4 International Financing Programs U.S. Government Small Business Administration (SBA) 70% of all exporters have fewer than 20 employees Export Express Loan Program Streamlined 9inancing up to $500,000. The SBA provides an answer in 36 hours or less. Export Working Capital Program The SBA delivers its export loan program through a network of SBA Senior International Credit Of9icers located in U.S. Export Assistance Centers throughout the country International Trade Loan Program offers term loans to businesses that plan to start or continue exporting, or that have been adversely affected by competition from imports. The proceeds of the loan must enable the borrower to be in a better position to compete. The program offers borrowers a maximum SBA guaranteed portion of $1.75 million. SBA/EXIM Co Guarantee Program Larger Loans through EXIM
5 International Financing Programs U.S. Government Overseas Private Investment Corporation (OPIC) Financing Corporate Loans OPIC would look to the ability of the U.S. company to repay the loan and to offer collateral, rather than to the project company Project Financing OPIC looks to the overseas project for repayment of the loan Hybrid Loans The term hybrid emanates from the cash 9low and collateral from the domestic parent company and the project company to craft an acceptable loan structure. Hybrid 9inance structures can be more costly than corporate 9inance structures Political Risk Insurance Investment Funds
6 International Financing Programs U.S. Government United States Department of Agriculture (USDA) Export Credit Guarantee Programs GSM 102 Program Facility Guarantee Program Dairy Export Incentive Program Market Development Programs
7 International Financing Programs U.S. Government Private Export Funding Corporation (PEFCO) Created in 1970 to assist in the 9inancing of U.S. exports by supplementing the 9inancing available from commercial banks and other lenders. PEFCO achieves its objectives by offering a broad range of 9inancing programs as a direct lender and as a secondary market buyer of loans that 9inance the export sales of U.S. goods and services and that are originated by lenders (PEFCO does not buy loans from exporters). PEFCO is a private sector, tax paying entity incorporated under Delaware law and headquartered in New York City. Shareholders include commercial banks, industrial companies and 9inancial services companies. Ownership of PEFCO shares are restricted to institutions engaged in 9inancing, producing or exporting U.S. goods or services.
8 International Financing Programs U.S. Government State and Local Programs Several cities and states have funded and operate export 9inancing programs, including preshipment and postshipment working capital loans and guarantees, accounts receivable 9inancing, and export insurance. To be eligible for these programs, an export sale must generally be made under a letter of credit or with credit insurance coverage. A certain percentage of state or local content may also be required. However, some programs may require only that certain facilities, such as a state or local port, be used. 11 Foreign Military Financing Program The U.S. government program for 9inancing through grants or loans the acquisition of U.S. military articles, services, and training Supports U.S. regional stability goals and enables friends and allies to improve their defense capabilities Congress appropriates FMF funds in the International Affairs Budget The Department of State allocates the funds for eligible friends and allies The Department of Defense executes the program Foreign governments enter into contract directly with U.S. companies. Foreign Military Financing (FMF) may be used to fund Direct Commercial Contracts (DCCs), when approved on a case by case basis by the Defense Security Cooperation Agency (DSCA), for the purchase of defense articles, defense services, and design and construction services.
