2 Scope, Responsibilities and other terms & conditions of the engagement of the Technical Consultant for the CCTV based City Surveillance Project along with Dial 100 system in 4 cities i.e. Berhampur, Sambalpur, Rourkela & Cuttack. 1. Name of the project: The consultancy is for the CCTV based City Surveillance Project along with Dial 100 system in 4 cities. 2. Period of Assignment: The duration of the assignment on engagement of the Consultant is co-terminus with the completion and handing over the project to the user agency. 3. Eligibility Criteria: Experience in successfully executing the Consultancy for at least 1(One) City Surveillance project along co-leading to operationalisation with Dial 100 system comprising at least 100 cameras & Command Control Centre in the last three years and having local office at Bhubaneswar. The assignment must involve successful involvement in all phases of the work from concept building, customer interaction, bid process management, monitoring during execution and post installation certification. Experience of working and functional presence in Odisha is desirable. 4. Must have experience in all aspects of City Surveillance project including data centre design & installation, connectivity on radio & fiber, load calculation and basic civil structural design. 5. Scope of the Assignment: The consultant will be responsible for carrying out the following activities. Site survey and the preparation of the Detailed Project Report. Preparation of the road map for execution with time line which includes preparation of the document for the Expression of Interest, the Request for Proposal, the identification of the winner of the bidding process, the award of the contract for the project and the execution of the contract till handing over the network to the user agency. Any other as may be specifically assigned by the Corporation. The Consultancy Agency would be responsible for the following tasks: Formulate cost effective technology strategy for City Surveillance by taking into account available technology options in the field of CCTV, Dial

3 100, metro area network, mobile services, data centre, Command & Control Centre, GIS, integration with other systems such as RTO/ Health/Safety/Fire/Municipal databases. Design the City Surveillance and related system for each city/location. Prepare tender documents, invite bids, evaluate bids & place order. Associate in full-cycle project implementation. Monitor projects for completion in conformance with scope, time, cost and quality parameters. Vendor and OEM management. Service Level Agreement compliance management with Implementing agencies and timely contract closure. Coordination with other bodies such as telecom service providers, cloud service providers and other local/ government statutory authorities. Organize change management, end user training and smooth handover of projects to principal agency. 6. Responsibilities of the Consultant: The responsibilities of the Consultant shall include the following activities These will be executed in consultation with the officials of the Corporation. Generic responsibilities: Drive project success through cross functional leadership in project execution, and scope/time/cost management, risk management, continual team development, clear communications to all stake holders, and extra ordinary people skills. Follow standard project management practices and guidelines from project initiation through closure. Develop, define, execute, monitor and control project plans, schedules and deliverables including identification of needed resources for projects from initiation through product delivery and project closure. Organize and integrate cross-functional activities, ensuring successful completion of the project i.e., project on schedule and within budget constraints. Responsible for project performance, scope control, cross-functional teambuilding, proactive risk and issue management, countermeasure development and resolution, as well as clear communication to stakeholders. Assess project risks and issues and ensure the teams develop mitigations and resolutions to meet project goals and objectives.

4 Employ relevant tools and processes for monitoring program and project progress and for intervention and problem solving with team members, other project managers, functional managers, senior management & government departments/ local bodies. Must demonstrate good judgment and pragmatic approach to delivering solution that optimizes architecture, business constraints and technological realities. Prepare tender document, invite bids, evaluate bids and place purchase order. Vendor and OEM management. Ensure compliance to Service Level Agreement with implementing agencies and timely contract closure. Coordination with other bodies such as telecom service providers, cloud services providers and other local/ government statutory authorities. Organize change management, end user training and smooth handover of projects to client government agency. Interact with relevant departments within the organization for budgeting, tendering, approvals, project reviews etc. Travel to project locations across the state of Odisha. 6.2.The Corporation may assign any other coordinator related responsibilities over and above what are enumerated under Phase-1 to phase-4 below:- Specific responsibilities: Phase 1, Initial survey and budgets Initial meeting with interested parties to produce system objectives. Preparation of site drawings. Joint Survey of sites to establish preferred camera locations. Evaluation of existing systems and possibilities for linking to main system. Evaluation of colour versus monochrome cameras Fixed Vs PTZ cameras or mixtures. Propose initial design of control room and facilities. Progress meeting with stake holders. Preparation of basic performance specification and drawings as per input from the user agency. Preparation of budget costing for CCTV, transmission systems, Command & Control Centre.

