3 SUPPLEMENT NO. 1 REPORT OF THE NCAA DIVISION II MEMBERSHIP COMMITTEE FEBRUARY 9-10, 2015, MEETING ACTION ITEMS. 1. Legislative Items. None. 2. Nonlegislative Items. None. INFORMATIONAL ITEMS. 1. Discussion Regarding 2015 NCAA Division II Proposals Recommended by the NCAA Division II Membership Committee. Staff noted that NCAA Proposal No (membership conditions and obligations of membership and institutional governance athletics department personnel full-time compliance administrator with no coaching duties) was adopted at the 2015 NCAA Convention. The proposal, which is effective August 1, 2018, requires all Division II institutions to employ at least one individual who serves as a full-time compliance administrator with no coaching responsibilities. The committee also reviewed Proposal No (membership conditions and obligations of membership and institutional governance athletics department personnel full-time director of athletics with no coaching duties), which was defeated following reconsideration. The proposal would have required all Division II institutions to employ an individual to serve as a full-time director of athletics with no coaching responsibilities. The proposal, if adopted, would have been effective August 1, 2015, and included a grandfather clause for administrators or coaches holding both positions on July 31, The committee engaged in discussions regarding next steps with the concept to determine if the membership would be supportive of a similar proposal in the future. Specifically, the committee would move forward the same proposal, including a grandfather clause, with an amended effective date of August 1, 2018, to align with Proposal No (membership conditions and obligations of membership and institutional governance athletics department personnel full-time compliance administrator with no coaching duties) that was adopted at the 2015 Convention. The committee requested that feedback be gathered and an analysis of the vote conducted to inform discussions at its July inperson meeting. Additionally, the committee asked that the NCAA Division II Management Council and NCAA Division II Presidents Council discuss the proposal at

4 Report of the NCAA Division II Membership Committee February 9-10, 2015, Meeting Page No. 2 their April in-person meetings and provide guidance to the committee on whether the Councils would endorse a similar proposal in the future. 2. Finalize Reclassifying Process for Division I Institutions Seeking Change of Division Membership for All Sports to Division II. The committee discussed the process for Division I institutions seeking reclassification in all sports to Division II. The committee also reviewed the application and minimum requirements, updated the policies and procedures for the process and determined the structure of the annual report. Additionally, the committee considered various financial aid models for reclassifying institutions to address the differences in the legislation between Division I and Division II to ensure that student-athletes would not be negatively impacted if an institution reclassified. The committee supported the use of a model that provides institutions with the opportunity to gradually reach compliance with Division II financial aid legislation by the time the institution would become active. The model allows institutions to continue to apply Division I financial aid legislation for those student-athletes that have already been awarded athletics aid with any new awards being offered in accordance with Division II financial aid legislation. Further, institutions will be required to submit a detailed plan that demonstrates how the institution will be in compliance with Division II financial aid legislation prior to becoming an active member of the division. The committee also discussed the NCAA Division I Academic Progress Rate (APR) and the possible establishment of minimum requirements. The committee elected not to set minimum requirements related to APR; however, the committee agreed that an institution applying for reclassification will be required to submit its APR information for review with the application. The committee will formally approve the updated reclassifying process during its April teleconference. 3. Approval of the Membership Committee November 2014 In-Person Meeting and December 2014 Teleconference Report to the Management Council. The committee reviewed and approved the reports from the November 4-5, 2014, in-person meeting and the December 10, 2014, teleconference as presented. 4. Review of January 2015 Management Council and Presidents Council Summary of Actions. The committee reviewed the summary of actions from the Management Council and Presidents Council January 2015 meetings. 5. Presentations from Vendors Regarding the Progress of Institutions in Year One of the Candidacy Period. The committee received presentations from vendors regarding visits conducted in fall 2014 to institutions in year one of the candidacy period. The

