2 To Users During the 11th Five-Year Plan period, as the sole institution-level information center of Chinese Academy of Sciences (CAS), Computer Network Information Center (hereinafter referred to as CNIC), guided by the service concept of Willing to be a ladder, serving innovation, being pragmatic and industrious, and opening for win-win, achieved significant growth of supporting capacity under three fundamental environments, i.e. network environment, data environment, supercomputing environment, and made fruitful achievements on the aspects of collaboration environment research, advance of e-science application and propaganda, etc, and eminent effect was achieved in the services of ARP application system, website groups of CAS, Internet-based Science Communication and other application platforms, and realized healthy and steady development in cctld registration & management. To ensure the long-term sustainable development, CNIC defined planning (One Positioning, Three Major Breakthroughs and Five Key Fostering Directions, see Chapter 1 for details), expressly set up the positioning goal of CNIC through careful sorting and strategic discussions in line with the requirements proposed in the planning of CAS, and a grand development blueprint was formulated. The way ahead is full of ups and downs, CNIC is still faced with many difficulties and challenges. Therefore, it should always keep the awareness and a sense of crisis. Just like what Mr. Tan Tieniu, Deputy Secretary of CAS, pointed out: the functional positioning of the informatization supporting service organizations of CNIC is neither statutory nor irreplaceable. Under the rapid development background of informatization, the one that provides better informatization supporting service has stronger discourse right. More performance, the higher the position, CNIC will constantly update the informatization infrastructures, innovate informatization application and service capability, improve the standard regulatory system, security assurance system and service supporting system and rely on the whole staff to embody the value of the existence of CNIC by joint efforts, to consolidate the status of CNIC in informatization building of CAS and constantly elevate the overall informatization level of CAS and even China is a significant year playing a linking role in implementation of the 12th Five-Year Plan. During this year, CNIC will focus on one center, earnestly implement planning, further define each measure, enhance the maneuverability, and mobilize the whole staff by innovative culture building; constantly sharpen the competitive edge of the products and services of CNIC by gradual implementation of planning, in a bid to improve the experience and satisfaction of users. 7 Overview of CNIC 2011 is the first year of both the national 12th Five-Year Plan and the implementation of Innovation 2020 strategy of CAS. In addition to full completion of all the task targets of Phase 3 of CAS knowledge innovation program, and 11 special informatization tasks of the 11th Five-Year Plan of CAS, CNIC proactively strived for the key national projects of National Development and Reform Commission, the Ministry of Science and Technology, etc, and press ahead the construction of advanced scientific research information infrastructures and Internet fundamental infrastructure resources; actively cooperate with national Internet governance, and guarantee the stable development of cctld. Strategic Planning Based on the achievements of Strategic Planning 2010, CNIC carried out deployment focusing on the planning (One Positioning, Three Major Breakthroughs and Five Key Fostering Directions) strategy, convened development strategy workshop of CNIC, and formulated the development strategy through multiple discussions. One positioning Mission: To be the service supporting institution of the scientific research informatization and management informatization of CAS, registration and management, operation services and technical R&D institution of the national Internet basic resources, R&D and demonstration base of informatization application technology. Overall goal: To become a top-ranking Network Information Center leading the construction of China s e-science, an information resource center driving the sustainable development of management informatization of CAS, and to rank among the world s advanced supercomputing centers, data centers and scientific research networks; and to become an Internet basic resource center and a world s top-ranking Internet information center serving the Internet development of China. 