3 Application Form for Clean Bus Technology Fund 2015 The Department for Transport (DfT) is inviting local authorities in England 1 to apply for Clean Bus Technology grants of a maximum of 500,000 2 towards reducing oxides of nitrogen (NOx) emissions from local buses. The total fund available for this scheme is 5m. Applicants should use this form to submit their proposals to DfT by 17:00, Friday 30 October Applicants can propose to upgrade vehicles with more than one type of technology but should use one application form per technology. Guidance notes have been published to assist you with completing the application form. All applicants must confirm that they have secured appropriate interest from at least one operator that will engage in the proposed project. Please check the box below to show that you have completed this requirement. 6 Section B. Project proposal B1. Enter a brief description of your proposal: Briefly describe your project proposal. Outline the main reasons for seeking funding and what difference this would make to your local air quality. Provide further details in Section E. (Guide: 500 words) York Pullman currently operate 28 buses everyday on Home to School journeys on behalf of the City of York Council. This operation is a partnership between the City of York Council and York Pullman, which works on the basis of the Council operating the eligibility policy and determining those pupils who are eligible for home to school transport, with York Pullman designing the routing, issuing passes and working directly with the schools on behavioral issues. York Pullman also utilise spare seats to open these services to as many pupils as possible, helping to reduce school gate congestion. York Pullman has already made significant investment in the vehicle fleet to meet these standards. At the recent UK Coach awards, this partnership was awarded runner up in the Partnership of the Year category and was also shortlisted in the Partnership Category at the RouteOne operator Excellence Awards. The Home to School journeys currently operate a mixture of Euro II and Euro III single and double deck vehicles, except for the coach serving St Wilfrids Primary School in the centre of York, which is a Euro IV vehicle. York Pullman are currently working with City of York Council on an extension to the contract till 2021 which would require them to invest in their fleet to upgrade emission standards. City of York Council has set ambitious targets for both the standards of operation, on board equipment and exhaust emission levels. Through further investment through the Clean Bus Fund, Pullman will enable these standards to be improved even further, particularly in York, which contains so many historical sites, has heavy traffic congestion and a number of AQMAs. For the school buses, the following is proposed: Tadcaster Grammer School upgrade the exhaust systems of six coaches, ranging from 49 to 70 seats Fulford School upgrade the exhaust systems of a nine buses and coaches ranging from 29, 49, 70 seater coaches and double deck buses. Huntington School upgrade the exhaust systems of six of buses and coaches ranging from 49 and 70 seats as well a double deck buses. Manor Academy upgrade the exhaust systems of three 53 seater coaches Primary Schools upgrade the exhaust systems of five 29 seater coaches 6

7 This would entail the retro fitting of 28 exhaust systems to a mixture of single and double deck vehicles. The buses serving Fulford School operate on Fulford Road, which is an Air Quality Management Area outside the city centre and all the buses operate on and off school sites, which are sensitive in their own right. The buses additionally all operate private hire operations within the City of York, including the central area. The double deck buses also operate on the York Race day shuttle service, which runs an intensive shuttle service between York Railway Station and York Racecourse. All the vehicles operate at large transport events, such as Yorkshire Marathon, University Open days, providing large scale movements into the University and within Central York and Fulford Road which are AQMAs. B2. Previous experience: Explain any connection with another outstanding bid or grant from DfT such as the Clean Bus Technology Fund 2013, Clean Vehicle Technology Fund, or Low Emission Bus Scheme. Please note that this is for our background - a bid for the Clean Bus Technology Fund 2015 is not dependent on the outcome of any other bidding process. (Guide: 200 words) City of York Council has been proactive in promoting clean bus technology to local bus operators and have bid in both previous years of the Clean Bus Technology Fund. In 2013, the projects were to retrofit two Euro 5 standard SCRT exhausts with the operator Reliance and to convert a double decker City Sight Seeing bus to full electric drive. The electric conversion was the first demonstration of this kind of retrofitting and there have been several more conversions since following this proof of concept. In 2014, following the success of the electric conversion City of York Council successfully bid for funding to convert the remaining 5 double decker City Sight Seeing buses which is underway currently. 7

