2 Transportation Options The Parkway Senior Center, in partnership with the National Center for Senior Transportation, is creating a volunteer-based educational program to assist seniors with retiring from driving. The purpose of this program is to provide resources for senior drivers who are considering, or have already, retired from driving to make this transition easier and more comfortable. If you have any questions, or would like additional copies of this booklet, please write to: PARKWAY SENIOR CENTER 220 Memorial Parkway Volunteers Needed! Retiring from Driving Program The Parkway Senior Center, in partnership with the National Center for Senior Transportation, is developing a volunteer-based educational program to assist seniors with retiring from driving. The purpose of this program is to provide resources for senior drivers who are considering, or have already, retired from driving. These resources will help make this transition easier and more comfortable. Mobility Managers We need volunteers to help distribute and present this transportation information to seniors in Oneida County. The information can be available on the computer in the form of a slide show or can be available in paper form. Full training and materials are provided by the Parkway Senior Center. 3 Transportation Facts In 2000, close to 35 million Americans were aged 65 and above, comprising 12.4% of the nation s total population. The 85 years and above age segment comprised over 4 million Americans or 12.1% of all seniors. Only 3% of those have chronic conditions that restrict them to traveling within their own neighborhood. The majority of seniors are aware of their limitations and self-regulate their driving to reflect their driving ability by driving less and avoiding night time or bad weather driving, for example. Most transit systems provide specialized paratransit services. Collectively, they provide more than 70 million trips per year. On average, not more than 18% of those eligible for service are registered for specialized transportation in mid-sized cities; in large size cities, the corresponding figure is 22%. Riders who use paratransit rarely make more than 40% of their trips on these systems. An estimated 3.4 million Americans depend on Medicaid transportation to get to doctors and medical appointments (roughly 10% of the covered population). 4 True/False Quiz The following 10 questions are to test your knowledge about senior transportation. Please mark each statement with a T true and F false. 90% of people over the age of 65 continue to drive their automobiles (have valid driver s licenses). Dial-A-Ride programs only provide transportation to people who are disabled. Recent research indicates most people should be able to continue driving throughout their life. Less than 5% of the population in the US uses public transportation. Every city in the US is required to provide public transit services to its residents. Volunteer drivers for individuals or organizations must report any payment for mileage to the IRS. Volunteer drivers that use their own vehicles need personal auto insurance. Adults 65+ have the highest pedestrian death rate than any age group, even children. The 85+ population will grow 30% in the United States by the year Rural communities get more than their fair share of transportation dollars. F While some Dial-A-Ride services also function as ADA services (which have specific eligibility requirement) many Dial-a-Ride programs serve community residents regardless of health and disability status. On average, they can expect to drive 11 of these years and depend on other transportation for the remainder of their lives. T According to the National Personal Transportation Survey 3% of the population uses public transportation. F Funding for public transit is provided from the US Department of Transportation and frequently matched by local communities. However, communities are not required to provide public transit. Caregiver Considerations Whether you are looking for transportation for yourself, or you are a caregiver in search of transportation for seniors, you may want to consider the following questions before deciding on a transportation option. Then use these questions to gather more detailed information from the transportation provider you are considering. 1. What is the service area? 2. Is there a limitation on distance? 3. How much will the service cost? 4. Will insurance pay for rides provided by the service? 5. Are there requirements to qualify for the service? If so, what are they? 6. Is there an evaluation that must take place prior to the first ride? 7. Is there a membership fee that must be paid before scheduling rides with the service? 8. How far in advance must reservations be made? 9. Are rides provided in the evenings, on weekends or on holidays? 13 2
6 Caregiver Considerations 10. Are rides provided to social as well as medical or shopping appointments? 11. Are door-through-door, door-to-door or curb-to-curb services provided? 12. Are rides provided to people who use wheelchairs? 13. Do riders stay in their wheelchair, or are they transferred to a seat during the ride? 14. Is there an escort or attendant in the vehicle with the driver? 15. Does someone stay with me/my family member during appointments? 16. Can a family member serve as an escort? If so, is there an extra cost associated? 17. Will there be a wait when picked up from home? If so, how long? 18. Will there be a wait when picked up for my return trip? If so, how long? 19. Will the driver or attendant come into the office/building for the return trip? 20. Will other passengers be riding? If so, what is the maximum length of time of the ride while others are being picked-up/dropped-off? Information & Referral Groups and organizations in your community may provide awareness raising materials regarding special events on transportation, or breaking news in public policy and city laws. 8 Public Transit Buses Centro Bus Service is the main bus service provider in Oneida County. It provides transportation connecting the Utica, Rome, New Hartford, Clinton, New York Mills, Whitesboro, and other outlying areas. It costs $0.75 for the City of Utica Buses and $0.50 for the City of Rome Buses. This applies for persons with disabilities and seniors 65 and older. You must show your Centro ID or a Medicare Card and photo ID at the time of your ride. 9 Private Transit Continued Volunteer Programs The Retired and Senior Volunteer Program is located in the Parkway Senior Center and offers a medical transportation service. The RSVP Senior Medical Transportation Program provides medical transportation to seniors in Oneida County who are unable to access or qualify for other transportation services. The program is free but it does rely on donations and volunteers to continue its services. You can call PSC Department of Volunteer Services at (315) to learn more about this volunteer service. Retired Seniors Volunteer Program 220 Memorial Parkway (315) Paratransit Paratransit is an alternative mode of flexible passenger transportation that does not follow fixed routes or schedules. This mode of transportation picks up and drops off passengers on request. Centro offers two different paratransit services for people in Oneida County, The Centro Transit Bus and Call-A-Ride. Both are eligible for people with disabilities which prevent them from using the regular Centro buses. The Centro Transit Bus The Centro Transit Bus offers a reduced fare for seniors and people with disabilities. You must apply for this reduced fare by calling Centro of Oneida at (315) Using the Centro Transit Bus does not require an advance reservation. The Centro Transit Bus enables you to change trip plans on short notice. The bus fleet has lifts or ramps enabling people with wheelchairs, scooters, and other mobility devices to board safely. 10 Paratransit Continued Call-A-Bus Call-A-Bus is a public, ride sharing transportation service of the Central New York Regional Transportation Authority. As an origin-to-destination service, Call-A-Bus routinely provides curb-to-curb service with exterior door-to-exterior door service provided upon advanced notice. You must fill out an application before you can use Call-A-Bus, this application can be found at the website below. Call-A-Bus 185 Leland Ave Utica, NY (315) Private Transit Private transportation, as opposed to public transportation, is transportation service which is not available for use by the general public. You must instead call to schedule a pick up time with the transportation provider. Taxis Below are some of the taxi services offered in Utica. Their rates vary based on what zones you travel through.
