3 Grant Activity Grant Activity Martin County Drainage and Water Quality Conservation Planning There are four (4) priority watershed/drainage systems as stated in the submitted application. Priority watersheds/drainage systems were established based on drainage systems that were requested to be updated or have proposed drainage updates. These include Judicial Ditch 2, Joint County Ditch 350, Judicial Ditch 51, and County Ditch 29. These watersheds/drainage systems allow for the opportunity to implement conservation practices or BMPs along with the already proposed or requested drainage improvements. CONSERVATION DRAINAGE Grant Activity I&S Group, Inc. will be conducting the project coordination including all project reporting required. Martin County Drainage Authority's Drainage Manager (Deb Mosloski) will be responsible for tracking the financial records for the grant with the assistance of Brad Potter of I&S Group. Labor and expenses associated with the project will be tracked in Excel. Staff will fill out time sheets daily and track the number of hours worked on the project. Project work hours will be tracked by initiative (Administration, Project Development, and Technical and Engineering). I&S Group, Inc. will provide quarterly invoices of services provided for the project to the Martin County Drainage Authority including the employee name, date, hours worked, which initiative the hours are billed under, hourly billing rate, brief task description, and any project expenses (with a description) (i.e. gas, training, meetings/collaboration). All I&S Group, Inc. invoices will be created utilizing Ajera. ADMINISTRATION/COORDINATION I&S Group, Inc. is conducting the project coordination including project reporting. I&S Group, Inc. provides quarterly invoices of services provided for the project to the Martin County Drainage Authority. All I&S Group, Inc. invoices are created utilizing Ajera. 4 Grant Activity Chuck Brandel (I&S Group, Inc.) will be conducting the technical and engineering services associated with the project. Chuck Brandel will provide preliminary engineering design analysis of a variety of multi purpose drainage and conservation practices to determine their feasibility and cost effectiveness for the specific watersheds. Chuck Brandel is a certified Professional Engineer (PE) and has expertise in design and implementation of multiple agricultural drainage water quality projects. MDM plans and designs including four (4) drainage system repair or improvement plans will be developed through this grant. Each plan and design will be associated with a specific focus watershed (four (4) focus watersheds: CD 29, Joint CD 350, JD 51, and JD 2). The plan and designs will include MDM practices that can be implemented with the goal of adequately updating drainage and avoiding, reducing, and treating erosion, runoff rates, and nutrient loading. The plans and designs can be implemented when drainage repairs or updates are requested. TECHNICAL/ENGINEERING ASSISTANCE Submitted a preliminary engineering design analysis of a variety of multi purpose drainage and conservation practices to determine their feasibility and cost effectiveness for the specific watersheds. 5 Grant Activity I&S Group, Inc. will provide comprehensive watershed analysis on four (4) drainage systems over a nine (9) month period. Refer to the attached maps Exhibit A for the location of the four (4) drainage systems. The comprehensive watershed analysis will include review of topographic survey, LIDAR, National Wetland Inventory, DNR streams and lakes, area soil, existing tiles and drainage, existing land use, and municipal data. MDM Plans will be developed to analyze and document which drainage BMPs and conservation practices can be implemented throughout the watersheds. Martin County Drainage Authority's staff (Drainage Manager Deb Mosloski and Ditch Inspector Michael Fortsner) will provide independently or in conjunction with drainage system repair or improvement projects landowner information, site pictures (existing conditions), and coordination with landowners and agricultural producers. Following the development of comprehensive watershed analysis and the MDM Plans, landowner meetings will occur to obtain landowner input, support, and feedback on the plans. The plans will provide a guide for future MDM projects in Martin County. The project will provide an analysis of innovative drainage management concepts including on field, on farm, and on drainage system practices to reduce and detain surface and subsurface runoff, reduce erosion, improve water quality and reduce flooding, and water storage that will allow Martin County to reach the goal of its Local Water Plan to provide high quality water for current and future residents. Martin County Drainage Authority works closely with local landowners and is well respected and trusted by landowners. I&S Group, Inc. has a strong background in agricultural drainage and water quality improvement projects. I&S Group, Inc. has been involved with projects including Blue Earth County Ditch No. 57, detention basins in Mower County, and projects at the University of Minnesota Outreach Center in Lamberton, Minnesota. PROJECT DEVELOPMENT A comprehensive watershed analysis was conducted on four (4) drainage systems. The comprehensive watershed analysis included review of topographic survey, LIDAR, National Wetland Inventory, DNR streams and lakes, area soil, existing tiles and drainage, existing land use, and municipal data.
