6 Chapter 17 Structural Testing and Special Inspections To go through Chapter 17 and all references of the Building Code of NYS, would literally take weeks to do. It is my intent today to give your staff the basic understanding of Chapter 17, so that each and everyone of you can bring that knowledge into your projects. 6
7 Chapter 17 Structural Testing and Special Inspections Section: Content: 1701 General No changes from 2007 BCNYS Definitions Some minor changes from 2007 BCNYS 1703 Approvals No changes from 2007 BCNYS 1704 Special Inspections Several changes from 2007 BCNYS. 8 Chapter 17 Structural Testing and Special Inspections Don t get too worried about the thought of Special Inspections and Structural Tests. Structural Testing and Special Inspections services have been required and specified prior to The difference now is that these items are defined in the code and now are the LAW. Additionally, the Owner pays for the Structural Testing and Special Inspection services, not the Contractor. 8

10 What are Special Inspections? Answer Inspection as required of the materials, installation, fabrication, erection, or placement of components and connections requiring special expertise to ensure compliance with approved construction documents and referenced standards. 10
11 Special Inspections may be Continuous, i.e. full time observation of work OR Periodic, i.e. part-time or intermittent observation of work 11
12 Definitions Approved Agency: An established and recognized agency regularly engaged in conducting tests or furnishing inspection services, when such agency has been approved. 12
13 Approved Agency To become an Approved Agency, the agency shall prove to the Code Enforcement Official that the agency: Is independent Has adequate, calibrated equipment Has experienced, certified personnel 13
14 Lets take a moment to talk about Laboratory Accreditation. Chapter 17, Table , Reinforced Concrete Construction, references ACI 318 ACI 318 references ASTM C1077, Standard Practice for Agencies Testing Concrete and Concrete Aggregates for Use in Construction 14
15 ASTM C , Under Section 11, Testing Agency Evaluation states that The testing agency shall have its facilities, equipment, personnel, and procedures evaluated at intervals of approximately 2 years by an evaluation authority to confirm its ability to perform the required tests. Two methods of evaluation, either inspection or accreditation, are acceptable.
16 16 I point these requirements out, because you, as the Design Professional, could be responsible to hire the Special Inspection Agency. If an unqualified agency is hired and something goes wrong, such as a catastrophic failure, you as the Design Professional, would get tied into the problem.

18 Definitions Special Inspector: The special Inspector shall be a qualified person who shall demonstrate competence, to the satisfaction of the Code Enforcement Official for inspection of the particular type of construction or operation requiring special Inspection. Additionally, the qualifications outlined in Table identify the minimum qualifications of the Special Inspector. *New to 2010, the Special Inspector shall provide written documentation to the C.E.O. demonstrating their competence and relevant experience or training. 18
19 Special Inspector Qualifications Note: This table has now become Table , Minimum Qualifications for Special Inspectors. 19
20 20 Additionally, the Code Enforcement Official can approve alternate qualifications for Special Inspectors.
21 Special Inspection Section Special Inspections - Building Permit Requirement. The permit applicant shall submit a statement of special inspections prepared by the registered design professional in responsible charge as a condition for permit issuance. *New to 2010, conventional light frame construction projects will not require a statement of special inspections. 21
22 Another edit to 2010, the list of approved agency or agencies to conduct Special Inspections does not need to be listed in the Statement of Special Inspections.
23 Report Requirements Section Report Requirement A final report documenting required special inspections and correction of any discrepancies noted in the inspections shall be submitted at a point in time agreed upon by the permit applicant and the code enforcement official prior to the start of work. 23
24 Statement of Special Inspections The statement of Special Inspections SHALL: Be prepared by a registered design professional in responsible charge or if construction is not designed by an RDP, then a qualified person approved by the CEO may prepare it. Include a complete listing of materials, work, systems and components requiring Special Inspections. Outline the inspections to be performed and the frequency to perform them. New to 2010, additional requirements for special inspections or tests for seismic or wind resistance. 24

31 Another Change from 2007 to 2010, is in Section , Mastic and Intumescent Fire-Resistant Coatings Special inspections for mastic and intumescent fire-resistant coatings applied to structural elements and decks shall be in accordance with AWCI 12-B. Special inspections shall be based on the fireresistance design as designated in the approved construction documents. 31
32 Chapter 17 Structural Testing and Special Inspections It should be noted that at the end of the project, the Special Inspector is required to submit a final report. This report must list any non-conforming test or inspection items. Non-conforming test or inspection items may inhibit the owner from getting a certificate of occupancy. Therefore, I recommend that a non-conformance list be generated periodically, say every two weeks or monthly, during the project to keep everyone on the same page regarding problem items. 32

34 CEO Responsibilities The CEO is the only one with the legal authority to enforce the Special Inspections provision of the BCNYS 34
35 The CEO SHALL: Review the submitted documents for compliance with the Special Inspection requirements Approve the Special Inspector(s) by evaluating the competence of the Special Inspector(s) Approve the Special Inspection Program submittal prior to the issuance of the Building Permit. Monitor the Special Inspection activities Review the Special Inspection Reports Perform the FINAL Inspection /Issue the Certificate of Occupancy AFTER the final Special Inspection report has been received and approved 35
