INTRODUCTION Higher Education Commission HEC, a Federal autonomous body established through HEC Ordinance 2002 Headquartered ISB, has IT Infrastructure which provides IT facilities to the employees of HEC and to the users of universities/institutes like Video Conferencing, Interactive Lecturing, Internet, , Internal and External Portal and Files Sharing, etc. Over the past few years, advanced technology and enhanced version of software and new services have emerged and their requirement is penetrating in HEC routine business. Further number of employees has also increased at HEC. Therefore the requirement is to ensure the smooth functioning of these services without any interference and to ensure that the system is functioning at the maximum efficiency and high availability is provided. National Higher Education Web Portal of Pakistan is one of the most visited web portals of Pakistan with about 27.0 million hits per month. There are more than 1800 pages in the HEC Site. HEC website has more than 250 different schemes/programs and more than 70 new schemes have been created in the past years. The portal is truly a gateway of higher education opportunities in Pakistan and abroad as well. The web portal has undergone a facelift with the aid of Microsoft components and provides much more detailed workflow methodology for content endorsement and publishing using highly integrated content management system. HEC web portal has evolved in terms of technology and feature sets it offers to make it more dynamic and user-oriented information portal meeting the challenges in this information age. The major transformation that has taken place is consolidation of similar business functions and schemes at a single interface, and lessening the navigational steps to reach to desired information. Navigation structure has brought most viewed, searched and visited pages on the main page to facilitate users with reaching to desired information with no efforts. The web portal focuses on providing visibility to public oriented functions of the higher education commission, viz. scholarships & fellowships, attestation services, research support, quality assurance, finance & development, national internship program, pm laptop scheme, learning innovation, statistics & report, curricular/ co-curricular & sports. All the leaf-level pages relating to schemes of various programs and initiatives have been transformed to standard structure with menus defining sections for Introduction & Objectives, Eligibility Criteria, How to Apply, Financial Support, Terms & Conditions, Downloads, Related Documents, FAQs, and Contact Us. 3. SCOPE OF WORK HEC requires hosting services for its Web portal as to take care of the needs of international and local audience. Following requirements define the scope of work of this tender: Hosting/maintenance/management of HEC web portal in secure and high available environment. Hosting of Web portal SharePoint 2007 and online services in the administrative control of HEC. Migration of SharePoint 2007 Services to new infrastructure without downtime and public visibility. Deployment of SharePoint and SQL cluster across geo location (Islamabad, Lahore and International Datacenter ) with always on feature to have multiple site resiliency Configuration of PERN Any Cast services to Load balance services across Datacenters. Deployment of Local and international DNS servers with Capability of managing multiple TLDs 4

5 and Zones for HEC and universities Deployment of off the self-administrative control panel for managing DNS zones and entries by HEC and university administrators for forward and reverse DNS entries. Deployment of International Websites anti-ddos solution for HEC web portal. services international Implementation of the optimum solution for each service being hosted at the HEC data centers or International Datacenter, to distribute the DNS environment geographically. High availability and fast accessibility of services deployed at HEC s portal. The Selected bidder shall provide a system which will also have capabilities to upgrade or Host current Platform of MS Share Point 2007 to latest updated Share Point version (2013, 2015), in 12 months time after award of contract. Making additional enhancements as requested by project teams. Perform daily and weekly backups. Conduct regular testing of servers for security and performance. There must be monitoring and reporting features to clearly identify adherence to the uptime guarantee, bandwidth usage, backup frequency and success, etc. If the website / database servers are down or stopped or any other cause the site is not working, the system is capable to generate automatic alerts on and given mobile numbers. Keeping site platforms up-to-date with weekly checks. Monitoring & optimizing websites for performance (e.g. ensuring sites have enough storage space, are loading quickly etc.) The Selected bidder shall provide a system which will also have capabilities to utilize the existing DNS entries from universities and system from Universities. Providing International Edge Connectivity and SPAM Protection of HEC s ing System. The selected bidder shall be responsible for implementing the optimum solution for each service being hosted at the HEC data centers or International Datacenter, to distribute the DNS environment geographically. To make sure high availability and fast accessibility of services. All Features of any relevant product will be ensured available by the selected bidder Selected bidder shall be responsible for minimum five (5) years of Services. To meet the SLA, detail services requirement are listed in the Technical form. 4. BIDS SUBMISSION REQUIREMENTS The objective of bid submission requirement is to provide bidders the information to submit their bid in response of this RFP according to the specifications defined in this RFP and in order/sequence as set forth in this document. Bidders must follow following requirements for their proposals/bids For this tender PPRA s Para 36(b) Single stage - Two Envelope Procedure QCBS bidding shall be adopted Bids shall comprise of single envelope containing two separate envelops i.e. Technical and Financial Proposal and clearly marked Technical and Financial proposals Bidder shall send technical and financial proposals to address given in Tender Notice and in this RFP by courier or by hand Bidders shall submit three (3) copies of Technical and One copy of Financial Proposal Technical proposals shall contain Company profile, Authorization & relationship with principal firm(s), location of branch offices, company experience in related field, technical 5

