2 About the SFREC HEALTH CHOICE NETWORK DBA South Florida Regional Extension Center Established in 2010 as part of the ARRA The mission of the SFREC is to provide assistance in the adoption of Health Information Technology to all health care providers in the community towards the goal of improving the quality, efficiency and safety of heath care delivery to the community. Assisted 2,800 providers in South Florida The providers we ve assisted have received over $49 million in incentive dollars

3 Things you need to know You must be on a 2014 certified version of your EHR Everyone will be reporting for 90 days (calendar quarter for those not in their first year) The patient portal is required (Core Measure) Cannot count an exclusion towards a Menu Measure

4 2014 EHR Certification Even if you already have a certified EHR, you will have to adopt or upgrade to the new 2014 certification in order to participate in the EHR Incentive Programs beginning this year EHR technology that is certified to the 2014 standards and certification criteria will allow providers to meet both Stage 1 and Stage 2 meaningful use requirements

6 Medicaid Incentive: What you need to know for day reporting period regardless of what stage Any 90 day period from 1/1/ /31/2014 EP can skip years and won t lose incentive payment Adopt Implement Upgrade (AIU) does not count as an MU attestation and providers who elect to do this in 2014 may incur a penalty if they also bill Medicare.

9 2014 Medicare vs. Medicaid Medicare 2014 is the last year to start participation Payment total = $24,000 3 incentive years left Medicaid 2016 is the last year to start participation Payment total= $63,750 6 years of participation 2021 is the last payment year for the Medicaid incentive

10 Switching Programs Switch one time after receiving their first incentive payment Must switch before 1/1/2015 If you start with Medicaid and skip a year then switch to Medicare, you lose the year of eligibility you skipped

14 New Core Measure/Objective Added to Stage 1 Provide patients the ability to view online, download, and transmit their health information (with 4 business days of the information being available to the EP). More than 50% of unique patients seen by the EP during the EHR reporting period are provided timely access (within 4 business days after the information is available to the EP)online access to their health information subject to the EP s discretion to withhold certain information.

15 CQM Reporting regardless of the Stage Beginning in 2014 report on 9 out of 64 measures The 9 must cover 3 National Quality Strategy Domains CMS has published a recommended set of measures for both adult and pediatric populations No threshold to meet

16 How to avoid Payment Adjustments Must demonstrate meaningful use every year 2015 is the first payment adjustment year You will avoid the adjustment if Successfully attested in 2013 First time attesting? Oct 1 st 2014 deadline What Happens if you can t attest? payment adjustment will be applied to the Medicare PFS EPs may qualify for a hardship exceptions

17 Hardship Exceptions EPs whose primary specialties are anesthesiology, radiology or pathology will be granted an automatic exemption Circumstances must be beyond the control of the EP and the EP must explicitly outline how the circumstance significantly impaired EP s ability to meet meaningful use To avoid 2015 payment adjustments an EP must submit this documentation no later than July 1 st of 2014

19 Medicaid Incentive Program Update The initial implementation of electronic health records incentive program has been extremely successful. Florida health care providers have significantly expanded the use of electronic health records. To date, over $424M in incentives has been distributed to Florida providers. The participation in this program in the current state fiscal year has exceeded expectation and the appropriated funding has been distributed. Applications will continue to be accepted, but the Agency does not anticipate distributing any more funds. Additional information, when available, will be posted on the website
