Ohio s Plug-In Electric Vehicle (PEV) Infrastructure Readiness Strategy Joanna M. Pinkerton, PE Office of Jobs & Commerce Month June 26, 0,

Ohio s PEV Readiness Strategy Goal: To develop and implement a statewide PEV Infrastructure Readiness Plan that will integrate this new breed of vehicle and refueling infrastructure into Ohio s existing transportation system 2

Benefits / Justification Benefits: Cost: Enables ODOT to proactively evaluate the technology and begin devising a mitigation strategy for the loss in gas tax revenue. Supports the state s economic development activities in the form of new jobs via manufacturing and economic growth in the Ohio region (e.g., CODA, Ford, Plug-Smart) Strengthens relationships with the local communities and business owners Supports Ohio s Auto Industry No capital cost to ODOT (in-kind labor) 3

Action Items for DOTs Acknowledge the validity of this technological shift and get involved early on in the process! Support legislation that creates incentives (i.e. access to HOV/HOT lanes and free or reduced rate parking as well as reduced licensing fees) Convert their own vehicle fleets to include electric cars, buses and other alternative energy products Provide resources - DOT traffic engineers and planners are well suited to analyze both existing travel patterns and planned development to help determine the most suitable locations and amount of public infrastructure needed Utilize programs such as CMAQ to help deploy infrastructure 4

Ohio s PEV Readiness Working Group Ohio Department of Commerce Division of State Fire Marshal 5

ODOT s PEV Readiness Strategy Operating Philosophy Get Ohio PEV Ready as quickly as possible Learn from other states efforts with an emphasis on customization vs. creation Coordinate the state s PEV Ready plan. Several sister agencies and organizations own specific plan areas (such as, electrical codes) Facilitate the discussion on potential PEV business opportunities with the goal of identifying an owner 6

PEV Readiness Components Vehicle Fueling Infrastructure Public / Commercial Residential 7
