5 SPEAKER BIOS Kimberly Blanchet, Barns & Thornburg LLP s Kimberly Blanchet is a partner at Barns & Thornburg LLP s, where she is a member of the Governmental Services & Finance Department and Higher Education Practice Group. She concentrates her practice in the area of finance; both taxable financing and tax exempt financings for municipalities, hospitals, retirement communities and nonprofits such as colleges and universities. Ms. Blanchet has counseled clients on a wide variety of complex financial transactions. Ms. Blanchet graduated from Indiana University in 1994 with a B.S. in business-marketing. In 1998, she received her J.D. from Indiana University Robert H. McKinney School of Law. Ms. Blanchet has worked on a variety of financings involving counties, towns, regional water and sewer districts, conservancy districts, hospitals, universities, colleges, and school corporations. Steve Etcher, MarksNelson, LLC Steve Etcher is a Manager in the Location Strategies Practice of MarksNelson, LLC. MarksNelson is a full service accounting and business advisory firm located in Kansas City, Missouri. He specializes in helping clients chart the right course toward growth. A recognized leader in community and economic development, Steve has been called on to testify before the U.S. House of Representatives and Missouri General Assembly and speak at the White House Office of Intergovernmental Affairs. He served as President of the Missouri Association of Councils of Governments and on the NADO board of directors. Prior to joining MarksNelson, Steve was Vice President of the economic development consulting firm Community EDGE. He was also the Executive Director of the Boonslick Regional Planning Commission in Warrenton, Missouri for more than 20 years. Commissioner Brandye L. Hendrickson, INDOT Commissioner Brandye L. Hendrickson was appointed Commissioner of the Indiana Department of Transportation (INDOT) on April 22, 2015 by Governor Mike Pence. INDOT employs over 3,400 people and is responsible for a state highway system that includes over 28,400 total

6 roadway lane miles and 5,300 bridges. Hendrickson has more than 16 years of progressively responsible business experience, including more than 10 years at executive level. She has a proven record of success in a variety of challenging roles including both Human Resources and Operations and a strong ability to drive results, identify opportunities for process improvement and efficiency, and assemble and develop teams to deliver quality outcomes. From , Hendrickson served as Deputy Commissioner of INDOT s Greenfield District, which is the largest transportation district in Indiana. From , Hendrickson served as Deputy Commissioner and Director of Human resources at INDOT. Hendrickson holds a Bachelor of Arts from Indiana University. Shelley Jackson, Plews Shadley Racher & Braun LLP Shelley Jackson is an attorney at Plews Shadley Racher & Braun LLP in Indianapolis, Indiana and concentrates her practice in the areas of health law, employment law, and insurance coverage. She counsels clients at every stage of the employment relationship and regularly assists clients in employment and other litigation matters before Indiana s state and federal courts and various administrative agencies/commissions. In addition to her legal experience, Shelley holds an advanced degree in secondary education and taught high school English for seven years. Shelley is a 1996 graduate of Ball State University (English/Teaching), 2001 graduate of Indiana Wesleyan University (Master of Education), and earned her Juris Doctorate in 2007 from IU McKinney School of Law in Indianapolis. She is active in her community and currently serves as a member of Indianapolis Society for Human Resource Management s Legislative Affairs Committee and Secretary of the Board for the Hamilton Southeastern Schools Foundation. Ron Mangus, Indiana Bond Bank Ron Mangus was appointed as Executive Director for the Indiana Bond Bank on February 10, Prior to his appointment as Executive Director, Ron has served in various capacities with the Bond Bank for the past 20 years. Ron began his career in public service with the Indiana Department of Revenue as an analyst. Ron holds a Master s in Public Affairs from Indiana University, Indianapolis and B.A. in Political Science from Purdue University.

