1 Supporting Healthcare Professionals across Essex Workforce Development Apprenticeships in the NHS

2 Introduction Health Education England (HEE) was established in April 2013 to provide leadership for the new education and training system. The driving principle for reform of the education and training system is to improve care and outcomes for patients and HEE exists for one reason alone - to help ensure delivery of the highest quality to England's population, through the people we recruit, educate, train and develop. HEE works through 13 Local Education and Training Boards (LETBs), including Health Education East of England (HEEoE), which consists of four Workforce Partnerships: Essex, Bedfordshire and Hertfordshire, Cambridge and Peterborough, and Norfolk and Suffolk. The Essex Workforce Partnership supports organisations to develop and train their staff through several work streams: Workforce Planning - supporting organisations to develop annual workforce plans. These individual plans are combined to provide a picture of the workforce and education and commissioning requirements for Essex. This joint plan is mapped to local demographic information to identify areas of concern and hotspots. Education Commissioning - commissioning graduate training courses to train the workforce of the future. Current training courses are quality assured to ensure that content and delivery is of a high standard. Apprenticeships - supporting organisations to develop non-registered staff through apprenticeship frameworks. Provide financial support with training costs and information, as well as advice and guidance on how to access courses and recruit young apprentices. Workforce Development - short training courses and modules to ensure registered professionals can deliver high quality patient care. Pre-registration Student Nurse Placements - Supporting organisations to offer high quality pre-registration student nurse placements across the whole sector to ensure the future workforce is skilled and informed to deliver high quality patient care. This booklet will provide more details on apprenticeships.

3 Acknowledged, through Talent for Care, as a mainstream approach to developing the skills of the wider workforce, apprenticeship programmes benefit employers by attracting young people into the NHS and provide a framework to up skill existing employees to enable them to deliver high quality patient care. Apprenticeships are a nationally recognised qualification, providing a fully skilled and flexible workforce that can progress through the organisation and are motivated to make a career in. The Essex Workforce Partnership can offer support to any organisation that delivers an NHS contract to establish and develop apprenticeship programmes. What is an apprenticeship? Apprenticeships are occupational specific and can be utilised in over 80 areas of work, from administration to management, estates and facilities, and in clinical areas such as assistant, assistant practitioner, pharmacy and dental nursing (for a full list of apprenticeship frameworks, please visit An apprenticeship provides on-the-job training and qualifications for any individual over the age of 16, which enables them to gain skills and qualifications relevant to their job role. Employed in their chosen role, they have the opportunity to gain the necessary experience and knowledge to support their current job role or to look for career progression. Delivered in partnership with a college or an approved training provider, these nationally recognised programmes are a combination of theoretical learning and assessment of the competences required for the job role. Employers can access funding for all bands 1-4 employees, who do not hold a degree qualification, to undertake an apprenticeship.

4 Who will deliver the apprenticeship programme? Colleges and training providers are funded via the government to deliver apprenticeship programmes. They will work closely with you to put together a tailored package of learning that meets your needs and those of the individual. The training provider or college will: Agree a training plan with the apprentice and you. Help you to recruit an apprentice or support your existing staff into apprenticeships. Manage training and evaluation to ensure that the national quality standards are met. Advise on the progression routes for your apprentices. What is an apprenticeship framework? Apprenticeship frameworks currently consist of the following elements*: Knowledge element Apprenticeship Framework Personal learning and thinking skills Competence element Functional skills Employee rights and responsibilities It is possible to undertake an apprenticeship at levels 2-7. Levels 4 to 7 can include foundation degree and degree courses. Colleges and training providers will offer a range of training options which could include day release, distance learning, block release and within the workplace. It is possible to choose the model that suits your business needs. *New standard apprenticeships are being developed which may result in a variation of content

5 How are apprenticeship frameworks funded? The cost of training will vary according to the age of the apprentice. Training costs for year olds will be fully funded by government. If an apprentice is over 19 years of age, the employer is required to make a contribution to the training costs. However, the Essex Workforce Partnership will contribute towards the cost of employer contributions. How do I recruit an apprentice? If you are considering recruiting an apprentice you may wish to contact the Essex Workforce Partnership or your apprenticeship lead who will guide you through the process (please see the final page for contact details). Your college or training provider can also assist you with screening existing employees, advertising the apprenticeship opportunity or assisting with interview procedures. Your vacancies must be advertised on the Apprenticeship Vacancies website, a free online service that promotes your vacancy to a large pool of registered candidates, widening participation and reducing recruitment costs. The training provider or college will also support you and the apprentice by working together to agree a training programme, support assessment and quality control. What are the benefits of employing apprentices? 80% of those employers who employ apprentices agree they make their workplace more productive. 88% of employers who employ apprentices believe that apprenticeships lead to a more motivated and satisfied workforce. 83% of employers who employ apprentices rely on their apprenticeship programme to provide the skilled workforce that they need for the future. 1 in 5 employers are hiring more apprentices to help them through the tough economic climate. (National Apprenticeship Service data) So glad we took an apprentice on - she fits in really well and is now an invaluable part of the team. I really don't think we could cope without her. Really surprised at the level of skills, maturity and enthusiasm our apprentice already had when she came into the office environment, even though she had limited work experience previously. Managers views I decided I wanted to do the apprenticeship as I had previously been for an interview and was told I didn't get the job because I had no experience. This gives me the opportunity to get the experience I need whilst also working for a good organisation. The apprenticeship is helping me to improve and expand my skills and giving me the confidence to tackle different projects. Apprentices views
