1 Shortage of Speech-Language Pathologists???!!! This might help Sue Ireland, Eisenhower Special Ed Co-op Christy Strole, Kankakee School District IAASE September 2011 SLP Credential Requirements for Schools Teaching SLP Certificate from ISBE (Type 10, like special ed teachers, or 03/09 like general ed teachers) endorsed for speech/language - OR Non-teaching SLP Certificate from ISBE (Type 73) Pupil Personnel Services Certificate OR Type 79 interim certification for speech pathology intern (new since 2005) If you hire a speech pathologist through a contract agency, the SLP must hold a license and one of these certificates to work in the public school setting. You cannot hire a bachelor s degreed speech language pathology paraprofessional through a contract agency!!!!! SLP Credential Requirements for Everywhere Else License from IDFPR This is required in schools if the SLP will supervise assistants or charge Medicaid. If no licensed SLP signs in on the IEP, a doctor s prescription is required before Medicaid can be charged. Licensure is one requirement for the Type 73 ISBE certificate. 1

2 The Ultimate Credential Certificate of Clinical Competence from ASHA is required if she will supervise SLP students or Clinical Fellows, or teach in a university program approved by ASHA. Holders of the CCC are eligible for IL licensure, and therefore eligible for the Type 73 certificate. This is comparable to the National Board of Professional Teacher s Standards Master Teacher Certification for purposes of continuing education. Speech-Language Pathologist Credentials Type 03/09 and Type 10 Teaching Certificate Master's degree from an ISBEapproved program OR hold a valid, comparable, outof-state certificate School practicum experience is required Passage of Illinois Certification Tests: Basic Skills Speech-Language Pathologist: Teaching #153 Assessment of Professional Teaching (APT) K-12 Special education General Curriculum Test #163 Renew for $25 every 5 years Type 79 Interim Speech Pathology Certificate Master's Degree and IDFPR License or temp. license Passage of certification tests: Same as for Type 73 When 150 clock hours are completed, apply for the Type 73 Good for 3 years and CANNOT BE RENEWED Type 73 School Service Personnel Certificate Master's Degree and IDFPR License or temp. license Complete an ISBEapproved program OR hold a comparable outof-state certificate OR complete of 150 clock hours of supervised school experience with a Type 79 Passage of IL Certification Tests: Basic Skills Speech-Language Pathologist: Nonteaching #154 Renew for $25 every 5 years License IL Dept. of Financial and Professional Regulation [IDFPR] Master's Degree 9 month mentored practice Can bill Medicaid and other payers Holders can supervise SLPAs (after 2 years of experience plus ten clock hours of training) and SLPPs Passage of PRAXIS exam Renew for $100 every 2 years CCC American Speech- Language-Hearing Association [ASHA] Master's Degree 9 month mentored practice Can bill Medicaid and other payers Can supervise SLP students Comparable to NPBTS Master Teacher. Passage of PRAXIS exam Renew for $220 every year What if you find an SLP who lacks ISBE Certification? SLPs in health care, private practice, and universities do not need ISBE certification. Many SLPs did not graduate from an ISBE-approved program. If one wants to work in schools, there is now a way to get a Type 73 by first getting an interim certificate (Type 79). 2

3 Speech pathologist obtains an interim speech pathology intern certificate (Type 79) which requires licensure through the Illinois Department of Professional and Financial Regulations as an SLP with a regular or temporary license and submission of form 73-03D to the Regional Office of Education check interim Speech/Language Pathologist intern box. The pathologist works for 150 supervised hours. An official letter from the school district or nonpublic school verifying the supervised experience can be applied toward the requirements for a type 73 certificate. The type 73 certificate will require passage of the basic skills and non-teaching speech and language pathology test and a separate application and fee (ISBE form 73-03D). The intern can work for 3 years under the Type 79 while completing the requirements for the Type 73. The Type 79 is NOT renewable!!!! This is not student teaching or a practicum arrangement. The SLP will be paid a regular salary and is supervised by building administrators. If the SLP has a regular license, s/he can supervise speech assistants and paraprofessionals. 23 ILLINOIS ADMINISTRATIVE CODE 25 SUBTITLE A SUBCHAPTER b TITLE 23: EDUCATION AND CULTURAL RESOURCES SUBTITLE A: EDUCATION CHAPTER I: STATE BOARD OF EDUCATION SUBCHAPTER b: PERSONNEL PART 25: CERTIFICATION 3