8 Section C. Proposed technology C1. Describe the proposed nitrogen oxides (NOx) abatement technology for your scheme. Indicate what method of NO x abatement technology you are planning to use; e.g. electric conversion, Selective Catalytic Reduction (SCR), conversion to natural gas. Your rationale for choosing this and the risks it may present. Use one application form per technology. (Guide: 200 words) Pullman are seeking to use Selective Catalytic Reduction Technology to retrofit to the existing fleet. This technology has been demonstrated as working already in York and other cities and enables a quick reduction in particulate and NOx emission. Pullman are aware that this technology requires increased maintenance and filling of adblue and are willing to adapt to this new system of reducing pollution from the existing fleet. C2. Please provide evidence of 50% or more NOx emissions reductions from the tailpipe, and the impact on other emissions including CO2 per vehicle. Please attach independent evidence, via vehicle emissions testing, that the proposed technology is able to deliver at least 50% NOx emissions from the tailpipe, under driving conditions that are representative of the normal operation of the vehicle. In addition, please provide a short summary here of the type of evidence provided, plus any expected change in particulate matter and carbon dioxide emissions per vehicle (in kg or tonnes). (Guide: 200 words) Please see attached Eminox evidence with independently stated tail pipe emission levels. There are also other exhaust retrofit suppliers with similar results and City of York Council would ultimately complete a competitive procurement exercise which would give all suppliers the opportunity to bid based on the minimum specifications required by the Clean Bus Technology Fund. York Pullman will be converting buses and coaches which are either Euro III or Euro IV emission levels. For buses that are Euro III, they currently meet that Euro standard for NOx emissions, which is 5.0 ug/m3 and which after conversation will meet Euro V levels for NOx which is 2.0 ug/m3. This is an improvement of 60% For buses that are Euro IV, they currently meet that Euro standard for NOx, which is 3.5 ug/m3 and which after conversation will meet Euro IV levels for NOx, which is 0.4 ug/m3, which is an improvement of 89%. 8

9 For CO2, while additional abatement can cause increase in fuel use, the latest generation of SCRT would be used with no fuel penalties. Particulate matter for Euro III vehicles is 0.1ppm and fitting SCR technology will improve this to 0.02ppm. This represents an improvement of 80%. Particulate matter for Euro IV vehicles is 0.02ppm and fitting SCR technology will improve this to 0.01ppm, which is an improvement of 50%. C3. Describe the change, in terms of equivalent Euro Standards, to the vehicle from the chosen technology. Provide a short summary (maximum 50 words) Pullman are seeking to fit SCR technology, which will improve vehicle emissions standards to meet either Euro V for the current Euro II buses and Euro VI for the current Euro IV buses. 9

Geographical area: Describe the geographical area in which the modified buses will operate including local air quality management areas (AQMAs). As far as possible describe how often vehicles will operate in pollution hotspots. (Guide: 200 words) These vehicles operate in the AQMA areas on Fulford Road, York and also extensively with York City centre, which is also an AQMA. The buses operate regularly along the AQMA corridors and in school grounds where there is high exposure to vulnerable respiratory systems in young children. 15

16 D5. Level of oxides of nitrogen (NO x ) emissions and ambient nitrogen dioxide (NO 2 ) concentrations: Describe the trends and current state of NOx emissions and ambient roadside concentration levels of NO 2 in the geographical area identified above, comparing the latter in terms of relevant EU concentration limit values. If available, include any additional statistics, such as road lengths assessed that exceed the EU concentration limit values, further details on AQMAs, observed and forecast impact on health and local environment. (Guide: 200 words) Recent air pollution monitoring data for York (2014) indicates that the annual average air quality objective for NO 2 is still being breached at numerous locations around the inner ring road (within the city centre AQMA). City centre pollutant concentrations in 2014 were generally slightly higher than those observed in Conditions in the Fulford Road and Salisbury Terrace AQMAs have improved slightly in recent years however levels in both locations still hover around the 40 µ g/m 3 objective limit. The city centre AQMA area has breach levels of over 50ug/m3 in many locations and source apportionment suggests that buses are 20%-30% of the over all contributing factors in ambient levels of NOx. City of York Council has completed public consultation on a new ambitious Air Quality Action Plan 3 (AQAP3). Detailed monitoring and modelling work undertaken by CYC staff indicates that with all the proposed AQAP3 measures in place the health based national air quality objectives for NO 2 will be met in all the current air quality technical breach areas in York by 2021, with the exception of Nunnery Lane. This retrofitting project would assist York in achieving the goal of meeting current air quality objectives. D6. Describe the future plans for use of modified vehicles. Explain how you can ensure that modified vehicles are used for at least five years on some of the most polluted roads within your locality or any within other local or transport authority boundaries in England (without removal of abatement technology or other reversal of modifications). (Guide: 200 words) Pullman are committed to using the buses/coaches in York for the minimum 5 year term of the agreement with Clean Vehicle Technology Fund. Subject to the confirmation of the extension to the current contract, these vehicles will also be used on contracts let by City of York Council that run until During this time, there is a potential for a Clean Air Zone to be established within the City centre area. This policy requires high frequency buses to be ultra low emission standard by 2018 however also sets a minimum Euro standard for remaining non-high frequency buses. Therefore the use of the Pullman buses does not conflict with the proposed Clean Air Zone standards. 16