5 Preparation of provisional project plan and time scale. Produce preliminary report. Finalization specification and system components using input from the user agency. Phase 2, Final design & Tender Preparation of Transmission specification. Preparation of final CCTV and Dial 100 system specification and tender. Design control room console and monitor wall. Preparation of control room specification. Issue tender documents to selected list of contractors. Arrange site meeting for CCTV contractors. Phase 3 Tender evaluation Produce spreadsheet analysis of tender response. Produce technical appraisal of tenders. Conduct POC. Finalize successful contractors. Finalize project plan & timing. Phase 4 Contract installation Customer to place contracts for CCTV & Dial 100 system, Transmission, Civil works, Electrical works etc. Supervise installation of transmission system. Supervise installation of CCTV and Dial 100 system equipment. Supervise installation of control room equipment. Supervise installation of local works. Supervise commissioning and acceptance tests in accordance with specified requirements. Prepare drafts operating procedures for comments. Supervise training as required Preferred skills & experience of key manpower to be deployed for the project. Qualification: BTech degree (preferably in Computer Science, IT, Electronics & Communication Engg., Electronics and Telecom Engg.) and MBA, preferably in operations /finance/systems/it/strategy. All courses shall be full time and AICTE/UGC recognize.

6 Must have a required minimum 10/15 years experience managing large scale, multi location and system integration projects comprising the following: Data centre: Intelligent Building Management Systems, Precision AC, Fire & Safety, Power systems. Cloud implementations. Server administration: Windows, Linux, VM Ware, Storage, Back up, Virtualization. Database : Oracle, MS SQL. Network Administration: LAN, WAN, MAN, Routing, Switching, Wireless Technology. City surveillance CCTV infrastructure, Video Wall, GIS, Command & Control Centre. Vendor Management. Service Level Agreement Management. IT sourcing. Pre-sales and consulting. Experience in managing expectations when balancing alternatives against business & financial constraints. Must demonstrate good judgment and pragmatic approach to delivering solution that optimizes architecture, business constraints and technological realities. Direct and matrix organization experience, strategic thinking and problem solving capabilities are required. Well-versed in project-management based practices. Conversant with project management tools such as MS Project etc. 7. Duties of Corporation: The Corporation will help the consultant carry out the assignment in the following ways. Provide facilitates and infrastructure including suitable place in the office of the Corporation to facilitated the work of the project. Provide or arrange for the necessary permission and documents to access other government agencies while carrying out the activities related to the execution of the project work. Provide access to the communication and secretarial facilities of the Corporation to the extent necessary to carry out the project work. Facilitate visit to the offices or locations of other agencies in connection with the execution of the project or ascertainment of facts about it. Provide for transportation to places within the City and outside when the need arises for such visits in the interest of the project.

7 Assign an official of the Corporation for smooth interaction between the Consultant and the Corporation. In general, ensure that the implementations of the consultant s suggestion are carried out smoothly and timely. 8. The consultant will provide suitable manpower to carry out the work in respect of Technical & Commercial aspect. 9. The consultant will submit site inspection report every week. 10. Liaisoning with the Bandwidth service provider, electrical distribution company and other related departments while carrying out the works. 11. Monitoring/Review: The Consultant shall interact with the Joint Manager (Elect.) for carry out the activities. The progress of the project shall be reviewed every quarter by C.E/CMD and such other officers, persons and entities as may be directed. 12. Consultant s obligation: The Consultant will abide by all relevant clauses of the Country and statutory obligations while carrying out his work. He will indemnify the Corporation against all civil & criminal liabilities while executing his assignment. 13. Payment: The Consultant will be paid the remuneration as per the service charges for the assignment as below. Freezing of the user requirements, Preparation of DPR with itemized cost estimates and a schedule of execution with time line Coordinating the bidding process evaluation of Bids and finalisation of the successful bidder. Post installation monitoring of the system, Training the user on different aspects of the operation and maintenance of the network. The emoluments & the payment terms are negotiable. 14. Resignation: The Consultant may resign or demit his office by giving two months notice along with sufficient reason for such a step subject to the approval of the CMD of the Corporation.

8 15. Termination: The assignment is terminable by the Corporation on the following grounds. Non performance or unsatisfactory performance. Unethical or illegal activities. Any act of the Consultant that harms the interest or reputation of the Corporation. In the case of the termination the Consultant will hand over all documents and materials received from the corporation to the designated official of the Corporation and vacate the premises that were being used by him and his team. Not disclosure agreement. Performance Bank Guaranty of 5-10% of contract value to be submitted by successful consulting agency. 16. Dispute Resolution: In case of any dispute or difference arising out of the above terms and conditions or stipulations, the same shall be resolved by a sole arbitrator to be appointed by the CMD. The sole arbitrator shall be a reputed I.T professional or a retired High Court Judge/ retired Dist. Judge who shall adjudicate the dispute(s) differences in accordance with the provision of the Arbitration and Conciliation Act,1996. Sd/- Chief Engineer
