3 March 19 th, 2014 Welcome to our nation s capital, Ottawa, Canada and our Global Government Defense Network Conference In today s world of rapid change, evolving asymmetric threats, escalating cost pressures, and technological advances, the mandate to drive traditional defence capabilities and organizations to greater agility is broadly recognized. For defence leaders, the 21 st century brings a daunting mix of familiar threats and new challenges. Defence leaders know that combating the threats of this new century requires new defence strategies and more capable defence organizations to support them. Such organizations must be smart, fast, adaptive, collaborative and accountable in a word: agile. But while this requirement is generally well-recognized, creating more agile organizations will require strong leadership and difficult change. With the above backdrop in mind, we have assembled here today our top defence practitioners from The Five Eyes, government defence leadership from around the globe and private and public sector organizations who are called upon to develop and implement defence and national security strategies for their respective nations or international security alliances. We encourage you all to engage in the panel discussion and presentation briefings surrounding the challenges of government defence organizations today and tomorrow. This is a unique opportunity to network with colleagues and share in global strategies that can influence and shape a smoother path towards a safer future. 5 BIOGRAPHY Panelist moderator Thomas B. Modly Managing Director, PwC US Thomas is a Managing Director in PwC s National Security Practice and the Global Government Defense Network Leader for the firm. In this role, Thomas coordinates the development and implementation of broad solutions for government defence clients worldwide. Thomas has particular expertise in the areas of defence business transformation and he has lead teams providing deployed support to defence-lead stability and economic development missions in Iraq and Afghanistan. Thomas has direct account responsibility for the firm s Navy, Marine Corps and Office of the Secretary of Defense accounts. He is also Global Account Leader for NATO, where the firm is engaged in substantial transformational projects as part of the NATO Reform Agenda. Prior to joining PwC, Thomas was the Deputy Under Secretary of Defense (Financial Management) where he was responsible for the business transformation and business systems modernization efforts for the department. Prior to his government service, Thomas had a distinguished career as a corporate strategist and mergers and acquisitions specialist where he worked in both the aviation and information technology services industries. He is also a former naval aviator (helicopters) and a former Assistant Professor of Political Science at the United States Air Force Academy. Thomas has a Bachelor of Science degree with distinction from the U.S. Naval Academy, a Master of Arts in Government from Georgetown University and an MBA with honors from Harvard Business School. 6 BIOGRAPHY Panelist Peter C. W. Flory Vice President, International, QinetiQ Peter became QinetiQ North America s Vice President, International in April, Previously he served as Vice President, International for QNA s Technology Solutions Group, and worked as a consultant on international defence matters. As NATO Assistant Secretary General for Defense Investment from 2007 to 2010, Peter led work on multinational capability development programs such as Alliance Ground Surveillance (AGS), NATO Missile Defense, and the Strategic Airlift Capability (SAC). He chaired the Conference of National Armaments Directors, the NATO C3 Board, and the NATO Cyber Defense Management Board. Peter also was responsible for the new NATO HQ building project, and developed the blueprint for NATO s Agency Reform. From 2005 to 2006 he served as U.S. Assistant Secretary of Defense for International Security Policy, where he was responsible for U.S. defence relations with Europe and NATO, missile defence, strategic systems, and technology security. As Principal Deputy Assistant Secretary of Defense for International Security Affairs from 2001 to 2005, he played a particular role in building defence relationships in South Asia. Peter was educated at McGill University and Georgetown University Law Center. 7 BIOGRAPHY Panelist Kevin Lindsey Assistant Deputy Minister (Finance and Corporate Services), Department of National Defence Kevin was appointed Assistant Deputy Minister and Chief Financial Officer of National Defence in June In this capacity he serves as the strategic financial advisor to the Deputy Minister and the Defence Finance Committee. Prior to joining National Defence, Kevin served from 2001 at Industry Canada in a number of senior executive positions including Chief Financial Officer and A/ADM Spectrum, Information Technologies and Telecommunications. From 1994 to 2001, Kevin served at the Treasury Board of Canada Secretariat in various economic portfolios, and in the expenditure management sector where he was responsible for the government s Estimates. Kevin is the Vice-Chair of Alterna Savings and a member of the Governance Committee. He is a graduate of St. Mary s University, a Certified Management Accountant and is a graduate of the Directors Education Program offered by the Institute of Corporate Directors. 