5 Report of the NCAA Division II Membership Committee February 9-10, 2015, Meeting Page No. 3 committee requested that correspondence be sent to each institution that affirms the action items for the institutions to assess in light of the reviews conducted by the vendors. Additionally, the committee agreed to require a second vendor visit to Emmanuel College (Georgia) in spring 2015 to assess the institution s progress. The following institutions were discussed: a. California State University, San Marcos; b. Concordia University Irvine; c. Concordia University Portland; d. Embry-Riddle Aeronautical University (Florida); e. Emmanuel College (Georgia); and f. Oklahoma Baptist University. 6. Presentations from Vendors Regarding the Progress of Institutions in the Provisional Period. The committee received presentations from vendors regarding visits conducted in fall 2014 to institutions in the provisional period. The committee requested that correspondence be sent to each institution that identifies the areas for the institutions to assess in light of the compliance blueprint reviews conducted by the vendors. Additionally, the committee discussed the conditions imposed on Fresno Pacific University in July 2014 and the progress that had been made to date. The committee directed staff to schedule a teleconference with the leadership at Fresno Pacific to discuss its progress in the repeat year of the provisional period. The following institutions were discussed: a. Daemen College; b. Fresno Pacific University; c. Lee University; d. Lubbock Christian University; e. Northwestern Oklahoma State University;

Overview of Institutions that Submitted Applications for Division II Membership in The committee received an overview of the following institutions that submitted applications to enter the Division II membership process in the academic year: a. Auburn University at Montgomery; and b. Westminster College (Utah). 8. Update and Training on NCAA Program Hub. The committee received a tutorial on accessing NCAA Program Hub which will be used to review applications for membership and annual reports submitted by candidacy and provisional institutions prior to its July in-person meeting. 9. Discussion Regarding the 2015 Convention Candidacy and Provisional Sessions Evaluations. The committee discussed the candidacy and provisional member sessions that were conducted at the 2015 Convention and were provided with an update on the feedback received from institutions participating in the sessions. The success of the round tables was noted and support given for providing additional time for round-table discussions in the future. The committee requested that the feedback from the evaluations be used to make changes to the sessions for the 2016 Convention. 10. Review Best Practices Documents for Division II Conferences Accepting Provisional Institutions. The committee reviewed and provided recommendations to the best practices document that was created to provide guidance to conference offices sponsoring institutions that are applying for Division II membership or that are a part of the membership process. Staff was directed to revise the document for committee review and approval during its April teleconference. Additionally, the committee directed staff to share the final document with the Division II Conference Commissioners Association at its June 2015 meeting. 11. Update from the Joint Management Council and Presidents Council Discussion Regarding Institutional Accreditation Status. Staff provided an update on the discussion that occurred between the Management Council and Presidents Council at the

7 Report of the NCAA Division II Membership Committee February 9-10, 2015, Meeting Page No Convention regarding the accreditation status of institutions applying for Division II membership and institutions that are a part of the membership process. Thereafter, the committee discussed whether minimum requirements to address an institution s accreditation status were necessary. The committee determined that an institution applying for, and in the membership process, that is not in good standing with its regional accrediting agency (e.g., on probation or warning) should be reviewed on a case-by-case basis. The committee agreed to add a question regarding an institution s status with its regional accrediting agency in the membership application and annual reports. 12. Review of Candidacy Year-Two Campus Visit Schedule. The committee reviewed the schedule for year-two campus visits that will be conducted in the spring. 13. Update on Division II Institutional Performance Program. The committee received an update on the Institutional Performance Program (IPP) including highlights from the educational session at the 2015 Convention related to the NCAA Division II Institutional Self Study Guide (ISSG) and IPP. Staff noted that the anticipated timeline for launch of the Division I program, as well as the functionality of the system, were also reviewed during the session. The committee directed staff to continue pursuing the development of a similar program to serve as a resource for the Division II membership. 14. Review of Audit Procedures for ISSG and Presidential Best Practices Resource. The committee reviewed the presidential best practices resource for institutions that are required to complete the ISSG. The document, provided to an institution s president or chancellor, explains the purpose and importance of the ISSG, relevant deadlines and the president s or chancellor s role in completion of the ISSG. Additionally, the committee discussed the audit procedures currently being used by staff for the ISSG including the percentage of institutions captured in the audit and if the level of review involved with the audit is appropriate. The committee requested that further discussion occur in the future related to the audit and interest in adding an assessment component to provide institutions with feedback for improvement after completion of the ISSG. 15. Update on Southeast and West Regional Compliance Seminars and Overview of Next Steps. Staff updated the committee on the regional compliance seminar pilot program for the Southeast and West regions. The Southeast region seminar occurred in November 2014 and positive feedback was received from the membership that attended the event. Additionally, it was noted that the West region seminar is scheduled for February Staff has been working with a subcommittee of the Division II Conference Commissioners Association on the continued development of the regional

