1 Maltreatment Prevention Programs and Policies in California In a 2011 survey on state prevention policies, child welfare agency staff were asked about eligibility requirements, funding, program descriptions, and demand ( lists) for the following prevention-related activities: Home Visiting Programs In-Home Services (aside from the more formal home visiting programs) Parent Education & Training Respite Care/Crisis Nurseries Parent Support (e.g., mentors, support groups) Concrete/Financial supports Counseling/Mental Health Services Substance Abuse Assessment & Treatment Services for Families Affected by Domestic Violence Overall eligibility for the prevention-related services in California: Any child or family referred to the child welfare agency for abuse or neglect. a California s Vulnerable Children: AT-A-GLANCE In Child population: 9,435,682 Total referrals to child protective services (CPS): 346,128 (36.7 referrals per 1,000 children in the state) # of children receiving an investigation/assessment: 369,035 # of children who were victims of abuse or neglect: 73,962 # of children in foster care (on last day of fiscal year): 60,198 # of children reunified with parents: 21,909 (56% of all exits from foster care) # of children in guardianships/living with other relatives: 2,457 (6% of all exits from foster care) # children adopted from foster care: 7,395 (19% of all exits from foster care) Data Sources: The Adoption and Foster Care Analysis and Reporting System (AFCARS), the National Child Abuse and Neglect Data System (NCANDS), and the KIDS COUNT Data Center (

It depends on the county and funding source. Programs can be targeted to young parents (teen), children 0-5, child welfare clients, or others. Service/Program Description: It depends on the county, and varies widely. There are many models being used. Some are evidence based, some are not. Many of the programs are partnered between several groups, such as with First Five tobacco funds which focus on children 0-5, the local public health agency, etc. Counties look at local targets / needs. Nurse Family Partnership, Healthy Family America, Safe Care are examples of some of the programs used. May vary by county

Corporations often give grants. Who is eligible? These are for families who have had a referral to child welfare. From there, counties can define further. Generally it depends on the funding source used. All children are at risk, some cases have age categories. Service/Program Description: Varies widely. It can be anything from homemaking skills to a variety of family preservation services. May vary by county Parent Education & Training agency: Depends on the county, faith based, non profit Federal Dollars: Title IV-B Subpart II State Funds: General Funds Local Funds Private Sources: Other (Varies by county) Who is eligible? Varies. County regulations (Division 31, section ), state that service-funded activities must be available to children and families in all phases of the child welfare system. Parent education is one of the areas listed in regulations. Service/program description: There is a large variety of models, with many home grown models. Smaller counties offer parent education through agencies, with more group than individual type of parent education. Some are evidence based, some are not. May vary by county

4 Respite Care/Crisis Nurseries Parent Support There is an agreement to referrals priority when making intake decisions. agency(ies): Varies Department of Public Health, Department of Mental Health agency: Faith based, nonprofit agency: Faith based and nonprofit, more nonprofit than faith based grants and a performance based contract where fees reimbursed depend, in part, on agency performance Where or not there is an Other: County Children s Trust Funds Federal Dollars: Drug Court Funding State Funds: General Funds Local Funds Private Sources: Corporate Who is eligible? Varies by county and funding source. Use as part of drug courts, Wraparound programs, child welfare clients. Anyone who can access these services; children do not necessarily need to have been brought to attention of the agency. Service/program description: Varies by county. Use volunteers, some counties pay parent partners to be on staff or through a contract basis to be on staff to help out. Counties use them in a number of ways; most use parents to provide feedback into their programs. Some use them as mentors / guides to help those parents who are coming into the child welfare system. May vary by county

Potentially those who aren t brought to the attention of the agency, could be depending on how the partnership program is used. County child welfare has an agency agreement w/ mental health to provide services to those families who would then get priority of services, if CW refers to mental health and there is no funding to support the services then they may not get priority. Varies by county and funding source. Service/Program Description: Varies by county and funding source. Can be provided through contracts with agencies or county mental health. Some programs are evidence-based. Some medication management for children with ADHD and autism, PSSF can be used for treatment. Can go from early intervention all the way through treatment. Varies by county and funding Some counties have programs specific for DV exposed families; others refer to victim witness and other services. Service/program description: Shelter, provide services to meet some needs, finding job/housing, more typically for the victim and children, mental health and counseling programs through this as well. These are generally funded by other --

Varies by county. Notes: (a) In addition, differential response varies by target population based on county policies. There are 24 out of the 58 counties involved in Family to Family, in which areas targeted were part of a geomapping process. All counties analyzed their referrals and based target populations on local needs assessments. For example, some counties focused on very young children ages 0-4, or on children from specific communities. (b) California is a county administered, state supervised state. Counties may set their own criteria for specific service, and services vary widely across the state. (c) -- indicates that the information was not available or the respondent was instructed to skip the questions. To increase the likelihood that the child welfare agency staff member could report accurately about the specific features of a program or service, respondents were only asked follow-up questions about the activities if they indicated that either the public child welfare agency itself and/or a purchased service provider contracted to the public child welfare agency actually provided the service. (d) Agency refers to (or collaborates with) Family Drug Treatment court. Varies by county and availability of the drug treatment court, not all counties have a family drug treatment court.

9 ABOUT THE SURVEY In 2011, Child Trends, with support from Casey Family Programs, conducted a national survey to gather information about state policies that guide child welfare agencies work in preventing child maltreatment from occurring or reoccurring. Specifically, the survey asked about the child welfare agency s policies, programs, and services for families who are considered at-risk for the occurrence or reoccurrence of child maltreatment. Defining Prevention : In completing the survey, states were asked specifically to consider activities designed for children and families who have already come to the attention of the child welfare agency, such as through a referral of abuse or neglect, or a family self-referral, to prevent maltreatment from occurring or reoccurring. The services and programs addressed in the survey might fall under what is more typically known in some states as family support or family preservation activities. The target population for these services could include children who had experienced one or more incidences of abuse and/or neglect, or who have not yet experienced maltreatment but are determined to be at-risk for an occurrence.
