3 1. BACKGROUND INFO AND ABOUT WORLD SUMMIT AWARD ABOUT THE WORLD SUMMIT AWARDS (WSA) The World Summit Award (WSA) is a global UN-WSIS bi-annual award. It selects and promotes the world's best e-content and most innovative ICT applications, be it websites, apps or interactive installations. With categories ranging from e-business and e-government to e-health and e-inclusion the WSA, unlike other awards, does not focus on pure technological developments, but on the content, the real substance of the project. A network of National Experts, National Committees and National Awards in over 170 countries serves to acquire high quality nominations for the international award. This way, the WSA ensures a truly international choice of the best local contents. An international Jury comes together for a multi-day-process to select the world s best e- contents. The five winners of each of the eight categories are presented and awarded at the World Summit Award Gala. The Gala takes place at a different place each year and is usually accompanied by a Winners Exhibition of the winning projects, as well as a WSA Conference, where the most current developments and challenges of the field of e- Content are discussed by renowned experts and the interested public. The Winners events offer a forum for all those who value the creative use of ICTs and who make society more inclusive. Initiated by Austria in 2003 in the framework of the United Nations' World Summit on the Information Society (WSIS), the WSA implements the UN agenda for the development of the information society. Specifically, it supports the UN Millennium Development Goals and turns the WSIS targets in relation to Action Lines Media and Content into action. WSA MOBILE New times bring new challenges. Today, in terms of access, mobile usage has outgrown Internet usage by threefold with more than 6.5 billion connections registered around the world to date. Mobile phones are becoming smarter and revolutionizing what can be done with them. We are in the middle of the explosive development of mobile applications and mobile content. As a response to this rapid development and focus change on the content scene worldwide, the WSA has started the WSA-mobile. The new award has been launched in June 2010 and is dedicated explicitly to selecting and promoting the world s best m- Content. With great support of The Abu Dhabi Systems & Information Centre (ADSIC) the WSA-mobile Winners have been awarded with great success. EXPERT TASKS AND RESPONSIBILITIES The main task of an expert panel member is to provide nominations of, in his/her opinion, the best multimedia products or applications from his/her country, according to the 8 categories and guidelines of the WSA-mobile and WSA. A total of eight products (one per category) shall be proposed by entering the data into the WSA online database. In 2014 WSA-mobile searches for the best and most creative in mobile content from all UN member states. Please note that the national expert will be the reference person for all interested parties from his/her country. The expert will be presented on the WSA webpage with: Curriculum Vitae Picture The expert is responsible for a smooth functioning of communication with producers and is obliged to handle all the inquiries from his/her country. Please note: It is highly important that you inform the producers of your selected nomination of the WSA and their nomination! WSA-mobile Winners, Hosts, Sponsors, Jurors, Experts at the WSA-mobile Winners Gala 2010 in Abu Dhabi 3. REQUIRED SKILLS Of A WSA EXPERT High expertise and several years of working experience in the fields of multimedia, content industries, and ICTs. Proficiency in English. Experts shall be very well informed about the WSA initiative and processes, prove high motivation and state a clear reason for their intention to join the WSA. Experts should be well connected with local developers, policy makers and the ICT sector in the country. 4. HOW TO SELECT THE BEST E- & M- CONTENT IN YOUR COUNTRY open democratic inviting WSA looks for products with a strong national impact, bottom of the pyramid projects WSA always puts the main focus on CONTENT. 5 Present your national call at IT conference s There are at least 4 ways to organize national selections 1. WSA National Contest organize a WSA Contest in your country that strenghten the community and highlights local developers. WSA Office is happy to assist you. 2. Cooperate with existing contests Screen existing contests on a national level that fit the WSA Categories. Use their pre-selection to find out who is best from your country Screen the web CONTENT Involve national communities, & networks 3. Form a committee Get in touch with other experts in the country to get the expertise from different people and enrich your network. More eyes see more. 4. Personal selection If you are extremely well connected you can also make the selection of best content yourself - not recommended by WSA. Get the press and media on board 5. TIMELINE WORLD SUMMIT AWARD mobile STEPS STEP 1: NATIONAL SELECTIONS AND SUBMISSIONS TO WSA mobile FEB JUNE 2014 National experts reach out to their national communities and select the best in m- Content. The WSA-mobile database will be open from MAY to JUNE for your nominations. 6 Data provided by national experts: -) Name of the application -) Name of the producer / contact of the producer -) contact of producer -) URL of the application -) reason for nomination and explanation why this application is the best from your country national perspective, etc. as soon as you submit a nomination the producer will get an automatic , with the login data in the database to complete the application with more details (product description, videos, screenshots, ) when the producers submit all information from their side the nominations are completed STEP 2: JURY EVALUATION JULY AUG/SEP 2014 An international Jury will evaluate the national nominations STEP 3: WSA-mobile WINNERS EVENTS 2014 FEB in ABU DHABI The 40 WSA-mobile Winners will be invited to the Winners events (conference, exhibition and gala) to Abu Dhabi. At the events a Jury will also vote on 1 WSA-mobile Global Champion in each category to be announced at the gala. 6. EVALUATION CRITERIA The evaluation criteria are tied to the concept of excellence in content and creativity. The criteria of the WSA-mobile are technical in terms of content solutions and of creative uses of multimedia technologies. There are five criteria considered by the Jury. The averaged sum of these five criteria is calculated as the technical score and used for ranking in the evaluation process. Quality of content and comprehensiveness Ease of use on the small screen: navigation and orientation Quality of design: aesthetic value of graphics / music or sounds Range of functionalities Technical quality: performance, craftsmanship, stability S Strategic importance for the development of a quality Information Society A Accessibility: cost effectiveness meeting the social and economic needs of intended user groups 7.
