1 TERMS OF REFERENCE OF CONSULTANT- GIS AND VULNERABILITY ANALYSIS & RISK ASSESSMENT Educational Qualifications and Experience: For Senior Consultant (GIS & Risk and Vulnerability Analysis) - Master of Engineering degree in Computer Science, Geo-Informatics, or M.Sc. degree in IT or Computer Science. Persons having experience in the fields of GIS Platform, Digital Cartography and Seismic Microzonation will be preferred with 05 years experience in above mentioned fields. Persons with higher qualification can also apply. Ph.D. degree holders with 03 years experience can also apply. - Retired Government employees with Grade Pay of Rs. 7,600/- and above with experience of 05 years and knowledge in the required domain field, as above would also be eligible for this position. Person with Ph.D. degree in the relevant field are required to have minimum experience of 03 years. (i) Precise statement of Objectives - Should be fully conversant with the various technologies involved for preparation of digital maps at various scales and contour intervals needed for disaster management of natural hazards. - Should be complete knowledge about the techniques for digitization and handling of spatial data (vector and raster) at the appropriate scales and contour intervals as well as non-spatial data and standardization of such data from various sources that are fed for creation of GIS platform. - Familiarisation on data storage, data retrieval and data processing for creation of value added information decisions would be desirable. - Should be fully conversant with various Geotechnical and Geophysical techniques adopted for Seismic Microzonation. (ii) Outline of the tasks to be carried out - Hazard zonation of various areas in the country with respect to various natural hazards using historic data, satellite imageries, aerial photography etc. - Preparation of upgraded maps/atlases with respect to various hazards along with census data for value addition as disaster management tools for various levels of administration. 2 (iii) Schedule for completion of Tasks Initially the consultancy will be for a period of three (3) years with a possibility of extension by upto two (2) years. (iv) The support or inputs to be provided by National Disaster Management Authority to facilitate the Consultancy - Will report to and be guided by the Member NDMA (dealing with nuclear and radiological emergencies, communication & IT and S&T related projects for disaster management). - Secretariat support will be provided by NDMA. (v) Final Output - Hazardzonation of different parts of the country with respect to various natural/manmade hazards. - Preparation of Atlases along with census data for their easy implementation as effective tools for mitigation measures and decision making processes for pre during and post-disaster scenario. - Collection, standardization and storage of data (both spatial as well as nonspatial for preparation of GIS platform for establishment of data fusion centre. - Contributions in microzonation of the Indian Landmass with respect to seismic vulnerability with assistance from Academia, Research institutes and other professional bodies. *******

3 TERMS OF REFERENCE OF CONSULTANT INFORMATION TECHNOLOGY & COMMUNICATIONS (IT & C) Educational Qualifications and Experience: For Consultant (Information Technology & Communications (IT & C) - Master of Engineering degree in Communication, Computer Science, IT or any communication related area with 05 Years experience in above mentioned fields. Persons with higher qualification can also apply. Ph.D. degree holders with 3 years experience can also apply. - Retired Government employees with Grade Pay of ` 7600/- and above with experience of 05 years and knowledge in the required domain field, as above would also be eligible for this position. Person with Ph.D. Degree in the relevant field are required to have minimum experience of 3 years (i) Precise statement of Objectives - Should be fully conversant with all communication technologies (at terrestrial as well as satellite levels) and networking of techniques for networking of networks through gateways / routers that are needed for state-of-the-art communication network with failsafe character. - Expertise in implementation of communication network (based on terrestrial and satellite based communication networks) would be desirable. - Should have through knowledge on the selection and specification of the hardwares and softwares creation of data fusion centre involving data storage, application server, map server, web server, Geo processing server etc and security of the data bank (through firewalls / proxy servers) for generating value added information like vulnerability analysis, risk assessment, decision support system on GIS Platform. - Expertise in generation of vector data and raster data (at proper scale and contour intervals) collected through satellite as well as airborne imageries, overlaying census/field data and various natural/ manmade hazard profiles on GIS platform to arrive at appropriate decisions would be essential. (ii) Outline of the tasks to be carried out - Active involvement in implementation of the projects (i) National Disaster Management Information System(NDMIS) on GIS Platform and (ii) National Disaster Communication Network(NDCN). - Selection and specification of subsystems/components needed for establishment of EOCs at national, state and district levels. - Conceptual Design and Selection and specifications for the hardwares and softwares for data fusion centre on GIS platform to create value added actionable information (involving animation of the deliverables before dissemination) to the stakeholders through a Communication Network.

4 - Planning for last mile connectivity for Disaster Management in various natural disaster prone areas in the country. (iii) (iv) Schedule for completion of Tasks - Initially the consultancy will be for a period of three (3) years with a possibility of extension by upto two years. The support or inputs to be provided by National Disaster Management Authority to facilitate the Consultancy - Will report to and be guided by the Member NDMA (dealing with nuclear and radiological emergencies, communication & IT and S&T related projects for disaster management). - Secretariat support will be provided by NDMA (v) Final Output - Conceptual design, preparation of technical document advice for procurement of appropriate hardwares and softwares needed for establishing EOCs at the state /district levels and NDRF battalion locations. - Working out the details of last-mile connectivity (with appropriate technologies suitable under natural hazard scenarios) for disaster management. - Establishment of Data Fusion Centre for Decision Support System and vulnerability and risk assessment of the people, property and environment with respect to various natural hazards in consultation with professionals from academia, research organizations etc. *******

Mainstreaming of Earthquake resistant construction in development schemes and projects of State and Central Government and bank financed projects. ii. Seismic Retrofitting Policy, Strategy and Promotion. iii. Earthquake Risk reduction in open existing ground storied buildings. Contd

6 -2- iv. Structural Safety Audit of Critical Lifeline Buildings by State Governments and Central Governments. v. Earthquake retrofitting projects/mainstreaming of earthquake retrofitting in line Ministries. vi. Appropriate Techno-legal regime in the country for earthquake risk reduction. vii. Capacity Building, Licensing & Certification of technical personnel in earthquake risk and response management. viii. Coordination with INCOIS for regular conduct of nation-wide Tsunami mock drill. ix. Strengthening of last mile connectivity for earthquake and tsunami risk management. x. Liaison with MoES, IMD, INCOIS, ICMAM-PD, NIOT, for Tsunami Risk Management in the Country. vi. Schedule for Completion of Tasks: Initially the consultancy will be for a period of three (3) years with a possibility of extension by upto two years. v. The support or inputs to be provided by NDMA to facilitate the Consultancy: Member, NDMA, in charge of earthquake and tsunami risk management, will provide guidance to the Senior Consultant (Earthquake and Tsunami) in accordance with the general guidelines issued for engagement of consultants. vi. The final outputs that will be required of the consultant at the end of the consultancy period. a) Earthquake resistant construction techniques promoted in country. b) Seismic strengthening and retrofitting techniques promoted in the country. c) Promoting appropriate Building bylaws & TP Acts for safe construction in towns and cities. d) Capacity Building of Engineers, Architects and Masons in the country in earthquake resistant construction techniques. e) Training guidelines prepared for capacity Building in NDRF and SDRF personnel in collapsed building search & rescue techniques. f) Mass Awareness Generation and sensitization of construction fraternity and general people in earthquake risk management. g) Promotion of Tsunami Guidelines by Ministries and Departments of States and Centre. *******
