Intelligent Government Turning Data into Insight, and Insight into Action
What is Intelligent Government? Over the last few years, there has been an increasing focus on how to make government agencies more efficient and transparent. Various initiatives have risen and fallen during this time, as agencies look for an effective process to make government more efficient. But efficiency for efficiency s sake is not the goal agencies must be empowered to make better, more informed decisions. Intelligent Government is about finding ways to make sense of data and use advanced analysis to support informed decision-making. Intelligent Government means having the ability to understand, use, and protect data regardless of its volume, condition, or location and to respond effectively to growing demands for transparency and accountability. What can an Intelligent Government agency do? Make effective use of vast quantities of information Rapidly identify emerging trends and potential issues Ensure all data is relevant, timely, accurate, and reliable improve program performance and effectiveness, and fiscal responsibility 2
The Barriers to Intelligent Government Although the efficiency and accountability goals of Intelligent Government are high priorities for a wide range of stakeholders (from Congress, to citizens, to agency employees), a number of obstacles stand in the way. Organizations find themselves drowning in a sea of data, unable to make sense of the massive quantities of information at their disposal. To compound the issue, up to 80% of an organization s data is located in unstructured and semi-structured data sources such as word-processing documents and spreadsheets. Getting actionable insight from multiple types of data sources and disparate spreadsheetbased reporting systems can be incredibly difficult. And reliance on numerous, disconnected manual processes to merge this data for analysis means that many decision-makers find they are one step behind unable to quickly access the up-to-date information they need to make effective decisions. Discovering hidden patterns and correlations is critical to becoming an Intelligent Government organization, but without the ability to extract meaning from both structured and unstructured data, achieving this level of insight is almost impossible. This e-book offers a brief introduction to how public sector organizations can break down these barriers to enable Intelligent Government with modern business intelligence (BI) solutions. Further Resources 3
Enabling Intelligent Government Overcoming the obstacles to Intelligent Government starts with thinking about the issues in the right way from a business goals perspective, not a technology viewpoint. The focus should be on understanding what your organization is really trying to accomplish from a mission perspective. Traditionally, when it comes to implementing business intelligence solutions, IT departments tend to focus on the tool, looking for a silver bullet that will solve technical problems. But this disconnects the solution from the business problem. Your end users want information they can interact with. They want clear insight to help them make better informed decisions. They want business intelligence tools that help them look forward, not just backward. Intelligent Government organizations need BI tools that solve real-world problems the problems your business users need to address if they are to accomplish their operational goals. The end goal of BI for business users is to help them make good decisions, and to achieve this they need three key things from a BI platform. Do I Really Want a Report? One way to think about how to enable Intelligent Government is to consider your local hardware store. Last year, they sold thousands of dollars worth of drills. Do you know how many of their customers wanted a drill? None they wanted a hole. The drill was merely the tool they chose to accomplish that goal. In the same manner, a BI user isn t looking for a report per se they want to make a business decision. And the best tool for that goal may be an interactive dashboard, a free-form data discovery UI or a forward-looking what-if analysis rather than a report. 4
1. Content Consistency Every person in an Intelligent Government agency must have access to relevant, complete, accurate, and consistent information. Deliver a single view of data across the organization Ensure tight security for all sensitive data Automate processes to reduce error and enhance data integrity 2. Timely Information Intelligent Government organizations deliver insight that predicts the best next step, and deliver it in time to influence the business outcome. 3. Decision-Based Insights Decision-makers in Intelligent Government organizations take actions based on facts, not gut instinct, with insights generated by all relevant data, regardless of its source. Identify previously hidden relationships Analyze trends in structured and unstructured data Enable predictive analytics, what-if modeling, and spatial data analysis Connect your mobile workforce to analytics and insight wherever they are Interact with data at the speed of thought Centralize data management with a Web-based platform Access all sources with minimal data movement Accelerate time to value with packaged analytic applications 5
Oracle Solutions for Enabling Intelligent Government The challenge for organizations is that business intelligence means different things to different people. That is because BI is not a single entity, but rather a continuum of different ways to answer business questions. Each type of BI interaction addresses different aspects of this continuum: The historical view: What happened? The analytical view: Why did it happen? The predictive view: What will happen? Any solution for implementing Intelligent Government must also take into account the fact that each user may change the type of questions they are asking as they learn more about their data. The solution needs to deliver a single, integrated BI platform that addresses all aspects of this real-world logical progression, allowing users to move seamlessly from one stage to the next to reach a decision as quickly as possible. The strategic view: How should I respond? Start Simple and Evolve Be Able to Answer All Your Questions What Happened? Why Did It Happen? What Will Happen? How Should I Respond? Performance Visibility Information Discovery Ad-hoc Analysis Interactive Dashboards Predictive Analytics Scenario Analysis Strategic Scorecards Process Integration Operational Reporting Strategic Value 6
