1 RFP: SPECIALISED AGENCY TO PRODUCE COMMUNICATION MATERIALS FOR THE NATION-WIDE COMMUNICATION CAMPAIGN TARGETING CURRENT AND POTENTIAL TOBACCO USERS

2 REQUEST FOR PROPOSAL 1. Background Tobacco use is the number one preventable cause of death in the world. Smoking kills up to half of all users and reduces the lifespan of smokers by an average of 15 years. Smoking is a disastrous problem for modern society, causing more deaths yearly than AIDS, alcohol, drug abuse, road accidents, crime and suicide put together. In the 20 th Century, tobacco led to the death of approximately 100 million people. Each year smoking kills a significant number of smokers as well as those exposed to passive smoking or secondhand smoke. According to the World Health Organization s calculations tobacco will have killed approximately 5 million people worldwide in 2011, including over 1.2 million in the European Region. This figure does not include the additional 600,000 people who will have died because of passive smoking, among which 150,000 were children. The Government of Moldova approved on 16 February 2012 the National Tobacco Control Programme for Government decision nr. 100 dated It has been developed in accordance with the provisions of the Framework Convention on Tobacco Control of the World Health Organization which Moldova ratified in May 2007, taking account of the need to enforce and harmonize the national legislation on tobacco control with EU directives and recommendations on tobacco. The NTCP outlines the following specific objectives: - to establish 100 percent SF public and work places, including educational institutions, health care facilities, offices, hospitality locations and public transportation - to increase tobacco taxes and introduce a tobacco tax earmarked as a sustainable source of funding for tobacco control and health promotion - to ban all forms of advertising, promotion and sponsorships of tobacco products - to inform and raise awareness among the population of the health, social and economic problems related to tobacco consumption - to implement pictorial warnings on cigarette packs, describing the harmful effects of smoking - to introduce and provide easy access to smoking cessation services - to establish a tobacco related monitoring system - to combat illicit trade with neighboring countries. 2. Objectives of the communication campaign The overall goal of campaign is to change social norms around tobacco and in the long term to reduce smoking prevalence. Objective 1. Increase information sharing and knowledge building among the general population with regard to the overall health issues and socio-economic issues related to tobacco consumption by 60% in children and youth and by 90% in the adult population, compared to 2011.

3 Objective 2. With the aim of raising awareness of the negative health consequences of smoking and second hand smoking the campaign should motivate smokers to quit, whilst raising concerns about the negative effects of smoking around others - particularly loved ones and children. Objective 3. For people who don t smoke, encourage them to remain non-smokers or ex-smokers, particularly young people. Objective 4. Considering that non-smokers are an important secondary audience, and armed with knowledge about the dangers of second hand smoke (SHS) the campaign should encourage non-smokers to speak up about their right to smoke-free air, encouraging family and friends to quit. Objective 5. Build a supportive environment for future TC legislation, influencing the public and educating stakeholders to gain support and catalyse effective tobacco control initiatives. 3. Target audience Primary TA: - Smokers with a focus on low socio-economic groups, because of their high rates of smoking. - Vulnerable groups targeted by the TI because of their highest risk: Secondary school children (children 8-12) Teenagers Reproductive age and pregnant women, with a focus on pregnant smokers because of the risks of maternal smoking to infants in utero. 4. Requirements A media production company with extended experience in developing of social communication materials, especially related to public health issues will develop and adapt video/audio/print materials in close collaboration with WHO following the scope of the Communication Strategy. - Develop the overall design of logos, tags, jingles and campaign identification marks that will link all parts of the campaign regardless of where or how they reach the target audiences - Adapt internationally developed video/audio and print materials - Develop and produce video spots involving trust-worthy personalities and health specialists - Develop specific messages targeting given audiences - Ensure collaboration with WHO to submit developed materils for pretesting before final production 5. Work assignments - Develop and produce three to five video/audio spots targeting the required audience - Develop and produce logo and messages of the communication campaign - Develop design of print communication materials: posters/billboards - Adapt three to five video spots and print materials received from WHO