2. Three major breakthroughs Breakthrough 1: Comprehensively improve the capabilities of providing basic informatization service. Substantially improve the service capability and operation and maintenance level of China Science and Technology Network Center, Supercomputing Center, Scientific Data Center and China Internet Network Information Center, closely combine with the 12th Five-Year informatization planning of CAS, and build up an informatization infrastructure (network, supercomputing and data environment) applicable for research requirements of Innovation 2020 of CAS. Construct advanced country-level non-profit scientific research network infrastructures and cloud service environment, remarkably improve the network management and security assurance capability, realize the 99.9% network availability of the core network and backbone network of China Science & Technology Network, the 99.9% availability of the overall resources of distributed supercomputing environment of CAS, the 99.9% normal service rate of trans-regional data centers, so as to provide informatization infrastructure service support to Science & Technology Cloud and Management Cloud of the 12th Five-Year informatization planning. Build up a worldleading, efficient, secure and stable Internet basic resource service platform. Breakthrough 2: Remarkably boost development of informatization application. Formulate an integrated solution for scientific research data acquisition, transmission, storage, modeling, analysis and visualization, and provide e-science service based on sea-cloud mode; establish a widely-used network collaborative scientific research environment that effectively supports scientific research; seek breakthrough in e-science application demonstration in ecological and biological scientific research field, drive the improvement of the overall application level of e-science; build up a management informatization service platform that supports reasonable decision-making; and build up an interaction and communication service platform for science development; actively participate in and exert efforts to push ahead pilot applications of science and technology cloud and management cloud of the 12th Five-Year informatization planning of CAS. Breakthrough 3: Build up an innovative experiment environment supporting future IT research and development. Give full play to our own advantages, closely cooperate with relevant research institutes, actively participate in the future IT research, integrate network, storage, computing, sensing, data and other resources, seek breakthrough in virtualization and experiment service management and control technology, establish standardization and open/ sharing mechanism, accommodate diversified resources, effectively support end-to-end innovation study, real scene verification and scale demonstration. 9 Overview of CNIC 3. Five key fostering directions Direction 1: Future Internet architecture and key technologies, facing the challenges of the integration of human, machine and objects, focusing on the architecture and relevant key technologies centered on contents and service. Direction 2: Credible Internet basic resource service system and security assurance technology, technical research on Internet basic resources (domain name, IP address, etc.) and the information security and service security. Direction 3: High-performance scientific computing method and software, study on Level P-E high-precision parallel algorithm and realization of critical technologies, and as well as super cloud computing model and technology. Direction 4: Sea-cloud data center and key technologies, facing the challenges of massive data management and application in the future sea-cloud environment, seeking breakthrough in massive data distributed storage, highefficient processing and mining and visualized analysis technology, and as well as large scale scientific data collection and sharing application technologies. Direction 5: Scientific research informatization and management informatization application and its key technologies, study on network collaboration environment, scientific workflow, massive information collection and management, intelligent scientific research, information service, new media communication and interaction, etc, auxiliary decision-making support platform based on cloud technology, research institution s comprehensive service platform based on Internet of Things (IoT) technology, promoting informatization demonstrating application of modern and convenient intelligent area with top functions. II. Business Development Through more than a decade of unremitting efforts and continuous development, CNIC has become the leader and core institution for informatization building, technical support and service. In terms of infrastructure, China Science and Technology Network covers over 30 provinces, autonomous regions and municipalities directly under the Central Government, interconnecting 139 institutes (including enterprises transformed from 11 institutes) and a great number of scientific devices and field stations of CAS, and provides services to over 100 non-cas units. At present, the bandwidth of the backbone of China Science and Technology Network is 10G, and 155M-2.5G for WAN, and the access network bandwidth is 1G. Video conference system realized seamless integration with the desktop, and the capacity of private mail system has been upgraded to 3G. In terms of e-science infrastructures, the Supercomputing Center has a peak at 150 TFlops of CCPU supercomputer and GPU high-performance computing cluster (Sugon, Lenovo, etc), as well as matching storage and visualized devices. Up to now, they have already formed a platform which supports the high-performance scientific computation of CAS. As a leading unit, the Supercomputing Center cooperated with and organized over 60 institutes of CAS to 6 Computer Network Information Center, Chinese Academy of Sciences