8 BIOGRAPHY Panelist Michael Montelongo The Honorable Michael Montelongo, Senior Vice President and Chief Administrative Officer, Sodexo, Inc. Administrative Officer for Sodexo, Inc. The Honorable Michael Montelongo is Senior Vice President and Chief Administrative Officer for Sodexo, Inc. A tri-sector leader who has led for-profit organizations, public (government/ military) organizations, and social organizations, Michael brings a unique and broad strategic management profile as a former Army officer, college professor, congressional aide, consultant, musician, senior government official, and C-level executive (chief administrative officer, chief strategy officer, and chief financial officer) in food and facilities management, outsourced technical services, telecommunications, professional services, and aerospace/defence, including service in the U.S. Senate and the Pentagon. Throughout his career he has been involved in strategy, policymaking, and operations excellence for major, multinational commercial and public sector enterprises and is recognized for leading change in large organizations. A public policy expert, Michael is a lifetime member of the Council on Foreign Relations. Previously, Michael was a Pentagon appointee in the Bush White House. Confirmed by the U.S. Senate as the 19th assistant secretary of the Air Force for Financial Management and Comptroller, he was the most senior ranking Hispanic American in the Air Force and served as its chief financial officer responsible for managing a budget of over $120 billion and financing two major combat operations. He was the first Latino appointed to that position and concluded his tenure at the Pentagon as acting secretary of the Air Force. At Sodexo, he is the company s senior military veteran. The first in his extended family to attend college, Michael earned his bachelor s degree in science from the U.S. Military Academy and a master s degree in business administration from Harvard Business School. He is featured in Hispanic Magazine s Top 25 Best Latinos in Business, twice-listed in both Hispanic Business Magazine s 100 Most Influential Hispanics and in Hispanic Engineer Magazine s 50 Most Important Hispanics in Technology and Business, and profiled in Latino Leaders Magazine. 6 PwC Global Government Defense Network (GGDN) 2014 Conference

9 BIOGRAPHY Panelist Tony Raper Senior Defence Advisor, PwC UK Tony is PwC UK s Senior Defence Adviser. He combines 15 years experience at the most senior levels of defence, including command at levels up to 2 star and four years as a member of the Army Board, with a further seven years in strategic consulting in aerospace, defence and security in UK, US and Europe. He has led complex transformation programs across defence and industry and major strategic engagements in the maritime, land, air and C4ISTAR sectors. He has managed a wide portfolio of strategic communications and IS programs. He has been instrumental in UK Defence s move to commercially provided services and availability based contracting. He is frequently called on as a subject matter expert to provide a breadth of strategic, operational and technological support to engagements and programs across defence and security. His work in PwC involves advice to both government and industry clients and support to major engagements, primarily major business transformation programs, cost reduction and export led growth, usually involving multiple lines of service. 10 BIOGRAPHY Panelist Terry Weber Partner, PwC Australia Terry is the Australian Department of Defence Client Head Partner. He is also a member of the PwC Global Government Practice and Global Defence network group. Terry is currently the Engagement Partner managing the firm s partnership with Defence on the Strategic Reform Program. Terry specializes in Business Process Outsourcing Transformation and Change Management. Terry is the Engagement Partner overseeing PwC s Strategic Reform Program (SRP) partnership with Defence in Australia. As part of this reform program, Defence has a requirement to deliver $20 billion in savings and efficiencies over a 10 year period. He is the lead on the Australian Submarine Capability Improvement Program. This is a major transformation program for the Australian Navy in relation to how the sustainment and maintenance programs for Collins Class Submarines are transformed. His clients include Australian Department of Defence, Singapore Government, Australia Department of Foreign Affairs and Trade, Department of Finance and Deregulation, FAHCSIA, Telstra Corporation, National Australia Bank, Westpac Banking Corporation. Terry holds a Bachelor of Economics from Australia National University. He is a member of Fellow of Institute of Chartered Accountants Australia, Director of Australia 21 and Top Secret security clearance. 8 PwC Global Government Defense Network (GGDN) 2014 Conference

11 BIOGRAPHY Panelist Dennis Wisnosky Defence advisor Dennis is currently performing multiple roles including Senior Advisor and Expert Consultant to the Enterprise Data Management Council, where he leads the standards implementation process for the Council s Financial Industry Business Ontology suite of standards. As Director of a Fortune 500 company, Dennis built an enterprise architecture that served as the North Star for the installation of more than 100 industrial robots in less than a year. As Group Vice President in a mid-tier high technology company he integrated three business units and two startups into a new organization that became the second largest robotics company in the United States and the fifth largest in the world. In two separate tours with the US DoD, Dennis pioneered IDEF, the methodology most used for three decades to build enterprise architecture in industry; it became a NIST and an IEEE standard. He developed a plan to implement Service Oriented Architecture in the DoD, and recognized the importance of Semantic Web Technology as the only hope to reduce runaway costs in managing health care and other DoD information. As the head of his own companies, he has led the development and marketing of products ranging from industrial robots and factory controls to software for Project Management, Business Process Modeling/Analysis/Optimization. He is the author of 7 books on these topics and an internationally acclaimed writer and speaker. He has received many awards and honors for his work in the private sector including being named a Hero of US Manufacturing by Fortune Magazine in Dennis earned degrees from California University (PA), the University of Pittsburgh and the University of Dayton. He is a Certified Enterprise Architect, a Certified Manufacturing Engineer (Robotics), a PADI Certified Rescue Diver and an Instrument Rated Private Pilot in Multiengine Aircraft. Panelists will focus on the impact of their functional areas on the overall objectives and success of the reform effort. Panelists will be asked to highlight their biggest challenges, successes, and setbacks and how they will impact future efforts. 