8 Report of the NCAA Division II Membership Committee February 9-10, 2015, Meeting Page No. 6 compliance seminar model and anticipates having formal recommendations regarding continuation of the program for the committee during its July in-person meeting. 16. Update on Compliance Blueprint Review Program. The committee received an update on the Compliance Blueprint Review program, including the status of the transition of the program to NCAA Program Hub. A maximum of 16 institutions may participate in the program each academic year. Staff noted that there are still openings for institutions to apply for a review in , and that it was working to fill the remaining openings. 17. Discussion Regarding NCAA Division II Strategic Plan and Membership Initiatives. The committee received an update on the NCAA Division II Strategic Plan. Staff noted that feedback is still being gathered regarding the strategic plan. The anticipated release of the plan is scheduled for summer 2015 to coincide with the launch of the division s rebranding efforts. The committee noted the importance of the White Paper Regarding the Strategic Growth of Division II Membership being part of the strategic plan. 18. Review of Report from the NCAA Division II Membership Fund Selection Committee. The committee reviewed the December 2014 report from the NCAA Division II Membership Fund Selection Committee. 19. Discussion Regarding For-Profit Status of Active Institutions and Institutions in the Membership Process. Staff provided an update on the status of for-profit institutions, including actions taken by the NCAA Board of Governors (formerly known as the NCAA Executive Committee) and the emergency legislation adopted by the Presidents Council in October The committee discussed the impact of for-profit institutions on the Association and specifically Division II and agreed to continue to monitor the issue. 20. Review of 2014 NCAA Governance Scorecard for Division II. Staff provided an update on the results of the 2014 NCAA Governance Scorecard which is used to assess the national office support of the governance structure. It was noted that additional feedback will be solicited from committee members across the Division II governance structure to supplement the results of the scorecard to determine the effectiveness of support being provided by the staff.

