2 Introduction and purpose NWO's Governing Board made a total of 5 million euros available for the NWO Open Access fund. 2.5 million euros is available to cover the costs of open access publications. The remaining 2.5 million euros is intended for other open access initiatives. The aim of this fund is to facilitate awareness of open access and to encourage the open access publication of results from NWO projects. Who can apply Principal applicants of research funded by NWO can apply for a contribution. Projects from all NWO divisions are eligible including those of the temporary taskforces. What can be applied for A maximum budget of 6,000 euros per research project is available. The contribution from the Incentive Fund is intended to reimburse the costs of: - publishing in a peer-reviewed scientific open access journal; - open access publication of a peer-reviewed book or monograph by a scientific publisher or in a scientific series. For each research project funded by NWO several applications can therefore be submitted. The contribution cannot be used for the Article Processing Charges for Hybrid Journals and the publication of a thesis. NWO expects you to inform yourself on the arrangements your institution already has on Open Access. Many universities have contracts in place with publishers. The VSNU and Springer Publishers have entered into an agreement under which researchers no longer have to pay APCs for publications in about 1,500 journals included in the Springer OpenChoice programme. Those publications are not eligible for the Incentive Fund Open Access publications. When can applications be submitted Applications can be submitted at any time within most 6 months after the final publication date of the open access publication until the available funds have been exhausted. NWO has concluded a separate arrangement with BIOMED for publishing in its open access journals. For this please see Drawing up an application BIOMED. Preparing an application Download the application form from the electronic application system ISAAC or from NWO s website (on the grant page for this programme). Complete the application form. Save the application form as a pdf file and upload it in ISAAC.

3 Besides that, the applicant must supply the following information in ISAAC: In the field Project title : - the title of the publication In the field Project summary : - the amount to be declared (incl. VAT) in euros - bank details (IBAN of the institution together with its name and address details, the cost centre/payment reference). NWO will only pay the grant to the institution where the research project is carried out. The system asks for attachments. These are: - the documentary evidence of the payment made, from which it is clear that these relate to the publication o invoice and o bank statement - the publication concerned. BIOMED NWO has concluded a separate arrangement with BIOMED for publishing in its open access journals. If you want to publish in an open access journal of BIOMED you should follow the instruction below. The NWO-BIOMED agreement has a different procedure, for which NWO reimburses the publication costs directly to BIOMED. After receipt of the acceptance letter and invoice from BIOMED, the applicant should submit an application via the electronic application system ISAAC. You do not pay the invoice. In the screen Project information the following information must be provided: In the field Project title : - the title of the publication, In the field Project summary : - the amount to be declared (incl. VAT) in euros - the manuscript ID of BIOMED. The system asks for attachments. These are: - the letter of acceptance from BIOMED, - the BIOMED invoice and - a draft or final version of the publication concerned. Specific conditions Only applications submitted by a principal applicant from a project funded by NWO will be considered. All correspondence will take place with the principal applicant.

4 Submitting an application An application can only be submitted to NWO via the online application system ISAAC. Applications not submitted via ISAAC will not be considered. A principal applicant must submit his/her application via his/her own ISAAC account. If the principal applicant does not have an ISAAC account yet, then this should be created at least one day before the application is submitted to ensure that any registration problems can be resolved on time. If the principal applicant already has an NWOaccount, then he/she does not need to create a new account to submit an application. When you submit your application to ISAAC you need to enter several additional details online. Make sure you allow enough time for this. For technical questions please contact the ISAAC helpdesk, see the section Contact. Procedure Applications will be assessed by NWO against the criteria. Applications that satisfy the criteria will be funded until the budget has been exhausted. If an application falls under the NWO-BIOMED agreement then NWO will give BIOMED permission to complete the procedure. NWO will inform the principal applicant in writing of its decision. NWO gives all full proposals a qualification. The applicant is informed of this qualification when the decision about whether or not to award funding is announced. For further information about the qualifications see Criteria In principle, each application that satisfies the criteria will be funded. NWO assesses an application using the following criteria: - The budget applied for does not exceed the maximum Open Access budget of 6,000 euros per research project funded by NWO. - The applicant is the principal applicant of the research project funded by NWO from which the publication has arisen. - The NWO research project is still current or was completed after 1 January The publication has been published: o in a peer-reviewed scientific open access journal; o in a peer-reviewed book or monograph by a scientific publisher or in a scientific series. - The open access publication has been registered with a DOI as output from the NWO research project from which it has arisen. NB: This last condition does not apply to BIOMED publication applications. NWO does, however, require the applicant to register the published BIOMED publication as output from the NWO project from which this publication has arisen afterwards. - The publication should state the support received from NWO for the research project. - The application has been submitted no more than 6 months after the final publication date. - You did not receive any other funding for this publication.