And that is what Oracle provides a BI solution that allows users to answer all their business questions from a single, integrated platform. 17 Case Study: New York State Police Organization New York State Police is the primary law enforcement agency in NYS The force consists of 4,600 offices patrolling 54,500 square miles Business Challenges Reductions in operating budget led to the challenge of reducing operating costs while still delivering the same level of service or better. Department of Motor Vehicles data is based on registration data submitted on manual data-entry forms. As a result, the frequency of data errors as it relates to actual physical address is high. Existing systems could not easily support the types of search requests that were being received. For example, it s a two-door car, first digit on plate is a W, not sure of color but not white or black.) Due to data volume and request complexity, the normal turnaround time was 6 to 12 hours or more, and manually intensive. Overview of Solution Taking advantage of Endeca s extensive multi-source reach and thesaurus capabilities to automatically merge location information from the US Postal Service with Department of Motor Vehicle data, the NYS Police created a system that rapidly guides analysts to the best answer. Benefits Less than 20-minute request turnaround Smaller result set with higher-quality matches to the field request Drastic reduction in the amount of time between issuing a search request and suspect apprehension (in some cases, minutes instead of hours or days) Business Value Go beyond traditional BI to truly understand all the factors that affect your decisions. Investigate and understand trends and anomalies from a wider variety of data Access powerful analytics through an easy-to-use interface Extract meaning from unstructured data with Text Enrichment and Sentiment Analysis Explore a new world of actionable insight with intelligent search and contextual navigation IT Value Deliver actionable insight to end users in a fast, intuitive manner. 22 Turn Strategy into Action Linking metrics to strategies, plans, and people is part of the last mile of business intelligence. Data must be put into the context of how it impacts the organization, and users need to understand how their actions impact organizational KPIs. When they see a metric in an undesired state, users should be able to initiate corrective action directly from within the display. What exactly is a KPI? A true Key Performance Indicator is not merely an identified metric or important measure. It also includes a number of strategic characteristics as part of its built-in definition. These additional characteristics capture institutional standards about these key metrics so that analysis is intuitive and consistent, whether the user has been with your organization for 20 years or is a new-hire. Characteristics that should be part of the definition of a real-world KPI include: Target intelligence: Definition of KPI targets should be flexible, allowing a target to be a value tracked from some authoritative data source, formulas based on values sourced from a database, a specific static value, or a value that is entered manually. Targets should be able to vary over time, category, geography, organizational department, etc. Trend intelligence: Any BI toolset can trend data, but what does that trend mean in real-world terms? KPIs should be able to determine whether a specific amount of change is a real change or simply sampling noise. The ability to define a change tolerance is vital to focusing your users only on those changes that matter. 22
What exactly is a KPI? (Continued) Goal intelligence: Having a target value is only one piece of the analysis. Users need to know how to apply that target in comparison to the actual value. Is a bigger number better (as in revenue) or is a smaller number better (as in expenses)? Or are you trying to minimize the distance from your target, so that a smaller value either above or below the target is better than a value way over the target? In other words, users need to know when bigger is not better. Hierarchy intelligence: Your organization is broken out into a hierarchy, so your KPIs also need to have the ability to be related to dimensional hierarchies. You need to be able to define a KPI consistently throughout the organization and other dimensions of interest (geography, time, missions, etc.) with a single definition. Perspective intelligence: At the end of the day, the goal of any BI system should be to help you improve the mission success of your organization. Success can be defined from multiple perspectives, depending on how your job responsibilities are related to the mission. Some KPIs are focused on internal processes, some on the organization s financials, others on how the citizens are impacted by your organization. Knowing what KPIs affect a particular perspective helps users focus on the items that are most meaningful to them. Relationship intelligence: No KPI exists in a vacuum. Various metrics can be affected by other related factors and also have an impact on other metrics. Knowing which factors are affecting a KPI helps users determine the actual item to push to really effect change on the target KPI. Other Key capabilities: KPIs should also support collaborative features such as threaded discussions to explain what is being seen in the KPI, status overrides to handle unique situations, links to recommended actions (optionally based on the state of the KPI), links to related documents and reports (also potentially based on the state of the KPI), etc. 23
Turn Strategy into Action (Continued) Oracle Scorecard and Strategy Management helps organizations travel the last mile of their BI journey. It provides additional capabilities for Oracle Business Intelligence Enterprise Edition to define and manage KPIs, and to communicate strategic objectives throughout the organization and track progress toward these goals. Oracle Scorecard and Strategy Management can certainly take advantage of any formal strategic methodology that exists within your organization. However, no methodology is required to take advantage of the KPI management and display capabilities. Oracle Scorecard and Strategy Management allows you to: Create robust KPIs with complete intelligence characteristics Define strategic goals and communicate them to everyone in your organization Align employee actions with organizational objectives Manage strategic initiatives, measure success, and make adjustments as needed 24
Create Intelligent KPIs Add organizational intelligence to key performance measures. Monitor performance from the highest levels of the organization down to the lowest operational detail Leverages the OBIEE metadata layer to provide direct access to live data Leverages the action framework to integrate with workflows and SOA processes Create watch lists of important KPIs Supports KPI intelligence, annotations, attachments and collaboration Define and Monitor Strategic Direction Clarify strategic goals and provide a framework for performance measurement. Display results through a choice of interfaces Interact with data at the speed of thought without the need for technical support Make better-informed decisions by identifying and analyzing the metrics and relationships that affect performance Provide a variety of reporting options while ensuring data consistency across the organization Align Actions with Strategic Goals Communicate strategy and the measures of success. Align behavior and increase focus on priority initiatives Deliver the insight for employees to understand their impact on achieving success Use scorecards and action frameworks to keep individual and organizational KPIs aligned Further Resources 25
