SECURE FUTURE LEGAL SECURITY 3 Energy and water networks and supply systems have an exceptionally high value, and their owners are responsible for implementing measures to preserve this value and ensuring that they run reliably. The operation of these networks and systems is subject to legislation, ordinances and technical rule codes that are of fundamental significance as far as availability and operational safety are concerned. Enterprises in the energy supply sector have to meet personnel-related, economic and technical requirements to guarantee reliable, cost-effective and ecologically compatible energy supplies to as great an extent as possible and on a sustainable basis. Up-to-date, correct and clearly understandable technical documentation is fundamental in achieving this aim.

MARKET REQUIREMENTS MARKET REQUIREMENTS Technical senior managers at energy utility companies have the task of guaranteeing... < that structures and processes are organised in a legally secure manner, < qualified procedures for planning, constructing, operating and maintaining gas supply systems < that safety and environmental regulations are observed. Adherence to these regulations is verified by the DVGW in an audit conducted at the utility company. The requirements governing the planning, construction and servicing of gas supply systems (gas pressure regulating and measuring systems, compressor plants and natural gas filling stations) are defined in several rule codes, which place enormous demands on the operators of such systems where documentation and servicing are concerned. The documentation must be kept up to date and available to the responsible employees at all times during the entire operational life of such a system. This also applies to inspections conducted by the Energy Ministry of systems that operate with a working pressure of MOPu > 16 bar. IN PRACTICE Experience repeatedly shows that the documentation of such systems does not always reflect the actual situation. The documentation of older systems is often incomplete or modifications have been made, but not yet documented. Test certificates for modified components are just filed away in the station folder without any bearing on the system as a whole. This usually results in the lifetime file of gas systems degenerating into a confusing accumulation of documents that does not allow for quick and accurate access to system components. The system documentation should also always be kept up to date since only consistently inspected and documented systems give the operator a maximum degree of supply and legal security. 7 SYSTEM ASSESSMENT USING STATION REPORTS. The conditional status of the system and building is assessed in the system documentation. 1_ SYSTEM AUDIT (PERFORMANCE ANALYSIS) During the performance analysis conducted by our specialised technician, the entire system is recorded on site both graphically as well as with all the system, component and building data. This analysis includes all the installed subassemblies (filtering, preheating, regulatory, measurement, odorisation, heating and e-technology). The performance analysis of the e-technology subassemblies covers all the hardware components including tors, pressure and temperature sensors, electrical recorders, volume conversion devices, tariff devices and other devices. If required, actua- we can also make a detailed record of the pipe fittings and draft individual part drawings and prepare a piping record. 2_ STATION REPORT During the course of the system inventory, we assess the condition of the systems and buildings. At the same time, the elementary regulations laid down in the technical rule code and by the trade association are checked and documented in a station report. We also prepare a photographic documentation of the entire system which forms part of this report. 3_ P&L DIAGRAM AND FACTUAL DATA DOCUMENTATION Using the CAD tool that is integrated in the K3V Energiewirtschaft system and is compatible with AutoCad, we prepare an interactive P&l diagram in which every element in the drawing matches the factual data of the respective components. The dialogue masks for the respective components are filled with the locally recorded data. Wherever possible, missing information is taken from available files and recorded in the system. Before entering the data, we clarify with you which identification system is to be used. This can be changed whenever required. 4_ DOCUMENTATION AUDIT During the course of preparing the documentation, we audit the available documents (station files) to assess the completeness and factual accuracy of the existing certificates, acceptance test certificates, safety standards authority documentation, etc. Missing documents are handed over as a list of deficiencies. By arrangement with the customer, we will ask suppliers to provide the requisite documents wherever possible. The obsolete documents are handed over to you in separately marked folders. 5 P&L DIAGRAM AND FACTUAL DATA DOCUMENTATION The result of the intermeshed system documentation in K3V. System details, component specifications and installation locations within the complex plant system can be immediately found in the diagram and viewed and assigned at a glance with a mouse-click.

SOLUTION _ DIGITALISATION OF THE STATION DOCUMENTS Where secure archiving and fast access to documents is concerned, digital availability of the station folder is an absolute musthave feature of data storage today. We scan the contents of the station folder that we have checked and sorted in PDF format. The DMS (document management system) integrated in the K3V Energiewirtschaft software can be used for the entire document management, thus reducing the time spent on searching for documents to a minimum. Operators of systems without a full K3V system receive a K3V Viewer free of charge. 6_ LIST GENERATOR The Crystal Report module integrated in the K3V Energiewirtschaft system can be used to generate and output all kinds of lists from all the available data fields. The generated lists can also be exported in any conventional data format such as Word, RTF, Excel, PDF or HTML, etc. Examples of generated lists (see also the illustration on the right): < System list of certain pressure levels < Parts list for a system < Device list for a specific manufacturer, factory no., build year, etc. < Servicing lists sorted by measure, schedule, status, etc. <... 7_ DOCUMENTATION FOLDER The station documents to be found at system operators usually differ not only in appearance, but also in the way the contents are structured. During the course of documenting a system, we prepare standardised representative documentation folders with a global register system (see also the illustration on the right). The documentation folders contain all the documents we have created, as well as all the viewed and checked documents and other relevant documentation belonging to the station. 8_ EXPLOSION PROTECTION DOCUMENTATION FOR GPRM SYSTEMS (pursuant to 6 BetrSichV and DVGW rule codes G 440 and G 442) 6, German Ordinance on Industrial Safety and Health (BetrSichV), stipulates that operators of systems where the hazard assessment has identified explosion risk areas have to draft explosion protection documentation. According to 3 BetrSichV, as part of the hazard assessment the operator must determine the requisite measures for the safe provision and use of working materials. Should it be established that the formation of a hazardous and explosive atmosphere cannot be reliably prevented, for example in certain areas of gas systems, the operator is obliged pursuant to 6, Section 1 BetrSichV to draw up explosion protection documentation and keep it up to date. This means that the operator must coherently document the explosion protection for his systems and in doing so prove that the explosion risk has been identified and assessed and that adequate preventive measures have been taken. In its circular no. G 01/06, the DVGW informed all gas supply companies that potentially explosive areas were to be divided into zones with air outlets leading from gas system piping into the atmosphere. This circular also once again pointed out that the DVGW rule code stipulates that released gas are to be safely diverted into the atmosphere by means of venting lines, outlet lines or relief lines. 5 DIGITALISED STATION DOCUMENTS Paper documents are also made electronically available in digital form within the framework of the comprehensive system documentation.