10 carry out scientific database building and service under the leadership of Informatization Working Office of CAS, the total quantity of data source achieves to 218TB, data that can be shared online reached 141TB, and annual average data download exceeded 100TB; collaborative working environment, Duckling platform has basically come into shape and opened source codes, encouraging scientific workers to develop various application plug-ins and apply them in some key scientific research projects of the nation and CAS; e-science application in important wild bird resource and epidemic disease monitoring and risk evaluation study in Qinghai Lake Area and other e-science application demonstration work has obtained remarkable achievements. Overall Promotion Group for e-science Application and e-science Call Center played an important coordinating and supporting role in e-science application and service. e-science Technology and Application edited and published by the Journal Editorial Department has become an officially published science and technology journal. In respect of scientific management informatization, an informatization platform is not only provided to daily business processing of scientific research management, but also a convenient tool to address key management requirements of CAS and the nation. The CAS website group was established, among which Chinese and English websites of CAS are the major websites and the Chinese and English websites of 356 institutes are subwebsites, and leaping development of CAS website group construction was realized. In respect of online scientific popularization, CAS formed scientific popularization service system organically composed of online science popularization resource system, online science popularization service system and co-constructing and sharing environment and integrated with openness and interaction has preliminarily come into shape, and this created an online scientific popularization brand of CAS, and it became a major force of national online science popularization. In respect of Internet basic resource management, cctld began to step into a healthy and stable development track through constant enhancement of infrastructure building, application expansion and improvement of service after cctld realized real-name registration management. Meanwhile, forward-looking study on Internet and technology has been deepened and expanded continuously, and China s influence has been growing in technology communications of Internet community. III. Scientific Research Projects and Achievements In 2011, CNIC actively strived for and took advantage of various resources, and successfully applied for the projects from National Reform and Development Commission, Ministry of Science and Technology of the P.R. China, National Natural Science Foundation of China, CAS and local governments. CNIC got 76 new projects in 2011, involving a total fund of RMB65.63 million. In the same year, CNIC listed the implementation of intellectual property rights related work as one of the major tasks, conducted many intellectual property rights related training programs, enhanced patent and software copyright application, applied for 40 patents in total, applied for and obtained registration of 51 software copyrights Annual Report 7

International Communication and Cooperation In 2011, CNIC actively explored new international cooperation models in the light of the being pragmatic and industrious, and opening for win-win concept, achieved new progress in domestic and international cooperation and expanded the space of cooperation. CNIC organized five international conferences in 2011, including The American-Chinese Cyberinfrastructure and E-Science Workshop (ACCESS) 2011, 2011 International Symposium on Computational Chemistry and HPC Applications, International Workshop of GPU Solutions to Multiscale Problems in Science and Engineer 2011 (GPU- SMP2011) and Fifth China-U.S. Roundtable Meeting on Scientific Data Cooperation. Therein, ACCESS 11 is themed visualization and visualization analysis, presenting the latest progress and achievements of both in China and the USA. The 1st CAS-HGF Workshop on Supercomputing was co-sponsored by CAS and HGF and jointly hosted by FZ-Juelich and CNIC. During the conference, the two undertaking parties reached a strategic agreement, which definitely prescribed the cooperation for advance in four aspects; meanwhile, the workshop decided to establish a new cooperation platform CHANGES (Chinese-American-German E-Science and Cyberinfrastructure Workshop) by CNIC, NCSA and Juelich, the upgraded CHANGES will serve as a significant bond for multilateral strategic cooperation. In 2011, CNIC also successfully bid for holding IEEE e-science (2013) International Conference in Beijing, and this will further expand the international cooperation channel, and strengthen the influence of CNIC and CAS. 8 Computer Network Information Center, Chinese Academy of Sciences

