5 BOARD OF EDUCATION OWEGO APALACHIN CENTRAL SCHOOL DISTRICT OWEGO, NY MINUTES August 7, 2014 BOARD OF EDUCATION MINUTES The Owego Apalachin Board of Education held a Regular Meeting at Owego Free Academy, 1 Sheldon Guile Blvd., Owego, NY, on Thursday, August 7, I. CALL TO ORDER President Barton called the meeting to order at 7:04 PM. II. III. ADOPTION OF THE AGENDA A motion was made by Mr. Gene Cvik and seconded by Ms. Becky Goodrich that the Board of Education adopt the agenda of the meeting. CONSIDERATION FOR THE NEED OF EXECUTIVE SESSION Mr. Barton stated that there is a need for an executive session. V. PUBLIC FORUM None VI. CONSENT AGENDA A motion was made by Mr. John Crosby and seconded by Mr. Gene Cvik that the Board of Education adopt the following consent agenda:

6 BOARD OF EDUCATION MINUTES RESOLVED, that the minutes of the July 24, 2014, Regular Board Meeting be approved as presented; AND BE IT FURTHER RESOLVED that the Abandonment of Position, Resignations, Appointments, and Change in Probationary Period be approved according to Schedule A; that the Guitar Donation be approved according to Schedule B; that the Transportation Request to Private Schools be approved according to Schedule C; that the Geo-Science Contract be approved according to Schedule D; that the IT Department Equipment Disposal be approved according to Schedule E; that the Committee on Special Education Placement Recommendations be approved according to Schedule F; that the Committee on Special Education 504 Accommodation Plans be approved according to Schedule G ; that the PreSchool Special Education Placement Recommendations be approved according to Schedule H; that the Corrections to the Tax Roll be approved according to Schedule I Ayes: 6 Nayes: 0 Carried (Barton-Aye; Cvik-Aye; Dunham-Aye; Crosby-Aye; Goodrich-Aye; Arhbal-Aye) VII. PRESIDENT S REPORT A confirmation letter from NYSSBA has been received acknowledging our support of Sandra Ruffo. The annual NYSSBA Conference this year is in New York City Sunday thru Tuesday, October 26 through 28th. We will discuss this over the next few meeting to firm-up attendance. VIII. SUPERINTENDENT S REPORT 2014 AP Results Mr. Bob Farrell Mr. Farrell stated at our AP results are quite good this year. We had seventy seven students take the AP exams this year; 74 out of 77 passed for a 96% passing rate. Special Ed Disproportionality Mr. Tom Comerford Mr. Comerford stated that all NYS schools need to meet/exceed these goals set by NYSED. This is the third consecutive year that the state says we have over-classified students. We previously had to do a self-review. Last year, we had a monitoring review which is similar to a self-review. A more thorough, comprehensive review, is now required. A formal review committee has to be put together no; this group will include the regional associate, school administrators, and school staff. We also have requirements that we need to follow notifying the board, form letter to website, and the review meetings through October. There will be a final finding meeting in November, and the findings will be shared with the BoE and public at that time. Rebuilding OACSD Dr. Russell There is significant news on regarding OES this week. The complete structure is up, and all steel is in place. It is quite impressive. Exterior wall framing is being done, foundation work for this stage is done, and pouring of slab floor will start soon. It s a significant milestone you can now see the structure.

7 BOARD OF EDUCATION MINUTES The geothermal piece is continuing. There are 284 wells that have been drilled. The 2 nd and 3 rd stage of drilling is being started. There was a significant meeting on July 15 th with FEMA, NYS Office of Emergency Management, Simmons Recovery, and Dr. Russell. The district submitted all data and documentation to support the actual awarded bids of the building including soft costs. We asked for a $30 million dollar increase. FEMA official conveyed that our presentation was clear and pending a thorough review it looks fine and we see no problem. Dr. Russell stated that he walked away with a strong feeling that FEMA/SEMO committed to fund to $62.5 million. There will be another conference call in the next week to discuss the Administration and Maintenance Buildings. Dr. Russell encouraged BoE members to take a tour of the bldg. IX. DISTRICT BUSINESS A motion by Mrs. Becky Goodrich and seconded by Mr. Gene Cvik that the Board of Education adopt the Acceptable Use Policy. PUBLIC COMMENTS Mr. Chartrand Owego, NY Mr. Chartrand stated that Mr. Farrell s presentation was interesting and generated a few questions. Q. Where does the State come down on this? Q. How many devices do we have in the district? He believes this is something that the BoE needs to think about. None XI. BOARD COMMITTEE REPORTS XII. COMMITTEE OF TH.E WHOLE OAMS July has been busy at OAMS. Summer enrichment classes have taken place, sports teams are working out. Summer school has wrapped up. The summer school staff complimented the IT Department for their support of the summer school program. Curriculum related work is on going with the English and Math Departments. Mr. Comerford stated that there is full enrollment for PreK in Owego, and there are only six openings in Apalachin. XIII. ACTION ITEM SUMMARY A. Policy Review - will start working on this very soon. B. Veterans tax credit formal presentation in the fall. Public hearing in the fall.

A motion was made by Mrs. Becky Goodrich and seconded by Mr. Gene Cvik that the Board of Education move into Executive Session at 8:15. Ayes: 6 Nayes: 0 Carried (Barton-Aye; Cvik-Aye; Dunham-Aye; Crosby-Aye; Goodrich-Aye; Arhbal-Aye) A motion was made by Mrs. Becky Goodrich and seconded by Mr. Gene Cvik that the Board of Education reconvene into Regular Session at 9:20. ADJOURNMENT A motion was made by Mrs. Becky Goodrich and seconded by Mrs. Buffie Arhbal that the Board of Education adjourn. BOARD ACTION REQUESTED: Authorization for the President of the Board of Education to sign the attached Memos of Understanding with FEN. BACKGROUND: RECOMMENDATION: The law requires a school district to establish subcommittee membership. The required members that the board appoints are: the parent the student, student s regular education teacher, the student s special education teacher or, if appropriate, a special education provider of the student, school psychologist, chairperson, student (if appropriate), and other appropriate members.