The committee discussed the legislation related to the transition of an institutional club team to a varsity sport at the request of the Division II Collegiate Commissioners Association Compliance Administrators. The committee agreed with the current application of the legislation, and directed staff to draft an educational column to assist with the membership s understanding of this issue. 22. 11 SUPPLEMENT NO. 2-a 2015 Application for Division I Institutions Seeking Reclassification of Divisional Membership in All Sports to Division II APPLICATION INSTRUCTIONS AND MINIMUM REQUIREMENTS APPLICATIONS MUST BE COMPLETED AND SUBMITTED THROUGH THE NCAA PROGRAM HUB NOT LATER THAN JUNE 1, Pursuant to NCAA Constitution 3.2.1, membership in the NCAA is available to colleges, universities, athletics conferences or associations and other groups that are related to intercollegiate athletics that have acceptable academic standards (e.g., the institution is accredited by one of the six regional accrediting agencies) and that are located in the United States and Canada, its territories or possessions. Such institutions or organizations must accept and observe the principles set forth in the constitution and bylaws of the NCAA. In accordance with NCAA Bylaw , a Division I institution applying for a change of divisional membership in all sports to Division II must successfully complete all requirements of the membership process as determined by the NCAA Division II Membership Committee to obtain active member status in Division II. In addition, according to the committee s policies and procedures for Division I institutions seeking reclassification of divisional membership in all sports to Division II, a reclassifying institution must be sponsored by an active Division II institution or conference and shall complete an application signed by the chancellor or president and submitted to the NCAA national office not later than June 1, The application fee of $33,000 shall accompany the application. For Division I institutions seeking to begin the membership process in the academic year, the application shall be completed and signed by the chancellor or president and submitted to the national office not later than February 1, 2016, with additional information (e.g., final sports sponsorship and financial information, update on progress since submission of application) required to be received in the national office not later than June 1, The committee has the authority to accept or not accept an application to enter the membership process. If the committee does not accept the application to enter the membership process, a portion of the $33,000 application fee shall be refunded as determined by the committee. If the committee accepts the application for the institution to enter the Division II membership process, the reclassification period shall be a minimum of two years, but may require a third year based on the assessment of the committee. An additional fee of $14,000 shall be due if the institution is required to complete a third year of the reclassification period. Institutions are required to complete and submit the application through the NCAA Program Hub. All documents required for the application must be uploaded in PDF format and be bookmarked. Do not include photographs in your application materials. Please note the committee will review all documents submitted, including the institution s compliance manual,

The committee is in part guided by the principles noted in the NCAA Division II white paper on strategic membership growth. The optional video from the president or chancellor may be up to five minutes in length. NCAA Division II Membership Committee Minimum Requirements for Division I Institutions Seeking Reclassification to Division II Membership In order for an application from a Division I institution seeking reclassification of divisional membership in all sports to Division II to be considered by the Division II Membership Committee for entrance into the Division II membership process, the institution must demonstrate that it meets the following minimum requirements. Ultimately, the committee has the authority to accept or not accept a reclassifying institution s application, even if the institution is meeting the minimum requirements at the time of application. Class size will be determined by the committee annually. Every application pool is considered on its own merit. Recommendations for a reclassifying institution s improvement provided by the committee post selection will not guarantee approval in the next cycle. Analysis/Feasibility Study. The reclassifying institution shall demonstrate that broad-based campus-wide discussions, including a discussion of the necessary resources and personnel to operate a Division II

13 2015 Application for Division I Institutions Seeking Reclassification of Divisional Membership in All Sports to Division II Page No. 3 intercollegiate athletics program, involving multiple constituencies, including the governing body of the reclassifying institution, regarding membership in Division II occurred. The reclassifying institution shall also demonstrate consideration of the overall fit and alignment with Division II philosophy, attributes and the strategic platform. Accredited Four-Year Baccalaureate Degree(s) Granting Institution. The reclassifying institution shall demonstrate that it is accredited by one of the six regional accrediting agencies. Good Membership Standing. The reclassifying institution shall demonstrate that it will be in good standing (e.g., not on probation or in restricted status) with the NCAA at the time of application to be considered for acceptance to the membership process. Strategic Plan for the Intercollegiate Athletics Program. The reclassifying institution shall provide a clear, detailed strategic plan for its intercollegiate athletics program, including an outline of key goals and priorities, steps to achieve the goals and priorities, associated timeline and commitment of financial and personnel resources. The reclassifying institution must demonstrate the documented approval of the strategic plan by the institution s governance and that implementation of the strategic plan will occur. Financial Model for the Intercollegiate Athletics Program. The reclassifying institution shall demonstrate that it administers its intercollegiate athletics program with prudent management and fiscal practices to ensure financial stability, including but not limited to sufficient operating and travel budgets for the effective operation of a Division II athletics department. Additionally, the reclassifying institution shall demonstrate that it has appropriate institutional funding to sustain a Division II athletics department. Commitment of Personnel and Current Staff. The reclassifying institution shall demonstrate that it has personnel to operate the intercollegiate athletics program at the Division II level, including but not limited to: 1. A full-time director of athletics, whose primary responsibility is overseeing the administration of the department of athletics and who has no coaching responsibilities; and 2. A full-time administrator, whose primary responsibility is compliance and who has no coaching responsibilities.

