6 VICTORIA TRAINING Course Descriptions - Return to Work Courses ROLE OF A RETURN TO WORK COORDINATOR (WORKSAFE VICTORIA APPROVED) This two day training package has been developed by WorkSafe Victoria in consultation with key stakeholders and carries their endorsement. Completion of this course will enable participants to: Relate the importance of Return to Work to Occupational Health and Safety, Understand and fulfil the key responsibilities of the Return to Work Coordinator s role, and Create and complete Return to Work Arrangements. Thursday 12 February and Thursday 19 February Wednesday 11 March and Wednesday 18 March Wednesday 15 April and Thursday 16 April Wednesday 20 May and Thursday 21 May RETURN TO WORK RESPONSIBILITIES FOR MANAGERS AND SUPERVISORS This course is designed to assist Line Managers to understand their responsibilities for Return to Work of their injured employees. Completion of this course will enable Line Managers to: Gain a better understanding of the Accident Compensation Act, Gain a better understanding of their role in the Return to Work Process, Provide useful tips to ensure a sustainable Return to Work is achieved. 7 VICTORIA TRAINING Course Descriptions - Workers Compensation Courses BASIC CLAIMS MANAGEMENT This session provides an overview for employers who are new to the Victorian WorkCover Scheme or want a refresher on the basics of the scheme. Topics covered include the claims management model, employer and worker obligations, the paperwork that needs to be completed for claims, additional liability and the calculation of partial compensation rates (where a worker has returned to work on less than pre-injury hours). Tuesday 10 February Tuesday 7 April Wednesday 17 June ADVANCED CLAIMS MANAGEMENT Tuesday 10 March Thursday 14 May 9.00am pm 1.00pm pm 1.00pm pm This session covers workers entitlements under the Workplace Injury Rehabilitation & Compensation Act In particular, the session covers initial liability (the factors that determine whether or not a worker is entitled to compensation/grounds for rejection) and ongoing liability (the factors that determine ongoing entitlement to compensation/grounds for termination). However, the session also touches on common law and the appeals process. It is recommended that participants attending this session have previously attended the Basic Claims Management session or have had some experience in claims management. 9.00am pm 9.00am pm OVERVIEW OF PREMIUM Basic - This session provides an overview of an employer s obligation to hold and maintain a WorkCover policy and the mechanics behind the calculation of premiums. This session is ideal for beginners and/or those who are new to the WorkSafe industry. Advanced This session is a refresher course targeted at large employers. The session will look at things such as claims experience and how these are taken in to consideration when premium is calculated. It will explore principles of effective injury management and general organisational strategies to manage stress in the workplace. Thursday 26 March 1.00pm pm PAGE 5

8 VICTORIA TRAINING Course Descriptions - OHS and Workplace Safety Courses OHS FOR MANAGERS AND SUPERVISORS This session provides an overview of your responsibilities as a manager or supervisor under the Occupational Health and Safety legislation. It looks at specific responsibilities under the legislation and how the courts interpret breaches of these responsibilities. This session explores practical techniques of ways of introducing safety into your workplace and how to make safety a priority in your oranisation. Tuesday 17 February Wednesday 13 May 9.00am 12.30pm 9.00am 12.30pm MANUAL HANDLING AND ERGONOMICS (PerForM) Research has demonstrated that teaching lifting techniques is not an effective intervention. The risk isn t controlled and it relies on worker behaviour. PErforM is a simple manual task risk management program based on participative ergonomics, an internationally recommended approach for reducing musculoskeletal disorders. PErforM provides a framework to help employers engage with workers at all levels to identify, assess and control manual tasks risks within their workplace. The idea of PErforM is that the worker is the expert in performing their work tasks. The PErforM program has been used successfully in a wide range of industries and can be applied to most types of hazardous manual tasks. This workshop provides guidance on preparing for and delivering the PErforM program. UNDERSTANDING THE OHS REGULATIONS Regulations are forms of written law that are legally binding. The Occupational Health and Safety Act sets out the general framework, the regulations provide more detailed duties and rules. Tuesday 24 March 9.00am pm This session looks at the requirements, responsibilities, obligations, rights and duties imposed by the regulations within the workplace, explores strategies to achieve compliance and provides guidance on where to go to seek information and assistance when required. Tuesday 17 February Wednesday 13 May CONTRACTOR MANAGEMENT 1.00pm pm 1.00pm pm Contractors working unsupervised on site or on behalf of your organisation can pose a high level of risk to employees, clients, the general public and corporate reputation. This session provides participants with an understanding of the legal responsibilities employers have to labour hire personnel, independent contractors, subcontractors and the processes that are necessary to manage their health and safety to comply with legislative requirements. The session will explore the elements of an effective contractor management program that includes identifying the health and safety issues associated with the work, tender development, contractor selection, induction, and supervision including a practical session on interpreting a JSA and/or