2 To: Mayor and City Council From: Rick Getschow, City Manager Friday Report for March 16, Community Center Mural Project Three artists were chosen by City staff to complete a final design proposal for the Community Center mural project. The finalists submitted their designs on March 2 and they were displayed at the Community Center March 2-12 to receive feedback from staff and patrons. Feedback for all three designs was positive. At their March 12 meeting, the Arts and Culture Commission members unanimously recommended the design by Allison Luedtke called Glass Quilt. Attached are a few images of examples of Allison s finished work, commissioned at different locations around Minnesota. Fabrication and installation of the mural will take 8 weeks and should be completed by summer. 2. Spring-Summer Park and Recreation Registrations The first day of the Park and Recreation program registration is always a very busy one. And when I state the first day of registration I mean starting at midnight. Our online program registrations between 12:00 am and 1:00 am on Tuesday, March 13, totaled 747. By 6:00 am we had 1,125 online registrations for our programs, which is 6 % increase from So before most of us woke up on Wednesday morning, there were already over a thousand people registered for our programs. By midnight of that first day we had over 2,000 total registrations. Many thanks go out to our Park and Recreation and City Communications staff. 3. Strategic Planning for Housing and Economic Development We will spend the next two workshops Tuesday March 20 and April 17 discussing our strategic plan for housing and economic development. The plan has not been updated since We plan to review the 2005 plan and then begin to discuss the elements that will be a part of a new 2012 plan. 4. New City Precinct Boundaries The Council packet includes a new proposed map for our nineteen (19) city precincts that is a part of the statewide redistricting process. This item is on the Tuesday meeting agenda for Council consideration.

Again, the SRA has been very active and successful regarding issues of importance to SRA cities and their residents and businesses. Some of its accomplishments are: The SRA negotiated a settlement with Xcel Electric crediting SRA cities (and all cities receiving street lighting service from Xce!) for unpaid, late outage repair totaling approximately $25,000 to SRA cities (and another $50,000 to non-sra cities). The SRA successfully supported the discontinuance of a flawed Inverted Block Rate program by CenterPoint that caused many SRA residential ratepayers to pay much higher energy rates in the winter of In Xce!'s last rate case, the SRA won a significant municipal power outage credit increase to $200 each outage (raised from $50). The 2011 data was the first reporting of the benefits of the cities of this new tariff. SRA cities receive sixteen thousand dollars in additional outage credits. That total is likely to be repeated in the same amount in 2012 and each year thereafter. The SRA has now proposed Xcel residential electrical outage credits for repeated outages over a period of years. This proposal would credit $200 or $300 annually and is under consideration at the time of this letter. In Xce!' s most recent rate case, the SRA has preserved the lower demand ratchet formulas applied to large municipal pumping rates by agreement with Xcel.
