3 WHAT IS CASS? CASS is the abbreviation for County Alliance Steering Subcommittee. CASS is an advisory arm to LACADA, the Local Advisory Council on Alcoholism and Drug Abuse. WHAT IS THE FUNCTION OF CASS? CASS members recommend the development of programs and fiscal guidelines consistent with the directives of the Governor's Council on Alcoholism and Drug Abuse (GCADA) for awarding funds to municipalities for prevention activities.

4 WHAT DOES THAT REALLY MEAN? As a CASS member, you will review and make recommendations regarding Municipal Alliance Proposals for the expenditure of DEDR funds and provide input for the development of the Annual Plan. In addition, you will help monitor the prevention programs approved by the committee. DEDR That's the abbreviation for Drug Enforcement and Demand Reduction Funds, the fines collected from persons convicted of drug offenses.

5 WHO IS ON CASS? According to legislation, the members of CASS shall include, but not be limited to, private citizens and representatives of the:

7 In Somerset County, CASS members are appointed by the Board of Chosen Freeholders for their expertise and desire to combat substance abuse.

8 WHAT IS AN ALLIANCE? Alliances, made up of municipal volunteers, comprise grass roots prevention organizations which are established in over 500 of New Jersey's 567 municipalities. In Somerset County, each of the 21 municipalities is participating in 12 alliances. WHAT DOES AN ALLIANCE DO? Alliances plan, coordinate and conduct alcoholism, tobacco and other drug abuse prevention activities to benefit their communities based on a comprehensive needs assessment process and identified priorities.

9 HOW ARE ALLIANCES FUNDED? Somerset County receives $314,549 annually from the Governor's Council. CASS allocates that amount based on a formula adopted when the committee was first established; funding is based strictly on population- each municipality receives a base amount of $2,000 4 at-risk communities (determined at the 2008 Planning Process) receive an additional $500 plus an amount that is determined by the municipality's population in relation to the overall county population.

10 WHAT DOES AN ALLIANCE FUND? According to guidelines, alliances must focus on prevention programs for all ages, birth through senior citizens. Based on the results of a comprehensive needs assessment, Alliance members develop programs to meet their communities needs. Treatment cannot be funded with Alliance money; programs must be prevention or intervention. Intervention cannot exceed 3 sessions with an at-risk population.

11 WHAT IS THE GOVERNOR'S COUNCIL? Established in 1989, the Governor's Council on Alcoholism and Drug Abuse is an independent coordinating, planning, research and review body regarding all aspects of alcoholism and drug abuse in New Jersey. It is empowered to prepare and implement an annual comprehensive plan for the treatment, prevention, research, evaluation, education and public awareness of alcoholism, tobacco and other drug use in the state. The Governor's Council recommends to the Governor and the Legislature appropriate allocations to state departments, local governments, local agencies and service providers of all state and federal funds for ATOD (alcohol, tobacco and other drugs) abuse, treatment, prevention and research.

12 WHO IS ON THE GOVERNOR S COUNCIL? The Governor's Council is comprised of 11 exofficio members representing state departments and agencies, and 14 public members appointed by the Governor, Senate President and Assembly Speaker. Public members are selected for their knowledge, competence, experience and interest in addressing ATOD abuse.

13 The mission of the Governor's Council on Alcoholism and Drug Abuse is to prevent substance abuse, including alcoholism, and reduce the harm it causes to the citizens of the State of New Jersey.

14 The Council performs several major functions to achieve its mission:

15 1. Advocacy and Coordination of ATOD Services

16 The Council advises the Governor and the Legislature on matters related to substance abuse, and makes recommendations for the improvement of services. It reviews and coordinates State efforts and activities, and recommends strategies to increase public awareness of the dangers and costs of alcoholism, tobacco and other drug abuse.

17 2. Comprehensive Statewide Master Plan for Alcoholism, Tobacco and Other Drug Abuse

18 The Council prepares the Comprehensive Statewide Master Plan for Alcoholism, Tobacco and Other Drug Abuse, which includes the allocation of all federal and state funds to State departments for substance abuse treatment, prevention, intervention, research, evaluation, education and public awareness. Through the Master Plan, the Council seeks to unify all State alcohol and drug abuse initiatives into a coordinated and coherent strategy that moves toward achievement of the goals of prevention of substance abuse and reduction of the harm it causes.

19 3. The Statewide Alliance to Prevent Alcoholism and Drug Abuse

20 The Council administers the statewide Alliance to Prevent Alcoholism and Drug Abuse. The Council establishes guidelines for the grants process to fund local municipal Alliances, reviews and approves County Alliance Plans in conjunction with the Division of Addiction Services, makes recommendations regarding awarding of grants, and distributes grants to the counties of the Alliances. The Council provides technical assistance to the counties and municipalities regarding the establishment, operation and evaluation of the municipal Alliances.

22 Members are appointed at the January County re-organization meeting. Members are appointed because they offer some commitment and expertise to the substance abuse prevention field. Lets introduce ourselves...