17 Section E. Project and financial governance E1. Project Name and risk management: Provide the name of your project, timeline, milestones, risks to successful delivery and the mitigation actions you propose to take to minimise these. If relevant you should include any impact on end users and actions you will take to control particulate matter (PM) and ammonia concentrations when reducing NOx. Provide financial impact on vehicle operators under Section D. (Guide: 500 words) The project name is Particulates Matter. The timeline is to procure for SCRT provider in Jan 2016, scheduling conversions for March Key milestones are in reporting of quarterly data to DfT Air Quality Team. Monitoring will be used to establish efficacy of product and tuning will be carried out where necessary to ensure effective NOx reduction. The SCRT system selection process will identify suppliers which reduce both particulates and control ammonia slip when reducing NOx. Risks include potential for failure of SCRT system or damage to existing bus. There will be a 1 year warranty with the system provided to mitigate from damage. Further risks include increased fuel cost however suppliers will be required to provide a system with no net increase in fuel use. City of York Council has already procured SCRT systems previously and has experience in delivering the relevant actions to achieve implementation. E2. Progress report: You will be required to monitor the progress of your project up to the point vehicles are retrofitted and update DfT every three months using a template. Your report should include the number of vehicles upgraded, any new risks you have identified since the launch of your project (or the latest update) and the mitigation actions you plan to take. Identify additional intermediate outputs and outcomes you will report on and if applicable, the web-site on which results will be made available. (Guide: 200 words) Pullman currently monitor fuel usage and mileage on a daily and monthly basis. Pullman can therefore identify the effect and improvements of the vehicles fitted, through this data, which can they be incorporated into a data sheet to be shared on a quarterly basis with DfT Air Quality Team. 17

18 E3. Monitoring and sharing best practice: Once you have upgraded vehicles, you are encouraged to monitor the performance of the technology and provide a report to DfT on the performance, this could be through using a realistic test-cycle, portable emission monitoring systems, on board diagnostics, or other monitoring system. To reduce burdens, we only ask this is updated twice, 6 months and 12 months after vehicles have been retrofitted. (Note that CBTF 2015 cannot be used for operational costs but you may apply for the purchase of telematics equipment or on-street monitoring devices). Your monitoring data will inform us on the effectiveness of pollution abatement technologies which we will share with other government departments, local authorities, public bodies and vehicle operators to establish whether the technologies could be used in other areas and other vehicles. Describe how you will monitor your chosen technology's effectiveness and how you will coordinate your outcomes with other successful bidders. (Guide: 200 words) York Pullman is a member of the Eco-stars scheme within the City of York and will therefore share the data collected with other Eco-Stars members. They can then share best practice and look at other ways in which to improve the environmental impact of their vehicles within the City of York. Air quality levels can also be reported quarterly by City of York Council to evidence the ambient effect of the retrofitting. In addition the suppliers of the SCRT systems will be required to evidence the abatement achieved by the systems and fine tune the systems for greatest benefit where necessary. E4. Contributing to Government Growth Agenda: Describe how your bid can support local and national growth opportunities. Collaboration with other authorities to share resources and the use of apprentices is encouraged where appropriate. (Guide: 200 words) Retrofitting existing buses is a cost effective means of reducing pollution as it requires much less outlay than for a new bus. For many smaller operators this represents the most realistic means for them to reduce their pollution footprint which still enabling continuity of the bus service, providing equity, affordable transport and essential services for key users such as schools and communities. As the school contract is currently with City of York Council and subject to confirmation of extension, this also provides improved air pollution standards without incurring substantial investment in new buses which would render the service more expensive for the public purse. This bid helps reduce the burden on the NHS and public health for treating air pollution and increases productivity for the UK as a whole. 18

19 E5. Outsourcing: Describe details of any outsourcing you will use for project delivery, legal advice, modelling, assessment or engineering. The fitting of the exhaust system will be outsourced to exhaust system supplier to be determined through a competitive and open procurement process.
