8 The Chairman s Fostering Innovation through Collaboration Awards Guided by its mission of Fostering Innovation through Collaboration, The Security Network presents The Chairman s Fostering Innovation through Collaboration Awards to honor individuals and organizations from government and private sector defense and security that are exemplary in their efforts to promote technology innovation and multilateral collaboration. THE RECIPIENTS OF THE CHAIRMAN S 2011 AWARDS ARE: Austrade (Australian Trade Commission) & its U.S. Services and Technology Group Austrade is the third international recipient of this award - the second time that it has been awarded to an organization that exemplifies Fostering Innovation through Collaboration on a multilateral basis. In 2006, Barbara Adams, now Sr. Director, US Market Development responsible for San Diego, attended her first event of The Security Network. Realizing the potential of The Security Network to help Australian companies find potential channel partners in the U.S., Austrade s Services and Technology Group worked to identify a comprehensive list of Australian companies with innovative security technology and recruit them for participation in various events of The Security Network. In 2010, Barbara Adams joined the Board of Directors of The Security Network to represent the broad international community. She has been a great representative for Austrade, a valued friend and supporter of The Security Network, and the epitome of Fostering Innovation through Collaboration. Boyd Long Assistant Chief, San Diego Police Department Boyd Long is a native of San Diego. He has spent over 25 years in the San Diego Police Department and is currently the Assistant Chief of Police over Patrol Operations. Patrol Operations include 9 patrol divisions with more than 1,200 patrol officers, detectives, supervisory staff, civilian personnel and volunteers providing police services to the 1.3 million residents of the City of San Diego. Boyd has been a judge and speaker at multiple events of The Security Network, always eager to look at innovative technologies from around the U.S. and the world that can help the first responder do his/her job more effectively. In fact, the SDPD has purchased and fielded 3 technologies identified via The Security Network. Boyd has been an active member of the Advisory Committee for a number of years. National University Cyber Security Information Assurance (CSIA) Initiative National University is the second-largest private, non-profit institution of higher education in California and has been an active supporter and sponsor of The Security Network since National University offers a number of programs in the defense and security space, including a Master s in Homeland Security, multiple military programs, and a certificate in Security and Safety Engineering. In 2010, National University embarked on an ambitious program to develop the first NSA- and DHS-approved National Center of Academic Excellence in IA Education (CAE/IAE) and CAE-Research (CAE-R) in San Diego County. The CSIA Initiative has reached out across San Diego and nationally to bring together interested stakeholders to promote the establishment of this important center. National University has been a great friend and supporter of The Security Network, and we are pleased to support their efforts, as well. PAGE 6

Jones Welcome President & Chairman, The Security Network Michael is President of The Security Network, a San Diego-based network focused on security technologies, and the affiliated The Maritime Alliance. Michael is also President of ProFinance Associates, Inc., an investment banking firm (Broker-Dealer firm member of the FINRA/S.I.P.C headquartered in San Diego that has focused on the security industry since its inception in Michael has sat on a number of corporate Boards of Directors nationwide. In San Diego, Michael also sits on the Advisory Board of the Entrepreneurial Management Center (EMC) and the Advisory Board for the College of Engineering, and lectures periodically in the Business School at San Diego State University (the largest university in San Diego), and sits on the Board of the San Diego chapter of the Marine Technology Society (MTS). Michael was born in Germany and grew up in Arizona. He earned a Master s Degree from the Johns Hopkins University School of Advanced International Studies (SAIS). His graduate studies included a year in Bologna, Italy; a year at the Catholic University in Lima, Peru; and internships at the International Atomic Energy Agency in Vienna and at the European Community headquarters in Brussels. He speaks five languages. He is a graduate of the FBI Citizens Academy and a member of the FBI InfraGard program. KEYNOTE ADDRESS Topic: U.S. Cyber Command - Coordinated Defense John Ambs SES, US Cyber Command PANEL DISCUSSION Topic: