3 Summary UHHS currently leases the second floor and part of the third floor in the Medical Examiners Building The UHHS Data Center and support office space occupies the north half of the second floor. The south half of the second floor is occupied by laboratory and office space. UHHS occupies a portion of the third floor with Data Center and IT support offices. Each half of the building is approximately 10,000 sf. The current Cuyahoga County ISC Data Center located in the Sterling Building includes approximately 10,650 sf of area and contains 35 server cabinets, IBM mainframe, mainframe printers and tape backup robotics. The data center has growth for approximately 19 additional server cabinets. This information was provided by ISC along with Projected 10 Year Data Center Floor Space Requirements which was used as program requirements. Program information provided by ISC has a 10 year Data Center Floor Space Requirement projected for a total of 7,500 sf which includes 5,000 sf for Computer Room, 1,000 sf for Tape and Printers and 1,500 sf for Operators/Support Personal Space (7 occupants). Additional space of 1,000 sf is to be provided for 17 Optional Staff Offices Outside the Computer Room (Security & Com/WAN/VoIP; Network Engineers; Call/Support Center). Two Options for re-location of the Data Center were developed as part of the feasability study: Option 1: Expand the existing UHHS Data center raised computer room floor on the north half of the second floor to provide space for Cuyahoga County Data Center. Renovate the south half of the second floor for the Data Center support spaces, and for relocation of displaced UHHS support office space. This provides approximately 3,000 sf for computer room use versus 5,000 sf proposed in the program. Option 1 includes providing new CRAC units and electrical upgrades for the Data Center, and (2) 350 KW stand-by generators (N+1) to serve the Cuyahoga County Data Center exclusively. Preliminary budget project costs: $6,450,000 ($3,700,000 hard construction cost) Option 2: Renovate the south half of the second floor for Cuyahoga County Data Center and support spaces. Option 2 includes providing new CRAC units and electrical upgrades for the Data Center, and (2) 350 KW stand-by generators (N+1) to serve the Cuyahoga County Data Center exclusively. Preliminary budget project costs: $5,900,000 ($3,300,000 hard construction cost) The preliminary cost estimate was developed for the two options above with project costs that include $500,000 for moving, $500,000 for fiber relocation and 30% for soft costs. 4 The relocation of the Data center to the second floor of the Medical Examiners Building is considered to be feasible. The cost estimate reflects the estimated costs to construct facilities and move the Data Center based on the existing building and the program requirements desired for the Data Center. The following Program Option Matrix provides a line item review of program requirements and inclusion in estimated costs. Option 1 and Option 2 are illustrated on the following pages. These two options were developed as preliminary plans to test how a County Data Facility could fit into the existing building, and to develop a cost estimate. Assumption for the two options are included in the appendix as Option 1 and 2 Narratives. The Mechanical and Electrical narrative reviews the existing Data Center in the Sterling Building, provides an analysis of the Medical Examiners Building and provides recommendations for mechanical/electrical system improvements to relocate the facility to this building. The appendix includes a site plan to show possible location of mechanical/ electrical improvements required for the Data Center. Included in the appendix is an Option 1A which illustrates adding server cabinets to the existing raised computer room floor area in the UHHS Data Center. Infrastructure for mechanical/electrical system would need to be added to support this area, similar to Options 1 and 2. Upgrades to the UHHS Data Center are not included in the cost estimate. A possible upgrade includes adding UHHS to the dedicated standby generator system provided for the Cuyahoga County Data Center. This upgrade would involve a larger generator size and separating the UHHS Data Center at the main electrical service panels from the other electrical services. 11 County of Cuyahoga Data Center Relocation Feasibility Study MECHANICAL AND ELECTRICAL SYSTEMS INTRODUCTION The Data Center is currently located in the Sterling Building. The County would like to determine the feasibility of relocating the Data Center into existing space in the Medical Examiners Building. This feasibility study will address the mechanical and electrical systems necessary to facilitate the relocation of the Data Center. The scope of the engineering services pursuant to this feasibility study includes the following: 1. Evaluation of existing electrical and mechanical systems at the Sterling and Medical Examiners Buildings. 2. Analysis addressing the following items in the Minimum Requirements and Additional Requirements document provided in the County Program. See Appendix. To wit: a. Cooling and Fire Protection b. Stand-by Generator Requirements c. Metered Power d. Main Switchgear e. Redundant Generator f. Building Grounding g. Lightning Protection h. Fire Suppression This feasibility study focused on critical factors identified in the Cuyahoga County Program document presented by Cuyahoga County personnel. See Appendix. These critical factors were utilized to determine feasibility to relocate the Data Center. The critical factors which affect the mechanical and electrical systems are: 1. N+1 redundancy for critical units related to cooling and fire suppression systems. 2. Cameras, 24/7/365 security guards and alarm systems. 3. N+1 UPS with battery power sufficient for generator start-up (minimum). 4. N+1 Generators with sufficient fuel for 48 hours. 5. Minimum of 150 Watts per square foot power density. 6. Metered power Typically, power is sold by circuit, but metered power may reduce the entry cost for a client and it also incents them to use less power. 7. Electrical and Telecommunications service should come into the building underground.