The reclassifying institution shall demonstrate that it has adequate facilities to operate a Division II intercollegiate athletics program. If the reclassifying institution is upgrading and/or building new facilities, the institution shall include a detailed plan, including a timeline and a commitment of resources (e.g., finances) to upgrading and/or building the facilities. If the reclassifying institution is renting facilities, the institution shall demonstrate that it has a long-term agreement in place for use in both practice and competition. Sports Sponsorship. The reclassifying institution shall demonstrate that it is meeting the Division II minimum sports-sponsorship requirements as outlined in Bylaw and the three-season requirement as outlined in Bylaw at the time of application. Reclassifying institutions must demonstrate that the sports were sponsored per the applicable legislation in the academic year immediately preceding the application date. Plans to sponsor additional sports to meet the legislated requirements in the academic year after the application deadline will not satisfy the sports-sponsorship requirement. Athletically Related Financial Aid. The reclassifying institution shall demonstrate that it will be meeting the Division II financial aid requirements as outlined in Bylaw prior to becoming an active Division II institution. If the reclassifying institution is not meeting the requirements as outlined in Bylaw at the time of application, the institution shall include a detailed plan based on the committee s policies related to awarding financial aid, including a timeline and commitment of resources (e.g., finances), to demonstrate how the institution will meet the requirements of Bylaw The reclassifying institution must include documented approval of the plan and the implementation of the plan by the institution s governance structure. Conference Membership. The reclassifying institution shall provide a plan to demonstrate how the institution will become a full conference member with an active Division II conference by the conclusion of the reclassification period. Demonstrated Commitment to the Community. The reclassifying institution shall demonstrate that it is committed to the Division II community engagement initiative for developing student-athletes and communities by actively engaging in shared experiences. The reclassifying institution shall demonstrate, with specific examples, that the institution and department of athletics, including coaches and student-athletes, are

The reclassifying institution shall have a procedure for documenting community engagement activities. Competitiveness of the Varsity Athletics Program. The reclassifying institution shall demonstrate a level of competitiveness by sport at the conference, regional and/or national level. The reclassifying institution shall demonstrate that the varsity athletics program has a demonstrated history of competitiveness as measured by the rankings in the conferences all-sports trophy or a national all-sports ranking over the three years immediately preceding the application date. Academic Achievement of Student-Athletes. The reclassifying institution shall demonstrate a commitment to the academic success of the institution s student-athletes, measured in multiple ways. First, the four-year rolling student body graduation rate ( cohorts), as reported on the IPEDS-GRS of the student-athletes must be equal to or greater than that of the general student-body. Operational Staff. The reclassifying institution shall demonstrate it has adequate staffing to cover all responsibilities associated with operating a Division II athletics department, including but not limited to coaches, athletics communication and athletics training. The staff member(s) may have other minimal duties within the athletics department that do not detract from the primary designated athletics responsibility. The reclassifying institution shall demonstrate that the institution has a senior woman administrator that is the highest-ranking female involved with the management of the institution s intercollegiate athletics program. Additionally, the reclassifying institution shall demonstrate that it has a faculty athletics representative who is a member of the institution s faculty or administrative staff and designated by the institution s chancellor or president. Demonstrated Commitment to Positive Game Environment. The reclassifying institution shall have policies and procedures in place that demonstrate a commitment to the Division II game environment initiative, including good sportsmanship by all coaches, fans and student-athletes. Demonstrated Commitment to Diversity and Inclusion. The reclassifying institution shall demonstrate a commitment to diversity and inclusion through, but not limited to, designating a diversity officer, maintaining a gender-equity plan and having a core philosophy or mission statement that promotes an inclusive culture and

