D. Associate in Applied Science in Cosmetology Rend Lake College also requests approval to offer a 65 credit hour Associate in Applied Science in Cosmetology. The program will prepare individuals for entry-level employment and advancement opportunities as licensed cosmetologists. The curriculum is approved by the Illinois Department of Financial and Professional Regulation for cosmetology and will prepare students for the licensure necessary in Illinois for employment. There are policies in place to ensure faculty members possess the training, credentials and qualifications to provide instruction in the proposed program. Richland Community College Associate in Applied Science in Diesel Medium/Heavy Truck Technician Richland Community College requests approval to offer a 62 credit hour Associate in Applied Science in Diesel Medium/Heavy Truck Technician. This program will prepare individuals for entry-level and advancement opportunities in the field of diesel service, maintenance, and repair. The curriculum has been designed according to industry standards for diesel technicians as defined by the National Automotive Technicians Education Foundation and will prepare graduates for multiple Automotive Service Excellence certifications. The program will be housed in Richland s new Workforce Development Institute that includes a real-world lab/repair facility for all automotive technology and related programs. There are policies in place to ensure faculty members possess the training, credentials, and qualifications to provide instruction in the proposed program. 7 Carl Sandburg College 2400 Tom L. Wilson Boulevard Galesburg, Illinois President: Dr. Lori Sundberg Proposed Program Title: Associate in Applied Science in Locomotive Mechanical Projected Enrollment: Carl Sandburg College anticipates an enrollment of 12 full-time students each year for the first three years of the program. Introduction, Curriculum, and Assessment of Student Learning Outcomes Carl Sandburg College (the College) is seeking approval to offer a 62.5 credit hour Associate in Applied Science (AAS) in Locomotive Mechanical. This program will prepare individuals for entry-level and advancement opportunities in the railroad industry as locomotive maintenance technicians. Graduates will complete the program possessing the knowledge of and skills for troubleshooting, maintenance and repair of locomotive mechanical and electrical systems, basic electro motive diesel (EMD) and GE diesel engines, and 30 ACDW locomotive air brake systems. The curriculum includes 18 credit hours of required general education coursework and 44.5 credit hours of required career and technical education coursework. The career and technical component includes instruction in introduction and history of railroading, electrical fundamentals, machine tool fundamentals, manufacturing processes, welding, industrial safety, locomotive electricity, EMD, GE basic mechanical, hydraulics and pneumatics, locomotive air brakes, process control and instrumentation, railway safety, quality and environment including Federal Railway Administration and Department of Transportation codes and regulations. Assessment of student learning will be conducted by program faculty through evaluation of the students performance during work-simulated lab activities. Labor Market Information Labor market information provided by the College supports the interest in and the need for a two year program in this field of study. Currently, the College offers three related certificate programs in Locomotive Mechanical, Locomotive Electrical, and Rail Off/Highway Motive Power. The proposed degree will provide an educational ladder opportunity for graduates of any of these certificate programs. The College has been working for several years with Burlington Northern Santa Fe (BNSF) Railroad, one of the largest employers in the College s district, to address entry-level employment needs locally. BNSF has also partnered with the National Academy of Railroad Science (NARS) and Johnson County Community College in Overland Park, Kansas, to develop coursework the College has included in its existing and proposed programming. According to the Illinois Department of Employment Security (IDES), employment of diesel engine mechanics and mobile heavy equipment mechanics is expected to increase between 8.3 and 11.1 percent statewide through Resources: Faculty, Staff, etc. Qualified faculty will possess a minimum of one year occupational experience in railway maintenance and NARS instructor certification. Preferred credentials include an associate s degree or higher and some teaching experience. The program will require four existing part-time faculty for implementation. Facilities are in place to adequately support the program. Some additional equipment and tools are being donated by BNSF Railroad and the National Railway Equipment Company (NRE). Costs to implement the program will be approximately $18,311 in A-1