12 The 1st CAS-HGF Workshop on Supercomputing In terms of posts in international organizations, research fellows Yan Baoping and Nan Kai continuously acted as the committee members of WDS-SC, PRAGMA and other international scientific organizations. CNNIC also continued to expand and strengthen participation in related activities of international Internet community. There are newly added posts in international Internet community: Mr. Li Xiaodong acted as Vice President of ICANN in the name of CNIC research fellow, in charge of Asian affairs, and he then acted as the first Chinese that entered into the top executive team of ICANN, and meanwhile undertook a member of Domain Name Security and Stability Advisory Committee (SSAC), member of Domain Name Security and Recoverability Evaluation Expert Team (SSR RT); Ms. Zhao Wei was selected as a member of APNIC Executive Board, and Ms. Shen Zhi as Co-chairman of APNIC NIR-SIG; CNNIC continues acted as Co-chairman of APPSAWG Working Team in IETF, Secretary of EAI Working Team, a member of Evaluation Committee in APP field, and other positions. CNIC experts holding positions in these international organizations actively participated in various conferences and relevant activities within the organizations, continuously expanded CNIC and CNNIC s influences on the globe, and continuously expanded the international communication space Annual Report 9

13 Scientific Research Network Environment CSTNET is an academic non-commercial research network under the leadership of the Chinese Academy of Sciences, constructs and operates the most leading Internet infrastructure, promotes scientific research network applications and Internet key technology and application vision research, provides scientific research network service and fundamental information support and guarantee for the national scientific innovation development. I. Infrastructure Construction CSTNET core network was founded in Beijing. Through high-speed circuits, CSTNET forms nation-wide backbone network which covers over 30 provinces, autonomous regions and municipalities including twelve sub-centers as Shanghai, Guangzhou, Kunming and Xinjiang etc. and eighteen independent institutes. In 2001, Kunming, Shenyang circuits capacity expanded to 2.5G. By the end of the year, CSTNET had 8 2.5G backbone network circuits. CSTNET constructed backup circuits for Shanghai, Guangzhou, Shenyang, Changchun, Chengdu, Lanzhou sub-centers and provided backup protect for the backbone circuits. In July 2011, CSTNET completed the 11th Five- Year project Internet Environment Construction and Service. II. Operation & Maintenance Support and Services 1. Network running status CSTNET provides year-round uninterrupted 7x24 network maintenance services and network trouble shooting. Until the year 2011, CSTNET had kept quality of Internet carrier-class network operation, implemented yearly 99.99% Internet availability (not excluding third-part causes and/or routine maintenance). 10 COMPUTER NETWORK INFORMATION CENTER, Chinese ACAdemy of sciences

Traffic distribution and composition In 2011, CSTNET overall traffic tended to steadily rise up especially the IPv6 traffic which indicates the next generation Internet gradually pushes to the application on CSTNET. Network security status Security monitoring service ability promoted and monitor scope extended to all users. In 2011, CSTNET had discovered and handled 1,465 inner network security events, scanned and assessed 50,000 computers and discovered 4,000 flaw computers, 2,700 websites had been analyzed by remote permeate. 4. system status In 2011, system continued to maintain high efficiency and stability with quality service, also cleared up the weak password users, updated storage device updated and supported IPv6. In terms of system function expansion and upgrade, system improved the function of Webmail, pushed forward the IPv6 support, completed the IPv6 servers deploy in Aug, 2011, test running in September and comprehensive test and users promotion in October. 15 Scientific Research Network Environment 5. CAS video conference system status Considering the actual needs of users, Desktop Video Conference System has upgraded to support IPv4 and IPv6 dual-stack, optimized database, simplified the appointment conference process, refined search results, optimized conference, list, audio and video test functions, built a comprehensive, flexible, stable and reliable desktop communication platform with combination of video, audio and information Video conference annual cartogram 6. Scientific research application oriented communication system The application for scientific research personal communication application platform is based on mature SaaS concept, through the system user resources and authentication information to realize the unified login. Integrated IP audio communication, , desktop video conference, mobile phone messages, personal portal, electronic payment, recharge package, website recommend and help website. At the same time, it provides integrated environment such as CAS webmail login, desktop conference and public contact. 