3 Why AODTCs? High recidivism rates Overwhelming court lists Loss of trust and confidence in the criminal justice system Prison overcrowding Offenders weren t any better off after incarceration Everything else had been tried

6 Court Processes One Pilot Two Courts Auckland and Waitakere 100 Participants per year Prospective participants will be identified through Pre-Assessment Process in the District Courts Eligibility Criteria will apply Determination Hearing will be held to confirm Eligibility Once on the Programme participants may be held for up to 18 months pre-sentencing Sentencing and Graduation

7 Eligibility Criteria High risk/high needs i.t.o reoffending and risk to self, family & community Offending that is being driven by AOD dependency Moderate-severe substance-related dependence Not severe mental health issues Medium / high RoC/RoI scores Sentence up to 3 years

8 Eligibility Criteria Cont. Guilty plea No other charges Willing to participate in the AODTC programme 17 years and over NZ citizen or resident in District Court catchment area