8 year one, $18,833 in year two, and $19,379 in year three. The program will be supported fiscally through student tuition and fees. 9 College of DuPage 425 Fawell Boulevard Glen Ellyn, Illinois President: Dr. Robert Breuder Proposed Program Title: Associate in Applied Science in Anesthesia Technology Projected Enrollment: College of DuPage anticipates enrollment of eight students in the first year, increasing to 12 students by the third year. Introduction, Curriculum, and Assessment of Student Learning Outcomes College of DuPage (the College) is seeking approval to offer a 64 credit hour Associate in Applied Science (AAS) in Anesthesia Technology. This program will prepare individuals for entry-level employment and industry certification opportunities in anesthesia technology. Graduates will be prepared for employment as clinical assistants to anesthesia providers. The proposed program will provide students planning on entering the field with the necessary educational credential, as well as offer existing technologists and technicians who have not yet earned industry certification, with an educational pathway toward doing so. The program was developed according to guidelines for accreditation established by the American Society of Anesthesia Technologists and Technicians (ASATT) with support from the American Society of Anesthesiologists (ASA). The College plans to seek the required accreditation once all required state approvals have been granted. The curriculum requires 24 credit hours of general education and 40 credit hours of required career and technical education. Career and technical coursework includes instruction in introductory anesthesia technology; introductory and advanced anesthesia fundamentals; medical terminology; anesthesia pharmacology; a clinical capstone; and introductory, intermediate, and advanced clinical practicum in anesthesia technology. Assessment of student learning will take place during the final clinical practicum conducted by program faculty. Graduates of the program will be prepared for the required ASATT Certified Anesthesia Technician (CerAT) or Technologist credential (CerATT). Labor Market Information Labor market information provided by the College supports the need for a two year degree program in this field of study. Beginning July 15, 2015, anesthesia technologists must earn an AAS degree in order to sit for the ASATT certification exam. In addition, the ASATT will be phasing out the CerAT credential (a credential previously earned through work experience), requiring all candidates for certification to work towards the Certified Anesthesia Technologist (CerATT), which is the credential earned through completion of an educational program. Currently, there are no other anesthesia technology programs in the State. The proposed degree will fulfill the need for this additional training. Resources: Faculty, Staff, etc. Qualified faculty must possess a minimum of a bachelor s degree in Anesthesia Technology, Perioperative Nursing, or Surgical Technology, and hold an active state health license/credential such as RN, CST (Certified Surgical Technologist), CerAT, or CerATT. Preferred qualifications include two to five years of occupational experience as an anesthesia technician/technologist and one to three years of teaching experience. The program will require one existing full-time, one existing part-time, and three new part-time faculty for implementation. Facilities are in place to adequately support the proposed program; however, additional B-1

10 equipment and supplies are budgeted during the first three years of operation. Costs to implement the program are anticipated at $49,000 the first year, $51,500 the second year, and $54,000 the third year. The program will be supported fiscally through student tuition and fees. The curriculum requires 18 credit hours of general education, 36 credit hours of required career and technical education, and 10 credit hours related technical electives. The career and technical component includes instruction in introductory mass communications; news reporting and writing for multimedia; social media as news; introductory television studio production; introductory and advanced writing and reporting for TV news; announcing and performing broadcast news; on-air broadcasting; introductory field production, and editing; TV news field production; TV news producing; documentary production; and a choice of electives from motion picture, television, and broadcast communication courses. Assessment of student learning will be achieved through evaluation of the students performance during supervised production experiences during their final semester, as well as through a review of the students portfolios by program faculty. Labor Market Information Labor market information provided by the College supports the interest in and the need for a two year degree program in this field of study. According to the Illinois Department of Employment Security (IDES), employment of television and broadcast communication-related workers is expected to increase by an average of 4.9 percent statewide through The College anticipates an enrollment of eight full-time and 10 part-time students the first year, increasing to 20 full-time and 25 part-time students by the third year. Currently, the College works with The Technology Center of DuPage (TCD), Indian Prairie School District 204, Wheaton Warrenville South High School, and West Chicago Community High School providing secondary education/dual credit opportunities in television production and news programming technologies. The College has explored articulation agreements with Southern Illinois University at Carbondale, Columbia College Chicago, and DePaul University towards baccalaureate programs related to broadcast communications. The proposed degree will complement the College s existing offerings in motion picture/tv production. B-2