7. Customer services In 2011, CSTNET promoted the construction of the three-level operation and support service system, completed the project task document formulation, sign and operation funds appropriation and etc. In addition to organize sub-center work communication conference twice, CSTNET hold monthly notification conference for district center to response the user s demand and problem, guide the daily operation maintenance and service. At the same time, the headquarter instructed various and colorful activities with sub-centers, they form a multi-level comprehensive user interaction exchange mechanism with institutes and district center. III. Domestic and International Communication In 2011, CSTNET sent delegations to Chinese-American Networking Symposium CANS2011, Asia-Pacific Advanced Network (APAN), China-EU network cooperation project OrientPlus coordinate seminar, TNC2011 Europe Network Technical Conference, EU 7th Framework Programme application guideline conference. The fifth Computer Science Technology 2011 (FCST- 11), 2nd International Workshop on Wireless Networks and CANS Computer Network Information Center, Chinese Academy of Sciences

16 Multimedia (WNM-11), The 10th IEEE International Symposium on Network Computing and Applications (NCA11) and the 4th IEEE International Conference on Computer Science and Information Technology (ICCSIT11). In January 2001, CSTNET signed the strategic cooperative memorandum with the International Center for Advanced Internet Research (ICAIR) of Northwestern University in Beijing. CSTNET has successfully established a Beijing- Northwestern university tunnel, to join global network innovation environment (GENI) international cooperation. Jim Chen, vice director of ICAIR visited CSTNET for further cooperation with communication. In order to share cloud computing innovation and experience, discuss cloud computing research trends and application prospects, CSTNET held innovation salon activity on 19 July IV. Typical Cases 1. National bureau of statistics of China Online direct-reporting application network protection Online direct-reporting is a revolution of the traditional statistical data collection, It changed the layer upon layer report data collecting method, the enterprise data will be required to transfer to the national bureau of statistics data center directly, with two point, one line mode to ensure raw data true, fraudulent statistical data distortion is avoided. CSTNET provides network platform for National Bureau of Statistics of China Online direct-reporting. CSTNET staff provides reliable technical support and stable support platform for the project. 2. 4over6 tunnel construction for sub-centers CSTNET general center constructs 6 4over6 lines based on IPv4 over IPv6 tunnel for the IPv4 backup lines connects Changchun, Shenyang, Shanghai, Guangzhou, Lanzhou and Chengdu sub-center. 4over6 backup lines have taken effect for many times since completed, provided more solid and reliable network access service. V. Key Projects and Achievements 1. CNGI project CSTNET undertook five subtasks of the CNGI advanced scientific research information construction of infrastructure, including construction of high-speed scientific research data network, network management system research, network security environment, converged communications environment and future Internet testing bed. Global high-speed scientific research network (GLORIAD-Taj) project In 2011, CSTNET applied for the Ministry of Science and Technology cooperation project Global high-speed scientific research network (GLORIAD-Taj) performance improvement and key technical cooperation. The project s construction and implementation would considerably increase the network bandwidth of China, the United States and Northern Europe, upgrade ten billion for the Hong Kong to North America. This network would connect India, Singapore, Vietnam and Egypt and other countries funded by National Science Foundation (NSF) and bring about more scientific information resource. 3. ITER international high-speed special data network project In 2011, ITER project completed unified communication platform LYNC deployment and core network storage disaster center construction, cooperated with major plan with national support. ITER project would be success stories for cooperation of international scientific resource advantage of CSTNET and scientific application. VI. Training Programs for Informatization In 2011, CSTNET held information special training covering leading network technology, network construction and network application in the need of users. On November 9th-12th, 2011, CSTNET 2011 annual and network technology seminar and CSTNET 2011 district sub-center and user committees working meeting were held in Zhangjiajie, all the delegates made depth and extensive discussions on the 12th Five-Year informatization network construction and the way to make better service for the users of CSTNET. 14 Computer Network Information Center, Chinese Academy of Sciences