6 staff, project completed, major clients list as per the format given in Annex III Firm s References, Software technical details (brochures, data sheets etc.) mentioning compliance and properly highlighting all the compliance specification as requested in Form IV Technical Information Form using florescent highlighter The bidder must provide project execution plan with Technical Proposal The bidder must attach all technical documents in support of solution/ BoC Bidders are required to fill the Technical Information Forms attached at Annex-VI and submit it along with Technical Proposal Bidders are required to fill the Financial Information Forms attached at Annex-VII and submit it along with Financial Proposal Services Quantity may be increased/decreased as per HEC requirement A bank draft equal to 2% of the Total Bid Value should accompany the bid as part of financial proposal as earnest money drawn in favor of D.G. (Finance), Higher Education Commission, Islamabad. The bid shall not be considered without earnest money Total bid value shall cover cost of software, cost for scope of work & services and five (05) years warranty and support of scope defined in BoC and all applicable Govt. taxes Bidders shall be responsible to quote all software solution/ components mentioned in BoC The bidders have support office in Islamabad/Rawalpindi, Lahore, Peshawar and Karachi to provide local support to universities on their premises when and if required Bidders shall submit a signed letter with Official stamp affixed on it as per the format given in Annex VI as a cover letter to the Bid/Proposal. Bids/Proposals submitted without this cover letter will not be accepted and bids will likely be rejected straightaway Bidders are required to fill and sign the Technical Information Form as provided in this RFP and must submit it along with Proposal Bidders are required to fill and sign all pages of the Annex V Bill of Costs while following the format given, and submit it as Financial Proposal. Financial Proposals not following the given format may lead to the rejection of bid Bidders are required to submit their financial proposals in Pak Rupees (PKR) If a bidder has quoted multiple options, in this case bidder should submit the earnest money equal to 2% of highest quoted option Each item in Bid will be labeled separately Integrity pact need to be furnished on legal stamp paper along with bid. Sample is given at Annex VIII. If not provided bids are likely to be rejected The Bidders are required to quote all the Items as per BoC. Bids will be evaluated and executed on turnkey basis, and in case any item(s) is not quoted in the bid, the bid is likely to be rejected. 5. SELECTION PROCEDURE 5.1 In first stage, only Technical proposals will be opened in the presence of bidder s representatives 5.2 As a part of technical evaluation, bidders may be asked to conduct presentation/demonstration after proposal submission. 5.3 For qualifying in Technical responsiveness, bidders shall fulfill all the requirements as laid out in Part A Mandatory Requirements of Technical Evaluation Criteria at Annex-III. If any of the mandatory requirements is not met by the bidder, the bid will be cancelled 6

7 straightaway and no further consideration will be given. Moreover, bidders will have to secure at least 70% score in Technical Evaluation. 5.4 Financial proposals of bids found technically non-responsive will be returned un-opened. 5.5 After the approval of contract award, a contract agreement on the stamp paper worth Rs. 100/- shall be executed by the firm with selected bidder within 15 days from the date of issuance of Letter of Intent. 5.6 Technical evaluation of the firms shall be based on information provided in Technical Proposals. 5.7 The schedule for bidder conference will be announced on HEC website and ed to those who provide valid addresses while purchasing the RFP from Finance Division. 5.8 On the basis of technical evaluation, the financial proposal of only technically responsive bidder will be opened in the presence of their representatives who choose to attend. 5.9 For this tender weightage of Technical and Financial proposals shall be 70% and 30% respectively The bid found technically compliance and weighted value evaluated bid will be accepted. 6. TERMS OF PAYMENT 6.1 Payment of contract price shall be made in the following manner. HEC may consider any other alternative arrangement which falls in the legal framework of Government of Pakistan (GoP) at the time of Contract signing with selected bidder. 6.2 Mobilization advance can be paid against bank guarantee if required Years Total cost of services including software, solution and services shall be paid to the contractors on Post quarterly Basis. 6.4 For related services / requirements separate purchase orders or change order will be raised separately. 6.5 Ten Percent (10%) of the payable amount against each invoice/payment will be retained as security/retention money and will be released after completion of next quarter Services or Performance Guarantee of 10% of the quoted amount will be required to be submitted at the time of contract sign-off. This guarantee will be release after Contract tenure. 6.6 Invoices will be cleared as soon as possible not exceeding 30 days upon receiving the invoice. 6.7 All payments shall be made through Cross Cheque in the Pak Rupees. 6.8 Taxes will be deducted at source as per government rules at the time of payment. 6.9 The earnest money of the successful bidder will be returned after the signing of the contract Bidder should mention the installation, maintenance and any other charges/optional charges in financial bid deem necessary to complete the scope of work. 7. LIQUITDATED DAMAGES 7.1 In case of delay, HEC reserves the right to get specific damages not exceeding 10% of the total amount of the contract at the rates prescribed in Annex-III (Service Level Agreement) on the invoiced amount to each violation of SLA. 7.2 If the work is not executed according to the satisfaction HEC, HEC reserves the right to reject it altogether with serving 30 days prior notice and get the work done some other party at the risk & cost of first party. 7