Additional faculty are budgeted during the second and third years of operation. Qualified faculty will hold a minimum of a bachelor s degree in Broadcast Journalism, Journalism, TV Production, or a related field; have five years of work experience in the field of broadcast journalism; and two years teaching experience. Facilities are in place to adequately support the program; however, equipment purchases are budgeted during the second and third years of operation. Costs to implement are anticipated at $15,000 the first year, $86,000 the second year, and $171,000 the third year. Higher third year costs also reflect the addition of a full-time program coordinator. The program will be supported fiscally through student tuition and fees. This program will prepare individuals for entry-level employment and advancement opportunities in plant operations and supervision. According to the Illinois Department of Employment Security (IDES), employment of industrial engineering technicians is expected to increase by 3.6 percent, and employment of maintenance supervisors is expected to increase by 8 percent statewide through The proposed program will also provide an educational ladder opportunity for students of the recently approved Operations Engineering Certificate. Furthermore, the College has established articulation for this program with Southern Illinois University Carbondale s Bachelors of Science in Industrial Maintenance Technology and with Northern Illinois University s Bachelors of Science in Industrial Management and Technology Resources: Faculty, Staff, etc. The program will require two existing full-time faculty, one existing part-time faculty, and one new part-time faculty for implementation. Preferred faculty qualifications include an associate s degree in Industrial Maintenance or a closely related field, three years occupational experience, and one year teaching experience. All facilities and equipment are in place to adequately support the proposed program. Costs to implement the program are anticipated at $5,000 year one and $8,000 per year during years two and three. 17 Rend Lake College 468 North Ken Gray Parkway Ina, IL President: Mr. Terry Wilkerson Proposed Program Title: Associate in Applied Science in Barber Projected Enrollment: Rend Lake College anticipates an enrollment of six full-time students the first year, increasing to eight full-time students by the third year Introduction, Curriculum, and Assessment of Student Learning Outcomes Rend Lake College (the College) is seeking approval to offer a 65 credit hour Associate in Applied Science (AAS) in Barber. The program will prepare individuals for entry-level employment and advancement opportunities as licensed barbers. The curriculum is approved by the Illinois Department of Financial and Professional Regulation for barbering and will prepare students for the licensure necessary in Illinois for employment. The curriculum consists of 15 credit hours of required general education coursework and 50 credit hours of required career and technical education coursework. The career and technical component includes instruction in beginning, intermediate, and advanced levels of barbering theory and beginning, intermediate, and advanced levels of barbering clinical experience which includes over 1,500 hours of hands-on training. The additional coursework in general education aims to provide students with the knowledge and skills needed for management positions and potential entrepreneurship opportunities. Assessment of student learning will be achieved through an evaluation of the students performance during their last semester barbering clinical and through evaluation of a student portfolio by program faculty. Labor Market Information Labor market information provided by the College supports the interest in and need for a two-year degree program in this field of study. The College currently offers a successful Barbering Certificate program. The proposed degree will offer certificate students and recent graduates with an educational ladder opportunity in this field. According to the Illinois Department of Employment Security (IDES), employment of barbers is expected to increase by 11.9 percent statewide through The proposed degree program will be the first offered by an Illinois community college. Resources: Faculty, Staff, etc. The program will require one new full-time and three existing part-time faculty. Qualified faculty must hold an active Illinois Barber license, an active Barber Instructor license, at least one year occupational experience, and at least one year teaching experience. Facilities, including the RLC Studio, a real-world functioning practicum salon, are in place to adequately support the proposed program. No new costs are anticipated to implement the program, which will be supported fiscally through student tuition and fees. 18 Proposed Program Title: Associate in Applied Science in Cosmetology Projected Enrollment: Rend Lake College anticipates an enrollment of 50 full- and parttime students the first year, increasing to 60 full- and part-time students by the third year Introduction, Curriculum, and Assessment of Student Learning Outcomes Rend Lake College is seeking approval to offer a 65 credit hour Associate in Applied Science (AAS) in Cosmetology. The program will prepare individuals for entry-level employment and advancement opportunities as licensed cosmetologists. The curriculum is approved by the Illinois Department of Financial and Professional Regulation for cosmetology and will prepare students for the licensure necessary in Illinois for employment. The