Installation of a dual interlock, pre-action suppression system will be installed within the data center environment. PURPOSE The purpose of this feasibility study is to identify and present viable options to relocate the Data Center from the Sterling Building to the Medical Examiners Building pertaining to the mechanical and electrical systems. Feasibility is defined as capable of being done, executed, affected or accomplish reasonable assurance of success. Page 2 of 10

13 County of Cuyahoga Data Center Relocation Feasibility Study METHODOLOGY The methodology utilized in the formulation of this feasibility study was to conduct research subject to the guidelines and constraints stated herein, perform data synthesis and evaluation, and provide analysis to develop the Feasibility Chart and Recommendations stated herein as follows: 1. Field investigation of existing conditions. 2. Preliminary data gathering. 3. Data synthesis and analysis of information gathered. 4. Review of all applicable building codes. 5. Interview pertinent facility personnel. 6. Review and evaluation of Option drawings prepared by the Architect. GUIDELINES AND CONSTRAINTS This feasibility study was prepared pursuant to the following criteria: 1. The critical factors stated in the Introduction section. Also see Appendix. 2. The definition of feasibility as defined in the Purpose section. Design solutions are not provided. 3. The methodology stated in the Methodology section. 4. As-built drawings and documentation were not available for review and evaluation. 5. All recommendations employ to minimize construction changes to the Medical Examiners building. 6. All recommendations shall be in accordance with applicable building codes. LEED items and criteria are not included. 7. All recommendations are made utilizing the best available technology. 8. Installation of computer system equipment, racks, cabinets, and cabling are not included. 9. The following items are not included: a. ISO certification b. VESA system Page 3 of 10

14 County of Cuyahoga Data Center Relocation Feasibility Study NARRATIVE EXISTING SYSTEMS STERLING BUILDING Electrical System The building is currently served via dual 15KV primary CEI services fed from separate feeders and routed underground to the facility. Each primary service is redundant to each other and feeds one input of a primary source selector switch that is manually operated solely by the utility company. The primary source selector switch feeds a utility company, step-down transformer that supplies 480/277V - 3 phase - 4 wire, power to the base building Main Service Switchgear. Main Distribution System The main distribution for the Data Center is supplied from BlueBridge Co. via two (2) 400A feeders at 480V 3 phase 3 wire. See Appendix for one line diagram of the Data Center. The left side feeder load is 258A. The right side feeder load is 274A. The entire electrical distribution system inclusive of the UPS system is owned by others. Standby Generator System Each feeder stated above is backed up by a standby power generator at 480V-3 phase 3 wire. The standby power generator has sufficient capacity to provide backup standby power for the Data Center. There is no redundancy of backup standby power. The entire standby power generation system is owned by others. Mechanical System The Data Center is served by five (5) 20-ton Liebert air conditioning systems. The evaporators for the units are located on the roof. There are twelve (12) evaporators. The units provide cooling air discharged under the raised floor. There is no make-up or ventilation serving the Data Center. The entire Data Center air conditioning system is owned by others. Page 4 of 10

