3 1. PURPOSE This report has been complied to describe Sanitary Sewer Overflows (SSO) for the calendar year 2012 which occurred in the City of Springfield, Illinois. A SSO is defined as an overflow, spill, release, or diversion of wastewater from a sanitary sewer system, including interceptor sewers. A SSO includes overflows that result in a discharge to waters of the United States and overflows of wastewater, including a wastewater backup into a building (other than a backup caused solely by a blockage or other malfunction in a privately owned sewer or building lateral), even if that overflow does not reach waters of the United States. As a part of the Administrative Order from the USEPA, the City is required to provide an inventory of all SSO s for the previous year, identify the dates, sources, estimated volumes, receiving waters and principal pollutants contained in the discharges. The City is also required to issue a press release informing the public of the availability of the inventory and make the inventories available on the City s webpage. The City did not experience any significant wet weather events in 2012 which would have triggered the use of portable pumps to relieve the sanitary sewer. There were 42 reported and confirmed SSO s all but one of which were basement backups. The source of the backup in all 42 instances was from the sanitary sewer. There are no estimates of volumes available for these discharges as this information was not part of our record keeping at the time. As these SSO s were primarily basement backups, there are no receiving waters. The principal pollutants contained in the discharge would be domestic sewage. Work Order Number resulted in sewage in the parking lot which was washed down and vacuumed up. See Appendix A for the location, date and action taken information for each of the reported SSO s. 3

HOWEVER OUR JET HEAD CAME OF INSIDE LINE SEGMENT. WE TRIED TO JET SEWER BACKWARD TRYING TO RETRIVE OUR OTHER JET HEAD, WITHOUT LUCK. WE NEED TO DO MORE WORK ON THIS LINE SEGMET. S32 FEED US WATER FOR 2 HOURS. WE JETTED LINE SEGMENT TO OPEN BLOCKAGE. WE JETTED LINE SEGMENT AND OPENED BLOCKAGE. WE JETTED THRU MIDDLE MANHOLE TO SD MANHOLE TO OPEN BLOCKAGE. WE JETTED SEWER LINE SEGMENT SEVERAL TIMES TO OPEN BLOCKAGE. SEWER IS FLOWING WELL BY TIME WE DEPARTED /18/ ARROWHEAD DR BOB CHECK SEWER BACKUP WE JETTED LINE SEGMENT AND OPENED SEWER MAIN. THIS LINE HAD GREASE. WE WILL PUT THIS LINE ON REGULAR CHECK AND JET /5/ SOUTHWIND RD BOB CHECK THIS SEWER BACK UP BIG GREASE BUILD UP IN MANHOLE 004 WE CLEANED OUT GREASE AND JETTED SEVERAL TIMES- CLEANED OUT MANHOLE SOMEMORE-LINE IS DOWN AND FLOWING NOW. 4

WHILE FLUSHING P.M. TICKET AT 55 ST MARYS CT LINE WAS NOT FLOWING LIKE IT SHOULD. WE JETTED THREE LINES AND REMOVED BRICK HOLDING DEBRIS. SEWER FLOWING WELL NOW /25/ HYDE PARK PL MARK CHECK OUT SEWER BACK UP WE JETTED ABOUT 50 FT TO OPEN LINE SEGMENT /26/ VALLEY DR BOB CHECK OUT SEWER BACK UP WE JETTED AND FLUSHED LINE, SEWER WAS BLOCKED. WE OPENED AND CLEAN MAIN. WE TALK TO HOMEOWNER /28/ MEADOWBROOK RD BOB CHECK OUT THIS SEWER BACK UP /2/ WILLOW LN BOB CHECK OUT THIS SEWER BACK UP /5/ N NORTH GRAND AVE JASON CHECK OUT SEWER BACK UP WE JETTED LINE SEGMENTS FIVE OR SIX TIMES TO BREAK UP GREASE IN MANHOLE WE REMOVED A LARGE STICK IN BOTTOM OF MANHOLE. THIS STICK IS CAUSE OF BLOCKAGE IN THAT STICK WAS HOLDING BACK SOLIDS CAUSING BUILD UP IN MANHOLE UNTIL NO SEWAGE OR WATER COULD GET PASSED. WE JETTED LINE SEVERAL TIMES TO OPEN LINE SEGMENT UP. ALSO WE WASHED DOWN GUTTER PAN AND TALK TO HOMEOWNER. WE VACUUMED WATER FROM MANHOLE 037 AND THAT ACTION OPENED BLOCKAGE AND SEWER IS BACK TO NORMAL FLOW /6/ TYRONNE DR BOB CHECK OUT SEWER BACK UP WE JETTED SEWER AND OPENED SEWER. WE WENT BACK TO SEWER BARN TO GET VACTOR S33 TO CLEAN MANHOLE /14/2012 DIRKSEN PKWY BOB CHECK OUT SEWER BACK UP WE JETTED LINE TO OPEN SEWERS. WE PULLED BACK MUD. THIS LINE SEGMENT MAY NEED TO BE TELEVISED. 5
