3 MONTHLY STAFFING UPDATE TO TRUST BOARD TRUST BOARD JUNE 2014 INTRODUCTION The Secretary of State is leading on the national publication of ing levels in every Trust across the country broken down by ward area. From May 2014 the Trust has to upload the ing numbers by ward, in inpatient environments,. These will then be published on NHS Choices. Currently this only includes nursing, both registered and unregistered. It is anticipated that this will roll out to other disciplines in the future. The current reporting requires that each shift completed will be recorded, however the Chief Nursing Officer for England has agreed that in future this will be a record of contact time with patients which will prove challenging for those organisations that do not have electronic system of recording of interventions, which includes Walsall Healthcare NHS Trust. MAY 2014 RETURN The first upload of data (May) was completed during the early part of June, the Trusts submission to UNIFY was successful and there have been no initial queries from the NTDA on our reported ing levels. It should be noted that the Well Being apprentices and clinical apprentices are not included in this data The report identifies a number of areas that are ed at over 100%, these figures will include any sitters that were booked to look after patients who were at high risk of falls when a Well Being Apprentice was not available to support the patient. Where ing levels fall below the 95% the Matrons responsible for those areas or the night manager should have moved to ensure that all areas were safe, the tool does not allow for this information to be included. I will work with the Heads of Nursing to develop a system which will ensure that this information is recorded. Some areas are reporting very high levels of, 150% or more, detailed information on why these were needed is not available electronically but the Heads of Nursing will be working with the teams to ensure that future reports include this data. 4 At the May Trust board it was requested that the data should be split as permanent, bank and agency the performance team have confirmed that this will be available from July. The final uploaded date, appendix 1, highlights key areas where the 95% was not achieved across the month 1 Across all ward areas only ward 1, 10 and ward 28 had registered day ing levels below 95%. 2 The ward areas that did not achieve 95% fill rate for day time shifts for care support workers were Ward 1,3,4,23 and PAU 3 During the night Ward 10, 28, 21 and 20A had registered ing levels below 95% 4 During the night the areas that did not achieve 95% fill rate were Ward 10, 20A, 23 and PAU OVERALL FILL RATES Registered midwives/nurses Day Care Staff Registered midwives/nurses Night Care Staff planned planned planned planned Day Night Average fill rate - registered nurses/midwives (%) Average fill rate - registered nurses/midwives (%) Average fill rate - care (%) Average fill rate - care (%) 103.5% 101.1% 99.9% 117.0% STAFFING NUMBERS Since April all ward ing levels have been displayed outside each ward area, there have been no recorded comments from patients or visitors about these. 5 RECRUITMENT PLAN The first round of interviews for students trained within the Trust will take place on June 16 th, there are approximately 25 candidates, which there would be substantive posts for. A second recruitment day is planned later in June and approximately 50 external applications have been received. Other methods of recruitment are being explored by HR and the HON, with it anticipated that overseas and return to practice programmes will be used to fill any outstanding posts. There are a few senior posts vacant in the organisation, both community and hospital based. These are out to advert with interview dates planned. It is anticipated that these posts will be filled and the in post by September CONCLUSION The Trust has successfully completed the upload of ing data as required by the national system. The focus on recruiting to all vacant posts, and additional posts for the extra capacity areas is being maintained. Page 5 Kathryn Halford 22 nd May 2014
