1 2015 San Antonio Neighborhood Film Competition 6 (NFP6) 1. BACKGROUND RULES & GUIDELINES The Neighborhood Film Project 6 is a film competition initiated by the Dept. for Culture and Creative Development (DCCD) devoted to telling the story of the people, places, and shared experiences that make San Antonio a vibrant and celebrated city for residents and visitors. The competition was originally established in 2009 to enhance the local filmmaking community and provide opportunities for local filmmakers to produce new works. The Neighborhood Film Project 6 as in year s past, (2015 competition) asks filmmakers to highlight one of four neighborhoods such as the Westside, Eastside, Southside, and Northside neighborhood. This year we have also added the category "My" Neighborhood, to include filmmakers' own neighborhoods which may not be in the inner core of the city. We have also continued another new component of the competition. "My Favorite Spot" which allows filmmakers to highlight the City's CULTURAL AREAS: either La Villita, Market Square, or the Spanish Governor's Palace in a :30 second commercial "spot." These new categories allow filmmakers additional opportunities to explore our diverse city and increases prospects for winning award prizes. Each film should convey a narrative story of the people, places, and events that distinguish San Antonio as a great city to live, work, and play. All filmmakers wishing to participate in NFP5 must register PRIOR to any filming taking place, at Neighborhoods will be chosen by filmmakers after registration (limits apply to each category). MY FAVORITE SPOT entrants may pick up to two (2) different CULTURAL AREAS, but may only create one spot for each AREA. Registration closes on April 1st, 2015 at midnight CST. 2. CONTENT Each film entry must focus on specific categories as listed below. The story must include specific sites, locations, and images of each area and reflect the character of the designated area. a. SAN ANTONIO NEIGHBORHOOD TOURS CATEGORY: i. The Westside Neighborhood This neighborhood is the heart of the cultura y tradición of San Antonio's Mexican American community. Centered on an area that was within the original boundaries of the city, dating back to middle of the 18th century, this community is rich and alive with 1

2 history, art, and culture. It is further defined as the area from I-35 west to Our Lady of the Lake between Commerce and Guadalupe. The neighborhood includes landmarks such as the Guadalupe Theater, El Progresso, Our Lady of the Lake University, and Elmendorf Lake Park. ii. The Eastside Neighborhood This community is the center of San Antonio s traditionally African American commercial and cultural hub. The neighborhood includes Historic Ellis Alley and St. Paul s Square, Dignowity Hill - the city s first residential suburb, the Historic Eastside Cemetery District - a collection of public and private burial grounds spanning over a century, and the Hays Street Bridge. iii. The Northside Neighborhood This neighborhood is defined as the area that begins downtown at the Southwest School of Art, Artpace, and the Central Library and continues along the San Antonio River to Brackenridge Park. It encompasses Brackenridge Park, the Witte Museum, the San Antonio Botanical Garden and ultimately ends with the source of the San Antonio River on the campus of the University of the Incarnate Word. The neighborhood includes landmarks such as the Museum Reach of the San Antonio River, the redeveloped Pearl Brewery, the San Antonio Museum of Art, San Pedro Springs Park, and the Mahncke Park Neighborhood. iv. The Southside Neighborhood This neighborhood includes the historic King William Neighborhood, La Vaca Neighborhood, the Blue Star Arts Complex and adjacent community, South Flores (SoFlo) District, and also includes the San Antonio Missions (Mission San Jose, Mission Conception, Mission San Juan, Mission Espada) and adjacent communities. b. "MY" NEIGHBORHOOD CATEGORY The "My" Neighborhood Category was created to allow filmmakers to tell their stories of their own neighborhoods, which may be outside of the inner core neighborhoods featured above. 2

MY FAVORITE SPOT CATEGORY: The My Favorite Spot Category was created to allow filmmakers the opportunity to tell the story of the importance of San Antonio cultural areas to enhance the quality of life for residents and visitors, and showcase the beauty of these public spaces where visitors and families alike gather together to explore the culture and history of the City. i. Films submitted for this category must focus on one of the following cultural areas : La Villita, Market Square or Spanish Governor's Palace. ii. Each film spot must include footage of the area's amenities, facilities and activities within the selected area. NOTE: If two spots are submitted, each spot must be of a different cultural area. Also each "spot" can only include one cultural area. iii. Filmmakers must complete a film permit application online at: prior to filming activities at cultural areas, or any other City of San Antonio park, and may contact Janet Vasquez of the San Antonio Film Commission at or via at: janetv@filmsanantonio.com if they have any questions. iv. LENGTH OF ENTRIES SAN ANTONIO NEIGHBORHOOD CATEGORY a. Entries must be no less than three (3:00) minutes in length and must be no longer than seven (7:00) minutes in length. i. Any title screens, logos, credits, or introductions before and/or after the actual video will count toward the 7-minute maximum limit. 3