16 2015 Application for Division I Institutions Seeking Reclassification of Divisional Membership in All Sports to Division II Page No. 6 fosters equitable participation for student-athletes and career opportunities for coaches and administrators from diverse backgrounds. Application and Review Procedures. The reclassifying institution must fully complete the 2015 application for Division I institutions seeking reclassification of divisional membership in all sports to Division II and the application must be submitted to the NCAA national office through the NCAA program hub not later than June 1, 2015, in order to be reviewed by the committee for consideration to enter the membership process. The application must be signed by the chancellor or president, director of athletics and the faculty athletics representative. The committee shall review and consider all applications received by the June 1, 2015, deadline. Please note the committee will review all documents submitted, including the reclassifying institution s compliance manual, athletics department policies and procedures and student-athlete handbook to confirm and assess the development of policies and procedures for Division II membership. The committee shall forward to the NCAA Division II Management Council those reclassifying institutions the committee approved to enter the membership process. The Management Council shall review the information during its July meeting. Within five business days following the July committee meeting, the national office will officially publicize those institutions that have been approved for acceptance into the Division II membership process. Appeals of the Committee s Decisions. All appeals of the committee s decision regarding a reclassifying institution s acceptance to the Division II membership process shall be filed within 30 calendar days following the notice of the committee s decision. New information identified by the institution after the initial decision of the committee will necessitate additional review by the committee and may delay the process. Appeals of the committee s decision shall be heard by the NCAA Division II Management Council Subcommittee. Decisions of the Management Council Subcommittee are final. Contacting Committee Members. All communication regarding an application to enter the membership process must be directed to Chris Brown or Katie Willett at the national office or the chair of the committee.

Such contact may cause that committee member to recuse him or herself from consideration of the application. Mandatory Meeting Attendance. Reclassifying institutions accepted to enter the membership process are required to send representatives of the institution to all mandatory meetings during the reclassification period. During the academic year, the reclassification period meetings include but are not limited to: 1. Presidents and Chancellors Orientation Meeting, fall Directors of Athletics, Senior Woman Administrators, Faculty Athletics Representatives and Compliance Administrators Orientation Meeting, fall NCAA Division II Convention Business Session and Membership Committee Session, January All Division II sessions during the Regional Rules Seminar conducted by the NCAA, spring Absent a waiver from the committee, failure to attend mandatory meetings during the reclassification period may prevent an institution from progressing in the membership process. Please review Bylaw and the committee s policies and procedures for a full list of requirements institutions must satisfy during the reclassification period. THE 2015 APPLICATION WILL BE AVAILABLE IN THE COMING WEEKS THROUGH NCAA PROGRAM HUB Please use the Program Hub Quick Reference Guide to create a profile to access the system. THE APPLICATION MUST BE SUBMITTED THROUGH THE NCAA PROGRAM HUB AND THE ADDITIONAL REQUIRED MATERIALS RECEIVED AT THE NATIONAL OFFICE NOT LATER THAN JUNE 1, COMPLETION OF THIS APPLICATION IN NO WAY IMPLIES OR ENSURES ACCEPTANCE TO THE DIVISION II MEMBERSHIP PROCESS. ULTIMATELY, THE DIVISION II MEMBERSHIP COMMITTEE HAS THE AUTHORITY TO ACCEPT OR NOT ACCEPT AN APPLICATION TO ENTER THE DIVISION II MEMBERSHIP PROCESS. FAILURE TO FULLY COMPLETE THE APPLICATION OR SUBMIT THE APPLICATION ON TIME MAY RESULT IN THE INSTITUTION NOT BEING CONSIDERED FOR MEMBERSHIP.