Domestic Cyber Collaboration John Ambs Moderator SES, US Cyber Command Kevin McNally Panelist Program Manager, PMW 130, SPAWAR Systems Center Pacific Mr. Kevin P. McNally is the first program manager for the Information Assurance and Cyber Security Program Office (PMW 130) within the Program Executive Office for Command, Control, Communications, Computers, and Intelligence (PEO C4I). He is responsible for providing Information Assurance (IA) and Cyber Security products and services to protect and defend Navy networks, information systems, and telecommunication infrastructures by ensuring their availability, integrity, authentication, confidentiality, and non-repudiation. The Navy s Computer Network Defense systems, cryptographic modernization, Radiant Mercury and key management programs comprise the PMW 130 portfolio. McNally graduated with a Bachelor of Science degree in Electrical Engineering from California Polytechnic State University, San Luis Obispo in He later earned a Master of Science in Electrical and Computer Engineering from the University of California at Santa Barbara. McNally began his career at Naval Air Warfare Center Weapons Division (NAWC-WD) at Point Mugu, Calif., in 1988, serving in the Range Operations department developing real-time monitoring and control systems in support of weapons system testing. In 1995, he transferred to the Marine Corps Tactical Systems Support Activity at Camp Pendleton. His team was responsible for developing, integrating, and testing USMC Tactical C4I systems. He served as a project officer for the Marine Corps variant of a Joint Combat Service Support Command and Control program, branch head for C4I project officers, and was later selected as the deputy division director for engineering in the Ground Systems division. 10 In 1998, McNally joined the Space and Naval Warfare Systems Command in San Diego as the Acquisitions and Management branch head within PD15Q. He later served as head of the Site Management division within PMW 164, Navy Marine Corps Internet (NMCI), where his team was responsible for the rollout of 260,000 NMCI seats. McNally most recently served as the deputy program manager for PEO C4I s Ship Integration Program Office, PMW 760. McNally has received numerous awards including the Civilian Meritorious Service award, an award of Merit from NAWC-WD, a certificate of appreciation from the DoD CIO, and he earned certification as a Green Belt and Black Belt in Lean Six Sigma. He was also the first recipient of the PEO C4I Continuous Process Improvement award. Sandra Stanar-Johnson Panelist NSA/CSS Representative to DHS, NSA Homeland Security Coordinator On October 1, 2009, Ms. Stanar-Johnson was appointed to her most recent position, NSA/CSS Representative to the Department of Homeland Security; and NSA Homeland Security Support Coordinator. Most recently, Ms. Stanar-Johnson was Deputy Special Assistant to the Director NSA/CSS for Cyber and the Deputy Chief of NSA s Cyber Task Force. She co-led NSA s engagement in the Comprehensive National Cybersecurity Initiative, representing the Director at the White House Information and Communication Infrastructure Interagency Policy Committees (ICI-IPC) and at the Director of National Intelligence National Cyber Study Group (NCSG). Ms. Stanar-Johnson graduated from Ohio University in 1977 with a Bachelor of Arts degree in Journalism, specializing in Middle East studies. She received a Master s Degree in 1985 in Islamic History with a minor in Arabic and Turkish from Ohio State University that included a Fulbright-Hayes scholarship to Princeton and another to Bosagi University in Istanbul. At NSA, she developed and taught courses on the Middle East/North Africa and on Intelligence Support to Law Enforcement. Hired in 1986 as a linguist/analyst, Ms. Stanar-Johnson began developing customer relationships to increase SIGINT s impact. She served as Executive Assistant to the Chief of Staff for Intelligence and later directed an experimental cross-production line reporting initiative. Ms. Stanar-Johnson served as the first NSA Representative to the FBI, working from New York s National Security Division, for which she received the Civilian Meritorious Service Medal in She returned from the field to develop and lead the Customer Gateway, an organization providing a focal point for SIGINT requirements, products and services. She created and managed the Senior Executive Account Manager program to improve customer service and spearheaded NSA s efforts to improve sharing of its databases. For her support to customers and warfighters during Operation Iraqi Freedom, she received the Exceptional Civilian Service Medal in She also served as an Issue Manager for Latin America/International Crime and Narcotics and drafted NSA s Southwest Border Strategy. PANEL DISCUSSION Topic: International Cyber Collaborationv