A colloquium brings before participants an interdisciplinary group of distinguished scholars and practitioners who each provide a unique perspective on the topic of the colloquium; Guest faculty typically include policy-level experts and leaders from both public and private sectors as well as eminent scholars. Led by a single professor whose role is to provide context and linkage among the various expert perspectives, as well as guidance for the projects and exercises that are integral to the experience, the colloquium model at George Mason provides a unique experience for its participants, an experience that does not end with the last classroom session. Participants become part of an online community of practice in which they continue the dialogues they have begun, both among themselves and with the guest faculty, throughout a full year, supplemented by webinars on emerging topics and issues as well as recommendations for current resources.

3 The Curriculum In today s fast-changing environment, it is crucial for government executives and managers, as well as for their private sector partners, to stay current with developments and challenges in the public policy environments in which they operate. The curriculum focuses on key policy and program initiatives, currently enacted and proposed legislation, and relevant social, economic and technological developments, all viewed against the context of how the national government works or sometimes fails to work. Dynamics of Public Policy Colloquium Governance, Politics and Federal Policy Processes This colloquium examines major policy-making institutions and nongovernmental organizations whose dynamic interaction shapes policy and influences its implementation. In addition to sessions on the critical actors in the policy process, there will be a highly interactive, role-playing simulation exercise that looks beyond the theory and academic descriptions of the public policy process. You may play the role of a White House aide, dealing with members of Congress to advance the administration s agenda on a policy issue. Or a Representative, lobbied by your party s leadership and by special interest groups, trying to determine how best to serve your constituents. Or a representative of an interest group seeking to secure access and trying to articulate your group s message. By playing a role in this simulation, you will gain a better understanding of how policy is made and implemented and an excellent foundation for effective management. The colloquia outlined below emphasize policy applications and alternatives, as well as the need to integrate long-range perspectives with shorter range operational views. Participants gain a clearer understanding of how and why we get the policies that we do; of the range and limits of their administrative discretion; and of creative strategies for implementing public policy consistent with the missions of government agencies and with Administration priorities. The knowledge and perspectives provided are intended to enhance the ability of senior government executives and managers to anticipate change and to leverage more effectively the resources available to them. The colloquium participants themselves constitute a unique resource, bringing their own knowledge and experience as professionals to the mix. In all sessions, participants are encouraged to engage in active dialogue with visiting faculty and with each other. In discussion and workshop settings, participants have the opportunity to explore collaborative approaches to the implementation of policy and programs, with a view to the synergy that such cross agency problemsolving can offer. Science, Technology and Public Policy Colloquium STEM Issues and Public Policy This colloquium will help you understand, anticipate, and respond to current and future challenges to science and technology policy development and implementation. You will study selected issues of national and international importance, and examine the institutions that influence science and technology policy in the executive branch, Congress, special interest groups, and the press. You will look at policy for science (how we generate and implement Federal policy governing science) and science for policy (the role of scientific knowledge in public policy debate and design). 4 Federal Regulatory Policy Colloquium Understanding Rulemaking and Its Role in Governance Between the enactments of Congress and the public they are intended to affect stand the agencies of the Federal government, charged with determining exactly how those enactments will be implemented. That determination takes place in the complex process called rulemaking, and its products, federal regulations, are arguably the most important (and certainly the most immediate) sources of law in the country. This colloquium examines the regulatory process as a form of public policymaking, how the regulatory process is structured, as well as some of the important strategies for designing effective and enforceable regulations. five days in classroom Energy and Environmental Policy Issues Colloquium Environmental Challenges and Public Policy Choice Climate Change. Energy needs. Non-point-source pollutants. Urban sprawl. Removal of sulfur from gasoline. Dealing with invasive species. Resolutions to these kinds of issues will be shaped by policymakers. Career leaders will both provide the informational resources that policymakers need to make their decisions, and they will implement those decisions once made. In this colloquium you will examine the nation s environmental agenda, institutional policy roles, and the future direction of efforts to improve environmental quality. Through a mix of classroom, small-group, and workshop activities, you will come to understand how environmental policy is made and how new policies are initiated and implemented. Colloquium leaders include current administration executives, former Government officials, business leaders, and academics. The Federal Budget Process and Economic Policy A Comprehensive View of the Federal Budget Process This colloquium will help budget professionals, program managers, and executives to gain valuable insights into the Federal budget process. You will learn all you need to know to successfully prepare and defend your organization s budget. Beginning with istence Solutions ctive uccess Integrity Commitment Success an overview of the political, policy, and macroeconomic forces affecting the Federal budget, the colloquium provides a thorough explanation of how to present a winning budget through an intensive simulation of the full budget process. You will learn about current processes for integrating program performance and Federal budgets, including the impact of GPRA 2010 on making budget decisions. It features seniorlevel administration officials with an extensive working knowledge of Federal budget process and procedures. Career and political executives with a wealth of experience in the executive and legislative branches will also serve as advisers and consultants during the simulation. National Security Policy Colloquium Understand the National Security Policy Apparatus and Operations This colloquium provides a strategic overview of the complex problems surrounding the creation and administration of national security policy. In an unclassified setting, participants explore with guest faculty from government, academia, and the private sector the most compelling national security issues of our time and their interrelationship with US foreign, military, economic, and domestic policy. Part of this Colloquium will be done in residence at the George Mason Arlington campus, and part in Washington, DC. Coming in the Future United States Foreign Policy Colloquium Comprehensive Overview of Foreign Policy and Governance As the world s only superpower, the United States is a critical actor on the world stage, and the struggle to craft and implement an effective foreign policy for the nation s future is impacted by a wide variety of challenges. Some challenges are systemic, in which the diverse concerns of the President, the Congress, the executive branch agencies, multinational and nongovernmental organizations work toward consensus on policy. Other challenges are crisis-driven, like wars and tsunamis. Still others are economic, as multiple countries seek to ensure their own prosperity in an increasingly global marketplace. This Colloquium is intended to be a comprehensive view of international