7 Rochelle Owen, AICP, USDA Rural Development Rochelle Owen, AICP, was selected as the Director of Community Programs for USDA Rural Development, January Community Programs provide loans, grants and loan guarantees for projects to develop essential and sustainable community facilities for public use in rural areas. Community facilities include water and wastewater infrastructure, hospitals, fire protection, libraries, schools and many other community-based initiatives. Rochelle provides leadership to all staff, communities, and consultants to support and maintain compliance in all community projects funded by USDA Rural Development. Rochelle joined USDA Rural Development in July 2008, serving as State Environmental Coordinator for Indiana. Rochelle graduated from Indiana University South Bend with a Bachelor of Science in Environmental Public Policy and again from Indiana University Indianapolis with a Master of Science in Environmental Planning. Rochelle holds her professional accreditation from the American Institute of Certified Planners (AICP), as well as her civil mediation certification. Alan Rakowski, IHCDA Alan Rakowski is the Rental Housing Tax Credit Manager at the Indiana Housing and Community Development Authority (IHCDA), which involves managing the State s Section 42 Low Income Housing Tax Credit Program and working with housing developers and not-for-profits in accessing tax credits as well as state and federal funding for affordable housing development. Prior to taking this position in July 2012, Alan worked as a Real Estate Production Analyst for four-and-a-half years at IHCDA, focusing primarily on federal programs such as HOME and CDBG and serving as the primary contact for housing developers in the southwest region of Indiana. Before coming to IHCDA, Alan spent time working as the grants administrator at the Center for the Homeless in South Bend, IN. He holds a bachelor s degree in Marketing and a Masters Degree in Nonprofit Administration from the University of Notre Dame. Brett Schwartz, NADO Brett Schwartz serves as a program manager at the NADO Research Foundation, the non-profit research affiliate of the National Association of Development Organizations (NADO). Brett's work includes conducting research, writing case studies, designing

8 webinars and publications, building partnerships, and sharing best practices in asset-based economic development across communities and regions. He designs and facilitate trainings, workshops, and peer exchanges to support economic and community development in small towns and rural communities for a variety of audiences including local and regional planners, elected officials, economic developers, and residents. Brett is a graduate of the University of Baltimore School of Law where he focused on land use and community development issues. He also holds degrees from Georgetown University and Trinity College, Dublin, Ireland. Erika E. Scott, HKP Erika E. Scott - joined HKP in In her position as Vice President Development Midwest Region, she leads her team focusing on the Midwest Region. Erika is responsible for the development of multi-family housing in this region and self-storage facilities across the United States. Erika has been involved in HKP allocations of over $14M in rental housing tax credits that resulted in over 1,600 affordable housing units. Erika utilizes her knowledge and skill set obtained from her experience at the Indiana Housing Finance Authority, where she was the Allocation Manager. In this position, she was responsible for allocating over $25M in Federal and State funding, which allowed local units of government, for-profit and non-profit entities across the State of Indiana to complete affordable housing activities. The Federal funds included HOME Investment Partnerships Program (HOME) and Community Development Block Grant (CDBG). Erika earned her Bachelor's degree in Public Affairs from Indiana University's School of Environmental and Public Affairs. She then attended Butler University, where she earned her Master's of Business Administration. Ted Stiger, NADO Ted Stiger serves as Legislative Associate for the National Association of Development Organizations. Ted tracks legislation, conducts Legislative and Executive Branch outreach, and provides advocacy for NADO s legislative priorities and policy development. His legislative responsibilities include federal economic development and planning programs, aging, workforce, rural development, appropriations, and budget. Before joining NADO, Ted worked for a community development non-profit serving the city of Washington, DC where he focused on federal housing policy and grant administration. Prior to that, Ted worked on Capitol Hill for Senator Debbie Stabenow. He holds a Bachelor s Degree in Political Science from Albion College.

9 David Terrell, Ball State University David Terrell is the Director of Economic Development Policy in the Indiana Communities Institute (ICI) at Ball State University; and the Director of the RUPRI Center for State Policy. The Rural Policy Research Institute (RUPRI) is a multi-institution consortium with global reach, broadly regarded as one of the world's more influential public policy research institutions. Mr. Terrell previously served two Indiana Lt. Governors in various positions. He also started the Office of Community and Rural Affairs, a state agency dedicated to rural community economic development. Before joining OCRA, Mr. Terrell consulted with communities on economic and workforce development issues. He has experience in strategic planning, leadership development, and expanding economic and community development capacity. He is a graduate of Indiana State University and also earned his MBA from the University of South Florida.
