5 As of September 1, 2013 FIRST Provisional Renewal Requires completion of ONE Of THE FOLLOWING since the issue date of the initial Provisional Certificate AND within the three years preceding application: 6 semester hours at a Michigan Educator Preparation Institution (EPI) or a community college listed in the Directory of Michigan Institutions of Higher Education*; OR 180 State Continuing Education Clock Hours (SCECHs); OR Combination of semester credit hours and SCECHs (30 SCECHs equate to 1 semester credit hour). NOTE: Credits and SCECHs must be appropriate to the grade level and content endorsements held OR in a planned program. * Credits completed at a regionally accredited out-of-state institution may also be acceptable. Regionally accredited institutions are defined in Michigan Teacher Certification Code R (o). 5

6 As of September 1, 2013 SECOND Provisional Renewal Requires completion of ONE of the following since the issue date of the FIRST Provisional Certificate AND within the three years preceding application: 6 semester hours at a Michigan Educator Preparation Institution (EPI) or a community college listed in the Directory of Michigan Institutions of Higher Education*; OR 180 State Continuing Education Clock Hours (SCECHs); OR Combination of semester credit hours and SCECHs (30 SCECHs equate to 1 semester credit hour). 8 Cer)ficate Renewal Two-Year Extended Provisional Certificate Valid for 2 calendar years from the date of issuance. May be eligible if the following conditions have been met: Provisional expired less than 10 years ago. Has as least one year of satisfactory teaching within the validity of his/her teaching certificate. is currently enrolled in a planned program at an approved college/university. Michigan school is employing and sponsoring the individual for the validity (sponsoring school agrees to monitor the teacher s progress towards the completion of the professional education certificate requirements as it may expire within a school year). No other certification is available until professional education certificate requirements are met. 8

9 Progression to Professional Education Certificate 3 years of successful teaching experience. Appropriate reading credit (3 or 6 of content + 3 of diagnostics). And one or the combination of the following since the issuance of the Provisional Certificate within the five years prior to application: 6 semester hours at a Michigan EPI or a community college listed in the Directory of Michigan Institutions of Higher Education. 180 SCECHs. 150 DPPD hours in accordance with Michigan School Code Sections o As of September 1, 2013 Note: 30 SCECH =1 semester credit hour = 30 clock hours of DPPD. If DPPD is used in combination with semester credit hours and/or SCECHs you are required to have 180 hours to renew. If only DPPD is used you are required to have only 150 hours to renew.

10 Professional Educa)on Cer)ficate Renewal Changes as of May 18, 2012 Completion of 6 semester hours appropriate to grade level and/ or endorsement(s) of the certificate at any Michigan EPI or a community college listed in the Directory of Michigan Institutions of Higher Education or endorsement(s) of the certificate 180 State Continuing Education Clock Hours (SCECHs). 150 District Provided Professional Development (DPPD) hours in accordance with Michigan School Code Section The form is available at: _5683_ ,00.html; OR A combination of semester credits, SCECHs and/or DPPD. 10

11 Advanced Professional Educa)on Cer)fica)on (Available a3er September 1, 2013) Valid for up to five years Requirements: The applicant currently holds the Professional Education Certificate. The applicant holds National Board Certification or has completed a teacher leader training or preparation program approved by the superintendent of public instruction. The applicant has received 5 consecutive effective or highly effective ratings on the annual teacher evaluation in the most recent 5-year period. 11

14 Interim Teaching Cer)ficate Section 1531i established an Interim certificate, granted to a person who meets the following: Participant in an approved alternative teaching preparation program. Holds a Bachelor s Degree or higher with 3.0 GPA. Passed Michigan Test for Teacher Certification (MTTC) Professional Readiness Exam (PRE) (formerly basic skills) and content tests. Has 5 years to complete the alternate route program. Must have 3 years of satisfactory teaching under the Interim certificate to be eligible for either the provisional or professional certificate. 14

16 Important MOECS No)ce Temporarily disabling the Michigan Online Educator Certification System (MOECS) from 12:00am on Sunday, September 1, 2013 through 12:00 noon on Tuesday, September 3, 2013, to implement required technical modifications and enhancements. Individuals whose certificates expire June 30, 2013, are strongly advised NOT to wait until September 1, 2013, to renew their certificates or apply for the Professional Education Certificate. Teachers who choose to allow their certificates to lapse in order to take advantage of the new administrative rule changes, will NOT be able to process their applications and be issued a valid certificate before the start of the school year which will render them ineligible to teach in Michigan. 16

18 Standards Change: Early Childhood ZA to ZS Early Childhood (General and Special Education) ZS Reflects the changes in knowledge and skills within the most recently approved standards (2008). Teachers prepared in the new programs (a8er review in 2011) will be authorized to teach early childhood special education. 18