5 relations from an American point of view, and to prepare Federal managers and executives for the growing international dimension of their mission portfolios. In addition to classroom work at the George Mason Arlington campus, it is expected that part of the Colloquium will be held in Washington DC and another part in New York City, enabling us to tap some of the finest minds who design foreign policy, and some of the most experienced diplomats who carry it out successfully. settings connections. This colloquium explores foundational economic principles and their relationship to government: Why do governments run deficits, and when should we worry about them? What s the right relationship between tax rates and economic growth? How should government exercise its regulatory power over business, industry and trade? What is the connection between economic policy and Agencies strategies to accomplish their missions? Natural Resources Colloquium Federal Stewardship in the 21st Century This colloquium explores the Federal stewardship of natural resources use and its importance to the continued growth of the United States. By examining alternative strategies for natural resources use and the public benefits those strategies seek to secure, public leaders are able to assess probable economic, environmental, technological and social consequences of proposed decisions and actions. Major natural resources technologies, as well as current processes for choosing policy options, are surveyed. Selected issues covered: land management and stewardship; policy issues in management for multiple use; development/conservation as policy motives; natural resources economics; biodiversity and wildlife conservation; water issues and water law; energy needs and energy strategies; and public perceptions (and misperceptions) of federal stewardship. This colloquium includes a field trip. Economics and Public Policy Colloquium The Impact of Economic Factors on Federal Policy-Making Among the reasons enumerated by the Constitution for establishing the American government is the promotion of the general welfare, and the economic welfare of the nation is critical. Current economic challenges graphically illustrate the connections between public policy and economic progress and security: without a sound economy, public policy initiatives in other areas can be crippled; and without sound and timely public policy choices, the economy can derail, with catastrophic consequences for both society and individuals. Government leaders need to be familiar with these Science and Technology Policy Update Colloquium Current Issues in Science and Technology Policy For graduates of the Science and Technology Policy colloquium (or similar courses in science and technology policy), this update will address S&T policy issues that are currently on the national agenda, and those that are emerging. Both Administration and Congressional guest faculty address the Colloquium, and the final two days of the Colloquium take place at the AAAS Forum on Science and Technology Policy, as part of a partnership with AAAS. five days in various locations in the Washington, DC area Homeland Security Colloquium: Understanding the Enemy Dealing with Threats from Non-State Actors Both the United States and the world will grapple with terrorism well into the future, and homeland security efforts in response to this struggle will involve approximately 200,000 Federal employees. This colloquium is designed to provide you with a comprehensive understanding of the nature of terrorism and its many forms, as well as the specific threats to the United States, including international threats, the threats from domestic anti-government groups, and threats from special-interest extremist organizations. five days in classroom istence ctive uccess Values Solutions Respect Diversity

6 How You Will Benefit Who Should Attend The Executive Colloquia in Public Policy are open to experienced managers and executives who seek greater understanding of Federal policy and its fundamental role in public life. Potential candidates include: Senior Executives, Managers at the GS 14 or 15 level, or equivalent; Policy analysts who are involved in the development and/or implementation of public policy; Managers who serve in senior staff or liaison roles; Newly appointed Congressional liaison staff members; Senior government managers who seek a comprehensive knowledge of the policy context in which they work; and, Subject-area experts who would benefit from learning how public policy shapes and guides their organization s missions. These colloquia address selected Executive Core Qualifications (ECQs) that have been identified by the U.S. Office of Personnel Management as required competencies for admission to the Federal Senior Executive Service. The Executive Colloquia in Public Policy are designed to be the preeminent educational forum for government managers seeking a context for their policy work and an opportunity to build their public-sector leadership value. They will assist government managers and executives to recognize how their policy leadership fits within the broader context of governance. These colloquia can be taken on a non-credit basis or, with the fulfillment of an additional research requirement, for graduate credit. By engaging participants in rigorous discussions around critical issues of the day, and by illustrating the key role of inter-agency alliances in the creation and execution of Federal policy, these colloquia give career service leaders important insights into the collaborative nature of the public-sector enterprise. The Executive Colloquia in Public Policy are unique in substance and approach, although they share a common mission and method. Facilitated by high-caliber instructors, from deputy Cabinet secretaries and pioneering scientists, to presidential aides and public policy scholars, you will gain a perspective on Federal policy administration unlike any you ll receive anywhere else.