18 SUPPLEMENT NO. 2-b Policies and Procedures for Division I Institutions Seeking Reclassification of Divisional Membership in All Sports to Division II Membership Process. An institution that is currently an active member of Division I and seeks to reclassify its divisional membership in all sports to Division II must successfully complete all requirements of the membership process as specified below to be considered for active member status in Division II. Administrative Requirements for Application. 1. Deadline for Submission of Application. Reclassifying institutions shall complete an application, signed by the chancellor or president, and received in the NCAA national office not later than June 1, 2015, for institutions seeking to begin the membership process in the academic year and not later than February 1 prior to the academic year in which the institution seeks to begin the membership process in academic years and thereafter. 2. Required Documentation with the Application. In its application, the institution shall submit the following: a. Statement explaining why the institution seeks to reclassify to Division II, how the institution will comply with all Division II legislation with the exception of Bylaw 15 (Financial Aid) by the first year of the reclassification period and how the institution will comply with Bylaw 15 prior to becoming an active member; b. Demonstrated administration of the institution s athletics program in accordance with the constitution of Division II and all Division II legislation with the exception of Bylaw 15 (Financial Aid). Please note that the reclassifying institution must comply with Division II Bylaw 15 (Financial Aid) regulations in the awarding of any athletically related financial aid to incoming students (e.g., freshman and transfers) [See Attachment A]; c. Athletics department philosophy, mission statement and strategic plan; d. Athletics department policies and procedures manual related to the governance of the athletics program in Division II, including a copy of the reclassifying institution s written procedures in place to ensure the health and safety of the institution s student-athletes (e.g., athletics training, emergency medical procedures) if the procedures are not contained in the policies and procedures manual; e. Institution and athletics department complete organizational charts; f. Athletics department compliance manual for Division II membership;

Athletics department student-athlete handbook for Division II membership; h. Job descriptions of the director of athletics, faculty athletics representative and senior woman administrator; and i. Copy of the institution s most recent financial audit. 3. Sponsorship Requirement. Reclassifying institutions must be sponsored by an active Division II institution or conference at the time of application. 4. Application Fee. A refundable application fee shall accompany the application form. The amount of the fee will be determined annually by the NCAA Division II Membership Committee based on a continual analysis of expenses associated with the membership process. An applicant institution that is not selected to enter the membership process shall receive a refund of the application fee on a prorated basis as determined by the Membership Committee. 5. Membership Committee Authority. The Membership Committee has the authority to accept or not accept a reclassifying institution s application to enter the membership process. 6. Class Size Limitation. Reclassifying institutions are subject to any annual limit on the number of institutions that may be selected to begin the membership process, as established by the NCAA Division II Management Council on recommendation by the Membership Committee. Administrative Requirement Prior to Active Membership Conference Membership. Before the Membership Committee may invite a reclassifying institution to become an active member of Division II, an active conference or an athletics conference applying for membership must have taken action to allow the institution to become a full conference member. Reclassification Period. Once a reclassifying institution receives notice that it has been accepted to begin the Division II membership process, the institution shall enter the reclassification period on September 1, the beginning of practice in any sport for the fall term or the first day of classes for that fall term, whichever occurs first. The reclassification period shall be a minimum of two years. The Membership Committee will annually assess the progress of the institution in the reclassifying period and determine the institution s readiness for Division II active membership. At the completion of the two year period, the institution shall receive a determination of its readiness to proceed to active membership. Reclassifying institutions are required to satisfy the following requirements during the reclassification period:

Demonstrated administration of the institution s athletics program in accordance with the constitution of Division II and all Division II legislation with the exception of Bylaw 15 (Financial Aid). Please note that the reclassifying institution must comply with Division II Bylaw 15 (Financial Aid) regulations in the awarding of any athletically related financial aid to incoming students (e.g., freshman and transfers) [See Attachment A]; b. Demonstrated involvement and commitment of the chancellor or president at the institution, as determined by the Membership Committee; c. An on-campus assessment conducted by an outside group selected by the Membership Committee. NCAA staff and a representative of the Membership Committee will also participate to review the readiness of the institution to become an active Division II member; d. A comprehensive self-study and evaluation of the institution s intercollegiate athletics program using the Division II Institutional Self-Study Guide; e. An annual report submitted by June 1, which shall include an updated athletics department strategic plan; f. Attendance at an orientation session conducted by the national office staff related to basic Division II operating rules and membership requirements. Institutional representatives required to attend are the chancellor or president, the director of athletics, the senior woman administrator, the faculty athletics representative, a compliance administrator and any additional individual to whom athletics reports; g. Attendance at the NCAA Division II Convention Business Session and Membership Committee Session. Institutional representatives required to attend are the chancellor or president, the director of athletics, the senior woman administrator, the faculty athletics representative and a compliance administrator; and h. Attendance at all Division II sessions during the NCAA Regional Rules Seminar conducted by the NCAA. Institutional representatives required to attend are the director of athletics, the senior woman administrator, the faculty athletics representative, a compliance administrator and a liaison from financial aid and the registrar s office.