4 4. LENGTH OF ENTRIES MY FAVORITE SPOT CATEGORY a. Entries must be no more than :30 seconds in length. i. Any title screens, logos, credits, or introductions before and/or after the actual video will NOT count toward the :30 second maximum limit, and credits, if any, may not be included in the final screening. 5. NUMBER OF ENTRIES PER INDIVIDUAL & PRIZES/AWARDS a. Each Individual may submit up to three (3) films for competitive consideration; i. one (1) film for competitive consideration within the Neighborhood Tours Category, including "My Neighborhood"; film must focus on the assigned identified neighborhood (Westside, Eastside, Northside, Southside, or the filmmaker's own neighborhood) ii. two (2) spots for competitive consideration within the My Favorite Spot category b. Up to seventeen (17) prizes of varying amounts will be awarded for the 2015 competition. i. Six (6) prizes of one thousand five hundred ($1,500.00) each will be awarded to the highest scoring films in each of the five neighborhoods category and to one winner in the My Favorite Spot category. ii. FIve (5) prizes of seven hundred and fifty ($750.00) will be awarded to the second-highest scoring films in each of the five neighborhoods category. iii. Five (5) prizes of two hundred and fifty ($250.00) will be awarded to the third-highest scoring films in each of the five neighborhoods category. iv. One (1) "Best of Show" prize of one thousand five hundred ($1,500.00) will be awarded to the highest scoring film in the Neighborhood category. v. All entries will be judged by a panel of industry professionals on a 100 per cent scale, and only films scoring an average of 70 or above will be considered for any awards. c. Prizes will be awarded at the screening event in June, 2015 at a date and location to be determined. 4

Winners not in attendance must make arrangements to have their prizes mailed to them, or may elect a proxy to accept their prize on their behalf. 6. FORMAT OF SUBMISSIONS a. Submissions must be in digital file format, HD.mov or.mp4 file preferred. b. Applicants must send two (2) copies on non-returnable media (USB flash drive, or Data DVD) of the film submitted for consideration. Submissions will not be returned. NTSC formatted, playable DVD s will not be accepted. c. Films must be completely edited and in final form. 7. SUBMISSION INSTRUCTIONS a. All films must be submitted with a copy of the Entry Form. b. All media submissions must be labeled with the film name, producer s name, and producer s address and phone number. c. Mail or hand deliver submission media along with the required accompanying Entry Form to: Neighborhood Film Project 6 c/o Department for Culture and Creative Development Office of the City Clerk 100 Military Plaza, 2 nd Floor San Antonio, Texas d. Applicants will receive an notice when your entry is received. Please verify that your correct address is on the entry form. 8. SUBMISSION DEADLINE a. The deadline for all submissions is Friday, May 1, :00 p.m. CST. b. Late entries are ineligible for the contest. 5

6 9. JUDGING a. Judging will be based upon criteria set in place by the San Antonio Film Commission in coordination with the Dept. for Culture and Creative Development. b. Criteria judged will include, but not be limited to the following: i. Technical Merit/Production Quality (sound, lighting, camera work, cinematography); ii. Technical Merit/Post Production (editing); iii. Storytelling/narrative Merit (screenplay/script); iv. Storytelling/narrative Merit (direction) effective use of chosen NEIGHBORHOOD or CULTURAL AREA as a filming location and as a part of the film narrative/story. NOTE: All films will be scored on a 100-point scale, and must score 70 or above to be considered for an award. DCCD staff reserves the right to pre-screen films for artistic merit and to submit only those films deemed appropriate and suitable, to the judging panel. There is no guarantee that all films will be submitted to the judging panel. 10. OBSCENITY a. Entries shall not contain obscene material as defined by Section of the Texas Penal Code. b. Any entry deemed as containing such obscene material will be excluded from the competition. 11. OTHER DCCD reserves the right to change this program at any time.