4 6. Expected results - Maximum five video/audio spots developed in Romanian and Russian languages and subtitled in English, tested and submitted. Length up to one minute TV versions to be produced in HD with SD versions, burned on DVD in 50 copies. Radio to be full modulation.wav and.mpg; - Maximum five video/audio spots received from WHO adapted to the local market in Romanian and Russian languages and subtitled in English. Radio to be full modulation.wav and.mpg; - Campaign logo and main messages developed in Romanian and Russian languages, tested and approved; - Design three type of posters in Romanian and Russian languages targeting different audience using the developed logo and messages, format A2, 4+0, 240gsm/matte coated; the final design formatting will be coordinated with WHO Country Office - Two different types of outdoor billboards in Romanian and Russian languages using the developed logo and messages designed, tested, approved and submitted, size will be decided; - Communication and consultations with WHO and its implementing Partners during the process is constant and ensured. 7. Technical information: The production company will ensure that all produced materials will be easily recognisable, using colour, font, sound, shape, layout. Acceptable to the target audiences. Used colors must be transferable to monochrome without losing identity. Recognisable in large or small format. Provide flexibility of use to suit the various media that will use them. These coded designs will be used in all products connected with the campaign. Delivery place of the produced materials will be communicated by WHO once different materials are ready. WHO will ensure that the Production Agency receives in time the products that need adaptation/ adjustments. All copy rights of any of the produced materials are owned by WHO. 8. Support provided by WHO: WHO will provide the necessary background information regarding the communication campaign and will facilitate access to health premises and any other support needed for the production stage. 9. Deliverables: - Up to five video/audio spots produced by 15 September 2012; - Up to five video/audio spots adapted by 17 September First two adaptations by 28 May 2012;

5 - Campaign logo and messages by 19 May 2012; - Three types of posters developed and printed by 17 September First type by 28 May 2012; - Two types of billboards designed first one by May The second by 17 September Minimum qualification requirements: - Minimum 5 years of experience in production of high quality video/audio products on public health issues and BCC approaches; - Technical capacity a demonstrated owned high quality equipment and studio for the entire video and audio production cycle in HD format and HD sound protocol; - Experience in design and printing of communication materials ; - Qualified personnel; - Good communication skills in Romanian, Russian and English; - Previous experience with UN and other International Organizations and projects; - Good business reputation and integrity. 11. Submission of the proposal: - Portfolio of the Agency - An intention letter of up to two pages - Budget estimation Signed proposals in English must be IN HARD COPIES and sent to the following address: 29, Sfatul Tarii str., Office 303 Chisinau, MD-2012, Republic of Moldova The proposal must be received by 17:30 (GMT+2), Friday, 20 th April Evaluation of the proposal Proposals will be evaluated on the basis of the best fit to the defined requirements and will include a cost consideration. Bidders will be evaluated against the following key criteria: - Quality of RFP Response - Experience in video/audio production and ownership of equipment for the entire production cycle - Cost of work required The evaluation may include a meeting of the contractor. Every bidder will be notified in due course of the outcome of the evaluation.

6 13. Validity of Proposal The proposals must be valid through the entire contracting period. WHO will make all reasonable efforts to complete the selection process within a reasonable period of time. 14. Bidder Enquiries Queries and questions of clarification regarding this RFP can also be addressed to 15. Modifications WHO may issue a modification of the RFP documents prepared by WHO at its own initiative. Any such modifications to the RFP documents shall be communicated to all bidders at the same time. 16. Language The work performed for this project and management and contractual communications will be executed in English. 17. Selection of Contractor WHO is not bound to select any of the bidders submitting proposals. WHO reserves the right to make an award solely on the information provided, to conduct discussions or request proposal revisions if deemed necessary. The contractor selected for the award will be chosen on the basis of the proposal which is considered most responsive to the needs of the project concerned, with due consideration given to WHO s general principles, including economy and efficiency. The contractor will not necessarily be selected on the basis of lowest price. WHO has no obligation to reveal how proposals received from bidders are assessed. Bidders whose proposals are not selected will be notified of this fact, and shall have no claim whatsoever for any kind of compensation. 18. Negotiations WHO reserves the right to enter into negotiations with one or more bidders as part of the selection process. 19. Payment Payment will be made against presentation of an invoice for the deliverable and subject to acceptance of each such deliverable by WHO. Any payments to the Contractor shall reflect any tax exemptions to which WHO are entitled by reason of the immunity they enjoy. WHO are exempt from all direct taxes, customs

7 duties and the like and the Contractor shall consult with WHO so as to avoid the imposition of such charges. Basis for payment will also include the following evaluation criteria: Technical and professional level of performed work (will be judged by the quality of reports provided to the WHO as well as references of partners which might be involved) Quality of performed work (timeliness of submission of reports to the WHO) The quality of work will be also assessed through evaluation of working relations, responsiveness, and communication of contractual partner