4 Section Certification of Non- Teaching Speech-Language Pathologists Certain individuals may qualify for a school service personnel certificate with a non-teaching speech-language pathologist s endorsement, as provided in Section b of the School Code [105 ILCS 5/ b]. a) Each applicant shall hold one of the licenses identified in Section b(b)(1) of the School Code [105 ILCS 5/ b(b)(1)] permanent or temporary license through the Illinois Department of Professional Regulations. b) Each applicant shall hold a master s or doctoral degree earned through completion of an ASHAaccredited program that meets the requirements of Section b(b)(2) of the School Code [105 ILCS 5/ b(b)(2)]. c) Each applicant shall have met the requirements of Section b(b)(3) of the School Code [105 ILCS 5/ b(b)(3)]. 1) A program of study that meets the content-area standards for speech-language pathologists approved by the State Board of Education in consultation with the State Teacher Certification Board OR 2) A comparable out-of-state program is one that leads to qualification as either a teaching or a non-teaching speech-language pathologist OR 3) A comparable out-of-state certificate is one authorizing employment in the public schools in either a teaching or non teaching capacity 4

5 If the requirements of 1, 2, and 3 above have not been met the SLP must provide evidence that he/she has completed at least 150 clock hours of supervised experience in SLP with students with disabilities in a school setting ~including experience required by federal law or court order. (Evidence must be provided so the SLP doesn t have to work another 150 hours to prove this requirement has been met.) OR A person who lacks such experience may obtain interim certification as established by the ISBE, in consultation with the State Teacher certification Board, and shall participate in school-based professional experience of at least 150 clock hours to meet this requirement. 4. The required 150 clock hours of supervised, school-based professional experience shall consist of activities related to the aspects of practice that are addressed in the content-area standards for speech-language with respect to: A) planning and intervention; B) the learning environment; C) service delivery; D) professional conduct and ethics; and E) facilitation and advocacy. 5) The required evidence of completion for the 150 clock hours of supervised, school-based professional experience shall be a letter signed by the chief administrator or other designated official of the employing school district or nonpublic school documenting the nature and duration of the individual s experience with students with disabilities in a school setting. This letter shall indicate how the experience related to the knowledge and/or performance aspects of each of the standards identified in subsection (c)(4) of this Section. A) planning and intervention; B) the learning environment; C) service delivery; D) professional conduct and ethics; and E) facilitation and advocacy. 5

6 d) Each candidate shall be required to pass the applicable content-area test (Speech/Language Pathology Non-Teaching) as well as the test of Basic Skills, subject to the provisions of Section of this Part. e) Nothing in this Section is intended to preclude the issuance of a provisional certificate under Section of the School Code. Reg , effective October 3, 2005) and The provisions of this subsection do not preclude the issuance of a teaching certificate to a speech-language pathologist who qualifies for such a certificate. (105 ILCS5/ (b) 3 (iii) 5) Section Interim Certification of Speech-Language Pathologist Interns An individual who has met the requirements of Section b(b)(1) and (b)(2) of the School Code and who wishes to participate in an internship enabling him or her to complete the supervised, school-based professional experience described in Section b(b)(3) of the School Code may obtain interim certification as a speechlanguage pathologist intern. a) Each applicant for this certification shall be in good health and of sound moral character and shall be a citizen of the United States or be legally present in the United States and possess legal authorization for employment. b) Each applicant shall submit an application to the State Board of Education along with: 1) the application fee required by Section of the School Code; 2) evidence that he or she meets the licensing requirements of Section b(b)(1) of the School Code; and 3) evidence that he or she holds an advanced degree in conformance with Section b(b)(2) of the School Code. c) Interim certification as a speech-language pathologist intern shall be valid for three years, subject to Section of the School Code, and shall not be renewable. 7 How to Attract an SLP Offer sign-on bonuses Consider placing the SLP on a Masters plus 15 or a Masters plus 30 lane through the negotiation process Offer stipend comparable to NBPTS Master Teacher stipend to SLPs who hold ASHA CCCs Provide the SLP a positive working area and a manageable workload If you find a speech pathologist who has a license but NO ISBE certificate, use this new law for the Type 79 certificate! The full time Type 79 SLP will quickly accumulate the 150 hours of supervised experience which can be applied toward a Type 73 Certificate.