18 Scientific Data Environment Scientific Data Center (SDC) is the information infrastructure supporting organization for the construction and operation of CAS digital data application environment, and has been taking the lead in implementing the CAS Scientific Databases Project for a long time, principally engaging in research, implementation and application services of mass data storage infrastructure construction and operation, large-scale scientific database construction services, data intensive application, etc. I. Infrastructure Construction Mass storage facilities contribute to the core infrastructure of CAS data application environment, which were put into operation during the 11th Five- Year Plan period with 6.42 PB mass data storage. By the end of 2012, SDC will have built distributed storage facilities of 22PB storage capacity, with regional storage nodes connected through 2.5G 10G high-speed S&T network. The system architecture includes Beijing Zhongguancun primary storage center, Huairou archive backup center and twelve regional storage nodes, forming nationwide cloud storage network to meet demands in S&T field. 19 Scientific Data Environment Beijing Zhongguancun primary storage center, is the heart center of the whole mass data environment. Huairou storage center is the main archive backup center, providing security for offsite data backup. The twelve storage nodes in Shanghai, Guangzhou, Lanzhou, Hefei, Kunming, Xinjiang, Shenyang, Chengdu, Wuhan, Changchun, Nanjing, Xi an provide safe and effective mass data storage services for research and engineering application storage needs. II. Operation & Maintenance Supports and Services 1. Data storage services SDC formally launched data storage backup services for CAS in June, 2010, and Online Storage Self-service Platform formally served in September, providing services for more than 40 institutes within and out of CAS, together with 700TB backup data volume and more than 1500TB storage capacity by the end of The main data storage services including: (1) Data storage and backup service (2) Online storage self-service (3) Host mirroring service Online Storage Self-service Platform Presently, nearly 60 CAS institutes established scientific databases mirroring in SDC. Host mirroring services are applied in biological recognition algorithm online evaluation system of CASIA (Institute of Automation, CAS), CAS periodical edition and management system of Chinese Science Publishing Group Co, Ltd., and etc. Deploy and operate data platforms conclude Darwin molecular data analysis, global economy monitoring and policy simulation analysis, etc. 2. Data services To satisfy the scientific data needs from CAS, SDC applied online data sharing, data librarian service and consulting service to promote the data sharing and application in S&T field. In 2011, SDC International Scientific Data Service Platform accumulated 121TB data resources, with up to TB data and 32 kinds of data productions. 20 (1) Online Data Sharing (2) Data Librarian Service (3) Consulting Service By the end of 2011, online visits to scientific database achieved million with TB data downloaded.sdc coordinates and provides data service system and comprehensive database services for entire CAS relying on CAS Scientific Database project with 63 database construction units and 91 data librarians providing services through united data application environment consulting service system. 3. Data application and technical service SDC also supplied data application and technical service mainly focusing on standard specifications, software tools research and promotion as well as data-intensive application, etc. (1) Standard specifications. SDC jointed the Institute of Soil Science in CAS and successfully launched Soil Scientific Metadata project approved by Standardization Administration of China. SDC also actively participated in implementation on Botanical Garden Database Content Specifications, etc. (2) Software tools research and promotion. SDC developed independently 12 application tools, including VisualDB 2011 for database construction, Resource and Service Registration System, Consulting Service System, Resource Data Statistics System, Data Service Management and Statistical System, etc., updated services for 15 database users in 2011, which promoted the implementation of distributed resources co-construction and sharing. In 2011, SDC obtained 13 Software Copyright, submitted 11 invention patent applications, and published 41 papers with 4 SCI and 14 EI. (3) Geospatial scientific data cloud service platform. Funded by CNIC, within the project Advanced Spatial Data Infrastructure Construction Face to Global Change, SDC and CEODE jointly explored computation, storage, data, model and other resources, providing on-demand convergence service based on application, making a breakthrough in open scientific data acquisition, big data processing, model encapsulating service, etc. (4) Data-intensive application. Combining with mass space data resources, data processing model and data mining technique, as well as considering the needs of Academy of Mathematics and System Science, Institute of Geographic Sciences and Natural Resources Research, Institute of Policy and Management, Institute of Botany, Shenzhen Fairy Lake Botanical Garden and the relevant units, SDC established Data-intensive Application and Sharing Platform.
