1 About 1.2 billion smokers are currently in the world. Tobacco consumption has led to a 100 million deaths in the last century, and statistics indicate estimated to rise to 1,000 million deaths by the end of this century. In Saudi Arabia estimate the proportion of smokers among adult males about 35% and among adult females about 6% and among the intermediate school students are 14%. 1

2 program belongs to the Ministry Of Health of Saudi Arabia, exists since 2002 where the program provides services in several fields, : 1- education activities Smoking cessation services Tobacco control legislation Capacity building in tobacco control field. Researches & studies 2

3 Committee is established in accordance of agreement of King Abdullah bin Abdulaziz Al Saud - the King of Saudi Arabia - the decision of the Council of Ministers No. 46 Date 19/2/2007 And its membership includes a number of ministries related to implantation of WHO Framework Convention of tobacco control (FCTC) under the chairmanship of His Excellency the Minister of Health and representatives at the Undersecretary of the Ministry of the following: 1 - The Ministry of the Interior 2 - The Ministry of Municipal and Rural Affairs 3 - The Ministry of Health 4 - The Ministry of Finance 5 - The Ministry of Culture and Information 6 - The Ministry of Education 7 - The Ministry of Trade and Industry 8 - The Ministry of Social Affairs 9 - General Presidency for Youth Welfare 10 - The Ministry of Higher Education 11 - Ministry of Islamic Affairs 3

10 THE SOLUTION: ENFORCE 100% SMOKE FREE LAWS Royal Decree in 14/12/1983, which decided banning smoking advertisements in the press media. Cabinet decision on 26/12/2010 to ban smoking in all the Kingdom's airports and international and domestic facilities. Decision of Minister of Higher Education in 2012 to ban smoking in all the Kingdom's universities. THE PROBLEM: MOST USERS WANT TO QUIT AND NEED HELP 1 BILLION ADDICTS TO TOBACCO DIFFICULT TO QUIT HEALTH SERVICES NOT PREPARED TO HELP 10

11 THE SOLUTION TOBACCO CESSATION ADVICE INCORPORATED INTO PRIMARY AND ROUTINE HEALTH-CARE SERVICES EASILY ACCESSIBLE AND FREE TELEPHONE QUIT LINES ACCESS TO FREE OR LOW-COST CESSATION MEDICINES We have many of smoking cessation clinic in different regions of the country and in last three years 28 new clinic were opening. In 2011 we issued the Saudi national guide for smoking cessation services. In 2012 we introduce varnicllin drug in all clinic to be with previous nicotine replacement thereby. In 2011 we provided 7 training courses (scientific methods adopted in smoking cessation) to about (170) doctors and nurse at the Kingdom 11

14 DIRECT ADVERTISING ALL FORMS OF INDIRECT ADVERTISING AND PROMOTION: SPONSORSHIP BRAND STRETCHING CSR ADVERTISING AND PROMOTION AT POS PRODUCT PLACEMENT THE PROBLEM: TOBACCO PRODUCTS ARE VERY AFFORDABLE THE SOLUTION: RAISE TOBACCO TAXES FREQUENTLY WHEN TOBACCO PRICES GO UP, CONSUMPTION GOES DOWN 14

15 Commissioner approval on elevating the customs duties for tobacco products to 50% instead of 30% and then it has been raised to 70 % then 100 % starting from 1/7/1997. There is continue attempts to raise the prices of tobacco products. There are many non-governmental institutions working in tobacco control in Saudi Arabia these like: tobacco control charities, scientific medical associations and private smoking cessation clinics, all of whom are involved in reducing the spread of smoking in the community through the provision of awareness and treatment services. 15

16 1- introduce of smoking cessation services in all primary health care centers and NCD treatment programs. 2- stop spreading of tobacco uses among youth and females. 3- to be all closed and public places are totally free-smoking. 4- to prevent indirect advertising for smoking in T.V drama and movies. 5- to stop spreading of shisha smoking. 16