Dr. Andrew L. Vallerand Moderator Director, Directorate S&T Public Security Dr. Andrew L. Vallerand is the Director of Directorate of Science & Technology (S&T) Public Security of the Center of Security Science, a new DRDC Centre that supports 21 Departments and Agencies with Public Security Research, Technology and Analysis (RT&A). With a career spanning 20 years of contributions in RT&A, Andrew specializes in the research, design and implementation of innovative Applied Physiology, Human Factors, Modeling & Simulation and Capability Assessment S&T. At various Centers in Canada and overseas, he has established investment guidance and directions and led major S&T initiatives, mentored staffs and graduate students, and spearheaded several major S&T programs nationally as well as Internationally (TTCP, CA-US PSTP and NATO Panels). He is now leading Public Security programs across the Whole-of-Government of Canada, which use S&T as a lead investment to address National Public Security Capability gaps. Finally, he has always remained engaged with Academia, by retaining responsibilities as Adjunct Professor at various Universities. Andrew is married, has two children and a black Labrador, his jogging partner year-round. PAGE 8
11 Josh Caplan Panelist Associate Director, Computer Network Operations Technology, Office of the Assistant Secretary of Defense for Research and Engineering Joshua S. Caplan, CISSP, is the Associate Director for Computer Network Operations (CNO) Technology within the Office of the Assistant Secretary of Defense for Research and Engineering (ASD(R&E)), Office of the Director for Research, Information Systems and Cyber Security Directorate. In this position, Mr. Caplan performs a vast array of activities, including development and implementation of policy, technical, and planning functions, program reviews, budget formulation, technology assessments, and staff support to other elements of the Office of the Secretary of Defense (OSD), while assisting in the overall strategic planning, assessment, and defense of the Department of Defense (DoD) information assurance (IA) technology area. Additionally, Mr. Caplan is the United States (US) National Leader (NL) of The Technical Cooperation Program (TTCP) Command, Control, Communications, and Information Systems (C3I) Group Technical Panel 11 (TP11), which fosters research and development (R&D) collaboration in Information Assurance and Defensive Information Warfare (DIW) among Australia, Canada, New Zealand, the United Kingdom, and the United States. As US NL of TP11, Mr. Caplan coordinates the R&D perspectives of various US entities supporting the IA and DIW business areas, including the military services and federally funded research and development centers (FFRDCs). Mr. Caplan is an embedded employee at ASD(R&E), having been detailed for a year from his home organization of Space and Naval Warfare (SPAWAR) Systems Center (SSC) Pacific, the US Navy s premier research, development, acquisition, test, and evaluation (RDAT&E) facility delivering integrated Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR), Information Operations (IO), Enterprise Information Services (EIS), and Space capabilities to the joint defense, homeland security, and federal government communities. While at SSC Pacific, Mr. Caplan has provided expertise in information assurance, secure communications, and advanced networking to key customers, including the Defense Advanced Research Projects Agency (DARPA). Earlier in his career, Mr. Caplan served as a US Peace Corps Volunteer (PCV) on the island nation of Grenada in the West Indies. His activities ranged from working directly with high-level civil servants and ministers of government in improving information and communication technology (ICT) policy to assisting community members in rebuilding their lives after the devastation wrought by the passage of Hurricane Ivan. Mr. Caplan holds a Master of Science degree in Information Security Policy and Management from Carnegie Mellon University and a Bachelor of Science degree in Commerce from the University of Virginia. He has maintained the Certified Information Systems Security Professional (CISSP) credential in good standing since January Peeter Lorents Panelist Research Director, NATO Cooperative Cyber Defence Centre of Excellence Professor Peeter Lorents is the Research and Development Branch Chief in the Cooperative Cyber Defence Centre of Excellence, established in 2008 by seven NATO nations in Tallinn, Estonia. Peeter Lorents is an active mathematician and computer scientist, working in the field of cyber security and intelligent systems. He also teaches Estonian Business School and IT-College students in a variety of subjects, such as theory of systems, mathematical logic, algebra, theory of algorithms, intelligent systems etc, and has written several