15 County of Cuyahoga Data Center Relocation Feasibility Study NARRATIVE EXISTING SYSTEMS MEDICAL EXAMINERS BUILDING Electrical Systems Main Utility Service The building is currently served via dual 15KV primary CEI services fed from separate feeders and routed underground to the facility. Each primary service is redundant to each other and feeds one input of a primary source selector switch that is manually operated solely by the utility company. The primary source selector switch feeds a utility company, step-down transformer that supplies 480/277V - 3 phase - 4 wire, power to the base building Main Service Switchgear. Main Electrical Distribution The existing base building Main Service Switchgear is original facility equipment, is approximately 42- years old, is rated 3000A, 480/277V - 3 phase - 4 wire and does not contain any spares or available spaces to serve future loads. There is no transient voltage surge suppression (TVSS) protection installed on this unit. This switchgear contains a 1600A circuit breaker that feeds normal power to ATS-1 and a 3000A circuit breaker that feeds normal power to ATS-2. The facility total load, as observed during the site assessment, was 1150 Amps. The facility personnel indicated the total facility load to be 1560A when the chiller unit is operating. The two (2) Automatic Transfer Switches, ATS-1 and ATS-2, are 4-pole bypass-isolation type, rated 1600A and 3000A respectively. ATS-1 feeds a base building Main Switchboard rated 1600A, 480/277V - 3 phase - 4 wire, and serves the majority of other Tenant and base building loads. ATS-2 feeds separate base building Main Switchboard rated 3000A, 480/277V, 3 phase, 4 wire, and services the UH Data Center critical support equipment and some base building mechanical equipment loads. There is no dedicated metering for the feeders serving the UH Data Center critical support equipment. Both main switchboards are original facility equipment, are approximately 42-years old, and have extremely limited spares or available spaces to serve future loads. Standby Generator System A single 2000kW, 480/277V - 3 phase - 4 wire, diesel standby, engine-generator set currently supports the entire building. This gen-set is approximately 12-years old and was partially overhauled in The unit is currently de-rated to a total output capacity of 1600kW at maximum operating temperatures. The gen-set is installed in a walk-in type weatherproof enclosure and located within a separate, dedicated exterior equipment area designed specifically for this function. The gen-set is equipped with a 6000-gallon belly type fuel storage tank capable of providing approximately 45 hours of run time at full rated load. The unit is adequately protected from unauthorized access and potential vehicular damage. Building management personnel stated that the gen-set is loaded to 99% of de-rated capacity during the hottest summer months. Page 5 of 10

16 County of Cuyahoga Data Center Relocation Feasibility Study The gen-set output feeds an Standby Switchboard rated 3000A, 480/277V - 3 phase - 4 wire, that contains one 1600A circuit breaker and one 3000A circuit breaker. These circuit breakers supply the standby source power inputs to ATS-1 and ATS-2 respectively. Fire Detection and Alarm System Building system smoke detectors were noted within common spaces and the elevator lobby. All building fire alarm systems are monitored and controlled by a central fire control panel. All alarms reports are monitored by security located within the lobby. Mechanical Systems HVAC System The south side of the building is served by a rooftop air handling unit (AHU-1), with hot water and chilled water coils. The second floor distribution is VAV without reheat. During the cooling season, the perimeter hot water heating system is off, and in order to maintain space temperatures at other floors, AHU-1 leaving air temperature is set to 55 degrees F, with no reheat available, space temperature is difficult to be maintained. AHU-1 has significantly exceeded its useful life, is in poor operating condition, and requires constant maintenance and repair, with parts difficult to obtain. Fire Protection System The building is served by a wet-pipe fire suppression system, with stand pipes in the stairwells. All floors are sprinklered with the exception of the second and third floors. Plumbing System The existing plumbing (Men and Women toilet rooms) are located in the core of the building, and are fully functional and operational. FEASIBILITY CHART The Feasibility Chart is a summary of systems and critical factors analyzed to determine the feasibility of relocating the Data Center. See enclosed chart. See the Recommendations section for detailed information regarding each item in the chart. The relocation of the Data Center to the Medical Examiners Building is deemed feasible pursuant to the mechanical and electrical systems given that all items in the feasibility chart are designated yes. 17 County of Cuyahoga Data Center Relocation Feasibility Study RECOMMENDATIONS All recommendations are made in accordance with the Feasibility Chart and the stated guidelines and constraints. The recommendations are as follows: Electrical Systems Service and Feeders 1. Existing service shall remain intact. Existing service comprises two (2) 15KV CEI feeders which enter the building underground. These feeders are equipped with a manual throwover switch for primary/backup mode of operation. 2. Modify existing main distribution switchgear to provide a feeder rated 800A, 480V 3 phase 3 wire. This feeder will serve a new 500 KVA transformer located in the main electrical room. This feeder will serve the Data Center. A meter will be located on this dedicated feeder. A TVSS unit shall be provided for this feeder. Standby Power System 1. Provide a standby power system that will consist of two (2) 350KW gensets rated at 480/277V 3 phase 4 wire and paralleling switchgear. These gensets will provide N + 1 redundancy for standby power. These gensets will interface with paralleling switchgear to facilitate the dedicated normal power feeder, the gensets, and standby power feeders for the Data Center. The standby power system will be located in an outdoor security environmental enclosure on the south side of the building adjacent to the main electrical room. The on-grade enclosure will be equipped with an integral diesel fuel storage tank sized for forty-eight (48) hours of operation for a single genset. All necessary alarming and annunciation provisions shall be provided. Data Center Power Distribution 1. The Data Center power distribution system shall consist of: a. Distribution Panels b. UPS c. Computer Power Centers The required distribution panels shall be located in the electrical room adjacent to the Data Center. The distribution panels shall be 208V 3 phase. The quantity and capacity of these distribution panels shall be as required to serve the needs of the UPS, power centers, and cooling equipment. UPS equipment shall be provided rated 208V 3 phase. Two UPS (2) units shall be provided for N + 1 redundancy. Switchgear shall be provided to facilitate redundant operation. The UPS system shall serve the computer power centers. The rating of the UPS system shall be as required to serve the data center electrical requirements. The UPS system shall have sufficient battery capacity to meet County requirements. All alarm and annunciation requirements shall be provided. Page 7 of 10

