1 Page 329 Agenda Item 10 Integrated Impact Assessment Community Wellbeing Programme Appendix 1 This template sets out questions for the full IIA. The sections you must complete are sections 1, 2, 3 and 6. The other sections on local economy and sustainability must only be completed if they are relevant to your proposal. Use any qualitative or quantitative data where possible, including any financial data in the latter sections. Section 1: Aims and demographics a. Is this a new policy or a review of an existing policy or service? A new policy but linked to the Joint Health & Wellbeing Strategy (Priority 4) b. What are the aims and purpose of this proposal? A new community approach to building resilience, social capital & personalisation in Sutton with the aim that communities and individuals are able to look after themselves; their families; each other and the place they live. By early intervention and building strong communities this will reduce or delay the need for statutory interventions c. Which of the geographic areas does this proposal affect? (insert any specific wards or state all borough) All borough Section 2: Equality and diversity a. Which stakeholder group or groups does this proposal affect? (e.g. Staff at LBS, residents, third and voluntary sector) Sutton citizens; LBS staff; Private, Voluntary and Independent Sector organisations, other statutory services operating in Sutton b. Whose needs is the proposal designed to meet? (e.g. include any specific impact on protected group members e.g. older people, disabled people, BME), All residents of Sutton may benefit from those activities that are universal, but there will be 1

2 Agenda Item 10 Page 330 targeted approaches specifically to support vulnerable people as determined by the evidence from the JSNA. c. What evidence has been collected to inform this proposal? Joint Strategic Needs Assessment 2013; Census 2011 Data d. What equality-related information, for example through consultation with stakeholders, has been gathered on this proposal? (indicate the type of information gathered and ensure you address ethnicity, disability, gender, age, religion and sexual orientation. You can also include people with caring responsibilities. Attach a summary or refer to where the evidence is held.) Section 2 of the document provides evidence of equality related information that has been identified to date. The document is currently in draft and will be further developed with users, carers and representative groups. e. In what ways might the proposal impact positively or negatively on some groups of people? (Please ensure you address ethnicity, disability, gender, age, religion and sexual orientation. You can also include people with caring responsibilities.) The Community Wellbeing Programme is a high level document. Its purpose is to provide the background, context and rationale for new ways of working. The range of content covers all groups and it is informed throughout by the JSNA. As each work stream is developed baseline information will be collected to ensure the benefits being delivered are realised across the equality groups and that negative impacts are identified and addressed at this time. No negative impacts have been identified to date f. What will be done to promote equality of opportunity as part of this proposal? We will monitor the impact of the strategy across all groups through the Local Account and other performance measures such as Public Health indicators. Section 3: Health and well being Please note: Data from the Joint Strategic Needs Assessment can be used to fill in this section of the form, which can be accessed here: a. In what way could this proposal positively or negatively impact on the physical and/or mental wellbeing of residents? (e.g..) If there is a negative impact what action will be taken to mitigate this? What evidence has been or will be collected? 2

3 Page 331 Agenda Item 10 The Community Wellbeing Programme will impact positively on the physical and mental well being of residents through the delivery of our stated intentions which are evidenced based and focussed on outcomes The impact of local government budget reductions and the introduction of welfare reforms on household incomes particularly those of vulnerable citizens and carers is one area of concern which will require monitoring. Factors which may mitigate this are the investment in prevention work, skilled social work assessment and development of the community wellbeing programme to increase community assets and resilience. b. In what way could this proposal have a positive or negative impact on an individual s opportunity to improve their own health and wellbeing? (e.g.) If there is a negative impact what action will be taken to mitigate this? What evidence has or will be collected? The objectives and approach described in the programme together with the stated intentions will have a positive impact on an individual s opportunity to improve their health and well being. This is the ultimate intended outcome of the programme. c. In what way could this proposal positively or negatively impact disproportionally on the health and wellbeing of one or more different communities? (e.g. improve the lives and health of a vulnerable group such as people with learning disabilities). If there is a negative impact what action will be taken to mitigate this? The approach set out in the programme will have positive impacts for Sutton citizens across all groups. These will be monitored as part of the programme. Section 4: Local Economy Is this section relevant to your proposal? Yes x No a. Will this proposal affect the local job market, local business or local inward investment to the borough? An aim of the programme is to promote/develop employment opportunities with the aim of supporting more vulnerable adults into work, and to engage with local businesses as partners with the aspects of the programme. b. Does this proposal impact upon employment opportunities for residents in Sutton? 3

4 Agenda Item 10 Page 332 The aim of the programme is to have a positive impact upon employment opportunities (paid and unpaid) c. Does this proposal provide opportunities for the third sector organisations and or local businesses in Sutton? The Council is continuing to make a significant shift from a direct provider of services to commissioner. For example, the majority of services commissioned in Adult Social Services are from independent and third sector organisations. Council procurement processes ensure a level playing field, creating opportunities for local organisations and businesses. In addition. citizens using personal budgets, that can also be taken as direct payments, can choose to spend these in different ways, creating further opportunities for local business to respond to opportunities to provide services that people want Section 5: Sustainability Is this section relevant to your proposal? Yes x No a. Is this proposal sustainable medium or long term for improving services in Sutton? The aim of the programme is to develop sustainable solutions. b. Is this proposal sustainable medium or long term for improving services in Sutton? The changes being proposed are intended to be sustainable in the long term c. Is this proposal a cost effective use of resources? The aim of the programme is to co-ordinate resources to avoid duplication. It is also about building on and use of existing assets in communities. The intention of the programme is to have a community which is supporting vulnerable adults in an affordable and efficient way. d. If applicable; does this proposal have any impact on the environment and One Planet Living Principles in Sutton? (e.g. does it impact upon reducing waste, encourage the use of carbon neutral modes of transport conserve the environment or encourage the efficient use of water? Please see guidance for further details if this is relevant to your policy or review). 4

5 Page 333 Agenda Item 10 The programme is committed to the One Planet Sutton principles. Section 6: Actions and Publications a. Please rate the overall impact identified through this assessment with the level of action that needs to be taken (delete as appropriate): 1. No major change required (when the assessment has not identified any potential for discrimination or adverse impact and all opportunities to advance equality have been taken.) 2. Adjustments to remove barriers identified by the assessment or to better advance equality. (Are you satisfied that the proposed adjustments will remove the barriers identified?) 3. Continue despite having identified some potential for adverse impacts or missed opportunities to advance equality. (In this case, the justification should be included in the assessment and should be in line with the duty to have due regard. For the most important relevant policies, compelling reasons will be needed. You should consider whether there are sufficient plans to reduce the negative impact and/or plans to monitor the actual impact.) 4. Stop and rethink (when an assessment shows actual or potential unlawful discrimination) b. What actions are going to be taken as a result of this IIA to address negative impacts or previously met unidentified needs? No major change required - The assessment has not identified any potential for discrimination or adverse impact and all opportunities to advance equality have been taken. However each workstream will reviewed an negative impacts and implement changes as required. c. What data monitoring or evaluation activity has been put into place to monitor the impact of this proposal? The impact of the programme will be monitored through a range of qualitative and quantative indicators e.g. the local account, Public Health indicators and through citizen feedback, other customer feedback and through our contract monitoring and quality assurance work. d. Sign- off ( Your completed IIA must be signed off by a Head of Service) 5