8 7.3 In case of services delay or unsatisfactory service deliver non-complying the terms of the comprehensive warranty services, Contractor performance Bank Guarantee / Retention Money will be forfeited 8. GENERAL TERMS AND CONDITIONS Following general terms & conditions apply to this procurement: 8.1 Only authorized partner/system integrator can participate (documentary proof is mandatory). 8.2 The bidder should be registered with Sales Tax and Income Tax Department 8.3 An affidavit to the effect that the firm has not been blacklisted by any Government/Semi Government organization. 8.4 The Commission reserves the right to accept/reject wholly or partially any tender without assigning any reason at any stage of the tender process. 8.5 Validity period of the bids shall be 120 days. 8.6 Bids are liable to be rejected if; they are not conforming the terms, conditions and specifications stipulated in this RFP. 8.7 During the examination, evaluation and comparison of the bids, the HEC at its sole discretion may ask the bidder for clarifications of its bid. 8.8 The request for clarification and the response shall be in writing/ . However, no change in the price or substance of the bid shall be sought, offered or permitted after bid submission. 8.9 If the contract amount exceeds Rs. 10 Million annually, the selected bidder has to furnish the integrity pact as provided at (Annex VIII) Total Bid Value shall cover cost of Products, services and support. Cost of extended warranty and services for three years shall account for financial evaluation and so shall be included in Total Bid Value The amount submitted as Earnest Money shall be refunded to the unsuccessful bidders after the decision of Tender Committee for the award of said tender If there is a discrepancy between unit price and total price in the submitted bid which is obtained by multiplying the unit price and quantity, the unit price shall prevail and total price shall be corrected. If there is a discrepancy between the words and figures, the amount in words shall prevail. If there is a mistake in addition/ totaling, that shall be corrected. If the bidder does not accept the corrected amount of bid, his bid shall be rejected and his tender security forfeited Incomplete and conditional tenders will not be entertained For this tender all updates/changes shall be communicated through and also be posted on HEC website In case of any dispute between the two parties of any matter arising out of after signing the contract agreement, the case shall be referred to Executive Director, HEC whose decision shall be final and binding on both parties Bids submitted via or fax will not be entertained Bidders shall provide a certificate from their bank certifying their sound financial position and credit limit from the bank or any appropriate documentary proof (e.g. Annual Audit Report), showing the financial strength of the bidders Bidders indemnify HEC against all third party claims of infringement of patent trade mark, industrial design rights arising from use of the goods of any part thereof in Pakistan. 8

9 9. MEET OR EXCEED SPECIFICATIONS The specifications provided in this RFP are the minimum requirements of HEC. The vendors must meet or exceed these specifications to meet the actual requirements of HEC and its successful practical implementation in such case additionally proposed or altered specifications should clearly be highlighted to enable HEC to identify modified specifications. 10. Security audit / Penetration Testing Monitoring from each international region (Asia, Europe, America, MEA) The Website monitoring with Text recognition, Detecting Hacked Pages etc.) Graphical and tabular reports required for checking yearly / monthly uptime and respond time. Complete Security audit of Web Portal from third party, internationally /nationally well reputed IT security services providers. The third party Security services provider company will be responsible for performing security audit, penetration testing, code /server /services vulnerability assessment during the whole contract period as and when required. The Bidders are required to Quote Price of one audit, however HEC will opt the Penetration testing for different sites / application as per requirement and pay accordingly. 4. 16 Annex-II Minimum Service Level Agreement for Services Following requirements for SLA apply to this RFP for this project. 1. Comprehensive Support & services must be provided for a period of five years on-site. 2. Preventive maintenance in the respect of system and its auxiliaries must be carried out on monthly basis. 3. If the website / database servers are down or stopped or any other cause the site is not working, the system is capable to generate automatic alerts on and given mobile numbers. 4. Response time of the successful bidder in the context of warranted services at all days, 24 X 7, shall be one hour from the reporting of the fault. In case reporting incident is affecting critical Components. The same will be valid for all non-working hours and non-workings days of HEC % Uptime SLA that should be financially backed. 6.