SWMS to determine the level of supervision required. DEVELOPING SAFETY POLICIES AND PROCEDURES To ensure your health and safety responsibilities in the workplace are clear and consistent where critical safe behaviours are required when fulfilling tasks, the development of clear unambiguous policies and procedures are critical in the compliance with legislative requirements and maintenance of safety standards. Policies are the business rules of the organisation that ensure consistency and compliance with the organisations strategic plan or direction. They are the guidelines under which procedures are developed that reflect the organisational rules contained in the policy. Too often the terms policies, and procedures are interchanged leading to confusion and in many cases overly complex documents that are difficult to understand and implement. This session will explain the difference between policies and procedures, when and why they are needed and the content of each. The session will include a workshop on how to assess the effectiveness of existing policies and procedures, with practical tips on how develop clear easy to understand and implement policies and procedures. 9 VICTORIA TRAINING Course Descriptions - OHS and Workplace Safety Courses CONSULTATION / EFFECTIVE SAFETY COMMITTEES Health and safety legislation requires you to consult with your workers about matters that are likely to affect their physical and psychological health, safety and welfare. The session will provide you with practical examples of what effective consultation looks like in an organisation, when you are required to consult and how to get the most out of health and safety representatives and health and safety committees. Effective health and safety committees develop sound meeting practices and processes which are explored in this session through a mix of theory, case studies, role plays and exercises. Thursday 19 March 9.00am pm EFFECTIVE SAFETY CONVERSATIONS We spend so much time telling employees what to do about safety that they disengage, don t follow the rules, take shortcuts and disregard safety. We have to stop telling our employees what to do and engage them in in conversations of why they have to work safely. This workshop is designed for anyone who has a supervisory role to help you understand why safety conversations are important and help you develop the skills and strategies for engaging in effective safety conversations. Thursday 30 April 1.00pm pm PREVENTING AND RESPONDING TO BULLYING IN THE WORKPLACE There is no denying that workplace bullying is a reality and its impact is significant not only for the individual who is being bullied but to other employees who witness the behaviour and the wider organisation. Workplace bullying constitutes a significant risk to the health, safety and wellbeing of employees and can lead to psychological injury creating real costs to both the organisation and the individual. Because the term bullying is often a common expression for bad behaviours, there is considerable confusion as to what it actually is. What one person perceives as reasonable, another may construe as unreasonable. This interactive workshop discusses the difference between bullying and reasonable management practices, the link with harassment and discrimination, policy development, the importance of dealing with bullying when it arises and proactive and preventative strategies and tools that can be used in your organisation. Case law examples will be used to interpret how the law applies to bullying and the impact it can have on your organisation. Thursday 30 April 9.00am pm INCIDENT REPORTING AND INVESTIGATION Incident reporting and investigation of incidents are an important part of managing health and safety in your workplace. This session provides an overview of internal incident reporting and the requirement to externally report certain incidents and injuries under health and safety legislation. A scenario based workshop will enable participants to gain experience in understanding the root cause analysis process to determine the causes of an incident and determine what actions are required to ensure the environment that lead to the incident doesn t occur again. Thursday 19 March 1.00pm pm HAZARD MANAGEMENT AND SAFE SYSTEMS OF WORK This session covers the principles of the hazard management process including the identification, assessment and control of hazards. Practical activities aim to provide participants with an awareness of how to conduct risk assessments based on the relevant Australian Standard for Risk Management. A safe system of work is needed when hazards cannot be physically eliminated and some elements of risk remain. This session will help you understand what a safe system of work is, when and why a safe system of work is needed as part of the practical workshop on identifying hazards and working through the five steps to develop a safe system of work. 10 VICTORIA TRAINING Course Descriptions - NSCA OHS Courses INITIAL 5 DAY OHS COURSE FOR HSRS, MANAGERS AND SUPERVISORS The NSCA has been approved by WorkSafe Victoria to deliver this course which is designed for Health and Safety Representatives, Managers and Supervisors. HSRs/DHSRs Will have the opportunity to gain knowledge and skills that will assist you to effectively represent the members of your designated work group. Managers & Supervisors Will gain a general understanding of your workplace responsibilities which will assist you to manage health and safety in the workplace. Who should attend? Health and Safety Representatives, Managers, Supervisors and interested employees. Note: section 67 of the OHS Act 2004 entitles a HSR to attend an initial course of training in occupational health and safety after being elected. This entitlement (s57) also extends to deputy HSRs. The