Demonstrated administration of its athletics program in accordance with the constitution and other Division II legislation with the exception of Bylaw 15 (Financial Aid). Please note that the reclassifying institution must comply with Division II Bylaw 15 (Financial Aid) regulations in the awarding of any athletically related financial aid to incoming students (e.g., freshman and transfers) and sophomores; b. Demonstrated involvement and commitment of the president or chancellor at the institution in the membership process, as determined by the Membership Committee; c. An on-campus assessment conducted by an outside group selected by the Membership Committee. The assessment shall include completion of the Division II Compliance Blueprint Review; d. An annual report submitted by June 1, which shall include an updated athletics department strategic plan; e. Attendance at the NCAA Division II Convention Business Session and Membership Committee Session. Institutional representatives required to attend are the chancellor or president, the director of athletics, the senior woman administrator, the faculty athletics representative and a compliance administrator; and f. Attendance at all Division II sessions during the NCAA Regional Rules Seminar conducted by the NCAA. Institutional representatives required to attend are the director of athletics, the senior woman administrator, the faculty athletics representative, a compliance administrator and a liaison from the financial aid and registrar s office. Determination of Standing in the Membership Process. 1. Failure to Meet Membership Requirements. Reclassifying institutions failing to meet and maintain the conditions set forth in these policies and procedures may be required to complete a third year of the reclassification period or have their status in the membership process terminated by a two-thirds vote of the Membership Committee members present and voting. Reclassifying institutions are not permitted to complete more than three years in the reclassification period. A notice of the intention to terminate status in the

22 Policies and Procedures for Division I Institutions Seeking Reclassification of Divisional Membership in All Sports to Division II Page No. 5 membership process, stating the grounds on which such an action will be based, shall be given in writing to the chancellor or president of the reclassifying institution. 3. Fee for Third Year in Reclassification Period. A nonrefundable fee will be assessed if an institution is required to complete a third year in the reclassification period. The amount of the fee will be determined annually by the Membership Committee, based on a continual analysis of expenses associated with the membership process. 4. Waiver of Membership Process Requirements. Reclassifying institutions may file a waiver to the Membership Committee for failure to meet the requirements of the membership process due to circumstances beyond the control of the institution. The waiver must be filed by June 1 following the academic year for which the institution is seeking relief. For purposes of this requirement, the academic year is defined as September 1 through May Authority of Management Council. The Management Council shall hear and act on a reclassifying institution s appeal of a decision made by the Membership Committee in regard to the institution s standing in the membership process. 6. Termination and Cessation of Rights and Privileges. All rights and privileges of a reclassifying institution shall cease upon termination of membership in the reclassification period. Any institution in the membership process whose membership is terminated may reapply to enter the membership process after a period of one year. Restricted Membership Status Institution Providing Erroneous Information During Membership Process. A reclassifying institution that provides erroneous information during the membership process that is material, intentional and fallacious, and would have impacted the Membership Committee s decision to move the institution forward in the process, shall be subject to restricted-membership status for one academic year following the time of discovery. Appeals of the Membership Committee s decision to place an institution in restricted membership status for providing erroneous information during the membership process shall be reviewed by the Management Council.
