2 INTRODUCTION TO THE THEME AND OVERARCHING GOALS OF THE WORKSHOP The sixth annual Africa Workshop organized by the American Political Science Association (APSA) met in Ouagadougou, Burkina Faso, from July 1-12, The event was part of a multi-year initiative to support political science research and teaching in Sub-Saharan Africa through a series of residential academic workshops at African universities and research institutions. Funded by the Andrew W. Mellon Foundation, the Africa Workshops program is a major component of APSA s efforts to support research networks linking US scholars with their colleagues overseas and engage political science communities outside the United States. The 2013 Africa Workshop was held in partnership with the Institute for Governance and Development (IGD) in Ouagadougou. The workshop was attended by twenty-two scholars from 17 different countries and five PhD candidates from US and European universities. In addition, the workshop had five (5) co-leaders namely: Professors Leonardo Villalón and Kenneth Wald (USbased) and their Africa-based colleagues, Dr. Einas Ahmed, Professor Augustin Loada, and Professor Mahaman Tidjani-Alou. In total, the 2013 cohort was the largest and most diverse workshop group to date. Together, these scholars represented 26 institutions in nineteen different countries and included, beyond political science, participants who were trained in anthropology, sociology, education, economics, public law, history, development, religious studies, and international studies. The group consisted of 18 men and 9 women. Participants were at a variety of stages of their careers and had attained many different ranks: from early graduate students to Lecturers. In 2012, the Pew Research Center released a global attitude survey that characterized Sub- Saharan Africa as clearly among the most religious places on earth. Under the theme of Religion and Politics in Comparative Perspective, the workshop addressed this social reality by focusing on methodological and theoretical issues, by comparing and contrasting the experience of the United States (and more broadly of the West) with Africa, as well as the distinct roles of religion in the Anglophone and Francophone state traditions. Additionally, the workshop interrogated potential differences of political culture within specific religions traditions: notably Christianity and Islam the two major religions of contemporary Africa. For all their undeniable differences, political systems both in the West and across Africa are marked by significant and apparently increasing religiously-based political mobilization, and at times conflict. These developments represent an area of strong and growing interest in the discipline, one on which we built this collaborative workshop. The workshop s seven plenary sessions and were organized around the following core themes: 1. Conceptual and methodological issues in the study of religion and politics Theoretical traditions and approaches to religion and politics 3. Religion and the state: democracy and secularism in comparative perspective 4. The politics of religious pluralism and inter-religious relations 5. Religion and democracy 6. Religion and political behavior. 7. The politics of religion, gender, sexuality, and family law. 2

3 In addition, the workshop included professional development seminars on four important topics: 1. Qualitative fieldwork methods 2. Surveys and quantitative methods 3. Publishing academic research in political science 4. Grant-writing for research funding. The 2013 workshop had some traits that distinguished it from some of its predecessors. First and foremost, this was the first bilingual Africa Workshop offered by APSA. This was done by design, rather than necessity. The experiences of African countries in the domain of religion and politics have in fact been in many ways heavily marked by their respective and distinctive colonial legacies of either British state religion or legal accommodations of French secularism/laïcité, though each remains surprisingly little known or understood by the other. In addition to the two differing state traditions, the quite distinct academic traditions of Francophone and Anglophone Africa have unfortunately also developed with relatively little cross-fertilization. In the effort to develop and advance the discipline of Political Science, and in particular the study of religion and politics, we were very confident that cross exposure both to the different political traditions and to different academic conventions and literatures would prove highly enriching, and thus well worth the additional effort. In order to address this divergence, participants needed to hear from both French-speaking and English-speaking texts and authorities. This effort was explicitly discussed in the call for applications that emphasized the focus and encouraged applicants from Francophone countries a goal that eventually yielded 12 participants from predominantly French-speaking societies. Accordingly, we organized the workshop with morning and early-afternoon plenary sessions, which had a translator present, and afternoon sessions of 5 workings groups organized by language 2 Anglophone, 2 Francophone and 1 for the bilingual participants who could speak either language and understand the other. We believe this design facilitated a much greater awareness among participants of the differences across Africa. The translation, provided by Mme Christelle Kalwoulé and Mr. Patrice Kam was extremely competent and helpful. On some of our excursions, the translators also participated, furthering the goal of speaking across the language divide. We anticipate that scholars who would not otherwise know of one another s work will now cooperate in projects organized around common themes but with different manifestations. The workshop was also explicitly comparative in several ways. We wanted to take advantage of the roughly 40 year head-start in research on the overall topic by scholars of American politics and religion. (That is why Wald, an Americanist who does some work in Europe and the Middle East, was included among the team). By contrast, few faculties on the African continent have developed systematic social scientific approaches to religion. A major goal of the workshop was to collaboratively examine--and as necessary to adapt and modify--the theoretical perspectives developed primarily in the Western context to help illuminate the African experience. We anticipated that this would both help participants further develop analytical tools with which to approach the political role of religion, as well as help bring African material to a broader audience beyond the continent. Given the high levels of religious pluralism in much of the continent, the rapid development of new religious movements, and the ongoing efforts at democratization in contexts of widely varied state capacity, African cases have the potential to significantly enrich our 3

4 theoretical and comparative understanding of the role of religion in politics. In fact, judging by our small group meetings (see below), the themes, methods and concepts of this research resonated powerfully with the African participants. Where possible, we further augmented the comparisons across African states and, via a guest lecture, by contrasting the Japanese way in religion and politics. Third, we buttressed the workshop s theme by using our host country, Burkina Faso, as a case study. As the proceedings below will indicate, the participants visited with the hierarchy of the Roman Catholic Church in Ouagadougou, met with the Burkinabé Association of Muslim Students, and visited the most important local traditional authority: the Moro Naba. Because Burkina Faso has been engaged in a national debate over laicité, the local organizers arranged a public panel at the University in which three highly-engaged academics presented diverse perspectives on the question. These experiences sensitized the participants to the complexity of religious issues in our host nation. Aside from several off-site excursions and special programs, all academic sessions were convened in the Institute for Governance and Development (IGD), a free-standing facility located in the Ouaga 2000 neighborhood. This facility provided first-class education and conference facilities for the duration of the workshop. APSA s Office of International Programs was the lead unit in working with partners and administering the workshop. A special word of thanks is due to our coleader, Dr. Augustin Loada, the Director of the IGD, who together with his staff (Abdoul Karim Saidou and Rose Nadège Tarpaga) provided invaluable assistance. This Workshop Proceedings report provides a full description of how the 2013 workshop deepened linkages between participating scholars and their respective institutions, highlighting the substantive, methodological, academic writing, publishing and networking activities that took place each day. States and ruling parties pursue different degrees of political liberalization based on their ability to influence social organizations and in turn affect the ability of social organizations to influence politics. Specifically, Dan pursues this phenomenon in a comparative study of Burkina Faso and Chad by examining the different approaches of both states in regard to civil military relations as well as the relationship between the state and religious associations. More broadly, Dan s research interests include Islam and politics, African politics, and democratization with a special focus on the countries of the West African Sahel. The study was concerned in showing the increasing politicization of Islam in Kenya crystallizing the growing process of radicalization of sections of the Kenya s Muslims.