HSR in consultation with their employer also has the right to choose the course of training they attend. Learning Outcomes The training course will supply basic information and skills required for HSRs to successfully exercise their powers under the Victorian Occupational Health and Safety (OHS) Act 2004 and Victorian OHS Regulations The course will also provide HSRs with: An understanding of the objectives of the OHS Act 2004 and their role under the Act, Knowledge of their powers under the OHS legislation and how to exercise these powers, Skills in representing members of their designated work group including consulting, issue resolution and negotiating with their employer, Knowledge of where and how to obtain assistance in dealing with hazards and dangerous situations, An understanding of the role of occupational health and safety in the workplace in the prevention of incidents, injury and illness. 11 VICTORIA TRAINING Course Descriptions - NSCA OHS Courses OHS REFRESHER COURSE FOR HSRS This course is specifically designed to provide HSRs/DHSRs with the opportunity to revisit aspects of the initial 5 day HSR training course and refresh their knowledge of OHS Legislation, workplace hazards and risk management. Who should attend? Health and Safety Representatives and Deputy Health and Safety Representatives that have completed the 5 day Initial training course designed under the Victorian Occupational Health and Safety Act Managers and Supervisors and interested employees may also benefit from attending this course. Health and Safety Representatives may attend the refresher course at least every 12 months that they hold office. Note: section 67 of the OHS Act 2004 entitles a HSR to attend a refresher course at least once in each year, after completing the initial course of training as long as they hold office. This entitlement also extends to Deputy HSRs. The HSR in consultation with their employer has the right to choose the course of training they attend. 12 VICTORIA TRAINING Course Descriptions - NSCA OHS Courses CERTIFICATE IV IN WORK HEALTH AND SAFETY This course is designed to give participants practical knowledge and skills to enable the provision of valid and timely WHS advice and assist with improving safety in the workplace. Individuals are either in a WHS role, or wanting to secure a WHS role, working under limited supervision and may provide leadership and guidance to others relating to WHS matters. The course covers a broad range of health and safety functions and responsibilities in the workplace including identifying hazards, assessing WHS risks, implementing strategies to control WHS risks and evaluating an organisation s WHS performance. Who should attend? Safety officers, safety supervisors and managers, safety advisors, supervisors, health and safety representatives and workers that have WHS responsibilities. Entry requirements There are no specific entry requirements for the course, however you must be able to demonstrate an appropriate level of language and literacy by completing a Safety Skills Assessment. It will provide participants with the opportunity to grow their practical knowledge and skills in the development, implementation and management of these programs/systems. Who should attend? Safety practitioners and managers with WHS responsibilities. Entry Requirements Participants must complete a Safety Skills Assessment, demonstrating either a high level of OHS knowledge or have completed a Certificate IV in OHS. 13 VICTORIA TRAINING Course Descriptions - NSCA OHS Courses OHS/WHS INTERNAL AUDITING SKILLS This course provides the knowledge and skills necessary to carry out audits of an organisation s OHS/WHS Management Systems against defined audit programs and standards. Topics covered include: The techniques of auditing; attributes and skills of auditors; the conduct of the audit; and the compilation of audit reports; the nature of management systems and the systems approach to occupational health and safety management, continuous improvement using occupational health and safety policies and programs, roles and responsibilities for effective management of occupational health and safety, risk management. Who should attend? Internal (1st/2nd party) Auditors, Supervisors, Managers, Health and Safety Representatives, or nominated staff who will serve as internal auditors and who need to review the Management System in their organisation s operations to ensure the system is under control and being maintained and followed as it has been designed and implemented. Learning Outcomes Upon completion of this course, participants will be able to: List the types of audits undertaken by organisations Describe the scope of an OHS/WHS audit Identify key areas for evaluation of OHS/WHS Management System Describe the essential components of an audit on specific aspects of OHS/WHS Management System Carry out an internal or external audit using a developed audit standard on components of an OHS/WHS management system Prepare written reports of the audits for presentation to management Describe the process of management using systems Identify workplace hazards, assess the risk of those hazards and develop control strategies for the risks Identify the major methods used for measurement of OHS/WHS performance including positive performance measures. Upon successful completion of this course participants will meet the requirements for Exemplar Global Auditor Certification set by Exemplar Global International for the following standards covering Auditing, OHS Auditor and OHS Lead Audit knowledge areas. Who should attend? Internal (1st/2nd party) or external (3rd party) OHS/WHS auditors, supervisors, managers, OHS/WHS representatives; anyone involved in OHS/WHS audits who is considering becoming a certified OHS auditor for any OHS/WHS system.