books and dozens of scientific papers. He has a PhD degree in mathematical logic and theory of algorithm from Leningrad (now St Peterburg) State University. In the Soviet time Peeter Lorents worked at the Institute of Cybernetics of the Estonian Academy of Sciences. During the transition period he worked as adviser to the Minister of Education, and later as the Prime Minister s adviser. Peeter Lorents has been elected twice to the Estonian Parliament (Riigikogu), and acted as chairman of the Defense Committee of the Parliament of the Republic of Estonia. He plays piano and organ, loves to travel by mountain bike, and plays tennis regularly. In 1994 he won the first tennis tournament of the European Parliaments. Dr. Arun Sood Panelist Co-director, International Cyber Center, George Mason University Dr. Arun Sood is Professor of Computer Science in the Department of Computer Science, and Co-Director of the International Cyber Center at George Mason University, Fairfax, VA. His research interests are in security architectures; image and multimedia computing; performance modeling and evaluation; simulation, modeling, and optimization. He and his team of faculty and students have developed a new approach to server security, called Self Cleansing Intrusion Tolerance (SCIT). We convert static servers into dynamic servers and reduce the exposure of the servers, while maintaining PAGE 9
12 uninterrupted service. This research has been supported by US Army, NIST through the Critical Infrastructure Program, SUN, Lockheed Martin, and Commonwealth of Virgina CTRF (in partnership with Northrop Grumman). Recently SCIT technology was winner of the Global Security Challenge (GSC) sponsored Securities Technologies for Tomorrow Challenge. GSC is associated with London Business School. Since 2009 Dr. Sood has directed an annual workshop on Cyber Security and Global Affairs with Office of Naval Research support. Dr. Sood has held academic positions at Wayne State University, Detroit, MI, Louisiana State University, Baton Rouge, and IIT, Delhi. He has received support from the Office of Naval Research, NIMA (now NGA), National Science Foundation, U.S. Army Belvoir RD&E Center, U. S. Army TACOM, U.S. Department of Transportation, and private industry. He was awarded grants by NATO to organize and direct advance study institutes in relational database machine architecture and active perception and robot vision. Dr. Sood received the B.Tech degree from the Indian Institute of Technology (IIT), Delhi, in 1966, and the M.S. and Ph.D. degrees in Electrical Engineering from Carnegie Mellon University, Pittsburgh, PA, in 1967 and 1971, respectively. His research has resulted in more than 160 publications, and his resume including publications list is available at: TRACK ONE PRESENTATIONS ISSA Topic: Small Business Security - You Bet Your Livelihood Mike Davis Speaker SPAWAR Chief Systems Engineer / VP ISSA San Diego / Technology Advisor to The Security Network Mike Davis is the warranted Chief Systems Engineer (CSE) for Navy large deck ships and aircraft C4I integration (which covers platform / systems of systems: interoperability, architectures / standards, overall interfaces, IA/security, etc.) at SPAWAR Headquarters (US Navy), where he recently completed a tour as the senior Information Assurance (IA) technical warrant. He also held PEO C4I IA/Security leadership roles in PMW 160/1 for many years before that, buying and installing IA/CND systems and initiating the Navy s Crypto Modernization office and overall capstone strategy. He currently serves as the San Diego ISSA Vice President and Technical Advisor for The Security Networks both proactive local security professional groups - and was recently the Technology VP for the local INCOSE chapter. Mike has over 20 years experience in IT/IA technical and operational leadership positions in many diverse government and commercial programs/projects/venues. He earned graduate degrees in Management and Electrical Engineering and has taught Program Management at the University of Phoenix and is a long-time CISSP, currently earning a CISO certificate from NDU/ IRMC. Mike was successful in a wide variety of positions/organizations such as: installation and operation of US Navy enterprise and overseas networks, management of new ship (SCN) IT/IA installations, served as the SPAWAR enterprise afloat test director, served as the PEO C4I division head for acquisition of IA (information assurance) & CND (computer network defense) security products and even managed nuclear power operations and a refueling. He s a retired Navy Engineering Duty Officer (technical and acquisition manager), having served in submarines, destroyers and amphibious class ships. Glenn Jacobs Speaker Systems Engineer, Technowise Glenn Jacobs holds a Bachelor of Science in Electronic Engineering (BSEE) from