13 GUEST SPEAKER AFTERNOON Leonard (Len) J. Bastien Assistant Deputy Minister (Information Management), Department of National Defence Leonard was appointed Assistant Deputy Minister (Information Management) in 2013 after assuming the role of Acting Assistant Deputy Minister in He has spent most of his professional career in the information and telecommunication technology field. Leonard became Director of Consulting Services for Enterprise Outsourcing at CGI Ottawa in 2004, where he was responsible for the overall management, growth and profitability of the Enterprise Outsourcing program. In 2007, Leonard joined the IM Group at DND as Director of the Information Management Service Transformation (DGIMST) division. The next year, he became the Acting Director General (DGIMST), leading the division in the strategy and planning for further discovery and alignment of a rationalized Defence IM Program. In June 2009, Leonard left the IM Group for the Department of Fisheries and Oceans to become Executive Director IT Infrastructure, Operations and Security. He directly supported the Chief Information Officer in a deputy capacity and was responsible for a team of more than 200 across the country. Leonard returned to National Defence two years later, where he was appointed Director General Information Management Technology (DGIMT) within the IM Group. He had a short career with the Canadian Forces in the late 1980s through the Regular Officer Training Program and as a reservist with the local Armoured Reconnaissance regiment (PEIR) until the early 90s, when he left to pursue his education. He studied at the University of Prince Edward Island and Carleton University in Ottawa. PwC Global Government Defense Network (GGDN) 2014 Conference 11

14 GUEST SPEAKER DINNER General John R. Allen Commander, International Security Assistance Force, and Commander, United States Forces Afghanistan (retired) General John R. Allen assumed his duties as the Commander, International Security Assistance Force Afghanistan and United States Forces Afghanistan on July 18, Following commissioning, he attended The Basic School and was assigned to Second Battalion, 8th Marines, where he served as a platoon and rifle company commander. His next tour took him to Marine Barracks 8th and I, Washington, D.C., where he served at the Marine Corps Institute and as a ceremonial officer. General Allen then attended, and was the distinguished graduate of, the Postgraduate Intelligence Program of the Defense Intelligence College. He would serve subsequently as the Marine Corps Fellow to the Center for Strategic and International Studies (CSIS). He was the first Marine Corps officer inducted as a term member of the Council on Foreign Relations. Returning to the Fleet Marine Force in 1985, he commanded rifle and weapons companies and served as the operations officer of Third Battalion, 4th Marines. During this period he received the Leftwich Leadership Trophy. In 1988, General Allen reported to the Naval Academy where he taught in the political science department and also served as the jump officer and jump master of the Academy. In 1990, he received the William P. Clements Award as military instructor of the year. General Allen reported to The Basic School as the director of the Infantry Officer Course from and was subsequently selected as a Commandant of the Marine Corps Fellow, serving as a special assistant on the staffs of the 30th commandant and the commanding general, Marine Corps Combat Development Command. In 1994, he served as division G-3 operations officer for the Second Marine Division and subsequently assumed command of Second Battalion, 4th Marines; re-designated as Second Battalion, 6th Marines. This unit served with Joint Task Force 160 in Operation Sea Signal during Caribbean contingency operations in 1994, and as part of the Landing Force of the 6th Fleet in Operation Joint Endeavor during Balkans contingency operations in PwC Global Government Defense Network (GGDN) 2014 Conference

15 Following battalion command, General Allen reported as the senior aide-de-camp to the 31st Commandant of the Marine Corps, ultimately serving as his military secretary. He commanded The Basic School from 1999 to 2001, when he was selected in April 2001 to return to the Naval Academy as the deputy commandant. General Allen became the 79th Commandant of Midshipmen in January 2002, the first Marine Corps officer to serve in this position at the Naval Academy. General Allen s first tour as a general officer was as the principal director, Asian and Pacific Affairs, in the Office of the Secretary of Defense, a position he occupied for nearly three years. From , General Allen served as deputy commanding general, II Marine Expeditionary Force (MEF), and commanding general, 2d Marine Expeditionary Brigade, deploying to Iraq for Operation Iraqi Freedom in , serving as the deputy commanding general of Multinational Force West (MNF W) and II MEF (Forward) in the Al Anbar Province. General Allen s most recent tour as a general officer was as the deputy commander, U.S. Central Command, a position he held from July 2008 June General Allen graduated with military honors from the Naval Academy with the class of 1976, receiving a Bachelor of Science degree in Operations Analysis. He is a 1998 distinguished Graduate of the National War College. He holds a Master of Arts degree in National Security Studies from Georgetown University, a Master of Science Degree in Strategic Intelligence from the Defense Intelligence College, and a Master of Science degree in National Security Strategy from the National War College. Personal decorations include the Defense Distinguished Service Medal, the Defense Superior Service Medal, and the Legion of Merit with three Gold Stars in lieu of four awards. Foreign awards include the Mongolian Meritorious Service Medal, First Class; the Gold Medal of the Polish Armed Forces; and the Taiwan Order of the Resplendent Banner with Special Cravat.