Branch circuitry for general purpose lighting and power shall be provided utilizing existing panelboards and circuit breakers. 2. Branch circuitry for Data Center equipment and cooling system shall be provided as required to serve the needs of the Data Center. Grounding 1. Maintain the existing building ground system. Interface with the existing ground system as required to install the dedicated Data Center feeder. 2. Provide a ground system for the standby power system in accordance with the National Electrical Code (NEC). 3. Provide a dedicated computer system ground for the Data Center in accordance with all applicable standards. Lightning Protection System 1. Provide a lightning protection system in accordance with all applicable UL and NFPA standards to achieve a UL Master Label. The grounding systems for the Data Center and standby generation system shall be bonded to the lightning protection system. Lighting System 1. Provide interior lighting for the Data Center and related spaces in accordance with IES standards. Existing branch circuit panelboards are equipped with sufficient capacity and provisions. 2. Emergency and egress lighting shall be in accordance with applicable codes and County requirements. 3. Exterior lighting appears adequate and requires no modifications. Fire Alarm System 1. The existing building fire alarm systems shall remain. Provide a fire alarm panel to install any required detection and alarm devices. Interface new fire alarm panel with existing fire alarm panel. Interface fire suppression system with new fire alarm panel. Data Center Alarm/Monitoring 1. Provide alarm and monitoring system as required to meet County needs for the following systems and equipment: Page 8 of 10

Water detection in Data room Security System 1. Provide systems to achieve security and monitoring in accordance with County requirements. To wit: a. CCTV surveillance b. Intrusion detection c. Access control Mechanical Systems HVAC System 1. Refurbish existing boilers to original operating condition. 2. Remove existing rooftop air handling Unit AHU Install new rooftop Unit AHU-1, 30,000 CFM, with heating hot water and chilled water coils. Provide unit controls and variable frequency drives. 4. Remove existing VAV terminal units on second floor. 5. Install twelve (12) VAV terminal units with hot water reheat coils. Provide controls for VAV terminal units. 6. Remove existing ductwork distribution in the occupied areas. 7. Install round or oval ductwork distribution in the occupied areas. 8. Install seven (7) floor mounted computer room air conditioning units at 15 ton each. This includes the N + 1 requirement. 9. Install round or oval ductwork distribution in computer room area where there is no raised floor. 10. Provide temperature control system with humidity controls for HVAC system. 11. System shall include nozzles, tanks, piping and activation controls. Addressable smoke detectors dedicated to detect smoke in the protected zone shall be provided. Manual activation stations shall be located at all exits from the Data Room. Fire Protection System 1. No work is required per code for the Fire Protection System. Plumbing System 1.