curriculum consists of 15 credit hours of required general education coursework and 50 credit hours of required career and technical education coursework. The additional coursework in general education aims to provide students with the knowledge and skills needed for management positions and potential entrepreneurship opportunities. The career and technical component includes instruction in beginning, intermediate, and advanced levels of cosmetology theory and beginning, intermediate, and advanced levels of cosmetology clinical experience which includes over 1,500 hours of hands-on training. Assessment of student learning will be achieved through an evaluation of the students performance during their last semester cosmetology clinical and through evaluation of a student portfolio by program faculty. Labor Market Information Labor market information provided by the College supports the interest in and need for a two-year degree program in this field of study. The College currently offers a successful Cosmetology Certificate program. The proposed degree will offer certificate students and recent graduates with an educational ladder opportunity in this field. According to the Illinois Department of Employment Security (IDES), employment of cosmetologists/hairdressers/hairstylists is expected to increase by 10.9 percent statewide through To date only two other neighboring community colleges offer degree programs in cosmetology. Qualified faculty must hold an active Illinois Cosmetologist license, an active Cosmetology Instructor license, at least one year occupational experience, and at least one year teaching experience. Facilities, including the RLC Studio, a real-world functioning practicum salon, are in place to adequately support the proposed program. No new costs are anticipated to implement the program, which will be supported fiscally through student tuition and fees. 19 Richland Community College One College Park Decatur, Illinois President: Dr. Gayle Saunders Proposed Program Title: Technician Associate in Applied Science in Diesel Medium/Heavy Truck Projected Enrollment: Richland Community College anticipates an enrollment of five full-time and 12 part-time students the first year, increasing to 12 full-time and 16 parttime students by the third year. Introduction, Curriculum, and Assessment of Student Learning Outcomes Richland Community College (the College) is seeking approval to offer a 62 credit hour Associate in Applied Science (AAS) in Diesel Medium/Heavy Truck Technician. This program will prepare individuals for entry-level and advancement opportunities in the field of diesel service, maintenance, and repair. The curriculum has been designed according to industry standards for diesel technicians as defined by the National Automotive Technicians Education Foundation (NATEF) and will prepare graduates for multiple Automotive Service Excellence (ASE) certifications. The curriculum includes 15 credit hours of required general education coursework and 47 credit hours of required career and technical education coursework. The career and technical component includes instruction in truck preventative maintenance, basic and advanced electrical systems, diesel engine repair, diesel fuel and emissions, diesel drivability diagnosis, diesel truck transmission, truck drive train systems, medium/heavy HVAC, medium/heavy truck brakes, trucking steering/suspension/alignment, and a diesel truck internship. Assessment of student learning will be achieved through an evaluation of the students performance during the work-based learning experience, as well as by successfully completing an ASE-practice exam in each of the eight certification areas: Diesel Service Technician; Diesel Transmission Specialist; Diesel Performance Specialist; Diesel Engine Rebuilder; HVAC Specialist; Drive Train Specialist; Steering and Suspension Specialist; and Senior Diesel Technician. The College plans to seek the necessary NATEF program accreditation once all appropriate state-level approvals have been awarded. The College currently holds NATEF accreditation for its Automotive Technology degree program. Labor Market Information Labor market information provided by the College supports the interest in and the need for a two-year degree program in this field of study. The College was recently approved to offer eight related certificate programs mapped to each of the ASE Certifications and leading toward completion of the proposed degree. Additionally, employment of diesel engine mechanics and mobile heavy equipment mechanics is projected to increase between 8.3 and 11.1 percent statewide through 2022, according to the Illinois Department of Employment Security (IDES). Preferred qualifications for faculty include an associate s degree in diesel or automotive technology, at least five years occupational experience as a diesel mechanic, ASE Master Diesel Mechanic certification, and at least one year teaching experience. The program will be housed in Richland s new Workforce Development Institute that includes a real-world E-1

Some existing equipment will be utilized; however, equipment and materials purchases have been budgeted during the first three years of operation. Costs to implement the program are anticipated at $131,413 the first year, $105,519 the second year, and $117,850 the first year. Budget estimates also include the addition of new faculty and a program coordinator. The program will be fiscally supported through student tuition and fees.