NJIT. He has 35 years of experience in commercial/military data communications and signal processing applications, in addition to the development of secure websites and their online databases. Mr. Jacobs provides Wireless Internet ( Wi-Fi ) security configuration upgrades (CND, Computer Network Defense) to assist in preventing Computer Network Attack (CNA). He also provides computer network security evaluation and vulnerability (CNE, Computer Network Exploitation) assessment, as well as intrusion detection and remote/on-site penetration testing. Topic: Security Tools - What Works Best Chris Simpson Speaker IA Task Lead, Solute Consulting Mr. Chris Simpson is the Information Assurance Task Lead and a Senior Consultant for SOLUTE Consulting in San Diego, Ca. He is a retired Navy Information Professional with extensive experience in Information Assurance and Computer Network Defense. Mr. Simpson holds a Bachelor of Sciences degree in Computer and Information Science (CIS) from the University of Maryland PAGE 10
13 and a Master of Science degree in Information Security and Assurance from George Mason University. He is also a Certified Information Systems Security Professional (CISSP) and a Global Information Assurance Certification Intrusion Analyst. During this assignment, Mr. Wolborsky was selected to lead the Digital Modular Radio (DMR) program within PMW 176. In this capacity, he led development of the first software reconfigurable radio capable of meeting future demands of the warfighter. In this role, he managed all Navy RF communications programs from 100 KHz to 2 GHz. He is responsible for facilitating the identification of capability gaps from the nation s first responders (fire, law, EMS and emergency management) to the S&T Directorate, primarily through the efforts of the Research, Development, Test and Evaluation First Responder Working Group. It is the mission of this group to guide the identification, prioritization and development of mitigating technologies through the Integrated Product Team (IPT) process. Mr. Nenneman s was enlisted as a Sergeant in the US Army, 2nd Ranger Battalion, Airborne, 75th Infantry, Fort Lewis, Washington from 1974 to Within two years, however, he quickly achieved the rank of Deputy Sheriff in Humboldt County from 979 to 1988 where he was a Resident Deputy assigned to the Hoopa Indian Reservation. Further specialized training granted him membership to the SWAT, Dive Rescue, and Mountain Rescue teams. Mr. Nenneman later retired from the Sacramento Police Department as a Lieutenant in September of 2008 after twenty years of service. In December 2005 he returned to the Space and Naval Warfare Systems Command Office of the Chief Engineer, where he served as the Assessment and Experimentation Departments Head, then as the Technical Director and first Department head for the Technical Authority Department. He retired in June 2007 with over 29 years of naval service. He joined the Naval Postgraduate School faculty as a Research Associate Professor in August His research interests include assessment of naval network centric warfare, non-classified operations and associated support tools, knowledge management, data strategies and implementation, information assurance, and innovative test and certification processes. Captain Miller s awards include the Legion of Merit, Meritorious Service Medal (with three Gold Stars), Navy Commendation Medal (with Gold Star), the Navy Achievement Medal (with Gold Star) and the Armed Forces Expeditionary Medal. He is married to the former Wendy Barry of Albemarle, NC. They have one son, Jeff. WRAP UP SPEAKER Topic: Combating Terrorism Technology Innovation: Anticipating, Responding and Promoting Todd Brethauer Speaker Science Advisor, TSWG/CTTSO For the last twelve years after completing his U.S. Navy career, Todd Brethauer has served as the Science Advisor for the Combating Terrorism Technical Support Office (CTTSO). He is self-employed working under contract supporting the CTTSO Director and Program Managers. He currently manages a range of projects ranging from carbon nanotube cold-cathode x-ray sources to securing industrial control systems. Todd is a Distinguished Graduate of the National War College. He deployed six times to the Western Pacific and Arabian Gulf with the Midway, Lincoln and Vinson Carrier Battlegroups and the submarines Birmingham and Puffer. When not at TSWG, Todd does public science education at the United States Botanic Garden encouraging the next generation to pursue scientific careers by doing hands-on science shows with carnivorous plants, orchids, spices, sugarcane, cacti, bromeliads, chocolate and vanilla. At the United States Science and Engineering Festival in Washington in October 2010, he and the Botanic Garden staff recreated carnivorous plant experiments performed by Charles Darwin in the 1870s.
